I read your mail few minutes ago:



FIRST , I am sorry to hear that so many deaths have occurred in your family
and friends. It is true that India is among the countries with a very high
rate of Cancer.



But there are many surprise ……the worst country in Europe is Denmark,
Netherlands, France and Ireland.  The USA is the fourth worst County for
Cancer and Alaska is also bad.

Three of the countries with the lowest rate are in Africa: Banako, Gambia,
Cape Verde and in Asia it is Bhutan



SECOND Let me be personal. My brother in 2008 complained that he was having
pains in the chest . I asked him to have it x-rayed. By the time we got to
Dar we got the news a nearly 900 grams lump near his lungs.  There were no
smokers in our house …He was kept in Manipal Hospital, close to Goa
University.  The Chemotherephy made him like a zombie..The Atttitude of the
doctor was incredible, she asked me not to waste my money he was going to
die ! Two days later I paid the bill and and ambulance fro NUSI took him
there. Meanwhile I had ordered for the Johnson Patch through the
Government. It could only be handled by an Oncologist !



My Brother when he was in Tanzania worked in the Government Chemist. The
ceiling was made of ASBESTOS.  His coworker died from the same.



THIRD** How many Goans are exposed to ASBESTOS?

The answer is many. As you know Boilers in the ship have asbestos coating
to keep the temperature down.



THIRD B: Last weekend a couple called me to their place for a barbecue …as
we were sitting out I noticed something suspicious over a garage like
structure. I went to look at it. Yes it was ASBESTOS !!

the mortuary it is used to preserve the body until it is buried. One fine

COVID-19 migrants: Future of work and production

Events are moving so fast in our world. It was just two weeks ago that
I wrote how the economic collapse because of the novel coronavirus
disease (COVID-19) had made the invisible, visible

 . I wrote about the images of migrant labourers that haunt us, who
made their
way from villages to cities for jobs and are now walking back home
because of job loss — often dying and collapsing with hunger.

Since then, the migrant crisis has made its way into our homes; into
our living rooms; and, into our consciousness like never before. We
have seen them; we have felt their pain; and, we have wept when we
heard how tired migrants sleeping on train tracks were crushed to
death by an incoming train. More and more of such cases have come to
light — we are all traumatised. I know.

But it is also important to note that their pain has not gone
unnoticed — the government has started trains to bring migrants back
home; it has done this knowing there is danger that the contagion
might spread to villages. But it knows that there is also anguish to
go home. It had to respond. I can say that as yet, all these efforts,
including the move to provide free food to the returning people, is
still too little — much more needs to be done to take them home with
dignity and to provide them with wherewithal to survive in the coming
months...

This would be a humorous item in the daily news were it not coming from IATA 
which speaks for a desperate industry.

“The International Air Transport Association’s roadmap to restarting commercial 
flights — which have dropped off by more than 95 per cent among Canadian 
airlines due to the COVID-19 pandemic — suggests that passenger face coverings 
have “obviated” the need for physical distancing on board, that aircraft seats 
provide a further barrier to viral transmission and that air filtration systems 
are equivalent to those at hospital operating theatres.”

Let’s address these 3 contentions.

1. Face masks obviate the need for physical distancing.
* All medical authorities emphasize that masks only play a small role in 
prevention.

2. Aircraft seats provide a further barrier to viral transmission.
* This must be a sorry attempt for a joke right?

3. Air filtration systems in aircraft are equivalent to those in hospital 
operating theatres.
* This after knowing for years that air is increasingly recycled by aircraft 
systems against safety norms, to save on fuel and that seating is being 
constantly cramped to make room for more passengers to increase revenue.

You can expect more blatant lies from big corporations trying to make up for 
lost income or just holding on to their finances to survive.

They can surely try to recoup in a better way.

The exodus of migrant labour on foot to their destinations trudging  hundreds 
of kilometres is  a National disgrace. That state  Govts are playing  politics 
over the miseries of  their citizens and ignoring their right to return back to 
their homes 
 It must  now dawn on politicians that  development must be spread all over 
Indian  states to retain the work force. There are islands of growth at Mumbai, 
Delhi, Bangalore and other capital cities. This is lop sided development 
concentrating in some  industrial hot spots .The migrants are not highly 
educated or skilled workers. The poor are forced to seek living in sub human 
conditions and who are exploited without offering any standard living 
conditions  like shelter , food , clean drinking water. and no security of   
work   They are hired and fired at sweet will of employers .The efforts to 
retain their workers in future must be undertaken on war footing
If politicians do not open their eyes to realities of plight of walking 
migrants, then shame on them
Make in India slogan has failed miserably as Industrialist have made China 
their manufacturing hub to gain more profits against National interests. Can 
the slogan be changed to make in States. Too long States have  deprived by 
successive Govts in  not spreading industrial developments that would  disperse 
workers and not stretch services beyond limits of elasticity  by concentrating 
industries in certain states only. Every state must draw up plans to engage 
migrants in productive work so that they will not look beyond their states

1.   On the night of 2nd of April, social activist Sudeep Dalvi published a
post on facebook, criticising Goa Chief Minister's request to the citizens,
to report suspected Tableegh members returning from Delhi as possible Virus
carriers.

2.Within 24 hours, Panjim Police arrested him and charged him with Sec.
505 (2) for inciting hatred and ill-will between two communities, a
non-bailable offence which was QUITE CONTRARY to the very nature of his
post. Dalvi spent three nights and three days in custody of Panjim police
and was released on bail on the afternoon of 6th of April. Since his
release, the chargesheet has not been filed and hearing is yet to commence.

4. 44 days later, on Sunday 17th of May at 8:45 PM, a police team
arrived at Sudeep Dalvi's house and  demanded that he go along with them to
the Old Goa police station. On being informed by his mother that he wasn't
at home, the officer insisted on speaking to him by phone.

6.   This lady officer, clearly identifying herself as PSI Veronica,
informed Sudeep that there was a complaint against him and instructed him
to present himself at the Old Goa Police station for an inquiry "AS SOON AS
POSSIBLE". When asked, the lady PSI refused to divulge the details of the
complaint, or its nature, and was not in possession of a SINGLE legal
document to justify her team's arrival at such a late hour on a Sunday
night.

8.   The next day, Monday 18th of May, police teams also visited several of
Sudeep's friends inquiring about his whereabouts. On the 19th, his advocate
called Old Goa Police Station three times, to ascertain the nature of the
complaint against his client. And each time was informed by the police that
there was no complaint against him or any record of a police team from Old
Goa visiting his house.

9.   Sudeep Dalvi has been understandably shocked by these developments,
and is wondering what would have happened to him if he had he been at home
when the police had arrived. Was this a case of impersonation? Or could it
be that the Old Goa police had an "EXTRA JUDICIAL" plan for him that night?
It certainly gives Sudeep ample reason to fear for his life.

10.   On 20th of May that is today, just now, Sudeep Dalvi has been granted
interim bail and protection by the court. Now it isn't possible anymore for
the police to arrest him "EXTRA JUDICIALLY", that is illegally, without the
specific orders of the court. For three days he suffered like a fugitive,
was chased like a criminal and hounded like a prey by Goa Police. FOR WHAT?
For simply raising his voice against the injustice happening all around him?

So, is this how the police operate in Goa's so-called Democracy?

And is this the direction that Goa is  heading, politically?

Is the government out to harrass and silence its critics under the shadow
of this epidemic?

Is Goa simply heading towards Gujarat rule, or a dictatorship, like
Stalin's Soviet Republic, or Pinochet's Chile, where anyone can be picked
up at any hour of day for any reason, or even no reason, on the whims of
the dictators in power?

These questions should be carefully considered by all right-minded Goans
 especially the ones like Sudeep Dalvi, who are prepared to fight to
uphold democracy!!

Born on 21 July, 1961  at Orlim to Mr. Fabiano S.D. and Mrs. Albertina Josepha 
Lopes  .  He was one of the twin brothers among 3 brothers and a sister. His 
father was very much attached and rightly fond of him. He was beacon of light 
and guide even to the extended family. He was abstemious person, stayed away 
from alcohol, smoke and never served alcohol at any of his functions .Described 
as a “jewel of a person” his motto being “ It is nice to be important, but more 
important to be nice” His qualities of heart and soul, listening skills,  
helpful ,soft spoken nature , humility endeared him to all .His conflict 
management, and non-confrontation attitude helped him to build  lasting 
relationships, fulfilling his role as the son ,husband, father brother- in 
–law, neighbor and friend

He was studious and intelligent person  who topped his class at SSC, at Mount 
Mary`s H .School, Chinchinim and was recipient of People of Chinchinim awards. 
He was a commerce graduate.

 

He represented his college and Goa in football at National School games, 
Guwahati, Assam in 1979’

He introduced, popularized in Dandeavado, Chinchinim, State and local Badminton 
Championships. He promoted interest in cricket under Cricket Club of Chinchinim.

A founder member of P.C.Trust. Founder member of Parish Youth association. 
President of Junior Jaycees Chinchinim, Vice President, Dalgado Konkani 
Academy, Founder member, Romi Konkani Lipi Action Front. Medical Sales 
Representative for Napha, Topline pharmaceuticals. Ex correspondent of Heraldo. 
Employee at St Mary`s H S, Varca. Transmission Executive at Goa Doordarshan 
1992 and promoted as Programme Executive,2005 .A legal intervention secured his 
denied appointment being the only candidate with required knowledge of Konkanni

A voracious reader of English literature, and classics., His investigative

and encouraged Konkani Telefilms, Konkanni songs, spiritual music, carol 
singing, play writes, discussions , debates, phone in programmes.  He has 
provide a platform for budding artist, moderators, interviewers and 
commentators .He enjoyed trust, appreciation and support of his superiors.  His 
last project to digitize all Konkani Songs remained unfulfilled dream. His 
pioneering work to establish  legal right of Godwin Co operative  society,

 “ Konkani Mai loses a true patriot”  ,” Silent warrior of Roman Script”  , 
Illustrious crusader and patriot:   “  “ Silent worker”. ,” Cypriano a staunch 
supporter.  “Romi Lipi action front has lost its all-important right arm.”  
“God has given ..”God has taken away” “ Ek Bhangar monis”.  “ Ek nizacho 
Konkani Bhokt.”.. “Konkani bhaxek onath korun guello”.   Hence he was in the 
movements to spread Konkani in Romi  script and worked tirelessly to reach out 
to Romi Konkani populace far and wide. D.K.A organized a condolence meet on 15 
March 2016, largely patronized at which spokes persons were, Mr . Tomazinho 
Cardoz, Mr.Wilson Mazello, Dr Rafael Fernandes,, Mr.Michael gracias, Mr, 
Premand Lotlier among others. Both English and vernacular press gave extensive 
coverage after his demise paying rich tributes to his life achievements

While the doctors, nurses and support staff as frontline warriors have been
leading the COVID-19 battle from the hospitals, the police have been
engaged tirelessly in manning the dicey situation on the streets while
ensuring that the current lock-down is enforced.

The entire Goa Police headed by acting DGP Jaspal Singh and his whole team
at all ranks have performed outstandingly in such trying times with anxious
citizens understandably showing signs of unrest.  Along with the medical
staff the Goa Government ought to also duly recognize the contribution of
the police in these critical times by giving them too a handsome monetary
allowance.

The services being rendered by the two District Collectors along with their
subordinate officers and staff who have also been working very long hours
tirelessly, dealing with various critical issues arising during the
lock-down also needs due appreciation. A big pat on the back for the
overwhelming majority of Goans who realized the seriousness of the
situation and made huge sacrifices to respect the stringent lock-down
measures to fight the virus.

It seems that this war against this vicious virus is going to be a very
long drawn one. The poor and downtrodden in particular need our helping
hand, so also the helpless migrant labour who have been the worst hit. Out
of appreciation and respect for everyone, the government and the
authorities must continue to plan and implement measures with urgency,
clarity and without fear or favour, based on sound, pragmatic, medical,
scientific, economic policies to return Goa and Goans back to near normalcy
as possible.

Let’s remember and act on the wise words of the late President John F.
Kennedy, ‘As we express our gratitude, we must never forget that the
highest appreciation is not to utter words but to live by them.’

We may be in for the long haul but with unity of purpose, determination and
transparency our faith and human endeavour can and must overcome these
extremely dark days that have dawned on humanity.

Wow I read your post.  Incredible you would rather have millions dying,,,no
jobs, no money dependent on Govts who themselves strapped for funds.  You
remind me of a certain person, who goes by the Nom do Plum (Devak Argham).
This fellow quotes the bible ad nausum …I for one thing would pray for
Divine Intervention (DI) I specifically will be praying to the great Goan
Saint Saint Joseph Vaz.   He  had to deal with pandemics…..Its not enough
to quote the bible…Lets Read and Think.



Lets go to the new Testament: Jesus is beside the lake there are countless
people …only 7 loaves and two fishes….Jesus does not say Stupid People….He
not only performs a miracle  but tells his disciples to collect the

I will soon pray to St Joseph Vaz, the Goan Saint that this Pandemic is
soon over and life returns to normal.  I would like to return to Tanzania
and keep my pledges both to the Government, and to my neighbours.  I will

Absolutely disgusting! Areporter came to me thiking I was still in the
Board of Directors of the State Mining Corporation. Miners were getting
their skins disappearing from the mercury treatment, to extract the gold.

For centuries, the state of Goa was most easily accessed by
boat.  India's smallest state is located along India's West
Coast, sandwiched between the Arabian Sea and the Sahyadri
mountain range, a majority of the state's landmass comprises
low lying swamps and floodplains of the many rivers that
dissect the state.  The two biggest rivers are the Mandovi
and Zuari.  In between them the region of Ilhas -- which
translates to "Islands".

The Mandovi-Zuari basin is an estuarine water body with many
natural harbours.  The Kadamba dynasty saw this potential in
the 10th century AD, when they set up the port of
Gopakapatnam on the Northern bank of the Zuari.

After the fall of the Kadambas, the territory was constantly
fought over, by the Vijayanagara Empire and Bahmani
Sultanate.  Both viewed the region as a valuable trading
port.  The ports of Gopakkapattnam and Ella became important
markets for the horse-trade.

The Bahmani Sultanate consolidated their control over Goa in
the late 14th century, and under the Adil Shahi dynasty of
Bijapur, they fortified the city of Ella and created a
navigable canal through the wetlands between the Mandovi and
Zuari basin.  Adil Shah built two palaces in Ilhas.  One
still stands today -- located in the capital city of Panaji
[or Panjim].

The Portuguese also arrived in Goa via the water.  Despite
the development of many modern transport systems and roads,
the rivers acted as borders between districts of Goa -- this
phenomenon is evidenced by the cultural shift that occurred
"across the river".

There is a distinct dialect of Konkani which can be observed
in the provinces of Salcete and Ilhas -- not more than 15km
between them.  Rivers were often forded at key crossing
points by canoes.  A boatman (oddecar) would transport wares
and people across the river.

travelled by canoe, and then
across dense forests and rough
terrain inland ...  Perhaps
that is why a mere 7km ride is
perceived as 'so far away' even

The first ferry boat service, the "lancha", was started in
1888.  These boats would not move like the canoes -- but
rather sail along the riverbanks, crisscrossing at times, and
connecting the islands in Ilhas, including the capital Panjim
with Bardez and Salcette.

These boats persisted till the late 20th century, but have
since been replaced by modern ferries, flat bottomed boats
that can carry a relatively large number of people, as well
as cars and small trucks across the water.

The Mandovi-Zuari basin has numerous islands, Divar, Chorao,
St Estevam, Vanxim, and Cumbarjua are still highly dependent
on these vehicles.  Chorao -- an island of over 5,000
residents -- has eight landing points for these boats.

The CCF team conducted an initial survey of the ferry boat
landing points in the Tiswadi region of Goa.  The survey
mapped out 22 points that ford the river by ferry.  Some of
these, like the Betim-Panjim crossing, have four boats plying
between the two jetties at peak hours.  The research led to a
critique of the existing ferry boat system.

  The primary issues arise with the boats themselves.
  Firstly they are infrastructure-heavy -- there are
  dedicated ramps for vehicles and people to enter
  the boat.  They are slow -- each boat can move at a
  top speed of 30km/hr, additionally, they have only
  one entry point -- so, mid-journey, the boat will
  physically turn around and reverse into the landing
  point.  Most importantly -- in a time when we are
  concerned about carbon emissions, these boats ferry
  four wheelers.  The vehicles are doubly, sometimes
  triply, loaded in the boats, at the time of
  landing, chaos prevails as vehicle after vehicle
  has to manoeuvre and deboard before new vehicles can
  start boarding.

In some ways, the present scenario is a reversion to the canoe
system.  While working on the Regional Plan for Goa in
2009-10, [Charles] Correa travelled extensively up and down
the state's waterways.  Soon after, in 2011, Correa pitched
an idea for the need to use Goa's waterways as a conduit for
mobility.

Developing the static ferry boats into an interpretation of
the lancha in a modern context could promote decongestion of
roadways and provide affordable public transport to both
tourists and locals.

  The overdependence on bridges to cross the river at
  only certain points leads to increased transit
  time, cost and carbon emissions.  Islanders from
  Chorao, Divar, St.  Estevam etc.  are practically
  isolated from the city and many essential services.

PAYMENT OF WATER BILL
Whilst it is easy to pay our Electricity and BSNL bills online, not so the 
water bill. So far we used to pay it at an NBFC outlet/ cooperative bank but 
those outlets have also now started not accepting water bills. Senior citizens 
are not supposed to step outside their house and the online site is also not 
functionning. Getting "Customer Care" or any official on phone is a mighty 
chore! At last the Executive Engineer informs me that the site is indeed down 
and they have not been able to establish satisfactory online payment of bills. 
So please send the cheque to his office! I really fail to understand how this 
government functions in public interest. Government offices have started to 
function sometime back  and these are essential services especially in 
emergencies? Just look at the plight of the travellers and migrant labor. The 
left hand does not seem to know what the right hand is doing. Do we all have to 
get frustrated and suffer unnecessarily when dealing with our government?
