OK. I've fixed it.
Previously I ran ceph-deploy osd create ceph-node4:sdb by mistake. I
terminated it by Ctrl-c. Therefore the lock on
/var/lib/ceph/tmp/ceph-disk.prepare.lock.lock was not released.
So the next ceph-deploy osd create was hanging waiting for the lock.
It's a user error, but
ceph-deploy adds the OSDs to the cluster map. You can add the OSDs to
the ceph.conf manually.
In the ceph.conf file, the settings don't require underscores. If you
modify your configuration at runtime, you need to add the underscores
on the command line.

Python is tripping over incompatible syntax for some reason.
