I spent some more time and was able to get things working on my machine,
so I though I'd share how. Note this is definitely a hack but it works

FYI, when you unbind the scsi disk driver by writing the 1 to the delete
knob in sysfs, it takes care of issuing the synchronize cache and
start/stop unit commands. You can see this in dmesg. You mentioned the
usb mass storage driver, which I would not have thought of. I'd bet
that is the issue.
We can change the string to "Send" in utopic, no in "trusty" (neither
stable or updates). Changing the string would invalidate translations,
that can't be done as a stable update
