Check out Google Apps at

capability for free. You can register a domain name for them ($10 / year)
which is the only cost.
There is not a site builder but you can build pages with a WYSIWYG online
editor.

The "first list" (272 possibilities) permits to have codings orthogonal (or
almost orthogonal) in time and frequency, so not to mix two possible contiguous
