How about Malta?
The nation is not so strict on VISA applications, and we now have biometric
passports, which is great for the US and Aussies, Malta is also a Schengen
country meaning most nations may not even need to show a passport to enter,

as for a MARCON list it should be able to be like the old OOo Market list
where one declares the nation, name of contact, e-mail and other ways of
contact, and also a slot for a group name if he is in charge of a local
team.
