An update to my post earlier today, my problem was not caused by tar. It
appears that downloading DEBs to a network drive was causing them to
corrupt in some way. Downloading them to the desktop and running them
from there resolved the matter.

Still not fixed :-(
The eucalyptus/cloud-address value is not landing in the preseed.conf.
Colin, could you take a look? There's something going wrong here with
the scope of that db_get, I think. I'm wondering if it needs to happen
in the install chroot or something?

I forgot to mention: newer versions of XZ Utils of course also have
various minor API changes, new translatable strings, and new command
line options, so I assume this would require a freeze exception or
someone back-porting the packaging changes only.
If neither of those happen, could you remove
