Why using snap in a first place? Emacs 27.1 is already available in
Debian testing - is there some ubuntu-specific screw-up which prevents
downstream porting?

Unfortunately, the ARM64 support in Tarantool is temporarily broken.
I had a talk with the team and they promised to ARM support in Q1 2021.
Can we disable ARM64 for now?
