I don't think reinstalling Kurzweil will solve the problem. As far as my 
experience goes, it is a permanent problem between kurzweil and fine reader. 
Kurzweil does not open any file scanned from fine reader and saved in MS 
word format. So, saving it in text format and opening it with Kurzweil 
appears to be the only solution. In order to insure accurate ordering of the 
pages of the books vis-a-vis that of the scanned file, one can do some 
experiments with the format settings option in the save file dialogue box in 
fine reader, before pressing the save button.

PARTICIPANTS DISCUSSED ways and means to lessen problems faced by disabled 
people in their academic and professional pursuit on the second day of the first
annual conference of Indian Association of Rehabilitation Professionals (IARP) 
at Swatantrata Bhawan in BHU on Sunday.

Scholars from across the country presented their research papers on the 
occasion.

Vartika Srivastava, a research scholar at education faculty, BHU, delivered her 
paper on 'Education as Means of Empowerment for Girls With Disabilities'.
She said that even though physically challenged girls comprise a significant 
number in the total disabled population, issues concerning them receive less
attention.

She said that girls with disabilities were deprived of their basic needs and 
rights like health care, education, skill training access to rehabilitative
services and so on. Empowerment of women has been recognised as a central 
issue in recent years and among the various tools of empowerment education can
be considered as the most important one, she said.

Rajiv Ranjan, a lecturer of special education, presented a paper on 'The 
Personality Profile of Children With Learning Disability'. He said that under 
current
circumstances, there was a need to initiate systematic nationwide attempt to 
tap the potential of the learning disability children and utilise their 
resources
for the welfare of the state.

Rajesh Kumar, an education faculty student in BHU, talked about the 'Aspects of 
Rehabilitation: Visual Impairment'. He discussed in detail the social, 
educational,
medical, psychological and economic rehabilitation of visually challenged 
people.

Mukesh Narayan of Jerevan Jyoti School for the Blind dwelt on 'Approach to 
Education of Deaf-Blind Children in Uttar Pradesh'. He said that parents could
be effective educators and could deal with their children confidently in the 
absence of professionals.

AN EQUAL MUSIC: Campus radio is a radio station run for the blind, of the blind 
and by the blind.

Bangalore: Video killed the radio star go the lines of a famous song by the 
British group, The Buggles. But now the opening of the air waves has proven
to be a boon for many who are unable to experience with their eyes what they 
can hear with their ears.

Says Ashish Sen of Voices, If you are visually challenged or if you are a 
person with low vision the audio factor assumes critical significance.

Perhaps nobody knows that better than 28-year-old Manjappa. He has been with 
the Maharishi Ramana Academy for the Blind (SMRAB) for as long as he can 
remember,
but for the first time in so many years his dream is about to be realised.

The academy has applied for a broadcast license for campus radio - a unique 
initiative which seeks to revolutionise the air waves like never before, a radio
station run for the blind, of the blind and by the blind.

Says Manjappa, There are lots of disabled people in villages who are not aware 
of their rights. We have 250 blind students in our school and the people
in the villages must be educated on their condition, which is why campus radio 
is a novel concept.

Says Special educator, SMRAB, G S Lakshmana Iyer, We have applied for the 
license and we will shortly be done and over with other formalities also. It
is a good opportunity for us to see that activities within the campus are 
highlighted.

It will take the academy a couple of months before they can start broadcasting, 
but there's no stopping the training sessions.

However, unlike community radio, in campus radio the ownership and management 
lies with the university or the educational institution. But with time, campus
radio could become community radio.

In time the lines will blur and the decision to grant a license to RMA is a 
front runner certainly in the area of disabilities because when you are talking
about marginalised communities, access to information is a precious commodity 
and here a radio station for people with disabilities will go a long way
in plugging this gap, says Ashish Sen.

The airwaves have never generated so much excitement. Thirty-five year old 
Carmel, an administrative assistant at the Academy may be physically challenged,
but that doesn't stop her from walking that extra distance to the studio.

She's keen on getting her hands on deck once the radio station starts 
broadcasting.

I think I am very good at communication and this will be a great boon to me to 
improve my skills, says she.

It doesn't get more democratic than this - media for, by and of the community, 
the first step towards making use of radio innovatively for empowering the
disabled.

Chandigarh, December 17: IN 1992, Kiran Kumari was just another teenager, a 
19-year-old doing her BSc in Nursing from Ludhiana. That was before tragedy
struck, the same year, when she lost her vision due to high brain fever.

Fourteen years on, Kiran works at the Institute for Blind in Sector 26 here, 
and recently enrolled for a PhD from Panjab University. In between, she got
her BSc (Nursing) degree and also completed MA in Sociology from PU's 
Department of Correspondence Studies.

The scope of her PhD? Job prospects for the visually challenged; more 
specifically, the problems they face.

The doctors initially reassured me that I would regain my sight, Kiran, who 
has been working with the institute for the past nine years, told Newsline.
But with time I realised it was gone forever. Though living a life in the dark 
suddenly seemed impossible, time and family support made me accept it.
I began actually looking at it as a challenge.

With family based in Gurdaspur, Kiran lives by herself at the PGI working 
women's hotel. Recalling the initial fight with vision loss, she said: The 
world
seemed to have gone completely dead for me. My own room seemed strange, for I 
could not even get to the bed without banging against a few things. People
suddenly began pitying me.

Thanks for all the help. yesterday the court approved the guidelines and the 
maharashtra commissioner of Disabilities will issue a GR in 8 days.

The battle is won but the war still goes on. There are many issues that these 
guidelines will throw up which will need to go to court  in the future. Also I 
do think that the other states need to get similar guidelines passed and also 
the Chief Commissioner needs to do some work on his original guidelines.   

Those of you in Maharashtra can photo copy the Order and use it during all 
exam.  
Here is the final set of guidelines. 
Guidelines for Appointment and Availing facility of Scribe

  

1. The scribe/writer should either be provided by the examining authority or be 
arranged by the candidate himself/herself at the discretion of the candidate. 

 

2. Any attempt at cheating can be curbed by ensuring proper supervision and 
vigilance by the invigilators. 

 

3. Considering the practical problems, it is necessary that if the scribe is 
provided by the examination conducting authorities, such authorities must 
ensure the competence of the scribe/writer. 

 

4. The examining authority should make it very clear in the advertisement it 
self regarding availability of scribe/writers. 

 

5. The Candidate should furnish in the application form it self that he/she 
would like to avail the facility of writer from the examining body or he 
himself would arrange for the scribe/writer. 

 

6. The examining body should identify the scribes/writers and make the panels 
at district/Division or state level as per requirement of examination.

 

7. The Panels of scribe should be as per requirement of the stream/discipline 
eg. Arts, Commerce, Science  Mathematics, Engineering, Medical etc. and only 
eligible scribes should be included in the panel.  

 

8. It is desirable that the candidate and the scribe are from the same stream.

 

9. In case the candidate avails the services of his/her own scribe/writer, the 
scribe/writer   should be one grade junior in academic qualification than the 
candidate if from the same stream.  However, this condition shall not apply if 
the scribe/writer is from a different stream.

 

10. No other restriction should be imposed on the selection of a scribe/writer. 

 

11. The Chief invigilator of the examination center should have discretionary 
powers to accept last minute change of scribes under exigencies.

 

12. More than 1 scribe may not be permitted to write different papers. However, 
subject to clause (11) above such change be permitted. 

 

13. The letter approving the scribe should contain the following information in 
writing:

i.  the extra time given to the candidate 

ii.  He shall be seated separately

iii.  Beside the date and subject name, scribe name should be printed for every 
paper.

iv. Contact address and phone number of competent authority should also  be 
printed for last minute change of scribe. 

 

14. Refreshments, if any to scribes/writers should either be served before or 
after the examination 



 

15. Candidate and scribe should be provided with full information about the 
duration of the examination. 

 

 

16.  Additional time 

i. for a written test of duration of 1 hour at least 20

Vista demands more computer resources for a given application than XP does. So 
you need a heavier battery, or you will have shorter battery life because
of the greater demand for watts, said Phil Hester, chief technology officer of 
Advanced Micro Devices, in remarks made at the company's annual analyst
day in New York last week.

Dell also said that Vista's appetite for computing resources will increase its 
draw on battery power.

If Vista is run in full Aero mode, with none of the Vista-provided power 
management settings turned on, it is likely to demand more power, and have an
impact on battery life, said Dell spokesman Ira Williams, in an e-mail 
interview. That said, if you run Vista in battery-optimized mode (using a 
non-3D
interface), we would not expect the battery life to be significantly different 
from XP in that scenario.

More Power at a Price

A Microsoft spokesperson confirms that Vista will allow users to disable or 
tune down graphics as part of a power-management package meant to keep Vista
battery life on a par with Windows XP's. But she said the graphics have a 
smaller effect on battery life than other hardware in the PC.

Although it is true that the Windows Vista Aero theme and components can use 
more resources than previous versions of Windows, the relative impact to battery
life is minimal, says Microsoft spokesperson Kristin Farmer.

Microsoft is working with device manufacturers to ensure their device drivers 
are optimally tuned for performance and power savings. We recognize that
battery life isn't just a Microsoft issue and involves our partner's decisions 
as well, says Farmer.

Tweak Software Controls to Save Battery

Microsoft has designed Vista to allow notebook PC users to save battery power 
by turning down the screen brightness, volume, wireless networking, and other
attributes, according to the company's Web site. Vista also has a 
power-conservation mode called sleep, similar to the standby and hibernate 
modes
in previous versions of Windows. (Read PC World's story on

on three systems, including one laptop.)

A spokesperson for Gateway agreed that Microsoft's power-conservation steps can 
make a difference in compensating for the extra hardware.

We've done extensive testing, and we haven't seen [shortened battery life], 
says Gateway spokesperson Kelly Odle. While it is true that Vista has higher
system requirements than XP, it also has more sophisticated mechanisms to allow 
for power savings.

Still, users who need to preserve battery life will face a trade-off in giving 
up some of the most impressive new features, says Richard Shim, an analyst
with IDC.

It's a common criticism that any new Windows OS will have a toll on battery 
life, Shim said. If you look back at XP and Windows 98, it took a while for
folks to learn how to optimize the hardware. And as the PC market continues to 
rely on notebooks to drive shipment growth, this will be a big thing.

How to Manage Your Laptop

Notebook PC users can manage power by reducing the time it takes their 
processors and hard drives to switch into hibernation mode, by turning off their
sound and Wi-Fi, by avoiding running ten applications at once, and by turning 
down the brightness of their screens--the one component that consumes more
battery power than any other computer part, Shim says.

Some hardware makers are also helping out, as they are striving to squeeze an 
extra 2 to 5 percent of efficiency out of the chip set, graphics component,
and BIOS, Shim says. However, they face a limited power budget, since battery 
technology has not improved significantly in recent years, and PC vendors
are unlikely to specify a larger cell, since that would add to the PC's size, 
weight, and cost.

That can add up to savings, but it's not enough to overcome the fact that 
Vista is not battery-friendly, Shim says.

Microsoft today released an update to Windows Vista that will shut down 
unauthorized versions of the OS that allow users to skip the product's 
activation
system.

The move comes as pirated copies of Vista are already making the rounds, mere 
weeks after the product was released to business customers.

The update, which Microsoft has dubbed frankenbuild, detects tampering of 
Windows Vista code that would allow users of the OS to work around the product's
built-in activation system, which requires users to validate their copy of 
Vista with a product activation key to use the full version of the product after
30 days.

How It Works

Frankenbuild mixes files from various test and final versions of the software. 
It will require only systems in which it detects specific tampering to go
through a validation check for authenticity,
according to a posting
on the Windows Genuine Advantage blog.

If a version of Vista that has used a workaround to avoid product activation is 
detected, a user of that software will have 30 days before the OS goes into
a reduced functionality mode, Microsoft said. In this mode, all users can do is 
access their existing files and surf the Web for an hour before having
to log back on to the software.

The pirating of Windows has been a perennial problem for Microsoft, 
particularly in developing countries. The company began coming down hard 
against piracy
last year with a widely criticized system it called
Windows Genuine Advantage ,
which initially required users to validate their copies of Windows if they 
wanted to use Microsoft's update services.

Microsoft took its antipiracy campaign one step further with Vista by building 
the validation system directly into the OS. This system requires a Windows
Vista user to validate the software through a product activation key within 30 
days of using the OS to avoid having the software go into reduced functionality
mode.

 8. It is desirable that the candidate and the scribe are from the same

 the scribe/writer   should be one grade junior in academic qualification

 shall
 not apply if the scribe/writer is from a different stream.



 10. No other restriction should be imposed on the selection of a
 scribe/writer.



 11. The Chief invigilator of the examination center should have
 discretionary powers to accept last minute change of scribes under

 12. More than 1 scribe may not be permitted to write different papers.
 However, subject to clause (11) above such change be permitted.



 13. The letter approving the scribe should contain the following
 information in writing:

 i.  the extra time given to the candidate

 ii.  He shall be seated separately

 iii.  Beside the date and subject name, scribe name should be printed for
 every paper.

 iv. Contact address and phone number of competent authority should also
 be printed for last minute change of scribe.



 14. Refreshments, if any to scribes/writers should either be served 
 before
 or after the examination





 15. Candidate and scribe should be provided with full information about
 the duration of the examination.





 16.  Additional time

 i. for a written test of duration of 1 hour at least
 20 minutes extra time should be allotted.

 ii.   Similarly for written tests involving more than one
 or less than one hour extra time should be worked out on the basis of 20
 minutes per one hour criteria.



 17. Proper sitting arrangement should be made before commencement of the
 examination so as to avoid confusion and distraction.



 18. Sitting arrangements for the disabled candidates should be made on

 19. Alternative questions must be provided in cases where the original
 question contains visual elements and/or require the candidate to
 interpret or produce such visual elements. However the candidate may

install demo version of jaws  on the pc to be provided at the examination 
centre.

this is practicable and easily acceptable.
I know it from my experience when insisting for this provision as in

Its true, Print media stills deserves some respect and value and status as

 quantum of direct recruitment does not exceed 75%.
 Besides, it also recommends adoption of central list of identified
 jobs
 by states, which, they have failed to do, and have gone on, in case
 of
 some like Maharashtra, to identify posts separately for each
 department
 and creating additional categories!

 Guidelines for Appointment and Availing facility of Scribe



 1. The scribe/writer should either be provided by the examining 
 authority
 or be arranged by the candidate himself/herself at the discretion of the
 candidate.



 2. Any attempt at cheating can be curbed by ensuring proper supervision
 and vigilance by the invigilators.



 3. Considering the practical problems, it is necessary that if the 
 scribe
 is provided by the examination conducting authorities, such authorities
 must ensure the competence of the scribe/writer.



 4. The examining authority should make it very clear in the 
 advertisement
 it self regarding availability of scribe/writers.



 5. The Candidate should furnish in the application form it self that
 he/she would like to avail the facility of writer from the examining 
 body
 or he himself would arrange for the scribe/writer.



 6. The examining body should identify the scribes/writers and make the
 panels at district/Division or state level as per requirement of
 examination.



 7. The Panels of scribe should be as per requirement of the
 stream/discipline eg. Arts, Commerce, Science  Mathematics, 
 Engineering,
 Medical etc. and only eligible scribes should be included in the panel.



 8. It is desirable that the candidate and the scribe are from the same
 stream.



 9. In case the candidate avails the services of his/her own
 scribe/writer,
 the scribe/writer   should be one grade junior in academic qualification
 than the candidate if from the same stream.  However, this condition
 shall
 not apply if the scribe/writer is from a different stream.



 10. No other restriction should be imposed on the selection of a
 scribe/writer.



 11. The Chief invigilator of the examination center should have
 discretionary powers to accept last minute change of scribes under
 exigencies.



 12. More than 1 scribe may not be permitted to write different papers.
 However, subject to clause (11) above such change be permitted.



 13. The letter approving the scribe should contain the following
 information in writing:

 i.  the extra time given to the candidate

 ii.  He shall be seated separately

 iii.  Beside the date and subject name, scribe name should be printed 
 for
 every paper.

 iv. Contact address and phone number of competent authority should also
 be printed for last minute change of scribe.



 14. Refreshments, if any to scribes/writers should either be served
 before
 or after the examination





 15. Candidate and scribe should be provided with full information about
 the duration of the examination.

 i. for a written test of duration of 1 hour at least

Great.  Only one aspect could have been takencare of.  In case of banking or 
other examinations where mathematical problems are involved, the blind 
person should be allowed to carry special aids such as abacus/Taylor's frame 
as the sighted person can use reverse of the question paper.  The blind are 
required to calculate mentally which is very tough for some.  Anyway,  now 
that the guidelines are finalized, maybe next time.  Great work Kanchan.

Well, in banking exams, calculators are allowed as a rule, and I don't think 
a talking calculator would be prohibited [unless the invigilators are utter 
fools,  which they usually are].

In my matriculation exam way back in 1992, my tailor frame was 
surreptitiously carried away and I had to literally fight to get it back, 
and in the process blundered in a sum, loosing my first rank in the general 
merit list by mere three marks!

So, better have it codified!

BHUBANESWAR: The State Government's failure in ensuring appointment of visually 
impaired persons as sikhya sahayaks, despite one percent of the posts reserved
for them, has been strongly resented by the blind.

They have threatened to gherao the Minister for School and Mass Education, if 
the Government failed to immediately curb blatant violations in the reservation
provision and appointed blind persons to the posts earmarked for them.

Orissa Association for the Blind general secretary B Nayak alleged that the 
applications of the visually challenged were not being considered in the ongoing
selection for sikhya sahayaks in 28 districts of the State. The posts reserved 
for them were given to other physically disabled persons, he alleged.

After a long struggle and the intervention of High Court, the State Government 
on February 14 this year came out with the notification announcing one percent
reservation for the blind and visually impaired in the posts of sikhya 
sahayaks, Nayak said. The Government was directed by HC to implement the 
reservation
and fill up the posts with qualified people among the blind.

The blind have also expressed resentment over the non-accordance of certified 
teachers training status to the diplomas obtained by the blind and have called
upon the Chief Minister to intervene and ensure that the blind are given their 
due.

Five visually challenged children exhibit their skills in drawing

Bangalore: Mountains are green. The sky is blue. The sun is yellow. There are 
even two birds to complete the perfect picture.

Did you ever imagine that the blind could draw, madam? Mahadevi, a visually 
challenged student from CSI Victoria School in Mysore, asked a pressperson,
pointing to her drawing.

Displaying their ability to draw on a Monday afternoon for the press, five 
visually challenged children sat and drew mountains, trees, flags and flowers
of different colours all by themselves.

Training

Trained by an artist, Mustafa Khan, in what he calls Pop Up Symbolism, these 
10th standard students, Kavitha, Nagamani, Rachna, Sushma and Mahadevi, can
now draw by touching objects to understand their shape and then using their 
fingers to recreate them from their imagination. The children had to be taught
to hold a pencil. They were used to punching holes for Braille, says Mr. Khan.

Preparing them mentally and continuously motivating them is important in the 
initial stages.

The children are first taught to be familiar with shapes such as triangles, 
rectangles and circles.

Then they are taught to identify crayon colours by associating certain shapes 
with the colours.

It has been four years since I started working with these children, says Mr. 
Khan. Now, he teaches 16 students and is willing to teach more visually 
challenged
children.

I can even provide literature on how to go about the process, he says.

We did not think that we could draw big shapes when we started off, says 
Nagamani. Now I want to touch the Vidhana Soudha and draw it, Mahadevi says.
