Hi,

Yes it is possible. But for that, you need to install Nokia Suite
which is developed by Nokia. That software is totally inaccessible
with JAWS. If you are using JAWS 13, then you can use OCR feature to
recognize the screen content. Then you can read that content with the
help of JAWS curser. You can even click any link / button of your
choice by LEFT / RIGHT MOUSE button.

Well bro not gone through the provisions of RTI, but when I was
speaking with CIC on some issue, they advised me that one should
enclose disability certificate, so wherever required, necessary
assistance can be provided to insure that the person is able to access
the required information. Including it or not is up to the individual,
as it is not essential.

I am pleased to inform you that in response to my mail dated March 6, 2012, RBI 
has deleted 11 pass as requirement for scribe for forthcoming assistants exam, 
and has kept the qualification as one grade junior.
Here are amended guidelines along with past correspondence on the matter.

The blind/ low vision candidates and candidates who are locomotor impaired in 
both hands and both arms and candidates whose writing speed is affected by 
cerebral palsy can use own scribe/ writer at his/her own cost. In all such 
cases where a scribe/writer is used, the following rules will apply:

(i)The candidate will have to arrange his/her own scribe/writer at his/her cost.

(ii)The academic qualification of the Scribe/writer must be one grade lower 
than the minimum stipulated eligibility criteria for the candidate.

(iii)The scribe can be from any academic discipline

(iv)Both the candidate as well as the scribe/writer will have to give a 
suitable undertaking, confirming that the scribe fulfils all the stipulated 
eligibility criteria for a scribe as mentioned above. Further, in case it later 
transpires that he/she did not fulfill any of the laid-down eligibility 
criteria or suppressed material facts, the candidature of the applicant will 
stand cancelled, irrespective of the result of the Written Test.

(v)Such candidates who use a scribe/writer shall be eligible for extra time of 
20 minutes for every hour of the examination.

to mean one year junior.
I can furnish the required supporting documents, if required.
It is the practice followed by a host of examination and recruitment bodies to 
permit a scribe who is at least one year junior than the candidate.

So, I sincerely request you to kindly issue a corrigendum, clarifying the 
position of the bank on the said issue, for the benefit of numerous disabled 
candidates wishing to compete for the said posts.
Further, the date of the exam for the assistants posts is April 29, 2012, which 
conflicts with that for the men exam for GRB direct recruit.
There are a few candidates who are competing for both the exams and they would 
be unduly precluded from at least one.
Given that the same institution is holding both the tests, it would be in the 
fitness of things that the dates are suitably revised.

[AI] Is there special command for special paste

Hi friends when ever we copy some text from kurzweil and paste it in
MS word, it is pasted with same formatting as it was in kurzweil. To
avoid it what I generally follow that I do paste special through edit
manue in MS word selecting 'unformatted text'. I am looking for direct
command for avoiding this manual process of doing special paste. Can
anybody help me.
I am using MS word 2003, is this option available in MS word 2007 and 2010?

But at least moderator here should have been cautioned if it was
reaction of yesterday's match(18 march). On this list we can commant
upon blind cricket team but not to yesterday's cricket match, 'if I am
correctly remembering the list guidelines. There is a reason of
believing that this comment is directly refering to yesterday's match
because of the referance to bats man and time factor.

Hi Salman,
I think there is no shortcut key to bypass paste special dialog in this 
case. at the most we can have a shortcut key for bringing that paste special 
dialog instead of getting it through menus. to do that, go to tools - 
customize - keyboard but thank you for the idea of paste special for 
getting rid of kurzweil's notorious white on black format. I was very much 
disturbed by this format problem whenever I had to copy from kurzweil to 
word. I was first copying the text along with that unwanted format and later 
use copy format and paste format commands to apply the formatting from a 
word's default format. you might be knowing it is very difficult and in my 
case impossible to change that black background by using any formatting 
tool. so, I was following the trick of this copy format feature. paste 
special with unformatted text suggested by you is a good alternative and I 
will do it in future.

it is not in any provisions of RTI act that a person should submit his/her 
disability certificate. so, please discourage such actions by all your 
friends unless there is a specific issue with and you need a special 
arrangement to be made from PIOs regarding accessibility of information. I 
think it happens only with direct inspection of documents by the applicant.


in all other cases, this procedure will bring more negative consequences 
than positive ones. keep in mind, many public servants and PIOs think RTI 
applications a real disturbances and are not happy with it. if a 
considerable number of such applications carry a disability certificates 
along with them, they will hastily conclude that blind people have no work. 
so, they will file such applications and consider the community as a source 
of disturbance. so, I request all the members of the list, in the interest 
of the community and your own interest, please do not make a reference in an 
RTI application that you are blind unless it is highly necessary. the RTI 
act makes no concessions to either blind or disabled. sorry if my words have 
hurt someone.

speaking with CIC on some issue, they advised me that one should
enclose disability certificate, so wherever required, necessary
assistance can be provided to insure that the person is able to access
the required information. Including it or not is up to the individual,

it seems you want a whole lot of information at once. sorry nobody has such 
compiled information and no where you can get such information in one place. 
also it seems you ask general questions without any specific need in mind. I 
have already answered one of your queries earlier and you have added the 
same question in your present list. remember you had earlier asked for the 
e-mail id of CPD of Maharashtra. I provided the name, regular mailing 
address and phone number of the same after obtaining that information from 
the CCPD web site. I also gave you the address of that web page and asked 
you to get the e-mail ID by making a telephone call to that office. you have 
not done that and asking the same question again causing the traffic and 
wasting the time of other members in answering your questions repeatedly. I 
know another member has given the same answer. what respect do you have for 
the time of other members in the list? keep in mind that most of the members 
if not all are busy in their own work and it consume at least some of their 
time to answer your queries. fortunately many of us are happy in providing 
answers and solutions out of our knowledge and experience despite this time 
limit. but it is quite natural any one feels unhappy if his effort and work 
become wasted. I doubt what challenge you can take in science education if 
you are not able to get the e-mail ID of your commissioner by just making a

You will be surprised what the ad is for? Well, it is for an undergarment
brand. And he is advertising vests in this ad. So you see, this ad has
nothing to do with the subject or comodity being advertised. But still

these

filthy and meaningless ads are on air because it doesn't matter to anyone

on

how a blind person is presented. My good friend from Mumbai, Zoher in his
earlier mail, spoke about his experiences at school and specifically

sighted
examples of him being called names after a character played in a movie 
who

was blind after dark.

We have to just keep a watch if the matter being discussed is politically
correct. From the mails and comments I read on this subject it is obvious
that they are politically incorrect to compare criminals and politicians
with disabled people. I have not heard the audio clip myself, Mr. Ashiq

Dear gufran,
first of all, you need a sighted assistance for doing the same. as per the 
procedure is concerned, do the following.


insert the bootable CD into the drive and restart the system. note that the 
computer should be configured to boot from CD before hard disk.


at the time of restart, a prompt press any key to boot from CD appears. 
press enter or any other key immediately and the computer will boot from 
your win 7 CD.


the rest, I don't know clearly but each display is self explanatory and I 
think you need no prior guidance if you have a good English reader to read 
the screen. believe me, I had done the formatting once with my mother who 
can only read single letters of English alphabet and cannot pronounce the 
words. it may not be so easy, but just an example.

And Mr Anil's remarks like lula and langda are certainly objectionable.
He is a prominent member of election watch, no?

I have seen these ads by CEAT tyers, the ad is appropriate to the context.
Where the guy is crossing the road carelessly answering his cell phone and

particular bus leaves from there, in the process gets asulted by the bank
robbers, puts on a heroic fight and gets complimented by a bimbo watching
him. The compliment is Andha hai but fit hai. To which the actor replies
to the bimbo, that her shirt button is open.

You will be surprised what the ad is for? Well, it is for an undergarment
brand. And he is advertising vests in this ad. So you see, this ad has
nothing to do with the subject or comodity being advertised. But still 
these
filthy and meaningless ads are on air because it doesn't matter to anyone 
on

how a blind person is presented. My good friend from Mumbai, Zoher in his
earlier mail, spoke about his experiences at school and specifically 
sighted

examples of him being called names after a character played in a movie who
was blind after dark.

We have to just keep a watch if the matter being discussed is politically
correct. From the mails and comments I read on this subject it is obvious
that they are politically incorrect to compare criminals and politicians
with disabled people. I have not heard the audio clip myself, Mr. Ashiq
forgive my ignorance on the same. Due to other challenges with my newly
acquired disability I have been very moody and selective on what to 
respond

to and dedicate my time to.

yes, here I can have a justification for electricity concession. it is the 
fact that my monthly electricity bill is almost double the same of my 
neighbor who is a sighted and who has same sized house, same number of 
persons in the house, same position and work load etc. it is because, I run 
my computer almost every time except the time of sleep and eating or other 
works. it may be reading books, preparing for my class, making notes, 
scanning books, writing an assignment, reading a news paper, etc. but for 
him, he can do all these activities without computer and electricity.

of disabled person is more than others, a sited person can just study by
purchasing a text book and note book which will cost him about 4 to 500 
rs.

But for a blind person he requires a c d player, a computer, a scanner and
the software's and other assistive items like braillers ECT. Which will 
cost

not less than 2 lacks r.s. the govt. of India or the state govt. or local
bodies has not provided us with social security measures, as provided in
western countries. like for example we don't have life insurance or even I
go for life insurance personally on my own expenditure then also I will be
charged high premium.

In this country if farmers can get free electricity then why we can't get
discount. O! I forgot we are not the potential vote banks. I don't know it
is our right to have any kind of discount but I certainly know it is
government and society's duty to facilitate our life.

Sorry, no intention of hurting anyone. I just wanted to bring attention of
list members on this issue.

After SSLC I have completed my Mobility training from National
Association for the Blind in the year of 2009.
In the year of 2010- 2011 I have completed my second P U C from
Gallathga government arts free university and I got 70 percentages in
final examinations.
After the second P U C now I am taking computer training from Mittra
Jyothi computer training centre for visually impaired person
Bangalore.
I want to become an administrative officer.
My hobbies are
Listening to songs, listening to the news, playing the cricket,
Knowing the history of any person or things, discussing with friends
or any persons about history, politics, economics
, or any other things.
Participating in different kind of sports.
Motivating others to reach their goal.
Attending and conducting the meetings.

On the contrary, you could even say that, if someone is totally blind,
then he/she doesn't need to use the lights and all as much as sighted
people, so the amount of consumption will be less.
If someone is a computer engineer, then that person will use the
computer more than, say, a lawyer, so does that engineer also deserve
to get some amount of concession?

It is said that, if you give a bread to a hungry person, then you feed
him for one day, but if you teach him how to earn his bread, then you
help him to feed himself forever.
So, I believe that instead of providing such pointless concessions,
the government should instead use such funds in training and
developing the skills of blind people, in order to properly integrate
them into the society.

 bodies has not provided us with social security measures, as provided in
 western countries. like for example we don't have life insurance or even I
 go for life insurance personally on my own expenditure then also I will be
 charged high premium.

 In this country if farmers can get free electricity then why we can't get
 discount. O! I forgot we are not the potential vote banks. I don't know it
 is our right to have any kind of discount but I certainly know it is
 government and society's duty to facilitate our life.

of course, I completely agree with you. one more thing, I was not arguing 
for the concession, just thought of putting a peace of logic came out of my 
mind. but your logic is more sound. but I think, the example you gave, is of 
different profession. where as in case of VI, in the same profession we face 
difference of expenditures. and I think, it is same across many professions. 
what do you say, because, many other concessions can also be declined in the 
same line of argument as someone did in an earlier mail.

If someone is a computer engineer, then that person will use the

If we attach the handicapped certificate at the time of appeal to the
central information commissioner then they consider this matter giving
priority if a general appeal is made to cic then it takes aroung five to
seven months for them to proceed this matter but if the handicapped
certificate is attached then it will be processed in two months aprox but
when you are filing a RTI then there is no need to enclose the certificate .
only this should be attached at the time of appeal to cic .

it is not in any provisions of RTI act that a person should submit his/her 
disability certificate. so, please discourage such actions by all your 
friends unless there is a specific issue with and you need a special 
arrangement to be made from PIOs regarding accessibility of information. I 
think it happens only with direct inspection of documents by the applicant.

in all other cases, this procedure will bring more negative consequences 
than positive ones. keep in mind, many public servants and PIOs think RTI 
applications a real disturbances and are not happy with it. if a 
considerable number of such applications carry a disability certificates 
along with them, they will hastily conclude that blind people have no work.

so, they will file such applications and consider the community as a source

of disturbance. so, I request all the members of the list, in the interest 
of the community and your own interest, please do not make a reference in an

RTI application that you are blind unless it is highly necessary. the RTI 
act makes no concessions to either blind or disabled. sorry if my words have

hurt someone.

Pasted below is another recent judgement on payment of special conveyance
allowance to employees with disabilities. As per my reading of the judgement
Public Sector companies must pay the special conveyance allowance at double
the rate paid to non-disabled employees. This allowance was apparently
withdrawn by many companies after the 6th Pay commission implementation.

Shri Laxmikant Vijayvargiya, a person with more than 50% locomotor
disability, submitted a complaint dated 28.11.2004 before the Chief
Commissioner for Persons with Disabilities (CCD) stating that his entire
left leg is affected with polio and he uses a crutch to walk.  He was
appointed as Deputy Manager (Finance) in the pay scale of `16,000-640-20,800
by Bharat Heavy Eelectricals Limited (BHEL) and was posted at Piplani,
Bhopal.  The company is paying transport allowance to its employees who are
blind or orthopaedically handicapped with disability of lower extremities @
5% of basic pay subject to a maximum of `100/- per month over and above the
transport subsidy/subsidized transport/conveyance reimbursement facilities.
The transport allowance is being paid as per Department of Expenditure's OM
No.19029/2/86/E.IV dated 16.04.1986 which has been suppressed by OM
No.21(1)/97/E.II(B) dated 03.10.1997 with retrospective effect from
01.08.1997.  The transport allowance was earlier known as conveyance
allowance.  As per the said OM, the transport allowance to blind and
orthopaedically handicapped Government employees would be double the normal
rate. 

2.The complainant further submitted that Department of
Public Enterprises vide OM No.6(7)/2002-DPE(SC/ST Cell) dated 05.09.2003
extended the benefit of Department of Expenditure's OM dated 03.10.1997 with
some amendments w.e.f. 05.03.2003 instead of 01.08.1997.  The complainant
also contended that DPE's OM is applicable only to those employees of PSEs
who are in the Central DA pattern (CDA), although Department of
Expenditure's OM does not mention about IDA or CDA pattern.

3.The complaint was disposed of after hearing the opposite
parties namely, BHEL and Department of Public Enterprises vide order dated
26.05.2006 with the following directions:

13. In the light of the above facts, BHEL should ensure that the
complainant is compensated for the extra expenditure he has to incur on
account of accessories in the car, extra fuel and maintenance which can be
up to double the normal rate of transport allowance subject to his
fulfilling the required conditions in terms of DPE's OM dated 5th Sep. 2003.
Alternatively, the respondent should pay an amount arrived at by
proportionately increasing `100/- to the corresponding increase in the
amount of conveyance expenditure over the period since `100/- was first
allowed to the eligible blind and orthopaedically handicapped persons.  Each
time the conveyance expenditure was increased by the respondent to the
concerned CPSE, the transport allowance to blind and orthopaedically
handicapped employees must also be increased proportionately.  This benefit
