Dear Pranav,

The Colour of Independence kit includes a colouring book comprising of 5
pictures and 3 crayons in orange, white and green colours. The crayons
have Braille labels to help identify the colours. Raised lines have been
used to draw an outline for each picture. Use the crayons to colour each
picture.

Steps to Colour:

1. First feel the outline of the image and the different lines drawn with
your fingers.
2. Choose an area that you want to colour with your hands.
3. Decide which colour you want to colour the area.
4. Hold the Crayon like you hold a stylus or a pen.
5. Take the crayon from one edge of the image to the other edge. If you
find it difficult to go from one edge to the other, you can stop midway
and start colouring again.
6. Feel the area where you have coloured. Crayons are made of wax, so you
will be able to feel a different texture from the paper.
7. Don’t worry if you colour outside the lines, crayons are about an
imaginative expression. Have fun and enjoy the experience.

I would like to know:
1. Has form changed since 2008?
2. Can it still be filled by Registered medical practicener 
Here in West Bengal; counter clerk insist on government doctor as they like
to make our life hell.

Hafiz Mohammad Iqbal, a resident of Bampokha village in Buner
district, was born blind but not without a vision.

Despite the fact that his whole family was well-educated, they were
unaware that a school for the blind was set up in Swat in 1991.
Besides, they were reluctant to send Iqbal far away from home.

As most often happens to by-birth blind and physically challenged
children, following a stereotypical approach in our society, Iqbal too
was sent to a nearby seminary for memorisation of the Holy Quran.

But getting an education in a school was his dream. At home, young
Iqbal had no option but to listen to radio channels and it helped him
chisel his taste for singing, Naatkhwani and playing cricket. “Media
is my first teacher as it gave me so much. At times it can do wonders
if properly utilised when it comes to social awareness and mass
mobilisation,” Mr Iqbal told Dawn.

Though he was born blind, his father, a teacher by profession, was
hopeful about result-oriented treatment of his visually impaired son.
Finally after years of treatment, the doctors declared Mr Iqbal a
permanent blind but his urge to get education further drove him
towards strengthening his willpower and the day came when his eager
ears heard that schools for blinds existed.

“I instantly made a phone call to the radio anchor airing the
programme for ‘special people’ to guide me on how I should take
admission in the school. He referred me to Swat Blind Institute (SBI).
The principal at first refused to give me admission as at that time I
was a 17-year-old boy. I could neither read, nor write. However,
through a court proceeding I was allowed to sit in the Nursery class
with small children on the condition if could I pass some preliminary
tests I would be promoted to 10th grade,” he recalled.

He said that a female blind teacher and great social activist Ms
Javaria took up this responsibility and in six-months time he proved
his mettle and passed the matriculation examination with good marks.

He then got admission in Government Degree College, Juhar and topped
the college in the results of intermediate examination.

With the support of his inspiring teacher Ms Javaria, hailing from
Abbottabad, Mr Iqbal founded ‘Vision Society’ for creating social
awareness.

He went to Karachi and got four diplomas in the English language,
computer programming, communication skills and Advanced Braille.

He also became the first blind teacher to communicate with deaf and
mute people through a specially designed computer software. Currently
he is in direct link with about 46 such people. On his teacher’s
advice Mr Iqbal is doing a Masters in sociology.

“There are 4. 5 million visually impaired people in Pakistan and 80
per cent of them belong to poor families,” he said.

Regarding the attitude of people towards blinds, he said that normally
two extreme approaches prevail in society -- 'too much sympathy', and
an exclusionary approach that considers blinds as social outcasts, who
were unable to participate in any social activity.

Both the approaches, he said, were pushing away so-called disabled
people from society - which needed to be corrected through social
mobilisation.

“The unfortunate thing is that some people are well-educated but they
lack awareness and vision. I believe education without social
awareness is of no use. When I approached Swat Blind Institute for the
first time I came across another blind boy in the same street. I asked
him if he know about the institute for blinds there. To my surprise,
he said no and later I told his parents who then got him admitted.
After a campaign in the area the number of blind students swelled from
just 25 to 70. Believe me, a large number of people don’t know about
the facilities available for special people,” Mr Iqbal said.

He intends to appear in the civil services competitive examination
after getting his degree.

“One of the reasons I chose sociology as a career is that I want to
contribute to society. Being blind is a reality but we should not make
it our point of dependence on others,” he added.

Mr Iqbal has earned several laurels. In about 38 matches of
inter-provincial cricket he has scored 14 centuries and two double
centuries in one match and he is also the recipient of numerous
certificates and shields for his active participation in singing,
Naatkhwani and parody competitions.

A humorous person by nature, he once played a practical joke on his
newly appointed teacher when she came for duty.

“I told her that I was Schmidt from USA. I am here to ask you why
you've come so late for your duty despite the perks given to you. I
have valid documents against you being careless. Hearing this she got
disturbed and then I told her that I was her first 17-year-old
student,” said Mr Iqbal.

Mr Iqbal wants government, civil society and the public to give more
chances to physically challenged

No, no.
Registered medical practitioners have long since been disallowed from issuing 
railway concession certificates.
It is the medical board issuing disability certificates, or registered NGOs 
here who do the job.

A delegation met the Minister of State for Personnel, Public Grievances 
Pensions, Shri Narayanaswamy on August 20, 2013 to once again bring to his
attention the discrimination faced by Visually Impaired Civil Services
candidates.



In November 2010, the NPRD had taken up the cases of several blind
candidates who were denied appointment despite having cleared the Civil
Services Examination overcoming multiple hurdles. Out of the total eleven
candidates who were earlier not inducted, while seven were allotted IAS or
other Civil Services, four were not recommended for appointment by
UPSC/DOPT. It was also found that general category candidates with lower
marks than the blind were appointed overriding the claims of blind
candidates.



It has to be underlined that these seven also got letters of appointment in
February 2012 only after favourable rulings from the courts and repeated
representations, including a meeting with the Prime Minister. Those who
were left out, once again approached the Central Administrative Tribunal
which upheld their contempt petitions.



The government now has been asked to implement the CAT’s earlier order for
their induction by October 17, 2013. The four candidates whose cases were
not recommended by the UPSC/DOPT are Mr. Shiwam Kumar, Mr. Pankaj Kumar
Srivastava, Mr. Abhishek Kumar and Mr. Rahul Mittal.



Shri Basudev Acharia, CPI(M) Leader in the Lok Sabha and Shri Saidul Haq,
CPI(M) Lok Sabha member sought the minister’s intervention. NPRD Assistant
Convener, Muralidharan and Mr. Shiwam Kumar represented the candidates.
Shri Narayanaswamy assured the delegation that his ministry will take up
the matter with the UPSC.

For, the health department is mulling to provide a facility, where the
PwDs can get an online appointment with the concerned doctors.

Speaking about the initiative, commissioner of health, PK Taneja,
said that Ability Gujarat, a web-based application, is already in
place to effectively deliver services to PwDs. “The service is already
a hit. And now, we are planning to provide the online appointment
facility to the PwDs. To get a disability certificate, a candidate
after filing the registration form, needs to be examined by a doctor.

Many times, candidates are not aware about the time and place.

However, through the new facility, candidates will get to know online
the time when a doctor will be available and they can appear for the
examination. This will save their time,” said Taneja.

As per the 2001 census, the prevalence of disability in Gujarat is
2.1% and as per the estimate, the state is likely to have at least 12
lakh PwDs. Another official in the health department, who did not wish
to be named, said that despite the online facility, those who want to
register through manual forms can continue to do so.

“Often in case of obvious disability, a doctor can examine a patient
and issue a disability certificate. But in case of multiple
disabilities and where the disability is not so obvious, a panel of
doctors examines the patients.

Now, the panel may consist of doctors with different specialisation,
and a patient may not know when the doctors will be available.
Therefore, using this system, patients can get to know about their
timings, when each panel of doctors will be available at the hospital.
This will save their time and energy,” said the official.

In spite of its overarching intellectual hypothesis, “Ship of Theseus”
is a resplendent film with remarkable performances from the leading
actors and technicians.

THE ship of Theseus is as old as conundrums go, harking back to the
vessel in which the mythic Greek slayer of the Minotaur sailed. The
poser as it was first recorded by Plutarch was: if the planks of the
ship were replaced one after the other until nothing of the old timber
was left on it, would the ship remain the same? Ancient philosophers,
including Heraclitus, Plato and Socrates, took a shot at this riddle,
and Hobbes in the 17th century raised the obverse scenario: what if
all the old timber of the ship had been saved and used to build
another ship? Which would then be the original ship? Variations of
this theme have engaged others down the ages.

Now we have a young film-maker, Anand Gandhi, who sets up the paradox
afresh as the framework for his film of the same title. In the
process, perhaps unknown to himself, he sets off a subset of a paradox
himself because the entry point to the film with a loaded title like
this is essentially cerebral; but its philosophical overlay seems
overwrought and to distract, if not detract, from the three situations
portrayed of being and becoming, where the heart and free will, as
much as the mind, play decisive roles and where the gestalt is not a
sum of the body parts.

The first in the triptych is about a blind young Egyptian photographer
and her transformation with a cornea transplant that bestows sight to
her. When blind, she is surefooted, instinctive, works within a
monochromatic axis of black and white, is drawn by her other sensory
faculties—and some electronic jigs attached to her camera that can
read off distances—to zero in on her shot, and driven by her keenly
cultivated internal rhythm to capture the moment as the vision clicks
in her mind. Absence of eyesight virtually invests her frames with a
cutting edge. All this dissipates with the corneal transplant and the
coming of sight and light in her life, and she finds herself faltering
and struggling to cope with the abundance and disorder of what she
sees around her.

Thanks to what seems a vague plagiarism charge—that this plot is
modelled on another short film of a blind painter and the crisis of
creativity that the gift of sight forces on her—Anand Gandhi has
volunteered the information that the inspiration behind the character
was the blind Slovenian photographer Evegen Bavcar, whose works of,
and thoughts on, photography are seminal to an understanding of how
the camera mediates between blindness and sight. Bavcar makes a
distinction between the visual, as “that which our eyes see”, and the
visible, as “that which our mind sees”. The camera view is, for
Bavcar, “the gaze of the third eye” and imagining images is existence
itself. “I can’t belong to this world,” he says, “if I can’t imagine…
in my own way. When a blind person says ‘I imagine’, it means he too
has an inner representation of external realities.”



It is no coincidence that the camera images captured by the blind
young woman in the film bear a resemblance to those of Bavcar. They
are, both, manifestly digital—light sources leave an incandescent
trail as the shot is of movement or in movement, the compositions have
an oneiric strangeness about them. As an aside, it is interesting to
note, in the larger context of the techno-cultural shift from the
analogue to the digital, that as part of a write-up on Bavcar (titled
“The Blind Photographer”), the psychoanalyst and expert on blind
photography Benjamin Mayer Foulkes observes that “the main questions
posed by the transition from analog to digital photography can be
considered in relation to blindness. While analog photography tends to
think of itself as not being blind, digital photography knows itself
to be blind and operates accordingly. While analog photography equates
the visual and the visible, digital photography presupposes their
distinction. While the referents of analog photography appear to be
ocular, digital photography demonstrates that pictorial referents are
not merely the objects of sight, but essentially the objects of the
gaze. In sum, blind photography is digital photography ‘avant la
lettre’.”

There is no reason to infer that our blind protagonist with the
camera, played with a delicate combination of ruminant restlessness
and coiled-spring terseness by the Egyptian actor Aida El-Kashef, may
be afflicted by a crisis of identity just because after the corneal
graft, to put it rather plainly, she begins seeing with someone else’s
eyes. Her dilemma is, rather, one of identification, expression and
creativity as she moves from a state of being blind to one of becoming
visually enabled. She has, literally, to readjust her sights to the
colour and light and forms of the visual external world. Without a

 Now, the panel may consist of doctors with different specialisation,
 and a patient may not know when the doctors will be available.
 Therefore, using this system, patients can get to know about their
 timings, when each panel of doctors will be available at the hospital.

 I generally use function key + F5 for disabling/enabling mouse key. I
 am using windows 7 and unfortunately JAWS does not support after going
 to the mouse property. So, in case if you don't have a function key,
 you will have to take help from a sighted. Go to mouse properties.
 There you (a sighted) will find the option, click to change touchpad
 settings. There you will find the option of disabling or enabling the
 mouse.

hello,

if you are using notebook of Asus. I also had a similar problem and
nothing worked. I did the following:

1. remove the touchpad driver (mouse driver) from the device manager.
do the following:

a. type update in the search box.

b. go to the update device drivers.

c. go to the mice and other pointing device

2.do the following:

a. press  enter on the touchpad driver.

b. press control + tab and suitch to update device driver

c. press tab and go unstall press enter to unstall it.

3. after sometime update the device driver by following the above
process or if you are connected to the internet, it will be updated
itself.

it solved my problem but not sure about your problem. but you can do
it once. hopefully it will solve your problem

in continuation of my previous mail. in that mail, at one place I
wrote, nothing worked it means that except the process that I told

as I said, if you are connected to the internet, your device driver
will be installed itself. but if it doesn't happen. follow the process
that I have told in my mail. when you suitch to update driver page
there will be an Option called update device driver press enter and
update your device driver. it will work.

I tried to recharge my cell with Syndicate bank's visa Debit  card
using firefox.
1. When I used paytm.com then in the end I got reply that transection
is failed because bank denied.

2. Then I visited Idea's official site. When I tried from there then
it took me to the Syndicate bank's login site.
When I hit enter after submitting the required details then got the
message that use IE7 or above version.
If I use IE then I will be unable to solve the capcha image through
webvisum on Idea's official site.

Is there any way to get read of these problem except leaving desire of
recharging online?

The Colour of Independence kit includes a colouring book comprising of 5
pictures and 3 crayons in orange, white and green colours. The crayons
have Braille labels to help identify the colours. Raised lines have been
used to draw an outline for each picture. Use the crayons to colour each
picture.

Steps to Colour:

1. First feel the outline of the image and the different lines drawn with
your fingers.
2. Choose an area that you want to colour with your hands.
3. Decide which colour you want to colour the area.
4. Hold the Crayon like you hold a stylus or a pen.
5. Take the crayon from one edge of the image to the other edge. If you
find it difficult to go from one edge to the other, you can stop midway
and start colouring again.
6. Feel the area where you have coloured. Crayons are made of wax, so you
will be able to feel a different texture from the paper.
7. Don't worry if you colour outside the lines, crayons are about an
imaginative expression. Have fun and enjoy the experience.

no, some bank's payment gateway does not support any browser other then 
internet explorer. better we should move a collective efforts to remove such 
image verification code. i have already raised the matter in this forum, 
but, did not get any positive response. i think that all are satisfied with 
webvisum. webvisum is not a permanent solution of this problem.

Now a days, spammers have been spread all over the world. And webvisum is 
helping us to pass such an image verification. Well I am just saying pertaining 
to the technology, Otherwise I don't have any right to discuss regarding this 
matter, which is beyond my knowledge.  As we are typing the code shown in the 
picture, we are verifying ourselves that we are humen, and not Robert. Yes I 
know it will be very painfull for us to solve such an image capcha if we don't 
have webvisum install on our computer. I heard there is a solution called 
solona in IE, but I have never used. 

Here what is in my mind is that, obviously we have to verify ourselves as 
human, and it should also be mandatory, but instead of image verification, 
there is also the solution like solving simple mathematics, or simple randomize 
general knowledge question, email verification, etc. so that, we VI person can 
exclusively work on any accessible browser as our wish and no need to wory 
about such an irritating  image capcha.

no, some bank's payment gateway does not support any browser other then 
internet explorer. better we should move a collective efforts to remove such 
image verification code. i have already raised the matter in this forum, 
but, did not get any positive response. i think that all are satisfied with 
webvisum. webvisum is not a permanent solution of this problem.

using firefox.
1. When I used paytm.com then in the end I got reply that transection
is failed because bank denied.

2. Then I visited Idea's official site. When I tried from there then
it took me to the Syndicate bank's login site.
When I hit enter after submitting the required details then got the
message that use IE7 or above version.
If I use IE then I will be unable to solve the capcha image through
webvisum on Idea's official site.

Is there any way to get read of these problem except leaving desire of
recharging online?

Now a days, spammers have been spread all over the world. And webvisum is 
helping us to pass such an image verification. Well I am just saying 
pertaining to the technology, Otherwise I don't have any right to discuss 
regarding this matter, which is beyond my knowledge.  As we are typing the 
code shown in the picture, we are verifying ourselves that we are humen, and 
not Robert. Yes I know it will be very painfull for us to solve such an 
image capcha if we don't have webvisum install on our computer. I heard 
there is a solution called solona in IE, but I have never used.


Here what is in my mind is that, obviously we have to verify ourselves as 
human, and it should also be mandatory, but instead of image verification, 
there is also the solution like solving simple mathematics, or simple 
randomize general knowledge question, email verification, etc. so that, we 
VI person can exclusively work on any accessible browser as our wish and no 
need to wory about such an irritating  image capcha.

no, some bank's payment gateway does not support any browser other then
internet explorer. better we should move a collective efforts to remove such
image verification code. i have already raised the matter in this forum,
but, did not get any positive response. i think that all are satisfied with
webvisum. webvisum is not a permanent solution of this problem.

Don't worry. If your bank is not in the combo, just select other banks and
proceed further. I got success with my PNB debit card.

also there is no capture on reliance rcom.co.in but, switching over to 
another service provider is not a solution. the solution is to remove the 
capture or alternet arrangement.
