Recently UPSC published advertisement for civil services 2014. In the
aftermath of Hon'ble Supreme Court decision of providing not less than
3% reservation on total vacancies, and not 3% of merely identified
posts. Still UPSC has kept reserved only 2 seats for Bl-LV out of
1291?
Minimum 39 seats would have been kept reserved for PWD, out of which
minimum 13 seats should have been for BL-LV.

Relevant portion from advertisement published today (31 May 2014).

The number of vacancies to be filled on the result of the examination
is expected to be approximately 1291 which includes 26 vacancies
reserved for P.H.
Category,
i.e.
12 vacancies for LDCP, 2 Vacancies for B/LV and 12 Vacancies for H.I.
The final number of vacancies may undergo change after getting firm
number of vacancies
from Cadre Controlling Authorities.

android based platform there will be in-built screen reader called
talkback.  An there are plenty of apps which are accesible and very

The emotion is audible in Andre's voice as he describes Sao Paulo's
second goal, but his words are also restrained -- there's no time for
flowery prose.

Andre, a 26-year-old clerk, is in training to describe football
matches for visually impaired fans who attend the World Cup.

By the time the tournament kicks off here on June 12, he must be able
to paint a picture with his voice -- what's happening, where the
players are, what a stadium looks like when it explodes into
celebration.

If he's doing it right, listener Fabricio should be able to decide for
himself if Sao Paulo's equalizer against Coritiba was as beautiful as
everyone says.

Fabricio is a 29-year-old economist who has been visually impaired
since birth. He loves football and never misses hearing his team,
Palmeiras, on the radio. His face lights up when he talks about the
only time he went to the stadium to feel what one of their matches was
like.

I love coming to the stadium, but it's not easy. I usually listen to
the matches on the radio, but I get anxious when the announcers shout
out that never-ending 'Gooal,' because I miss a lot,
he said.

Fabricio is in Sao Paulo's Pacaembu Stadium today to change that. He
is helping calibrate the lenses, as it were, of Andre and the other
volunteers who will be the eyes of visually impaired fans at the World
Cup.

FIFA is offering commentary for the blind via short-range radio
frequency in four -- Sao Paulo, Rio de Janeiro, Brasilia and Belo
Horizonte -- of the 12 host stadiums.

The descriptions will be provided by Andre and 15 other volunteers
broadcasting from the stadium press boxes in teams of two per match.

The Sao Paulo-Coritiba match is their exam. They are nearing the end
of a road that began when URECE, a Brazilian association for the
visually impaired, launched a search for volunteer commentators,
receiving more than four applications for every slot available.

The project aims to ensure no one is excluded from Brazil's
world-famous passion for football.

Football in Brazil is a culture, and the visually impaired also need
to have the option to live it in order to be part of it, said Gabriel
Mayr, project coordinator at URECE.

Eyes closed

There are 6.5 million visually impaired people in Brazil, according to
official figures. Like the rest of the country, many of them would
relish the chance to attend the World Cup.

Austrian sportswriter Martin Zwischenberger, the man training the
volunteer audio casters, got a glimpse of that fact a decade ago.

He was at a museum in Vienna that offered visitors the chance to
experience an exhibit as a blind person would. Blind guides led
museum-goers on tours, describing every aspect of the exhibit,
including those a person with eyesight would consider redundant.

Zwischenberger was so moved by the experience he decided to bring a
group of 50 blind people to watch a football match, which he
described for them.

The experience launched him on a quest to create a new language to
narrate football for those who can't see but can feel it. He ended up
joining the Centre for Access to Football in Europe, the organisation
that sent him to Brazil to train Andre and his fellow volunteers.

This project has brought me enormous satisfaction, he said. There
have been funny moments as well as moving ones.

During the 2012 European Championships, a group of 20 blind fans who
were following the audio description were the first people to stand up
and cheer at a goal. They didn't hear the people around them celebrate
for a few seconds, and at first they thought we had made a mistake,
he remembered with a laugh.

When the game ends, Fabricio takes off his headphones, grabs his cane
and walks to the broadcast booth. The volunteers are nervously
awaiting his feedback.

I enjoyed the experience. I felt much more inside the game, he says.

Zwischenberger is happy. The volunteers have learned to paint the game
in words. And Fabricio concurs: Ademilson's goal was a beauty.

Two visually impaired girls studying in the national capital have been
given zero marks in one subject in their CBSE examination. Ironically
they had scored between 85 and 95 marks in all other subjects.

The CBSE has said that it is looking into the matter. This after
questions are being raised as to whether the board went wrong.

The long wait for the CBSE results ended with celebrations for most
jubilant students and their parents, but the twins were in for a rude
shock. Prachi and Pragya Mahajan, both of whom are visually impaired,
were given zero marks in one subject.

It was very depressing. It's just not possible. We are shocked, Prachi said.

The girls say school authorities didn't help them at all. The
Principal said we got compartment but they didn't act till we
threatened to go to the media, Pragya said.

Their family claims that they had to run from pillar to post to get
authorities to allow them to write their exam on a computer. I got no
help from the school, I had to go to CBSE on my own and run around.
their mother said.

School authorities though rejected these charges. The moment I got to
know I wrote to the CBSE and asked them to intervene, said the school
Principal Jyoti Bose.

It was heartbreaking to see the marksheet. The family now not just
wants the issue to be resolved but also a mechanism to be developed
for the future so that others like them don't suffer.

I went to CCPD through Subhash sir, the notice from CCPD office was
served to Registrar General, but  no outcome. This time we got only
permission to use our own scribe, barring to educational
qualification, and extra time upto 20 minutes each hour. There was no
much time left to take recourse of judicial machinery. Fortunately if
I am promoted to the next stage of the exam, definitly I will file a
petition to resolve this issue for greater end.
So far as the extra time in UPSC is concern, they haven't change anything.
Please refer to para (iv) of the notification:
Each paper will be of two hours duration. Blind candidates will
however, be allowed an extra time of twenty minutes for each paper.
UPSC is really a unruly hourse! Isn't it? Sorry.

There are several paragraphs in the notification which put blind
candidates at the disadvantage, Serious legal advocacy coupled with
mass protest at DOPT Office  recquired. Who will take the lead? of
Course aspiring candidates should come in front...
Totally blind which is referred in the notification as (B), can be
inducted only in Indian administrative service, Railways and in
Foreign service. To my astonishment, He/she/third gender  can't go in
to Indian corporate legal service. Thanks to identification of posts
(perogative of Department of Personnel and Training),  continues to
exclude blind from being appointed in many pristigious services.

Let me highlight few serious anomalies in the Notification
1) Out of 1291 expected posts Only 26 will be reserved forPH out of
which 1 will be given to B (blind p 1).

2)  Providing scribe to a blind candidate or allowing him/ her to
bring his/ her own scribe, suitable modification has been made in the
online application programme to get the information at the time of the
initial online application itself, and not get it later as per the
existing practice p 3).

3) Then I visited UPSC's  website to ascertain the hidden intention of
UPSC, I Loged in and pretended to apply for the post to obtain scribe
performa for the blind, and read what it demands?
 Educational qualification of scribe as brought by the candidate
should not be higher than graduation. Can somebody show them Office
Memoorandum issued by MSJE in Feb 2013, please?

4) As far as Main exams are concerned,  Candidates must write the
papers in their own hand. In no circumstances, will they be allowed
the help of a scribe to write the answers for them. However, blind
candidates will be allowed to write the examination with the help of a
scribe.Blind candidates will also be allowed an extra time of thirty
minutes at each paper @ ten minutes per hour.
(ii) An extra time of twenty minutes per hour shall be permitted for
the candidates with locomotor disability and cerebral palsy where
dominant (writing) extremity is affected to the extent of slowing the
performance of function (minimum of 40% impairment) in the Civil
Services (Main) Examination only. However, no scribe shall be
permitted to such candidates. p 5.

Hope above highlighted anomalies help candidates to fight for their
rights before it is too late.

 I went to CCPD through Subhash sir, the notice from CCPD office was
 served to Registrar General, but  no outcome. This time we got only
 permission to use our own scribe, barring to educational
 qualification, and extra time upto 20 minutes each hour. There was no
 much time left to take recourse of judicial machinery. Fortunately if
 I am promoted to the next stage of the exam, definitly I will file a
 petition to resolve this issue for greater end.

U r talking about Delhi Judicial services exam? If yes, they have
 given 50 minutes extra on 2 and half hour exam. It mean 20 minutes

I am using Jaws at 80 to 85% rate with low volume and headphone to
deal with such urgencies. However, if I have time, then I do not mind
slowing down to 75%. Ignore the email totally if you have crossed this
limit already. I don't know how well these tips would match in your
situation, but for quicker reading of my legal documents, I adopt
following tips:

1. I use that feature of Jaws wherein you can instruct the Jaws to use
pause after a line. This way, even if my speed is increased and the
word flow is tremendous, with those extra little pauses, I get certain
seconds to adjust the Jaws vs brain battle.

2. If I know that I am looking for particular things in a document,
then I use either the Jaws Scheme feature with Sound alerts on, or the
skim reading feature, so that the figuring out process is more faster
and smoother.

3. If the matter is such wherein every word requires care, then I slow
down to 65% roughly to avoid mistakes.

4. I use the quick key navigation or the say all feature of Jaws in
Word to read by paragraphs. So that the key presses are lesser as
against the traditional way of reading.

5. Constant reading requires break of few seconds in the middle. Or it
can be adjusted by those blanks in the document if the drafting of the
document is in your hand. Of course, remove them when it is to be sent
out to the prospective reader.

Enough it is, first see if it matches your situation, then we can
continue. And party, there is a whole lot of that which is pending
including bhabhi ke haath ka khana. So lets discuss that offline.

Background

During the last several years initiatives have been taken by banks,
organizations for the blind and individuals to make the banking services
accessible to persons with blindness or low vision. Although much needs to
be done to make all the services completely accessible, visually impaired
persons can take advantage of the available accessible banking services to
make their lives much easier and comfortable.

Since the installation of first talking ATM in June-2011, many banks have
installed talking ATMS across different parts of the country and now India
has more than 4500 talking ATMS installed across different states and
cities. Visually impaired persons can use online banking/mobile banking
service to pay utility bills, transfer funds, recharge mobile phone and 
much

more. It has been observed that majority of visually impaired persons are
either not aware of the accessibility of these services or they have
apprehensions in using such facilities.

The Assistive Technology helpline of the National Association for the 
Blind
Delhi started an initiative of conducting banking accessibility workshops 
in

November 2013 and after getting tremendous response from the community, we
are pleased to announce the third workshop in this series.

Who can participate

visually impaired persons above age of 18 years who are employed, in 
higher

education or seeking jobs are invited to participate.

The participants will get an opportunity to lay their hands on internet
banking and get firsthand experience of accessing the internet
banking/mobile banking service of few banks.

This workshop will consist of demonstration and hands-on experience on the
following topics.
1.Demonstration about the functionality of Talking ATM machines
2.Online railway Ticket booking: Participants will see demonstration 
of

online railway ticket booking.
3.Use of Online banking: Participants will learn to use internet 
banking

of different banks for various purposes such as checking statements, funds
transfer, and more.
4.Mobile banking: The use of mobile apps of certain banks will be
demonstrated.
5.Open house: questions from the participants.

Not quite as glamorous as Knight Rider
TO GOOGLE is now in broad usage as a verb for retrieving information
from the internet. If the tech giant has its way, I Googled will
become a standard reply to the question, How did you get here? On
May 28th Google said it would build 100 prototype driverless cars
devoid of pedals, steering wheel or controls save an on/off switch. It
is the next stage in its apparent quest to be as ubiquitous on the
road as on computer screens.

People have dreamed about driverless motoring since at least the
1930s, but only in recent years have carmakers such as Mercedes-Benz
and Volvo given the matter more thought, kitting out test cars with
the sensors and sophisticated software required to negotiate busy
roads. Google has roared ahead by designing a driverless car from the
ground up.

But bringing autonomous motoring to the world is proving harder than
Google had envisaged. It once promised it by 2017. Now it does not see
production models coming out before 2020. The technology is far
advanced, but needs shrinking in size and cost--Google's current test
cars, retrofitted Toyota and Lexus models, are said to be packed with
$80,000-worth of equipment.

Google's latest efforts may have as much to do with convincing the
public and lawmakers as refining the technology. The firm stresses the
safety advantages of computers being more likely than humans to avoid
accidents. The cars will have a top speed of just 25mph and a front
end made of soft foam to cushion unwary pedestrians. The benefits
could indeed be huge. Driving time could be given over to working,
snoozing or browsing the web. Rather than suffer all the costs of
owning a car, some people may prefer to summon a rented one on their
smartphones whenever they need it. However, the issue of liability in
the event of a driverless car crashing has yet to be resolved.

Turning cars into commodities may not be good news for traditional
carmakers. But reinventing motoring as a service fits neatly with
Google's plans to become as big in hardware as in software. And unlike
car firms, which talk vaguely of becoming mobility providers, Google
has pots of cash to make that a reality and no worries about
disrupting its current business. Google admits it still has lots of
work to do. But one day Googling to the shops may be a common
activity.

category - one vacancy each for Orthopedically Handicapped (OH),
Hearing Impaired (HI) and Visually Handicapped (VH). Persons with

Note for PWD :

(1) The degree of disability should be (i) Minimum 40% in case of
Orthopaedically Handicapped persons, (ii) Minimum 40% in case of
hearing impaired- sense of hearing is non-functional for ordinary
purposes of life; do not hear, understand sounds at all even with
amplified speech; hearing loss more than 60 decibels in the better ear
(profound impairment) or total loss of hearing in both ears, and (iii)
For Visually Handicapped candidate either of the following conditions
should be fullfilled:

(a) Total absence of sight.

(b) With visual acuity not exceeding 6/60 or 20/200 (Snellen) in the
better eye with correcting lenses.

(c) With limitation of the field of vision subtending an angle of 20
degrees or worse.

(2) PWD candidates should possess a latest certificate to this effect
issued by an authorized Government of India/ State Government
Department/ Hospital.

(3) Within the overall notified total vacancies, PWD candidates
belonging to any of the three categories of disability will be
considered for selection, subject to their suitability, over and above
the vacancies, notified for PWD in this advertisement, in order to
clear the backlog of PWD vacancies.

(4) PWD candidates may belong to any category (i.e.
General/SC/ST/OBC). Reservation for PWD is horizontal and within the
overall vacancies for the post.

I heard that vh candidates were not allowed to use Jaws or NVDA at the type 
test held by Staff Selection Commission in Kolkata last year. I don't 
understand how they expect us to type correctly without any speech support, 
either at the test or at the office. What is the situation elsewhere?

dada, there is a CCPD order regarding use of screen reading software for SSC 
typing test. but, unfortunately, SSC people are not trained regarding the 
installation of these software and also the language keyboard specially for 
indian languages.

I am planning to write if SSC allows candidates to use pen drive with NVDA. 
Here in Kolkata they don't even allow candidates' own scribe. This is 
strange. Other organisations don't care about scribe. But SSC is determined 
to supply scribe.
