NEW DELHI: The government has allocated Rs 200 crore for setting up a venture capital fund for Scheduled Castes to provide concessional finance to entrepreneurs from that community, Lok Sabha was informed today. An allocation of Rs 200 crore has been made to the Ministry in the Budget Estimates (BE) 2014-15 for setting up a Venture Capital Fund for the Scheduled Castes, Minister of State for Social Justice and Empowerment Sudarshan Bhagat said in a written reply in Lok Sabha. The objective of the fund would be to provide concessional finance to SC entrepreneurs, he said, while replying to a question whether the government proposes to introduce a new scheme for enhancing credit facility to young entrepreneurs among the weaker section of the country. In reply to another question, he said the government has introduced the Rights of Persons with Disabilities Bill 2014 in the Rajya Sabha on February 7, 2014. It has been proposed inter alia in the Bill to establish the National Commission and State Commissions for Persons with Disabilities, Bhagat said when asked whether government proposes to set up National Commission for Physically challenged persons. Bhagat, while replying to a question, said as per Census 2011, there were a total of 2,68,10,557 persons with disability, of which 50,32,463 had disability in seeing, 50,71,007 in hearing and 19,98,535 in speech. In 2014-15 (as on August 1), a total of Rs 816.15 lakh has been released to different states under Deendayal Disabled Rehabilitation Scheme (DDRS) and there have been 11,558 beneficiaries. He also informed the House that as per Census 2011, there were 46,844 villages in the country having greater than 50 per cent SC population. In yet another reply, he said a new Department of Disability Affairs has been set up vide Cabinet Secretariat notification dated 12.5.2012 under the Ministry of Social Justice and Empowerment. A separate demand No 91 under the Union budget for the department has been made with effect from the financial year 2014-15, the minister said, adding eight NGOs which were found misusing funds under Assistance to Disabled Persons for Purchase/Fitting of Aids/Appliances and seven NGOs were found misusing funds under DDRS. Although relegated to a standing committee, the bill, which has expanded the definition of disability to include nine more disabilities, is an example of the struggle by the community to gain prominence in policy discourses. Finally, say activists, disability rights are being taken seriously. The question to ask this Independence Day is, do the 70 million disabled people in the country have 'real' freedom? We are not as 'free' as the others. For half a century, India didn't pay any attention to this community, says Javed Abidi, the convener of the Disability Rights Group, the largest advocacy group for the disabled. In 1995 they gave us the PWD Act and since then we have been recovering from the 50 years of neglect. It's now that we have really demanded, protested and really fought for our rights and been noticed, he added. The advocacy over the past year has brought in multiple gains for the community. For the first time, the Republic Day parade telecast on national TV featured simultaneous sign-language interpretation for hearing-impaired people. Three Doordarshan channels -- DD News, DD Bharti and DD Urdu -- provided sign-language interpretation of the Republic Day commentary. News channels were given directives to carry the signals of DD with the interpretations. Just months later, for the first time, a Prime Minister's swearing-in was made available in sign language. As many as three Indian sign-language interpreters were on duty on the occasion to ensure that the oath-taking and related ceremonies are made available to the 18 million hearing-impaired citizens of India. During the budget session, the government approved two one-of-a-kind institutes for the disabled -- the Centre for Disability Sports, a state-of-the-art sporting facility that would cater exclusively for para-athletes, and the National Institute of Inclusive and Universal Design, the first such institute to design barrier-free tools for the community. These proposals have been pushed by us over the years and it is now that the government is taking steps to build these institutes. Along with the PWD law, these are going to revolutionise the lives of people with disabilities, says Abidi. Among the other promises from this government are: * Printing of special currency notes with Braille-like signs for the visually challenged * Four new AIIMS for the grossly neglected healthcare sector * Establishing 15 new Braille presses and revival of 10 existing ones * Extension of the scheme to assist the disabled to purchase aids and appliances Many like rights activist Amba Salelkar believe that the real tangible momentum for the disability movement came not from activists but from people with disabilities who contributed their time to the cause. Our success has been that in the last year we have been able to draw out the common man from the community to participate in and contribute to the movement. They might not be activists, but they have taken part in consultations, written emails and encouraged others like them over the Internet. The movement really gained by the participation of these people, says Salelkar. Looking ahead I would like this government to enable me to go anywhere I choose to go without thinking about inaccessible buildings and barriers for my wheelchair, says Paralympic Deepa Malik, who is on the committee that is drawing the blueprint for the sport centre for the disabled. Disability rights activists, however, want much more and in concrete terms. Their demands include: * Higher interest rates, similar to the benefit for senior citizens on fixed deposits, and long-term investment instruments * Free education for people with disability up to SSC in all schools * Spinal injury rehabilitation units at all public hospitals * Rehabilitation insurance to cover all expenses (medical, assistive technologies, therapy, etc.) of daily life * Access tax of 2 per cent on corporations for 10 years to make the public infrastructure in the country barrier-free and accessible to people with

[AI] Productivity and efficiency
Hi all, I hope this message finds you well. In the last one year, I have done a large array of interesting internships in different areas of the law. While I have mostly had very rewarding and enriching experiences, I have also had to deal with a unique set of challenges along the way. For me, the greatest challenge has been being able to perform my assignments as expeditiously as my sighted counterparts. In most successful and prestigious organizations, especially in the private sector, you are not only required to perform your assignments well, but are also expected to complete your work within a stipulated time period. Therefore, it is critical to maintain efficiency in order to be able to compete with your counterparts. I am often required to access material which is not in an accessible format and has to be converted into an accessible format by using Fine Reader, etc. Similarly, I often find it hard to use advanced features in MS Office like track changes, footnotes, etc as expeditiously as I would like to. Don't even get me started on Adobe Reader! Even though this can, to some extent, be attributed to the fact that I am not as tech savvy as I need to be, I believe that it also has to do with some inherent flaws of assistive technology which can often be slow and unreliable. As a result, I invariably have to invest more time and energy into my work than my sighted counterparts in order to be able to produce substantive and satisfactory results. However, this solution really doesn't work in organizations where every employee has a heavy workload, so everyone has to work for at least 12-14 hours a day to get their work done. In such a case, there is virtually no scope for a visually impaired employee to invest more time and energy than his sighted counterparts. So, the upshot is that the visually impaired employee is assigned lesser work which leads to lower job satisfaction. In sum, my uniform experience has taught me that, even though assistive technology has made it possible for us to access information that was hitherto inaccessible to us, it is still the next best thing to actually reading the information and not a substitute for it. I'd love to know what you all think about this proposition and whether or not your experience bears this out. What strategies have you adopted for increasing your productivity at the workplace? Now my computer has become a bit slow. But I am unable to dictate. I opened Notepad then Microsoft Office Word (via keyboard) and tried to say start listening and then dictate, but nothing happened. Currently I am working as a change coordinator in service management domain in IBM. In this long run, I have challenged the challenges by exploring and doing some RD in finding work place solution. Now I would like to travel little bit on technical or development side. This year-long intension cultivated strongly in my mind to learn Oracle SQL and PL/SQL development or oracle DBA. Learning new things looks to be quite interesting, but when it comes for execution, accessibility issue hampers me to go ahead and is pushing me behind. I would like to know how JAWS or NVDA supports the oracle-related tools like SQL developer, Toad etc. JAWS supports SQL developer tool to certain extent after installing JDK and JRE. I am not sure how it supports other oracle-related tools. When we work for oracle SQL development or oracle DBA, should we connect with multiple servers remotely? If yes, how can we connect servers with the support of JAWS with multiple servers? Even though we get remote access license for JAWS, how can we install the JAWS in multiple servers? According to me, though I never face any issue when it comes to Accessing some complicated feature (only when it is readable either by Jaws, NVDA, or even narrator!!) But still the visual aspects such as Look and feel of the document specially a PPT, choosing right Formatting attributes according to the context and inserting anything Which has something to do with graphs sends me on a back seat. Today in corporates when it comes to competitions, or even casual Presentations, visual aspects no doubt dominate the show. I haven't found any solution to this issue so far. Hi Rahul and Ajay, There are no easy answers to this. As for inaccessible formats, the only way is to know your software. For OCR, use the blindness specific ones because FineReader does not give you all the data you need. You need to scan read and not scan first and then read. As for track changes and other features, use jaws and use features like listing revisions. If you can't get jaws, you may want to request the NVDA developers to add similar features. I keep my jaws speech rate slider at about 56% which allows me to read faster than my sighted counterparts. Yes, they acquire information faster but some of them appear to process it more slowly so the faster speech rate helps. As for presentations, again, it is your screen reader that helps navigate software efficiently. Companies have defined templates which you do not need to deviate from. Everyone needs adjustments to a presentation. You cannot know what is good. Take a pre-existing presentation and use that. Be open to learning on the fly. I used to be in consulting where I had to meet clients one on one. I was at a client location when he wanted some slides re-ordered. I had no idea how to do this. The follow-up meeting was in 30 minutes therefore I did not have time to seek any assistance. A quick google search and then I had to adapt those instructions to my situation. That is when I learnt how to use the slide sorter in Microsoft PowerPoint. Yes, you can take technology learning shortcuts like getting yourselves trained on your technology. Take them and do not skimp on their cost. I need to know specifics of your situations to really help. Mostly, you need to work around whatever limitations you have. The problem with interning is that you get a lot of visual work like formatting documents. I am constantly on the lookout for hapless interns who I recruit to help me with presentations and other visual tasks. One thing that may give you an edge is if you spell check your work. You will be surprised at the number of people who fail to do this. Oh, get as updated version of Microsoft Office as is possible. Use markup like heading styles and let Word handle formatting. I used to be in consulting where I had to meet clients one on one. I was at a client location when he wanted some slides re-ordered. I had no idea how to do this. The follow-up meeting was in 30 minutes therefore I did not have time to seek any assistance. A quick google search and then I had to adapt those instructions to my situation. That is when I learnt how to use the slide sorter in Microsoft PowerPoint. Yes, you can take technology learning shortcuts like getting yourselves trained on your technology. Take them and do not skimp on their cost. I need to know specifics of your situations to really help. Mostly, you need to work around whatever limitations you have. The problem with interning is that you get a lot of visual work like formatting documents. I am constantly on the lookout for hapless interns who I recruit to help me with presentations and other visual tasks. One thing that may give you an edge is if you spell check your work. You will be surprised at the number of people who fail to do this. Oh, get as updated version of Microsoft Office as is possible. Use markup like heading styles and let Word handle formatting. Even though this can, to some extent, be attributed to the fact that I am not as tech savvy as I need to be, I believe that it also has to do with some inherent flaws of assistive technology which can often be slow and unreliable. As a result, I invariably have to invest more time and energy into my work than my sighted counterparts in order to be able to produce substantive and satisfactory results. However, this solution really doesn't work in organizations where every employee has a heavy workload, so everyone has to work for at least 12-14 hours a day to get their work done. In such a case, there is virtually no scope for a visually impaired employee to invest more time and energy than his sighted counterparts. So, the upshot is that the visually impaired employee is assigned lesser work which leads to lower job satisfaction.
