[AI] FYI: DU permits PhD viva via Skype, adds plagiarism check for thesis
Scholars pursuing PhD at Delhi University can now appear for their viva through Skype or other modes of video conferencing. The varsity has also made it mandatory that the thesis submitted by the PhD scholars pass a plagiarism check and procured specialised softwares for it. Earlier the students had to appear in person for their viva for PhD programmes. So, the ones who had completed their thesis and were offered any opportunities abroad, they had to travel back for the process. Now this need has been done away with, a senior varsity official told PTI. The students willing to appear for viva through Skype or other modes of videoconferencing need to inform their respective departments in advance. Similarly, if certain expert on interview panel is unable to come in person, then the viva will be arranged through similar modes, he added. Following directives from the University Grants Commission (UGC), to discourage plagiarism in PhD thesis, DU has made it mandatory that all the theses submitted will be subjected to plagiarism check using specialised softwares. There are certain softwares which are available over the internet too but they do not yield fool proof results. We are procuring certain specialised softwares to ensure the scholars cannot do any cut-paste job, the official said. The varsity has amended its PhD ordinance in accordance with UGC Regulation, 2009 (Minimum Standards and Procedure for Award of PhD degree)and UGC Regulation, 2010 (Minimum qualifications for Appointment of teachers and other academic staff in universities and colleges and measures for the maintenance of standards in Higher Education). The amendments were approved during an Executive Council (EC) meeting of the varsity last week. The varsity has also increased the time span for finishing PhD from four years to upto 6.5 years. The span period for submission of PhD thesis shall be five years, extendable up to a maximum of six and a half years. In exceptional cases, the span may be extended after proper justification. Earlier, the students used to get four years and there was a provision for an extension of six months, the official said. While the admission process for PhD programmes varied from department to department, it has now been made mandatory to admit the students only through an entrance test. According to the amended norms, following successful completion of the evaluation process and the announcement of the award of the PhD, the University shall submit a soft copy of the thesis to the UGC within a period of thirty days, for hosting the same in 'Shodhganga repository' which is accessible to all institutions and universities. A good decision. However, the problem is that if somebody is not comfortable, he/she can hire some proficient person to face the questions in place of the actual person. He can also ask for help from his friends and well wishers while talking to the examiner. It would open new avenues of cheating and frauds. The amendments were approved during an Executive Council (EC) meeting of the varsity last week. The varsity has also increased the time span for finishing PhD from four years to upto 6.5 years. The span period for submission of PhD thesis shall be five years, extendable up to a maximum of six and a half years. In exceptional cases, the span may be extended after proper justification. Earlier, the students used to get four years and there was a provision for an extension of six months, the official said. While the admission process for PhD programmes varied from department to department, it has now been made mandatory to admit the students only through an entrance test. It was unfortunate that Mr Abidi spoke with contempt for many. The arrogance was palpable throughout the interview which was enough to discern and comprehend that he is a dictator par excellence. That's precisely the reason for his ouster from the Chair Post of the DPI. His reasoning for defending his comment given to the telegraph paper about Braille outdated is farce. He emphasized on contextualizing his statement and stressed upon respecting democratic values such as freedom of expression. He however didn't talk about why committed disability activists don't want to work with him. He also urged to work as cross-disability movement and expressed agony on the plight of people with learning disabilities who are yet to be recognized by the law. We are equally concerned about them but this should not be the sole criteria for letting a black law be passed. Big brotherly behavior and patronizing jesture is contrary to the ethics of identity disability movement. Cross-disability movement is an idea which is fraught with inherent contradictions. Countries such as USA, UK, France and other Nordic nations are struggling to bring everybody on the same table. India is a large country and disability discourse should not be hegemonised by the people sitting in Delhi. Inherent tensions are bound to surface which is inevitable. During the interview Mr Abidi sheepishly laughed about why he is given too much importance and maintained who is he who only has 3 room NGO located in South Extension. Well, Smriti Irani had no mass-base support and lost elections yet is our HRD minister and the youngest cabinet minister. I hope this analogy makes my point clear... I'm not sure about the claim of the officials for being the oldest school. However the World-Bank 2007 report on disability in India also mentioned about this school as the oldesd for the blind in India. It would be an interesting inquiry researchers need to undertake to find which school was the oldest. The picturesque location of the school at the Himalayan foothills is a reminder of nature's beauty which everyone else can see, but not the students, who are taught the written word through the help of Braille to be able to get a chance to lead a near-normal life. Over the years, the school has come to occupy a vital role in the lives of those it has touched. Our daughter has been visually impaired since she was two years old. We had heard a lot about this institute and decided to shift to Doon for our daughter, says Anita Bhatt, eyes brimming with tears. Bhatt arrived at the city from Pithoragarh a week ago to get her daughter Manisha, now 9, admission at the school. The present superintendent of the school, P M Samuel, took over in 1986 when it was on the verge of closing down due to financial constraints. When I was asked to take over by the board members, I was hesitant. In hindsight, I feel it was a good decision. We were able to keep the school running despite the funds crunch. We intend to continue as long as we can, he says. Sharp Memorial currently has 109 visually impaired students. Earlier known as the North India Industrial Home for the Blind, it has a history dating back to the 1880s. Miss Hewlett, an Anglican missionary, lost her sight after measles as a child but recovered it after a year. She resolved to help other visually impaired children. She requested her friend Annie Sharp to get special training in Britain and come to India to teach. The school was officially founded in 1887 by Sharp at the compound of St Catherine Hospital, Amritsar, where Hewlett was working. It shifted to Dehradun, considered to have a healthier climate, in 1903. Ten days after it shifted to the city, Sharp died of cholera. Her family continued supporting the school. In 1930, they handed it over to a missionary group, the Bible and Medical Missionary Fellowship (BBMF), which changed the name to Sharp Memorial School. Today, Samual along with his wife Sumana and sixteen other staff members continue to teach girls and boys from primary classes up to class VIII. Many of the teachers are former students. Education is imparted in Braille. Children who have some residual vision are also taught to read print like normal students. Some students with vision from nearby areas are also studying with us at the moment, says Samuel. Besides academics, the school also runs BEd courses under IGNOU. It started a post-graduate diploma course in special education in 2004. Young ones are taught with toys and puzzles at the beginning before progressing to Braille in senior classes. Many are even taught the usage of computers through Braille-specific software. Snehlata Singh, in her 60s now, came to the school as a child but her father left her and never returned to fetch her. I have been in this school for almost all my life and I will continue teaching here till I breathe my last. I don't have sight, but this school has taught me that for vision one just needs eyes in one's soul and a strong will. The report, which was released on Saturday, is based on the study and visit made by two disabled people — Ashwin and Krishnappa along with representatives of the forum. Reshma, a representative of the forum, said, “The study was conducted mainly to highlight the issues faced by Persons with Disabilities (PWD) and the elderly in using the Tender SURE pavements. The guidelines recommended by the UN as well as the Central Public Works Department (CPWD) have not been effectively followed while upgrading St Mark’s Road.” Divya Ashwini Kumar, another representative of the forum who visited the road, said, “The access audit reveals startling issues such as uneven pavements, absence of zebra crossings, presence of cables and debris dumped in many stretches of the pavements, among others. Also, separate parking space has not been provided for persons with disabilities. Deep ridges and protruding pavement blocks would lead to wheelchairs toppling or elderly persons tripping.’ The audit report also points out the steep gradients (at the entry and exit of the pavements) that pose serious hazards to the persons with disabilities and the elderly.
