Hi Amiyo Biswas,
In which application the word Bengali is spoken before pronouncing the
Bengali Character?
If it is encountered in all applications including typing, then it is
an setting issue.
Please check the voice setting in nvda menu-preference sub menu.
If it is only in some web pages then this issue should be address in
that particular web pages but neither nvda nor espeak.
Regarding the alien sounds of Bengali letters, then it is espeak
issue. Never the less it is nvda issue.

In 64 bit windows:

don't know the reason  for denial as there is nothing sort of any
restrictions to join the group. i will surely check it out with the
owners as you suggested. before doing the same, may i please request
you to forward the denial message to my personal id or the reply
message in response to your subscription request as it might have
contained the message id followed by the link to confirm your
subscription request this will enable me to communicate more

can you send the improperly pronounced words in Malayalam letters in a
word file and its correct pronunciation in audio file. If so, I may

There are two types of handicapped persons who can book berth under

and further rationalization has been done to ensure optimum allotment

by an escort and the second for those handicapped persons for whom it
is optional to take an escort with them.

(ii) As for the former category it is compulsory to be accompanied by
an escort, these berths can be booked by such category of handicapped
persons booking tickets on concession on first come first serve basis.

(iii) For the later, where it is optional to be accompanied by an
escort, if the first handicapped person intends to book berth along
with escort, both the berths will be booked. However if the first
handicapped person books without escort, the second berth will not be
booked under handicapped quota and will be released to RAC/waitlisted
passengers at the time of preparation of reservation charts.

(iv) Further, at the time of preparation of reservation charts, the
unutilized lower berths under this quota can be released to physically
handicapped passenger (of either category who were kept in general
waiting list due to exhaustion of their quota), single senior citizen
travelling alone on priority and thereafter to waitlisted passengers
as per priority. In case a single berth i.e. middle berth is left
vacant in this quota of second category it will be released to
RAC/waitlisted passengers.

(v) It has also been decided that whenever a physically handicapped
person books ticket on concession and if no berth is available in
handicapped quota, the system will automatically try to allot the
lower berth to him/her and middle berth to escort subject to
availability of same at the time of booking.

These new provisions will be effective by 22nd December, 2015.

writers for differently abled children as well as setting up a

agree to said writer, however, the state government has not been
following the GR.

This was pointed out by a group of activists working for the visually
impaired in the city Sunday, when 19 visually impaired candidates who
appeared for an examination for the post of peon in the Pune Zilla
Parishad were provided writers from the fourth class from the local
residential school for tribal children. “Even though there is a GR
mentioning all the rules, one of which is that the candidate should be
introduced to the writer a day earlier, it is only on paper. There is
a clear violation to the disadvantage of the candidate,” said activist
Ramchandra Rangolle, who’s two friends appeared for the exam.

He said while the Persons with Disabilities Act 1995 mentions a three
per cent recruitment in state and central government offices, acts
such as these only hamper the efforts. The candidates who appeared for
the Sunday exam said the writers were unable to help them out and many
of them could not even write properly.

“The writer has to be chosen to suit to the exam. They cannot give us
small kids to help us,” said a candidate under condition of anonymity.
The Zilla Parishad official however said that it was practically
impossible to have the candidates introduced a day in advance as they
were busy arranging exams for vacancies for various posts. “We knew
the requirement and we provided for it at the time of examination. For
the Sunday exam, the minimum qualification was class four and so we
have students from class four to help the candidates,” explained the
official.

There were over 16,000 candidates appearing for 40 posts at the Zilla
Parishad Sunday. There were 35 centres in the city for the exam.
Recently, due to the hue and cry over “writers” for the differently
abled, the government was contemplating adult writers as there are a
lot of issues faced by the visually impaired. Rangolle points out that
for state government exams, they cannot give school children as
writers even if the minimum pass requirement is class four. “My friend
could hardly explain to the writer and they could not understand and
write well,” he says.

While a writers’ bureau too has been recommended, the government is
also contemplating prompters for practical exams for schools. “While
government is focusing on school exams, the same needs to be done for
state government exams,” said a candidate. The amended act issued last
year clearly mentions the rules for writers for such examinations.
Activists feel that if the government is providing writers for such
examinations, which means the local bodies, they should give adults
for these and not children.

Of the 40 posts for peons, activists are hoping that they should get
some of the candidates selected for the posts but with such “writers”
they feel they stand less hope as they are not sure the writers were
able to mark the answers correctly. Even though the exam had objective
questions with four options, it is doubtful whether they were able to
do the needful, they said.

What the rules say:

* The local body or the candidate can get the writer of his/her choice

* The candidate has to make a mention whether he/she needs a writer

* State government should select the writer according to the needs of
the exam according to the panel decided

* The panel should decide the writers according to the area or field

* The candidate should be able to meet the writer one day in advance to discuss

In which application the word Bengali is spoken before pronouncing the
Bengali Character?
If it is encountered in all applications including typing, then it is
an setting issue.
Please check the voice setting in nvda menu-preference sub menu.
If it is only in some web pages then this issue should be address in
that particular web pages but neither nvda nor espeak.
Regarding the alien sounds of Bengali letters, then it is espeak
issue. Never the less it is nvda issue.

First of all, let you be clear.
A VI person should not use  the typing utility which has the following
characteristics.
1. If it generates A single Hindi letter on pressing multiple  keys of
the keyboard.  If by pressing c h a it generates च, there is a
conflict. The screen reader does  not know what should it speak when
you press the key of c and h because the letter च is only generated
after completing the all three letters. At Final stage, when you press
a, the letter च is generated. Before that, what it should speak when
you press
 the two keys c and h?
And Finally when you press a, the screen reader says च which is
confusing. Hence please, completely abandon the idea of roman based
typing tools like ka = क, kha = खetc.
2. conversely, a VI person should also not use that typing tool which
generates multiple Hindi letters on pressing a single key of the
keyboard. In this case too, the conflict of speaking occurs.
3. The only suitable typing tool for VI person is that one in which
one Hindi letter is generated on pressing a single key of the
keyboard.
Or,
One key press, one Hindi letter generation. If so happened, there is
no conflict with the key press event and its announcement.
I have developed a Hindi typing tool in this principle.
It is specially design for those person who has the following 
characteristics.

1. If The user is a VI person. using a screen reader.
2. If the user is already familiar with the English keyboard.
3. If the user frequently types dual texts in Hindi as well as English.
I guess, you fall in this category and I suggest to use my phonetic
based Hindi typing tool called Varnamala. Many VI person in India are
using it.

you can use it in any version of windows and in any screen reader.
since the installation language is in Hindi, while installing, you
must active  your jaws in Hindi reading mode.

there you can find help file in MS word named HelpInEnglish.rtf.
Read it, a list of the Hindi letter and the corresponding keys
assigned for it is presented there.
briefly speaking, it has;
k for क, shift k for ख
g for ग, shift g for घ
c for च, shift C for छ
j for  ज, shift j for झ
n for न, shift n for ण
t for त, shift t for थ
p for प, shift p for फ
b for ब, shift b for भ
s for स, shift s for श
etc. etc.  are assigned.

I have win 7 with office 13.
I am using Jaws17.
I am using Lekha for Hindi.
I downloaded the Set up file from DropBox. But it is not installing.
I copied the screen through virtual viewer. The following error occurs every 
time I try to open the set up file:

Hence please, completely abandon the idea of roman based typing tools like ka = 
क, kha = खetc.
2. conversely, a VI person should also not use that typing tool which generates 
multiple Hindi letters on pressing a single key of the keyboard. In this case 
too, the conflict of speaking occurs.
3. The only suitable typing tool for VI person is that one in which one Hindi 
letter is generated on pressing a single key of the keyboard.
Or,
One key press, one Hindi letter generation. If so happened, there is no 
conflict with the key press event and its announcement.
I have developed a Hindi typing tool in this principle.
It is specially design for those person who has the following characteristics.
1. If The user is a VI person. using a screen reader.
2. If the user is already familiar with the English keyboard.
3. If the user frequently types dual texts in Hindi as well as English.
I guess, you fall in this category and I suggest to use my phonetic based Hindi 
typing tool called Varnamala. Many VI person in India are using it.

since the installation language is in Hindi, while installing, you must active

Read it, a list of the Hindi letter and the corresponding keys assigned for it 
is presented there.
briefly speaking, it has;
k for क, shift k for ख

j for  ज, shift j for झ
n for न, shift n for ण
t for त, shift t for थ
p for प, shift p for फ
b for ब, shift b for भ

I have also adjusted to it. But we can change keyboards by pressing control 
plus space if we have other keyboards like Saraswati Hindi Phonetic, Godrage 
etc.

fairly recent company which had a similar background and mission, a
visually impaired child, games that both sighted and visually impaired
could play together...

Rahul,
In my opinion disliking the voice of TTS is an issue st user level and not 
something that NV Access could address. 

My experience is they I have been using for about 5 years now and when I tried 
JAWS in the recent past for a project, I found JAWS to be less responsive than 
NVDA. Of course, I use NVDA with eSpeak. But I don't really complain about JAWS 
but my mindset.

It seems that you have to revisit your windows account setting.
There is no issue of installation.  The problem you are facing is
purely your machine specific.

 Are you Visually impaired or sited?
 If VI, then your wish of typing in roman and getting  in Hindi does
 not suit your condition.  This approach leads you always in problem.
 I will elaborate the possible encounter. Let you clear your
