At Oxford's John Radcliffe Hospital, a clinical trial is taking place in which 
six patients who have had little or no sight for many years are having a 
cutting-edge "bionic eye" implanted in an attempt to give them some sight, and 
independence, back.
The first patient in this trial is 49-year-old Rhian Lewis, from Cardiff. 
She explains: "I was a toddler when my parents noticed I would not cross a 
darkened room, even from one light room to another light room, and that I was 
really scared of the dark. So they took me back and forward to the optician and 
specialists and then they diagnosed me with retinitis pigmentosa."
This disorder destroys the light sensitive cells in the retina - but how much 
and how quickly varies from person to person. In Rhian's case, it eventually 
made her almost completely blind.
"I think I was about four or five. I've never had any vision at night or in dim 
light and then, as I went through school, I had the glasses and I sat at the 
front because I couldn't see the board. 
"It was progressive and as I went to work in a shop, checking up deliveries, I 
had to use a magnifier increasingly to check the delivery notes and then I 
couldn't read the titles of the books properly, so then they put me on to 
different materials, like art and stationery, because there were different 
shapes and sizes so I could manage with that - I could do a lot from memory."
 
Her sight deteriorated and around 16 years ago she lost all vision in her right 
eye and most of the sight in her left eye.
"In my left eye, I sort of navigate around by light. If it's bright outside 
I'll sort of aim for the window or if it's dark and the lights are on I'll 
navigate by the light bulbs, like a moth."
The problem with having no sight, she says, is that you also lose your 
confidence because you lose your mobility.
"I don't go out and about on my own, ever. Then around the house, the kitchen, 
you rely on other people to find things for you - it's very frustrating. It's 
simple things like shopping...clothes shopping, you don't know what you look 
like. It's been, maybe eight years that I've had any sort of idea of what my 
children look like. And I've got friends now where I've got no idea what they 
look like. And I certainly don't know how I've aged."
In the summer, Rhian travelled to Oxford for an operation to implant a tiny 
3x3mm chip into her right eye. 
The device replaces the light-sensitive retinal cells in the eye, and is 
connected to a tiny computer that sits underneath the skin behind the ear.

When it is switched on using a magnetic coil applied to the skin, signals 
travel to the optic nerve and then to the brain. 
Rhian still had an intact optic nerve and all the brain wiring needed for 
vision, but her mind needed time to adjust to the signals it was suddenly 
receiving after being dormant for so long.
She explains: "It was a bit nerve-wracking. I didn't know what to expect. 
"They sort of put the magnet to the little receiver there on my head and 
switched the receiver on. They said I might not get any sensation… and then all 
of a sudden within seconds there was like this flashing in my eye, which has 
seen nothing for over 16 years, so it was like, 'Oh my God, wow!' It was just 
amazing to feel that something was happening in that eye, that there was some 
sort of signal."
One of the first tests the doctors did was to check if Rhian could now see 
flashing lights on a computer screen in a dark room - she could.

"What I was seeing was sort of a line at the top of my eye and at the bottom. 
But it was getting quite distracting because it was quite a slow flash really, 
so I asked them if they'd change the frequency. Now I've got more of a shimmer, 
rather than flashing lines, which is much less distracting and a little more 
accurate."
Next they checked if she could distinguish white objects on a black background 
- a white plate on a black tablecloth - which didn't go so well.
Rhian recalls: "I wasn't quite sure where the plate was. So I left that day 
with sort of mixed feelings, because the flashing was working but I couldn't 
see the plate on the table."

"They did the objects on the table and I could get them and I was so chuffed, I 
must have looked like a kid at Christmas! I was just locating a plate, a cup

 The Institute for the Blind, Lohgarh gate, celebrated Braille Day as
special packages were announced for the inmates of the residential
school. Deputy Commisoner Ravi Bhagat, who was the chief guest,
inaugurated a special computer-training programme for the students,
who have completed higher education in the institute. He also gave Rs
5 lakh for the construction of bathrooms at the institute.
 The school runs a residential education and skill-development
programme for more than 52 inmates. The academic and vocational
training is provided free of cost along with food and other
facilities. The new computer course is designed to empower the
children to work in technically advanced fields. “Sixteen of our
students will be imparted training and a monthly stipend of Rs 2,500
will also be given to each of them after the completion of the
training. Also, we received donations from our volunteers for our
music training programme and other skill-development programmes,” said
Ashok Sethi, president, Institute for the Blind. The institute
currently has a faculty of 10 teachers for its courses.
 The Deputy Commissioner also announced to support the advanced
computer-training programme

DU college's hiring process under lens
NEW DELHI: The Delhi government has once again locked horns with Delhi
University, this time by stopping the recruitment process at Aditi
Mahavidyalaya. Education minister Manish Sisodia issued an order on
Tuesday evening instituting an inquiry and the director of higher
education asked the college to stop the recruitment till the inquiry
is over.

The Bawana college is one of a dozen affiliated to DU that are funded
entirely by the Delhi government.

Sisodia's order said his office has received "numerous complaints"
about the recruitment process for the post of lecturer in Hindi
department. The complaints include an objection to the choice of venue
for interviews - the DU guesthouse in North Campus - and an allegation
that the principal's nephew has been appointed as an ad hoc teacher in
the "visually handicapped" category but holds a driving licence and
drives to work.

The inquiry will be conducted by the director of higher education and
the report will be submitted within a week.

Aditi Mahavidyalaya has postponed interviews for teaching posts
scheduled from December 9 to 12.

Teachers' group, Academics for Action and Development has issued a
statement against the governments' move.

"This amounts to political interference," says AAD-member Rajesh Jha,
"If the government had an objection, they should have written to the
university. They cannot write directly to the college. I don't know
why the college administration succumbed."

Jha further observes that recruitment in DU has to be conducted as per
DU's rules. "Next they'll start inquiries against teachers and affect
our service conditions."

Minister for Women and Child Welfare and Mining Peethala Sujatha has
said. She was addressing a packed audience who turned up from across
Visakhapatnam and Vizianagaram to participate in the State-level
celebrations to mark the 207{+t}{+h}birth anniversary of Louis Braille
organised by the Department for Welfare of Differently-abled and
Senior Citizens on Monday.

“Apart from increasing pension for the disabled to Rs.1,500 from
Rs.500, State government is focusing on establishing homes for
visually-impaired in Kakinada and Hindupur. Care will be taken to
encourage them to come up in various domains,” Ms. Sujatha assured.

Giving a new ray of hope to the students, HRD Minister Ganta Srinivasa
Rao said: “A sports complex exclusively for the differently-abled is
proposed to be constructed in Visakhapatnam at a cost of Rs.50 crore.
This apart, an educational institution will also be set up in the city
to provide higher education to differently-abled persons.

Efforts will also be made to improve the infrastructure at King George
Hospital and Collectorate so that the venues will be
disabled-friendly.”

Director of Department for Welfare of Differently-abled and Senior
Citizens K. Sarada Devi said of the 114 backlog posts under District
Selection Committee and 292 under Other than District Selection
Committee, only 13 and 36 posts have been filled under respective
heads.

According to department heads, the sixth job roster earmarked and
reserved for visually-challenged women has been amended to general
roster where both men and women will be recruited for the posts
available.

Collector N. Yuvaraj gave away Louis Braille - 2016 Awards to
Principal of Government Residential School for Visually Challenged
Girls S. Nimpton Babu, Ch. Jyothi of GVMC Primary School, N. Annavaram
of Hyderabad Central University and Bheema Rao for their exceptional
contribution to society.

I have seen many low vision people doing this. They are legally blind and
going against them might boomerang.

Dear George Sir,

Thanks for the information. This is a point of concern for all the
visually impaired persons. I strongly believe there are individuals
amongst us who are 1 eyed and availing the benifits that a visually
impaired person would get. In such situation, where the institutions
that provide such persons the benifit of higher education or
employment must put such candidates for thorough medical tests. In
fact, I say, all the candidates who apply against PWD, must be put for
thorough medical tests. If found guilty in the medical tests, there
must be a portal wherein such candidates must be black listed and no
government organization must give them any chance of higher education
or employment.

Hello nirmal je, his name is devang gadhvi. He works as primary music
teacher, near bhuj kutch in gujarat.  As i  said he comes to works on his

St Stephen’s College Principal Valson Thampu Tuesday said the
professor accused of sexually harassing his student was “innocent” and
raised questions about how an “85 per cent disabled man could sexually
assault a girl”.

Attacking a “putative teacher” in a Facebook post, who allegedly
“egged her (the complainant) on”, Thampu wrote, “…I curse… I curse you

unspeakable agony and humiliation you heaped on an innocent, crippled
colleague… The diabolic lie that an 85 per cent disabled man, who
cannot stand up on his own and needs a stick to move, could “sexually
assault” a girl, could have been hatched only in your perverse brain…”

Despite repeated calls, Thampu could not be reached for comments. In
August last year, the accused professor had been granted anticipatory
bail.

I wish to know, is a one eyed person visually impaired person if that
person has normal vision in the eye? I believe, that person is normal.

In recruitments and selections of PWD, the concerned institutions must
go for medical tests of such individuals. If found guilty, such
individuals must face capital punishment because such individuals
enjoy all benifits that accrue that a PWD gets whereas in normal
course will not enjoy.

[AI] Odisha: Visually challenged students face shortage of braille books, reading assistants

Even as the country observed ‘World Braille Day’ on January 4,
visually-impaired students pursuing higher studies in the state rued a
lack of textbooks in Braille for them.

“We are facing problems in the absence of Braille textbooks. A reading
assistant too is difficult to get,” said Lipika Rani Pati, a Plus III
(first year) of Khallikote Cluster University here.

A reading assistant reads out chapters to the blind students, who
either write them down in Braille or try to remember the content. “It
is difficult to grasp all subjects by just listening to the chapters,”
said Rebati Patra, a Plus II (first year) student of SBR Women’ s
College here.

They urged the state government to provide them textbooks in Braille
as in the case with high school students.

“The government provides Braille textbooks for free till Class X,”
said Principal of Red Cross Blind School N C Satapathy.

He said students face problems on entering college. Around 200 blind
students are studying in different colleges in the state, he added.

There is only one Braille press in the state. It publishes books in
Braille for school children up to Class VIII through the Odisha
Primary Education Programme Authority (OPEPA)

he coordinates Rehabilitation Council of India’s projects
and also acting as Lecturer  come the principal  in the organization
deplomo in teaching for the blind

he has short sight, but, still he can read the printed meterials
without any issues

but due to his short sight, he is holding the bus pass

DU college's hiring process under lens
NEW DELHI: The Delhi government has once again locked horns with Delhi
University, this time by stopping the recruitment process at Aditi
Mahavidyalaya. Education minister Manish Sisodia issued an order on
Tuesday evening instituting an inquiry and the director of higher
education asked the college to stop the recruitment till the inquiry
is over.

The Bawana college is one of a dozen affiliated to DU that are funded
entirely by the Delhi government.

Sisodia's order said his office has received "numerous complaints"
about the recruitment process for the post of lecturer in Hindi
department. The complaints include an objection to the choice of venue
for interviews - the DU guesthouse in North Campus - and an allegation
that the principal's nephew has been appointed as an ad hoc teacher in
the "visually handicapped" category but holds a driving licence and
drives to work.

The inquiry will be conducted by the director of higher education and
the report will be submitted within a week.

Aditi Mahavidyalaya has postponed interviews for teaching posts
scheduled from December 9 to 12.

Teachers' group, Academics for Action and Development has issued a
statement against the governments' move.

"This amounts to political interference," says AAD-member Rajesh Jha,
"If the government had an objection, they should have written to the
university. They cannot write directly to the college. I don't know
why the college administration succumbed."

Jha further observes that recruitment in DU has to be conducted as per
DU's rules. "Next they'll start inquiries against teachers and affect
our service conditions."
