All the seats reserved for Physically Handicapped under this said recruitment had orthopedic disability of upper limb (OA) & Low Vision (LV) disabilities as identified and suitable for the jobs advertised. Western Railways rejected me as they perceived that present medical condition of my eyes may lead to blindness in spite of the fact that all the reserved seats for physically Handicapped were also identified for candidates with Low vision (LV) and also ignoring the fact that I had better vision compared to Low Vision Candidates. My vision level is such that I won't get a 40% disability certificate even if I try to get it from authorized Govt Hospital. Further some cases have been filed against Northern Railways wherein they have excluded the blind candidates for applying to similar "Group D" posts as advertised by Western Railways and such totally blind candidates have received orders in their favour from High court of Delhi. Pursuant to this court order Northern Railways have published revised merit list including the 100% blind candidates on their website and also clarified that for future recruitment such seats are also identified for 100% blind . The present status of my case is the court has given me written intimation of hearing scheduled on 28.12.2016. This letter also has a recommendation letter from Ministry of Social Justice & Empowerment to CCPD that since posts are identified for both the disabilities candidates may not be declared unfit. I have tried to give you maximum information with minimum words. Please spare some of your valuable time and guide me if any other argument can be put up considering the latest Rights of Person With Disabilities Bill Passed by parliament to further substantiate my claim of this job. Apart from Helen Keler Bhawan, no other building has wi-fi however students are not provided user-ids and password to access internet on the campus. Now I am drafting a letter for her mentioning all the relevant provisions in the pwd act with emphasis that the negligence of the office is in violation of the pwd act. The problem is that I don't actually know much of the situation of other group d employees or other caners under central government. Can anyone inform me of provisions for training of vh cg employees and their upgradation?
