Commissioner for Persons with Disabilities since 2014. This case pertains
to rejection of my candidature for recruitment by Western Railways wherein
they rejected me on medical grounds as retina of my eyes had degeneration
which may progress to blindness. I had applied under physically Handicapped
quota under orthopedic disabilities(OA) category which is my main
disability.

This was a general recruitment for 8054 vacancies for "Group D" recruitment
advertised in  Dec 2010 which had certain posts seats reserved & identified
for Visual and as well as orthopedic disabilities. All the seats reserved
for Physically Handicapped under this said recruitment had orthopedic
disability of upper limb (OA) & Low Vision (LV)  disabilities as identified
and suitable for the jobs advertised.

Western Railways rejected me as they perceived that present medical
condition of my eyes may lead to blindness in spite of the fact that all
the reserved seats for physically Handicapped were also identified for
candidates with Low vision (LV) and also ignoring the fact that I had
better vision compared to Low Vision Candidates. My vision level is such
that I won't get a 40% disability certificate even if I try to get it from
authorized Govt Hospital.

Further some cases have been filed against Northern Railways wherein they
have excluded the blind candidates  for applying to similar "Group D" posts
as advertised by Western Railways and such totally blind candidates have
received orders in their favour from High court of Delhi. Pursuant to this
court order Northern Railways have published revised merit list including
the 100% blind candidates on their website and also clarified that for
future recruitment such seats are also identified for 100% blind .

The present status of my case is the court has given me written intimation
of hearing scheduled on 28.12.2016.
This letter also has a recommendation letter from Ministry of Social
Justice & Empowerment to CCPD that since posts are identified for both the
disabilities candidates may not be declared unfit.

I have tried to give you maximum information with minimum words.

Please spare some of your valuable time and guide me if any other argument
can be put up considering the latest Rights of Person With Disabilities
Bill Passed by parliament to further substantiate my claim of this job.

  policy-makers. Why activists such as Mr Javed Abidi is known world
  over despite his falicious understanding about the issues cause he
  writes and posts and cells himself. However blind people who have
  struggled hard for the rights of all disabled and have faced the
  lathis several times in the past have remained untouchables for the
  media,academia and the state. It hurts certainly hurts. Therefore, I
  do a small attempt to provoke friends to take up disability studies
  and contribute to the discourse and generate knowledge in the field.
  If you have time and patience you could see the recent collection of
  AI archive where the articles I shared on the list have travelled fast
  on other lists and the hidden issues blown up, discourse generated and
  awakening and alertness was felt. Thank you for your concern. Of
  course our professional lives are more important then sharing and
  posting on this mailing group free of cost;  However it has its own

  The move of issuing the identity card to the physically challenged
  persons to book the concessional ticket seems to be only to  predict
  the deem implementation of court order at their end. In my zone,
  official dealing with this task are well aware of the procedure laid
  down in the railway circular to issue the identity card. As per their
  information, they are only advised to accept the apllications and
  verify the documents. Actual process of allotting the unique identity
  number to be printed on the card has not been started by the head
  quarter of railway. From the developments so fartaken place by the
  railway in this regard, it seems that  there is only way out to file
  the contempt case or to seek the reply from the railway through RTI
  query.

 Federation of the Blind, I can only say, Mr. Santosh Kumar rongta is the
 only person, who really struggled as a leader of N.F.B. for the rights of
 visually impaired person for the last few decades and whatever our society
 has gained, only because of his talent and good leadership qualities, so
 these achievements can't be ignored. I think, all of us must be thankful
 for all of his continues efforts.

I was ex trainee of n i v.h. I saw things very closely ,inspite of beg
setup.autonomy.services r very poor irrugular suppy of books  magzines
massive irrugularity in recruitment poor fooding  lodgeing. Low quality
education  skill training. I pained to see this that time when i talked
with present trainees things r unchanged
NGO 's r limted resoures , but they deliver maxmum in minimum resourses N I
V H  has maxmum resoure but deliver minimum with below quality.
U may compare with other national intitutes with N I V H at any label of
quality.

  one is informed by repeated audio announcement at the entrance, its
  Helen Keller Bhawan. This huge building has several offices including
  Director’s one and account section,  audio library and library for
  print-abled people. One could find half-raised tactile pathways here
  and there on the campus. Apart from Helen Keler Bhawan, no other
  building has wi-fi however students are not provided user-ids and
  password to access internet on the campus. I wonder why this apex body
  doesn’t provide internet access to B.Ed and M.Ed students at least.

pomostional exams   MACP,but reserrvation in promotion not followed by all

   A vh girl was appointed as a recaner in my office in 1991. A caner or
 recaner is a special post reserved for vh persons. When all other group D
 employees were upgraded to the rank of group C after official training on
 the basis of the recommendation of the 6th pay commission, this girl was
 not sent to anywhere for training. When I came to know of the matter, I
 informed the concerned section of NIVH regional centre and VRC and
 requested them to consult one of these organisations two years back, the
 department simply wrote a letter to the central board for clarification.
 The letter was not replied, in consequence the girl's case was forgotten.
 On my advice she prayed for training in 2012, rather quite late. Still
 nothing happened. Now I am drafting a letter for her mentioning all the
 relevant provisions in the pwd act with emphasis that the negligence of the
 office is in violation of the pwd act.

   The problem is that I don't actually know much of the situation of other
 group d employees or other caners under central government. Can anyone
 inform me of provisions for training of vh cg employees and their
 upgradation?

 it
 on a baseless ground. Banking facilities are still something new. Maybe

 is why the CCPD cannot force it upon the bank.

 from the concerned high court by filing the writ petition.
 The 30th   march is quite near, yet you have all the time to file
 complaint with higher authorities and issueing the legal notice
 thereafter. Courts are very reluctant to issue interim relief if you
 have not exhausted all the remedies before filing the writ . Please
 remember that the Writ under art 226 is the last recourse to seek
