Friend, if you have read my mail regarding this subject I had clearly
mentioned about the street dogs in DU & adjusting area Mall Road &
timarpur, we have many times complained to Muncipal corporation of
Delhi & also Delhi Government Veterinary Department no positive reply
from their side, we are fed up about these stree dogs and now are
facing all problems daily, everyday I hear in north campus that a dog
has bitten someone even sighted persons are also fed up of these
street dogs but no solution till now.

What a co- incidence when I read about dogs attacking the Disabled only the
next day a dog bit me. I did not tell him/her, only I was traveling through
Uber Moto. It was an Electric scooter, so the speed was not much. Some dogs
barked towards us and suddenly a dog bit me without any reason. Driver told
me dog was little even though my jeans got damaged and little- bit blood
also come after that I had to go to the DU hospital they had only tetanus
injection they referred me to Hindu rao Hospital I go there but in Hindu
rao Hospital there was also not any injection for dog bite they referred to
me in Aruna Asaf Ali Hospital. That time I got many injections more than
dog bite pain I got and even after that I got 3 OPD for the injections.

Only little-bit of dog bite can waste so much time of us, and can give more
pain than a dog bite through many injections.

Have signed the petition for now.

Have had a dog bite me in two different situations, both being
circumstances in which sighted assistance wasn't available and dogs

impairment would be helpful for filing court cases.
Now along with sharing our experiences with Stray dog let prepare
filing case in appropriate channel.

Lawyers amongs us should   guide further.

I am residing near DU north Campus Mall Road, here we had complaint
many times to Delhi Muncipal Corporation, Delhi Government Veterinary
Department, and also to LG of Delhi, not a single dog has been picked
by any above mentioned authority, instead the old dogs are delivering
new puppies every six months and increasing their population, many dog
biting instences are recorded from DU north campus & Timarpur area
nearby but problem is increasing no solution at all, now we are fedup
and have stopped complaining to any authority.

I agree with the discussion that is going on here, as it is an important issue.

Few months ago, I went to a barber very near to my home.

I am reasonably good with mobility and could manage to reach the shop.

However, while returning, I was walking, for no reason a dog started barking 
and growling at me probably because of the cane in my hand and so did the other 
dogs.

I am no animal expert but, if dogs feel threatened because  they feel that you 
have a weapon in your hand, they either run or become aggressive.

Animal lovers have silly tips like don't try to run away when dogs are barking 
at you and whatever.

In my case at-least, all the logic goes and I really get afraid.

I yelled for help, fortunately I was near the society so, the watchman quickly 
came and scared them.

However, this gave him a chance to scold me for coming alone on a road which is 
almost safe as cars slow down on it and you can easily walk by the sides.

This as usual, is an India specific problem more as, in the US there are almost 
no street dogs and only cats which is still fine.

This hampers the blind person's independence as the last thing you want is to 
be hunted by a group of dogs.

This also gives conservative people another chance to say that blind people 
should not walk on the streets.

Thanks for opening this discussion thread and raising stray dog's
issue in court.

I am also facing similar issues of stray dogs in Pune university
campus. Many students, Staff and visitors with visual impairment
suffered a lot as there are several incidences of dog bight. I
personally had 4-time dog bight in last 5 years and several doses of
Rabies vaccination. Being Coordinator of Disability support service of
the university and Member of Equal Opportunity Cell, I have brought in
to notice of the university administration many times about the issues
of stray dogs. However, no response. I also had requested to our
university administration to provide advisery for other able body
stakeholders of the university to assist persons with visual
impairment so that they should not fall their foot on slipping dogs in
pathway. Also not to invite dogs in academic complexes by offering
them their unnatural Food. I have to ware trekking shoes and Genes to
protect myself from dog bight injuries.
Many animal lover organizations and individuals feed those stray dogs
in the campus. Biscuits, breads like unnatural food is being served to
them in University buildings. Hence the dogs stay in University
academic buildings instead in campus forest area.
Animal Lover has double standards as they love stray dogs on one side
and on other side, they love to eat animal meat in their plates. They
do not bother about slaughterhouses where Thousands of animals are
brutally killed every day. Animal Lovers also do not bother when
Non-venomous snecks are brutally killed. In north east region of the
country, dogs are being eaten. How does it justify. I cannot
understand this double standard and animal protection laws. Please
educate me on this.
Some concrete action Must be taken nationwide to protect persons with
disabilities from dog bights injuries and Rabies like dangerous death.

There are legal issues involved in removing or relocating stray dogs
from their usual habitat. The issue of animal rights has been debated
in the apex court multiple times, but it has never been contested from
the point of view of free movement and accessibility for persons with
visual impairment. It can be defenetly argued in the court of law for
a logical conclusion.

I agree. Almost all top institutions are grappling with this problem
with VI students being bitten multiple times. However, the so-called
animal lovers do not sympathize with these poor people, stray animals
hold greater importance. They just believe in feeding these dogs and
other animals but never care to get them properly vaccinatedso
everyone stays safe at least from other issues.

There is a big army of animal lovers, and they resist any attempt of
relocating the stray dogs and cats.
Sometimes, the blind students have been advised to tap their feet
loudly to make the stray animals aware about their presence.

[AI] Petition against stray dogs and other such animal bites and attacks against the blind and physically challenged

Friends,
I've made this petition for creating a safe environment for both the
person with disability, and stray animals who often bites and attack
the blind and other vulnerable physically challenged people. This also
creates financial burden for treatment, and also have a threat of
rabies infection or other dreadful disease due to such bites. I
request you to sign this petition, and if you know that any such
online petition already exists, then please share the same on the
list. I would like to take this petition back, and sign that petition
