I am adding my comments at appropriate places. I am pretty aware, the intend of the question is not as innocent as you have put it. * It is not a question of ethics. What I said was is it appropriate to send a link to such a huge collection of books? Individual articles or citations are OK but I felt it is not necessary to send those books to all members. I feel it is not necessary to share books on-list. Members may contact providers of the books directly. I have long completed my accademic persuit and I can merrily discuss on big topic of IPR etc I may sound big doing that. The point is what have I gained and lost by raising this boggie. . * Sir, If we don't discuss IPR and other acts and discuss only PWDA 95, doesn't it look one-sided? I heard some people say VI people lack comprehension as they can't see and understand the world around them We have a long way to go in building the required infra structure for providing a minimum accessible library. * I am also looking for a day when we will have at-least one library at national level with all books in an accessible form. There is lot to be done in aligning our laws to make it disable friendly. * We can wait and see what other laws are going to come. So, would you like the blind persons to be restricted merely to textbooks produced by the government? For sighted people, all the books are available in the college libraries. Our impairment limits us, so we peruse the same books elsewhere. How can anyone call it illegal?
