PR also has a lot less structural timber to build with. If you look at the
BNSF trainloads of lumber that roll out of BC, WA, OR on a regular basis
destined for other places in the US...  The US is actually kind of an
anomaly worldwide with so many houses built out of wood.

You can sit by the main railway line Seattle-Vancouver and watch thousands
of tons of wood every day roll past.

Don't they already favor concrete construction because when hurricanes 
come there isn't anywhere to go but ride it out?

When your electricity runs you can run pumps. But they run underwater
telecomunications, underwater power, etc. Even if the tunnel was left
flooded, still better than what happenned. Assuming the island is all
bedrock, wouldnt be a terrible hurricaine shelter for the people without
the resources to build reinforced shelters, heck, bore big enough and the
have an intraisland public transit

down there and bore out an infrastructure tunnel the length of the 
island with corridors to primary distribution points. Theres zero reason

down there and bore out an infrastructure tunnel the length of the island
with corridors to primary distribution points. Theres zero reason for above
ground major infrastructure to be in place.
