We have been happy with them.  Only issue was that they changed our
contract after the fact to disallow resellers (there was a clause that the
agreement could change at any time), and this made us worry that they would
pull our connection. I know someone else that received cease-and-desist
orders from them, but still had to pay out the agreement.  We have signed a
different agreement now, but still had to have a reseller clause
red-lined.  I'd just say 'read carefully'!

Yes, thats why I'm asking.  We have used. and use, L3 quite a bit but I
don't wan't to sign any long term contracts with them if I'm going to be
beating my head against a brick wall of process and stupidity.  I've gotten
estimated taxes and fees out of them thus far but they seem to be unwilling
to give me actual taxes and fees.  They do have the lowest quoted price but
I suspect lots of headaches and extra fees.

CTL has two sides, Legacy Qwest and New CTL.  They don’t always get along with 
each other.

They can be difficult to deal with only because they come from the ILEC world 
and have about 5 times more process than other companies.
