I think it just has to be conductive and jacketed.  Jacketed because the 
locator transmitter will want to have only one ground connection, and if 
you're accidentally grounded on water in the pipe I'm not sure what will 
happen.but I'm guessing you wouldn't be able to trace past that 
spot.


A 14ga THHN would do the job.  Some cables have a tracer wire built in.

Install the trace wire next to / outside the conduit so that it doesn't get
tangled up with the lines inside. If ever it fails you can install a new
one inside the conduit.

Keep in mind, when you register it, you will get the locate requests.  One call 
under ground locating folks just serve to distribute the locate requests, they 
do not do any of the locating.  Owners of the underground facilities are 
responsible for doing the locates.  And if you fail to do the locate and you 
get damaged you eat it.

I would use “Mule Tape” with the tracer wire in it.  That way when you go to 
pull in the cable, the pulling tape is already there.  
But yes, any conductive element will work.  If you use wire, us one thick 
enough that it will not break when you go to pull it out.  
I have seen guys put in 22 gauge and then have it snap on them when they go to 
put in their cable.
