Correction: you don't even have the side-effect promises, those were tied to possession of a victory card (rather than success of a grant) too. So it looks like these submarine promises ended up doing nothing at all when cashed, other than destroying themselves. -- ais523

I don't believe any of the players in question are currently capable of doing that. (Presumably you intended the promise to *transfer* you a victory card. But that isn't what it says.) Promises trigger platonically, so I guess you now have 4 mostly useless Promises that might make people create victory cards in your possession, if they somehow gain the ability to do so. (Nobody got blotted because they did indeed have a victory card on them at the time, and the blots were tied to the ownership of the victory card, not to the success of the grant.) It isn't surprising that so many people were willing to agree to these Promises! -- ais523
