If I insert the attached picture in a Writer document, I get a correct ratio. I have tried it in print layout and in web layout and with normal and large zoom. I tried inserting via insert picture and I tried it with clipboard from Paint Shop Pro. It works in all cases. A closer investigation shows that your image resize operation must be wrong. Original image is 3558x1212, if I resize image to less than 69 % the paste operation works as expected, as it goes above 68% the aspect ratio changes more and more (see attachment). I suspect the % point where it goes wrong is dependent on image size, but I leave that in your hands to find out.
