That's not entirely accurate.  Anyone with the SDK installed can sideload on
AT&T phones (without rooting).  Also, the nice folks at
www.AndroidCentral.com have put together a simple Windows application (they
have Mac/Linux too) they call the "Android Central Sideload Wonder Machine
that allows _anyone_ to sideload even without the SDK.

[android-developers] Re: limited distribution

The reason I ask is that I may build a free app for limited release,
as part of a research study. If I choose iOS, then I can distribute to
up to 99 devices before I have to go through the App Store. Was
wondering if there was similar limit for Android. In the (former)
PalmOS world I could email my other app to anyone, they could install
it and that was that.

I suppose technically we do have a limit in the Android world as well,
because AT&T forces some phones to not support applications installed
from unknown sources. So you have unlimited non-market distribution
for most phones, but 0 distribution for those AT&T phones, heh.

I dont think there is a limit if you just email Apps to people and
they have ticked install any App button.
Not sure exactly what you want to do though
