Everyone is allowed to listen of course, however I looked it up yesterday and Marine radio is exclusively for boats, it is illegal for land based operators to use them. By the way my beach house is 2 miles from Ft. Morgan a full blown confederate fort 30 union ships sunk thousands of union and confederate dead..a show did a ghost program in and around the fort. I think the Coast Guard has digital frequencies that are encrypted. The most important channels on your VHF radio are 13, 16, 19, 22, and 70. Channels 24-28 used to be interesting with phone calls but they are usually quiet now as cell phones came along...
