Everyone is allowed to listen of course, however I looked it up yesterday
and Marine radio is exclusively for boats, it is illegal for land based
operators to use them.
My first experience with an SDR was to listen to the barge director on
144.??? in the ship channel, I am at 290 and 610 so they have a good
antenna.

Channels same everywhere. Look at previous links for assignments. Channel 16 is monitoring channel for all. By the way my beach house is 2 miles from Ft. Morgan a full blown
confederate fort 30 union ships sunk thousands of union and confederate
dead..a show did a ghost program in and around the fort.  You can still see
3 union ships in the water close to shore.

16's for calling the Coast Guard; they apparently don't like if you even "radio 
check" there.  After you call them there, they're likely to tell you to switch 
to 22 to keep 16 open.  9 is the "hailing channel."  69, 72, and a couple of 
others allow recreational boaters to talk to one another...

Somebody around here likely knows the fun channels to monitor around Port of 
Houston, Galveston Bay, etc.

I think a lot of kayak fishermen just use FRS/GMRS, though they may keep a 
marine VHF radio in the boat in case they get in trouble on the water...
