The location of the detainee is unknown. Today's came out in Roll Call, titled 'Blue Dogs' Bite Gets Stronger'. Anna Palmer's article opens with the sentence, Blue Dogs get ready: The ranks of obsequious lobbyists looking to curry favor - and contribute to your war chest - is set to explode. The article also dubs Blue Dogs 'pro-business' and 'fiscally conservative'. Since the 2006 elections, the Blue Dog political action committee has become one of the fastest growing, and is among the largest in Democratic leadership. Already it has nearly doubled its fundraising this cycle from the $1.2 million raised in 2006. This cycle, through the end of May, it had raised more than $2.2 million, according to CQ MoneyLine. That puts it nearly on a par with House Majority Leader Steny Hoyer's (D-Md.) AMERIPAC, which as of the end of April had raised more than $2.2 million. We've always been fairly successful with fundraising, even when we were in the minority, said Vickie Walling, chief of staff to Tennessee Rep. John Tanner, a founding member of the group. Going on to the FEC site lets you see the truth about the Blue Dog PAC - 85% of its money - $1.95M - comes from conservative corporate interests. The list is pretty standard. E-Mail Shows Racial Jokes by Secret Service Supervisors

WASHINGTON Secret Service supervisors shared crude sexual jokes
and engaged in racially derogatory banter about blacks, and passed around an
anecdote about a possible assassination of the Rev. Jesse Jackson, according to
internal e-mail disclosed in a federal court filing on Friday by lawyers for
black Secret Service agents.
The filing includes 10 e-mail messages that were among documents the agency
recently turned over to lawyers for the black agents as part of an increasingly
bitter discrimination lawsuit. The messages were written mainly from 2003
through 2005, and were sent to and from e-mail accounts of at least 20 Secret
Service supervisors.
The messages offer a glimpse into the darker recesses of an agency known for
protecting presidents and other dignitaries but whose culture is regarded as
one of the most insular in federal law enforcement.

Capp Collection The Robert L. Capp collection at the Hoover Institution Archives contains ten never-before-published photographs illustrating the immediate aftermath of the Hiroshima bombing. These photographs, taken by an unknown Japanese photographer, were found in 1945 among rolls of undeveloped film in a cave outside Hiroshima by U.S. serviceman Robert L. Capp, who was attached to the occupation forces. Unlike most photos of the Hiroshima bombing, these dramatically convey the human as well as material destruction unleashed by the atomic bomb. Mr. Capp donated them to the Hoover Archives in 1998 with the provision that they not be reproduced until 2008. As much as Sayed Shah loves his 10 children, the functionally illiterate Afghan farmer can't keep track of all their birth dates. Khalida huddles at his side, trying to hide beneath her chador and headscarf. They both know the family can't keep her much longer. Khalida's father has spent much of his life raising opium, as men like him have been doing for decades in the stony hillsides of eastern Afghanistan and on the dusty southern plains. It's the only reliable cash crop most of those farmers ever had. Even so, Shah and his family barely got by: traffickers may prosper, but poor farmers like him only subsist. Now he's losing far more than money. I never imagined I'd have to pay for growing opium by giving up my daughter, says Shah. The family's heartbreak began when Shah borrowed $2,000 from a local trafficker, promising to repay the loan with 24 kilos of opium at harvest time. Late last spring, just before harvest, a government crop-eradication team appeared at the family's little plot of land in Laghman province and destroyed Shah's entire two and a half acres of poppies. Masked attackers broke into the building, which has been closed this week, and tried to throw furniture from an office. A blaze broke out but firefighters swiftly put out the flames. Authorities drove armored jeeps down the street and fired tear gas to clear the crowd. The protesters dispersed into side streets where they continued clashing with authorities. The neighboring Croatian Embassy also was attacked by the same group of protesters. In Washington, State Department spokesman Sean McCormack said the U.S. ambassador to Serbia was at his home and in contact with U.S. officials. Serbia has a responsibility now to devote the adequate resources to ensure that that facility is protected, McCormack said. The protesters appeared to have been in the Embassy's consular building area, McCormack said. U.S. security officials and Marine guards were in a separate part of the compound, the chancery, but no staff were present at the Embassy, he said. More than a dozen nations have recognized Kosovo's declaration of independence on Sunday, including the United States, Britain, France and Germany. But the declaration by Kosovo's ethnic Albanian leadership has been rejected by Serbia's government and the ethnic Serbians who populate northern Kosovo. Russia, China and numerous other nations have also condemned the declaration, saying it sets a precedent that separatist groups around the world will seek to emulate. What outrageous, beyond-parody grabs at power and erosions of civil liberties will transpire in 2008? My predictions: The Bush administration will claim it has the power to kidnap citizens of foreign countries for violating U.S. law, and extradite them to the U.S. for trial and imprisonmenteven for white collar crimes unrelated to terrorism, and even for acts that aren't illegal in the countries where the target is a citizen. Police will take enforcement of prostitution laws to a new level, by arresting and seizing the cars of anyone who merely talks to an undercover cop posing as a sex worker. Good samaratans, beware. The war on prescription painkillers will also reach new absurdities, as people will begin to be arrested and convicted of possessing painkillers for which they have a prescription . Prosecutors will weirdly argue that there is no prescription defense to possessing prescribed medication. How about sex crimes laws? I predict that here too, prosecutors will overreach. Watch, as some overzealous district attorney will charge middle school kids with sex crimes for such childhood shenanigans as slapping fellow classmates on the buttocks. While it continues to federalize crime and find new reasons to toss people in prison, members of Congress will simultaneously continue to attempt to put themselves above the law. I predict that the House of Representatives will attempt to prevent police from searching the computers of one of its members, even if that member is being investigated for soliciting sex with minors. Public schools will teach not just reading, writing, and arithmetic, they'll start teaching students to spy on their parents , and to report their parents to local authorities for minor violations of city codes, such as failing to recycle, or failing to keep their lawn trimmed. Pressed for revenue, at least one state in the country will pass draconian new traffic laws mandating fines of $1,000 or more for routine traffic violations, in a bald attempt to fill state treasury coffers. The bill will be sponsored by a lawmaker who, conveniently enough, also has a law practice that specializes in defending people accused of traffic violations. He will not disclose during the debate that the bill will almost certainly benefit him financially. He'll be reelected, anyway. A state governor will propose legislation calling for two-year prison terms for people who play online poker . Rather shamelessly, the proposal will come in the same bill that calls for allowing the construction of three new casinos in the same state. While we're talking about gambling, states will continue to crack down on the poker craze. Even VFW posts won't be immune. Soon, we'll see cops sent to break up $5 cribbage games, and SWAT teams to break up charity poker games. In fact, cops will raid bars where it merely looks like people are gambling, even if no gambling is actually taking place. Meanwhile, states will continue to spend millions promoting their own lotteries. Standing on the sidewalk will become a crime . Cities will begin seizing the cars of people who play their stereos too loud . In fact, they'll seize the cars based on little more the word of someone else that the car's owner was playing his stereo too loud. Proving there's no part of your life the Nanny State can't reach, states will begin asking bars to install talking urinal cakes, which will warn men as they relieve themselves that drinking and driving isn't cool. Another state's lawmakers will propose a bill that bans eating, drinking, smoking, reading, writing, personal grooming, playing an instrument, interacting with pets or cargo, talking on a cell phone or using any other personal communication device while driving. Two years after banning traffic cameras in the name of liberty, the Virginia legislature will decide that revenue is more important than liberty, and will revoke the ban . The FBI will imply to Congress that sometimes it has to let it's undercover informants get away with murdering American citizens so as not to disrupt drug investigations. It's back again, that phrase, and it doesn't look like it's going to go away soon. This past month may be remembered as the one when World War III broke out. Not the thing itself, obviously, but the concept, the memory, the nightmare, which had been buried in the basement of our cultural consciousness since the end of the Cold War. The beast suddenly broke out of the basement and it's in our face again. The return of the repressed. There was George Bush's Oct. 17 warning that if you're interested in avoiding World War III, you ought to worry about the prospect of Iranian nukes. Many found the phrase jolting, coming out of the blue. First, because it had not been in widespread use, certainly not from a White House podium, and second because World War III generally connotes a global nuclear war, while Bush was speaking about regional scenarios involving Iran and Israel. Why the sudden rhetorical escalation? Especially coming from the man who has the nuclear football, the black briefcase with the Emergency War Orders, always by his side, and enough megatonnage at his disposal to threaten the existence of the entire human race. Then, a few days after Bush's Oct. 17 shocker, I came upon a less widely noticed, perhaps even more ominous quote, originally published two weeks earlier in London's usually reliable Spectator, in a story about the Sept. 6 Israeli raid on that alleged Syrian nuclear facility. A quote from a very senior British ministerial source contending, [I]f people had known how close we came to world war three that day there'd have been mass panic. Here, it wasn't Bush theorizing about the future; it was a responsible official saying we'd already come close to Armageddon. And then there was the mistake that came to light about the same time as the Israeli raid, the mistake in nuclear weapons handling, which allowedfor the first time in 40 yearssix nuclear warheads to be flown over U.S. airspace, suspended from the wing of a long-range B-52 bomber en route from Minot, N.D., to Barksdale, La., a staging point for Mideast missions. And though the incident appears to have been an accident, it set off seething blogospheric speculation about its connection to the Israeli raid, and a prospective U.S. raid on Iran. Could it have been a signal of sorts? Even if it was a simple error, the unauthorized flight of the exposed nukes betrayed profound flaws in our control of our nuclear arsenal. Suddenly, the bombs that we knew, on some level, were there somewhere, were out in the open, waving: Hey, we're still here! And now we have the crisis in Pakistan, one that portends a nightmare scenario in which Pakistan's so-called Islamic bomb falls into the hands of al-Qaida sympathizers. Such an outcome would put us on a fast-track route to World War III, because logic would dictate an immediate attack on those Pakistani nukes before they could be dispersed or launched, and logic on the other side would dictate that their new possessors launch or disperse them as soon as possible under a use it or lose it threat. Finally, there was the almost unprecedented declassification of an element of the U.S. nuclear war plan formerly known as the Strategic Integrated Operating Plan, now called OPLAN 8044. The heavily redacted document, obtained under the Freedom of Information Act by Hans M. Kristensen, a nuke specialist at the Federation of American Scientists, is almost completely blanked out, save for a few headings suggesting that we have off-the-shelf plans for nuking regional states, a phrase Kristensen believes applies to states that have weapons of mass destruction programs, such as North Korea and Iran. Soon, if not already, one can be sure, there will be robust contingency plans for Pakistan, as Martin Walker put it recently in the New York Times. Andas if demonstrating a kind of synchronicity in the collective unconsciousthe cultural realm has begun to break out with World War III talk. We've had publication of two new books, Richard Rhodes' history of the Cold War nuclear arms race, Arsenals of Folly, which takes us up to 1986 and the failure of the superpowers to ban the bomb, and Jonathan Schell's utopian revival of the cause of nuclear abolitionism in The Seventh Decade. In July 1969, while the world was spellbound by the Apollo 11 mission to the moon, President Richard M. Nixon and his close advisers were quietly fretting about a possible nuclear arms race in the Middle East. Their main worry was not a potential enemy of the United States, but one of Americas closest friends. The Israelis, who are one of the few peoples whose survival is genuinely threatened, are probably more likely than almost any other country to actually use their nuclear weapons, Henry A. Kissinger, the national security adviser, warned President Nixon in a memorandum dated July 19, 1969. Israels nuclear arms program was believed to have begun at least several years before, but it was causing special fallout for the young Nixon administration. For one thing, President Nixon was getting ready for a visit by Prime Minister Golda Meir of Israel, who was also in her first year in office and whose toughness was already legendary. Should Washington insist that Israel rein in its development of nuclear weapons? What would the United States do if Israel refused? Perhaps the solution lay in deliberate ambiguity, or simply pretending that America did not know what Israel was up to. These were some of the options that Mr. Kissinger laid out for President Nixon on that day before men first walked on the moon. The Nixon White Houses concerns over Israels weapons were recalled in documents held by the Nixon Presidential Library that were released today by the National Archives. They provide insights into Americas close, but by no means problem-free, relationship with Israel. They also serve as a reminder that concerns over nuclear arms proliferation in the Middle East, currently focused on Iran, are decades-old. The papers also allude to a campaign by friends of W. Mark Felt, who was then the second-ranking F.B.I. official, to have him succeed J. Edgar Hoover as director of the bureau in 1972. President Nixon, of course, did not take the advice, choosing L. Patrick Gray instead, and Mr. Felt later became the famous anonymous source Deep Throat, whose Watergate-scandal revelations helped to topple the president. There are also snippets about Washingtons desire to manipulate relations with Saudi Arabia, so that the Saudis might help to broker a peace in the Mideast; discussion of possibly supporting a Kurdish uprising in Iraq; and a 1970 incident in which four Israeli fighters shot down four Russian Mig-21s over eastern Egypt, even though the Israelis were outnumbered two-to-one in the battle. But perhaps the most interesting material released today, and the most pertinent given the just-completed Mideast peace conference in Annapolis, concerns Israel and its relations with its neighbors, as well as with the United States. There is circumstantial evidence that some fissionable material available for Israels weapons development was illegally obtained from the United States about 1965, Mr. Kissinger noted in his long memorandum. One problem with trying to persuade Israel to freeze its nuclear program is that inspections would be useless, Mr. Kissinger said, conceding that we could never cover all conceivable Israeli hiding places. This is one program on which the Israelis have persistently deceived us, Mr. Kissinger said, and may even have stolen from us. Israel has never officially acknowledged that it has nuclear weapons, but scientists and arms experts have almost no doubt that it does. The United Statess reluctance to press Israel to disarm has made America vulnerable to accusations that it is a preacher with a double standard when it comes to stopping the spread of weapons of mass destruction in the Middle East. Mr. Kissingers memo, written barely two years after the Six-Day War and while memories of the Holocaust were still vivid among the first Israelis, implicitly acknowledged Israels right to defend itself, as subsequent American administrations have done. After President Nixon met Prime Minister Meir at the White House in late September 1969, he said: The problems in the Mideast go back centuries. They are not susceptible to easy solution. We do not expect them to be susceptible to instant diplomacy. Bullshit. But why is that? It's not like Kucinich or Paul go around making bizarre comments, such as the Constitution is just a piece of paper, or, I know how hard it is for you to put food on your family, or even, Our enemies are innovative and resourceful, and so are we. They never stop thinking about new ways to harm our country and our people, and neither do we. No, neither Dennis Kucinich nor Ron Paul made any of those statements. Instead they get portrayed in the media as crazy, goofy, reckless, or a nutjob for saying things like, I think it's inconsistent to tell the American people that you oppose the war and, yet, you continue to vote to fund the war. Because every time you vote to fund the war, you're reauthorizing the war all over again(Kucinich), or, Cliches about supporting the troops are designed to distract from failed policies, policies promoted by powerful special interests that benefit from war, anything to steer the discussion away from the real reasons the war in Iraq will not end anytime soon (Paul). Which of those sound like the rantings of a crazy person? Which quote sounds reckless? It is true that most American media go out of their way to intentionally deny air time to people like Kucinich and Paul. Before we discuss why, it's important to hear a few other quotes from these two nutjobs. See if you can find an underlying theme to these quotes: Deficits mean future tax increases, pure and simple. Deficit spending should be viewed as a tax on future generations, and politicians who create deficits should be exposed as tax hikers. (Paul) This is a struggle for the soul of the Democratic Party, which in too many cases has become so corporate and identified with corporate interests that you can't tell the difference between Democrats and Republicans. (Kucinich) I am absolutely opposed to a national ID card. This is a total contradiction of what a free society is all about. The purpose of government is to protect the secrecy and the privacy of all individuals, not the secrecy of government. We don't need a national ID card. (Paul) Bush is going in the wrong way. And I dare say, that is what the strategy of his administration is, is just to wipe out government's purpose for any social and economic justice at all. And I'm going to take the country in an opposite direction than he's taking it. (Kucinich) When the federal government spends more each year than it collects in tax revenues, it has three choices: It can raise taxes, print money, or borrow money. While these actions may benefit politicians, all three options are bad for average Americans. (Paul) Everyone should have health insurance? I say everyone should have health care. I'm not selling insurance. (Kucinich) War is never economically beneficial except for those in position to profit from war expenditures. (Paul) Did you notice a pattern? Both Paul and Kucinich are against the influence of lobbyists, war profiteers, deficit spending, and big government, to name just a few. It's understandable why other politicians would be nervous about either Paul or Kucinich becoming President. But why would the media care who is president, or even who is running for The answer is simple. The media are the lobbyists, war profiteers, insurance companies, and financial institutions that would be impacted by new policies and laws. For those companies, common sense is the enemy, and Ron Paul and Dennis Kucinich are full of it - common sense that is. They don't talk like politicians, they talk like successful businessmen. They can see where the fat is and are not afraid to speak up and vow to cut it if given the opportunity, and that scares the hell out of the companies that own the media. So who owns the media? Fox News is openly owned by Rupert Murdoch, a hardline supporter of the Republican Party, but the other major media corporations are in the same boat, affiliated if not directly owned by companies that make their living doing business with our military. In effect, the major media in the United States makes a good portion of their income from war. No wonder these companies use the scare tactics of terrorism, scarrorism as I like to call it. They are business partners in the same secret club. A scared citizenship afraid of the phantom bad guy is good business when you make a living killing people. Credit: CBC Amateur video Video footage has been released in Canada showing the last moments of an immigrant who died after being stunned with a Taser by police. Robert Dziekanski, 40, of Pieszyce, Poland, was restrained by police after becoming agitated at Vancouver International Airport on 14 October. Mr Dziekanski, who spoke no English, was declared dead at the scene by an emergency medical team. The incident is being investigated by police, the airport and the coroner. Police spokesman Cpl Dale Carr said the video was just one piece of evidence, and urged people to wait for the results of the inquest. Mr Dziekanski, a construction worker, was emigrating to Canada to join his mother, who lived in the western province of British Colombia. The incident has prompted a debate about the use of Taser stun guns by police in Canada. The Canadian Broadcasting Corporation says up to 18 people have died after being stunned by a Taser in Canada since 2003. Screams The video was shot by Canadian traveller Paul Pritchard and handed over to police, and has only just been returned to him. It starts before the police arrive, with Mr Dziekanski seen through a glass wall in a customs area. He appears agitated, sweating and breathing heavily. Airport security officials and passengers watch from the other side. Having landed 10 hours earlier, he is seen pacing back and forth through an automatic door, standing briefly in the doorway with a small folding table, and then later with a chair. At one point, he takes what looks like a laptop computer off a counter and throws it to the ground, and then throws the small table against the glass wall. Four policemen then walk into view. They walk through the glass doors towards Mr Dziekanski, who turns his back on them. Witnesses say he appeared to pick up a stapler. Seconds later, Mr Dziekanski is stunned by a Taser and falls down screaming and convulsing. He is stunned a second time, and then the police officers restrain him on the floor. Mr Dziekanski's screams die down, and he is seen lying still. A voice is heard saying code red, which is code for a medical emergency. An autopsy found no sign of drugs or alcohol in Mr Dziekanski's system, and failed to pinpoint the cause of death. Airport mix-up Walter Kosteckyj, the victim's family lawyer, said Mr Dziekanski's mother had seen portions of the video and had approved its release to the public. She had a son in distress, he was looking for help, he was frightened, and he didn't get that help, Mr Kosteckyj said. He said he was disturbed by the video because Mr Dziekanski was not violent. I was expecting to see a confrontation, a discussion and things go sideways, then the tasering... That's not what you see, he said. Mr Dziekanski, who had not flown before, had boarded a plane a day earlier in Germany, and arranged to meet his mother at the baggage carousel in the international terminal. For example, after asthmatic children are enrolled in Schip, the frequency of their attacks declines on average by 60 percent, and their likelihood of being hospitalized for the condition declines more than 70 percent. Regular care, in other words, makes a big difference. Thats why Congressional Democrats, with support from many Republicans, are trying to expand Schip, which already provides essential medical care to millions of children, to cover millions of additional children who would otherwise lack health insurance. And now it looks as if it never will. Yesterdays scary ride in the markets wasnt a full-fledged panic. The interest rate on 10-year U.S. government bonds a much better indicator than stock prices of what investors think will happen to the economy fell sharply, but even so, it ended the day higher than its level as recently as mid-May, and well above its levels earlier in the year. This tells us that investors still consider a recession, which would cause the Fed to cut interest rates, fairly unlikely. So it wasnt the sum of all fears. But it was the sum of some fears three, in particular. The first is fear of bad credit. *** Each new peak in oil prices was met with declarations that it was all speculation like the 2005 prediction by Steve Forbes that oil was in a huge bubble and that its price would be down to $35 or $40 a barrel within a year. He gave his underling, the woeful Brownie, a run for the gold. It was Mr. Chertoff who announced that the Superdome in New Orleans was secure even as the other half of the split screen offered graphic evidence otherwise. It was Mr. Chertoff who told NPR that he had not heard a report of thousands of people in the convention center who do not have food and water, even after his fellow citizens had been inundated with such reports all day long. With Brownie as the designated fall guy, Mr. Chertoff kept his job. Since then he has attracted notice only when lavishing pork on terrorist targets like an Alabama petting zoo while reducing grants to New York City. Though Mr. Chertoff may be the man standing between us and Armageddon, he is seen as a leader of stature only when standing next to his cabinet mate Gonzo. A dealer in collateralized debt obligations (C.D.O.s) someone who makes you an offer you dont understand. Seriously, its starting to look as if C.D.O.s were to this decades housing bubble what Enron-style accounting was to the stock bubble of the 1990s. Both made investors think they were getting a much better deal than they really were. And the new scandal raises two obvious questions: Why were the bond-rating agencies taken in (again), and where were the regulators? To understand the fuss over C.D.O.s, you first have to realize that in the later stages of the great 2000-2005 housing boom, banks were making a lot of dubious loans. In particular, there was an explosion of subprime lending home loans offered to people who wouldnt normally have been considered qualified borrowers. For a while, the risks of subprime loans were masked by the housing bubble itself: as long as prices kept going up, troubled borrowers could raise more cash by borrowing against their rising home equity. But once the bubble burst and the housing bust is turning out to be every bit as nasty as the pessimists predicted many of these loans were bound to go bad. Yet the banks making the loans werent stupid: they passed the buck to other people. Subprime mortgages and other risky loans were securitized that is, banks issued bonds backed by home loans, in effect handing off the risk to the bond buyers. In principle, securitization should reduce risk: even if a particular loan goes bad, the loss is spread among many investors, none of whom takes a major hit. The odd thing is that conservatives wear pinstriped suits, when they really should be walking around in togas. The main contribution of the Greeks to modern American politics may have been Michael Dukakis, who once climbed the Acropolis in wingtips. But that doesnt stop conservatives especially the Straussians who pushed for going into Iraq from being obsessed with ancient Greece, and from believing that they are the successors to Plato and Homer in terms of the lofty ideals and nobility and character in American politics while Democrats merely muck about with policies for the needy. Harvey Mansfield, a leading Straussian who teaches political science at Harvard and who wrote a book called Manliness (hes for it), gave the Jefferson lecture recently at the National Endowment for the Humanities in Washington. It was an ode, as his book is, to thumos, the Greek word that means spiritedness, with flavors of ambition, pride and brute willfulness. Thumos, as Philip Kennicott wrote in The Washington Post, is a word reinvented by conservative academics who need to put a fancy name on a political philosophy that boils down to boys will be boys. Mr. Mansfield did not mention the war, which is a downer at conclaves of neocons and thumos worshippers. But he explained that thumos is the bristling reaction of an animal in face of a threat or a possible threat. In thumos, he added, we see the animality of man, for men (and especially males) often behave like dogs barking, snakes hissing, birds flapping. But precisely here we also see the humanity of the human animal because it is reacting for a reason, even for a principle, a cause. Only human beings get angry. Thats what President Bush said last year, in a Memorial Day ceremony at Arlington National Cemetery. Those were fine words, spoken by a man with less right to say them than any president in our nations history. For Mr. Bush took us to war not with reluctance, but with unseemly eagerness. Now that war has turned into an epic disaster, in part because the wars architects, whom we now know were warned about the risks, didnt want to hear about them. Yet Congress seems powerless to stop it. How did it all go so wrong? Future historians will shake their heads over how easily America was misled into war. The warning signs, the indications that we had a rogue administration determined to use 9/11 as an excuse for war, were there, for those willing to see them, right from the beginning even before Mr. Bush began explicitly pushing for war with Iraq. When he used his first post-attack State of the Union to denounce an axis of evil consisting of three countries that had nothing to do either with 9/11 or with each other, alarm bells should have gone off. But the nation, brought together in grief and anger over the attack, wanted to trust the man occupying the White House. And so it took a long time before Americans were willing to admit to themselves just how thoroughly their trust had been betrayed. Its a terrible story, yet its also understandable. I wasnt really surprised by Republican election victories in 2002 and 2004: nations almost always rally around their leaders in times of war, no matter how bad the leaders and no matter how poorly conceived the war. George Tenet is just the latest to join this blame game, which began more than three years ago when his fellow Presidential Medal of Freedom recipient Tommy Franks told Bob Woodward that Douglas Feith, the Pentagons intelligence bozo, was the stupidest guy on the face of the earth (thats the expurgated version). Last fall, Kenneth Adelman, the neocon cheerleader who foresaw a cakewalk in Iraq, told Vanity Fair that Mr. Tenet, General Franks and Paul Bremer were three of the most incompetent people whove ever served in such key spots. Richard Perle chimed in that the huge mistakes were not made by neoconservatives and instead took a shot at President Bush. Ahmad Chalabi, the neocons former darling, told Dexter Filkins of The Times the real culprit in all this is Wolfowitz. And of course nearly everyone blames Rumsfeld. This would be a Three Stooges routine were there only three stooges. The good news is that Mr. Tenets book rollout may be the last gasp of this farcical round robin of recrimination. Republicans and Democrats have at last found some common ground by condemning his effort to position himself as the wars innocent scapegoat. Some former C.I.A. colleagues are rougher still. Michael Scheuer, who ran the agencys bin Laden unit, has accused Mr. Tenet of lacking the moral courage to resign and speak out publicly to try to stop our country from striding into what he knew would be an abyss. You can pretend that its a normal political dispute. Or you can see it for what it really is: a hostage situation, in which a beleaguered President Bush, barricaded in the White House, is threatening dire consequences for innocent bystanders the troops if his demands arent met. If this were a normal political dispute, Democrats in Congress would clearly hold the upper hand: by a huge margin, Americans say they want a timetable for withdrawal, and by a large margin they also say they trust Congress, not Mr. Bush, to do a better job handling the situation in Iraq. But this isnt a normal political dispute. Mr. Bush isnt really trying to win the argument on the merits. He took his sweet time to get to Katrina-devastated New Orleans. But last week he raced to Virginia Tech with an alacrity not seen since he hustled from Crawford to Washington to sign a bill interfering in Terri Schiavos end-of-life medical care. Mr. Bush assumes the role of mourner in chief on a selective basis, and, as usual with the decider, the decisive factor is politics. Let Walter Reed erupt in scandal, and hell take six weeks to show his face and on a Friday at that, to hide the story in the Saturday papers. The heinous slaughter in Blacksburg, Va., by contrast, was a rare opportunity for him to ostentatiously feel the pain of families whose suffering cannot be blamed on the administration. But he couldnt inspire the kind of public acclaim that followed his post-9/11 visit to ground zero or the political comeback that buoyed his predecessor after Oklahoma City. The cancer on the Bush White House, Iraq, is now spreading too fast. The president had barely returned to Washington when the empty hope of the surge was hideously mocked by a one-day Baghdad civilian death toll more than five times that of Blacksburgs. McClatchy Newspapers reported that the death rate for American troops over the past six months was at its all-time high for this war. At home, the president is also hobbled by the Iraq cancers metastasis the twin implosions of Alberto Gonzales and Paul Wolfowitz. Technically, both men have been pilloried for sins unrelated to the war. The attorney general has repeatedly been caught changing his story about the extent of his involvement in purging eight federal prosecutors. The Financial Times caught the former deputy secretary of defense turned World Bank president privately dictating the extravagant terms of a State Department sinecure for a crony (a k a romantic partner) that showers her with more take-home pay than Condoleezza Rice. Yet each mans latest infractions, however serious, are mere misdemeanors next to their roles in the Iraq war. Whats being lost in the Beltway uproar is the extent to which the lying, cronyism and arrogance showcased by the current scandals are of a piece with the lying, cronyism and arrogance that led to all the military funerals that Mr. Bush dares not attend. Having slept through the fraudulent selling of the war, Washington is still having trouble confronting the big picture of the Bush White House. Its dense web of deceit is the deliberate product of its amoral culture, not a haphazard potpourri of individual blunders. . . . You can see that happening right now to the Republicans: to have a chance of winning the partys nomination, Republican presidential hopefuls have to take far-right positions on Iraq and social issues that will cost them a lot of votes in the general election. But a funny thing has happened on the Democratic side: the partys base seems to be more in touch with the mood of the country than many of the partys leaders. And the result is peculiar: on key issues, reluctant Democratic politicians are being dragged by their base into taking highly popular positions. Iraq is the most dramatic example. Strange as it may seem, Democratic strategists were initially reluctant to make Iraq a central issue in the midterm election. Even after their stunning victory, which demonstrated that the G.O.P.s smear-and-fear tactics have stopped working, they were afraid that any attempt to rein in the Bush administrations expansion of the war would be successfully portrayed as a betrayal of the troops and/or a treasonous undermining of the commander in chief. Beltway insiders, who still dont seem to realize how overwhelmingly the public has turned against President Bush, fed that fear. For example, as Democrats began, nervously, to confront the administration over Iraq war funding, David Broder declared that Mr. Bush was poised for a political comeback. It took an angry base to push the Democrats into taking a tough line in the midterm election. And it took further prodding from that base which was infuriated when Barack Obama seemed to say that he would support a funding bill without a timeline to push them into confronting Mr. Bush over war funding. (Mr. Obama says that he didnt mean to suggest that the president be given carte blanche.) But the public hates this war, no longer has any trust in Mr. Bushs leadership and doesnt believe anything the administration says. Iraq was a big factor in the Democrats midterm victory. And far from being a risky political move, the confrontation over funding has overwhelming popular support: according to a new CBS News poll, only 29 percent of voters believe Congress should allow war funding without a time limit, while 67 percent either want to cut off funding or impose a time limit. *** The only risk the party now faces is excessive caution on the part of its politicians. Christians must begin to organize politically within the present party structure, he wrote, and they must begin to infiltrate the existing institutional order. Today, Regent University, founded by the televangelist Pat Robertson to provide Christian leadership to change the world, boasts that it has 150 graduates working in the Bush administration. Unfortunately for the image of the school, where Mr. Robertson is chancellor and president, the most famous of those graduates is Monica Goodling, a product of the universitys law school. Shes the former top aide to Alberto Gonzales who appears central to the scandal of the fired U.S. attorneys and has declared that she will take the Fifth rather than testify to Congress on the matter. Protected by more than a hundred American soldiers, three Black Hawk helicopters, two Apache gunships and a bulletproof vest, the senator extolled the âprogressâ and âgood newsâ in Iraq. Befitting this loopy brand of comedy â reminiscent of âWedding Crashers,â in which Mr. McCain gamely made a cameo appearance â the star had a crackerjack cast of supporting buffoons: Senator Lindsey Graham of South Carolina, who told reporters âI bought five rugs for five bucks!,â and Representative Mike Pence of Indiana, who likened the scene to âa normal outdoor market in Indiana in the summertime.â Five rugs for five bucks: boy, weâve really got that Iraq economy up and running now! No wonder the McCain show was quickly dubbed âMcCainâs Mission Accomplishedâ and âMcCainâs Dukakis-in-the-Tank Photo Op.â But at a certain point the laughter curdled. Reporters rudely pointed out there were 60-plus casualties in this market from one February attack alone and that six Americans were killed in the Baghdad environs on the day of his visit. âYour heart goes out to just the typical Iraqi because they canât have that kind of entourage,â said Kyra Phillips of CNN. The day after Mr. McCainâs stroll, The Times of London reported that 21 of the Shorja marketâs merchants and workers were ambushed and murdered. The political press has stepped up its sotto voce deathwatch on the McCain presidential campaign ever since, a drumbeat enhanced by last weekâs announcement of Mr. McCainâs third-place finish in the Republican fieldâs fund-raising sweepstakes. (He is scheduled to restate his commitment to the race on â60 Minutesâ tonight.) But his campaign was sagging well before he went to Baghdad. Ultimately, I believe, they were driven by rising income inequality. Let me explain. In 1980, when Ronald Reagan won the White House, conservative ideas appealed to many, even most, Americans. At the time, we were truly a middle-class nation. To white voters, at least, the vast inequalities and social injustices of the past, which were what originally gave liberalism its appeal, seemed like ancient history. It was easy, in that nation, to convince many voters that Big Government was their enemy, that they were being taxed to provide social programs for other people. Since then, however, we have once again become a deeply unequal society. Median income has risen only 17 percent since 1980, while the income of the richest 0.1 percent of the population has quadrupled. The gap between the rich and the middle class is as wide now as it was in the 1920s, when the political coalition that would eventually become the New Deal was taking shape. And voters realize that society has changed. They may not pore over income distribution tables, but they do know that todays rich are building themselves mansions bigger than those of the robber barons. They may not read labor statistics, but they know that wages arent going anywhere: according to the Pew Research Center, 59 percent of workers believe that its harder to earn a decent living today than it was 20 or 30 years ago. You know that perceptions of rising inequality have become a political issue when even President Bush admits, as he did in January, that some of our citizens worry about the fact that our dynamic economy is leaving working people behind. But todays Republicans cant respond in any meaningful way to rising inequality, because their activists wont let them. You could see the dilemma just this past Friday and Saturday, when almost all the G.O.P. presidential hopefuls traveled to Palm Beach to make obeisance to the Club for Growth, a supply-side pressure group dedicated to tax cuts and privatization. The Republican Partys adherence to an outdated ideology leaves it with big problems. It cant offer domestic policies that respond to the publics real needs. So how can it win elections? *** The good news is that all the G.O.P.s abuses of power werent enough to win the 2006 elections. I do: early in 2005, some colleagues in the news media urged me, in effect, to give up. âThe election settled some things,â I was told. But at this point 2004 looks like an aberration, an election won with fear-and-smear tactics that have passed their sell-by date. Republicans no longer have a perceived edge over Democrats on national security â and without that edge, they stand revealed as ideologues out of step with an increasingly liberal American public. Right now the talk of the political chattering classes is a report from the Pew Research Center showing a precipitous decline in Republican support. In 2002 equal numbers of Americans identified themselves as Republicans and Democrats, but since then the Democrats have opened up a 15-point advantage. On Monday morning he observed the Iraq wars fourth anniversary with a sullen stay-the-course peroration so perfunctory he seemed to sleepwalk through its smorgasbord of recycled half-truths (Iraqi leaders are beginning to meet the benchmarks) and boilerplate (There will be good days, and there will be bad days). But at a press conference the next day to defend his attorney general, the president was back in the saddle, guns blazing, Mr. Bring Em On reborn. He vowed to vanquish his Democratic antagonists much as he once, so very long ago, pledged to make short work of insurgents in Iraq. The Jekyll-and-Hyde contrast between these two performances couldnt be a more dramatic indicator of Mr. Bushs priorities in his presidencys endgame. His passion for protecting his power and his courtiers far exceeds his passion for protecting the troops hes pouring into Iraqs civil war. But why go to the mat for Alberto Gonzales? Even Bush loyalists have rarely shown respect for this crony whom the president saddled with the nickname Fredo; they revolted when Mr. Bush flirted with appointing him to the Supreme Court and shun him now. The attorney generals alleged infraction misrepresenting a Justice Department purge of eight United States attorneys, all political appointees, for political reasons seems an easy-to-settle kerfuffle next to his infamous 2002 memo dismissing the Geneva Conventions strictures on torture as quaint and obsolete. Thats why the presidents wild overreaction is revealing. So far his truculence has been largely attributed to his slavish loyalty to his White House supplicants, his ideological belief in unilateral executive-branch power and, as always, his need to shield the Machiavellian machinations of Karl Rove (who installed a protégé in place of one of the fired attorneys). But the fierceness of Mr. Bushs response to the ludicrous extreme of forbidding transcripts of Congressional questioning of White House personnel indicates there is far more fire to go with all the Beltway smoke. Mr. Gonzales may be a nonentity, but hes a nonentity like Zelig. Hes been present at every dubious legal crossroads in Mr. Bushs career. That conjoined history began in 1996, when Mr. Bush, then governor of Texas, was summoned for jury duty in Austin. To popular acclaim, he announced he was glad to lend his average guy perspective to a drunken driving trial. But there was one hitch. On the juror questionnaire, he left blank a required section asking, Have you ever been accused, or a complainant, or a witness in a criminal case? A likely explanation for that omission, unknown to the public at the time, was that Mr. Bush had been charged with disorderly conduct in 1968 and drunken driving in 1976. Of course he will. A president who tries to void laws he doesnt like by encumbering them with signing statements and who regards the Geneva Conventions as a nonbinding technicality isnt going to start playing by the rules now. His assertion last week that he is pretty much going to stay out of the Libby case is as credible as his pre-election vote of confidence in Donald Rumsfeld. The only real question about the pardon is whether Mr. Bush cares enough about his fellow Republicans political fortunes to delay it until after Election Day 2008. Either way, the pardon is a must for Mr. Bush. He needs Mr. Libby to keep his mouth shut. Cheneys Cheney knows too much about covert administration schemes far darker than the smearing of Joseph Wilson. Though Mr. Libby wrote a novel that sank without a trace a decade ago, he now has the makings of an explosive Washington tell-all that could be stranger than most fiction and far more salable. Mr. Libbys novel was called The Apprentice. His memoir could be titled The Accomplice. Its first chapter would open in August 2002, when he and a small cadre of administration officials including Karl Rove formed the White House Iraq Group (WHIG), a secret task force to sell the Iraq war to the American people. The climactic chapter of the Libby saga unfolded last week when the guilty verdict in his trial coincided, all too fittingly, with the Congressional appearance of two Iraq veterans, one without an ear and one without an eye, to recount their subhuman treatment at the Walter Reed Army Medical Center. . . . It was WHIGs secret machinations more than four years ago that led directly to those shredded lives. WHIG had been tasked, as The Washington Post would later uncover, to portray Iraqs supposedly imminent threat to America with gripping images and stories not available in the hedged and austere language of intelligence. In other words, WHIG was to cook up the sexiest recipe for promoting the war, facts be damned. So it did, by hyping the scariest possible scenario: nuclear apocalypse. As Michael Isikoff and David Corn report in Hubris, it was WHIG (equipped with the slick phrase-making of the White House speechwriter Michael Gerson) that gave the administration its Orwellian bumper sticker, the constantly reiterated warning that Saddams smoking gun could be a mushroom cloud. Ever since all the W.M.D. claims proved false, the administration has pleaded that it was duped by the same bad intelligence everyone else saw. But the nuclear card, the most persistent and gripping weapon in the prewar propaganda arsenal, was this White Houses own special contrivance. Mr. Libby was present at its creation. The subpoenas were issued in connection with allegations of corruption on the part of Senator Bob Menendez, a Democrat who seemed to be facing a close race at the time. Those allegations appeared, on their face, to be convoluted and unconvincing, and Mr. Menendez claimed that both the investigation and the leaks were politically motivated. Mr. Christies actions might have been all aboveboard. But given what weve learned about the pressure placed on federal prosecutors to pursue dubious investigations of Democrats, Mr. Menendezs claims of persecution now seem quite plausible. In fact, its becoming clear that the politicization of the Justice Department was a key component of the Bush administrations attempt to create a permanent Republican lock on power. Bear in mind that if Mr. Menendez had lost, the G.O.P. would still control the Senate. For now, the nations focus is on the eight federal prosecutors fired by Attorney General Alberto Gonzales. In January, Mr. Gonzales told the Senate Judiciary Committee, under oath, that he would never, ever make a change in a United States attorney for political reasons. And they initially tried to brush off last months exposé in The Washington Post. But this time, with President Bushs approval at 29 percent, Democrats in control of Congress, and Donald Rumsfeld no longer defense secretary Robert Gates, his successor, appears genuinely distressed at the situation the whitewash didnt stick. Yet even now its not clear whether the public will be told the full story, which is that the horrors of Walter Reeds outpatient unit are no aberration. For all its cries of support the troops, the Bush administration has treated veterans medical care the same way it treats everything else: nickel-and-diming the needy, protecting the incompetent and privatizing everything it can. *** The redoubtable Henry Waxman, chairman of the House Committee on Oversight and Government Reform, points out that IAP Worldwide Services, a company run by two former Halliburton executives, received a large contract to run Walter Reed under suspicious circumstances: the Army reversed the results of an audit concluding that government employees could do the job more cheaply. But as in the previous global financial crisis, which began with the devaluation of Thailands currency in the summer of 1997, it took many months before people realized how far the damage would spread. At the start, all sorts of implausible explanations were offered for the drop in U.S. stock prices. It was, some said, the fault of Alan Greenspan, the former chairman of the Federal Reserve, as if his statement of the obvious that the housing slump could possibly cause a recession had been news to anyone. One Republican congressman blamed Representative John Murtha, claiming that his efforts to stop the surge in Iraq had somehow unnerved the markets. Even blaming events in Shanghai for what happened in New York was foolish on its face, except to the extent that the slump in China whose stock markets had a combined valuation of only about 5 percent of the U.S. markets valuation served as a wake-up call for investors. The truth is that efforts to pin the stock decline on any particular piece of news are a waste of time. Wise analysts remember the classic study that Robert Shiller of Yale carried out during the market crash of Oct. 19, 1987. Bush, The New Yorker magazine reported in its latest issue. The special planning group was established within the office of the Joint Chiefs of Staff in recent months, according to an unidentified former U.S. intelligence official cited in the article by investigative reporter Seymour Hersh in the March 4 issue. The panel initially focused on destroying Iran's nuclear facilities and on regime change but has more recently been directed to identify targets in Iran that may be involved in supplying or aiding militants in Iraq, according to an Air Force adviser and a Pentagon consultant, who were not identified. The consultant and a former senior intelligence official both said that U.S. military and special-operations teams had crossed the border from Iraq into Iran in pursuit of Iranian operatives, according to the article. In response to the report, Pentagon spokesman Bryan Whitman said: The United States is not planning to go to war with Iran. To suggest anything to the contrary is simply wrong, misleading and mischievous. The United States has been very clear with respect to its concerns regarding specific Iranian government activities. The president has repeatedly stated publicly that this country is going to work with allies in the region to address those concerns through diplomatic efforts, Whitman said. Pentagon officials say they maintain contingency plans for literally dozens of potential conflicts around the world and that all plans are subject to regular and ongoing review. The article, citing unnamed current and former U.S. officials, also said the Bush administration received intelligence from Israel that Iran had developed an intercontinental missile capable of delivering several small warheads that could reach Europe. It added the validity of that intelligence was still being debated. The article also included an interview conducted in December with Hezbollah leader Sayyed Hassan Nasrallah, who said that while he had no interest in initiating another war with Israel, he was anticipating and preparing for another Israeli attack sometime this year. Israel launched a cross-border offensive against Hezbollah in Lebanon last July. Nasrallah also said he was open to talks with Washington if such discussions can be useful and influential in determining American policy in the region, but they would be waste of time if the purpose was to impose policy. Now even that well-earned reputation for flawless fictionalizing is coming undone. Watching the administration try to get its story straight about Irans role in Iraq last week was like watching third graders try to sidestep blame for misbehaving while the substitute teacher was on a bathroom break. The team that once sold the country smoking guns in the shape of mushroom clouds has completely lost its mojo. Surely these guys can do better than this. No sooner did unnamed military officials unveil their melodramatically secretive briefing in Baghdad last Sunday than Gen. Peter Pace, chairman of the Joint Chiefs of Staff, blew the whole charade. General Pace said he didnt know about the briefing and couldnt endorse its contention that the Iranian governments highest echelons were complicit in anti-American hostilities in Iraq. Public-relations pandemonium ensued as Tony Snow, the State Department and finally the president tried to revise the story line on the fly. Back when Karl Rove ruled, everyone read verbatim from the same script. Last weeks frantic improvisations were vintage Scooter Libby, at best the ur-text for a future perjury trial. Yet for all the sloppy internal contradictions, the most incriminating indictment of the new White House disinformation campaign is to be found in official assertions made more than a year ago. The press and everyone else seems to have forgotten that the administration has twice sounded the same alarms about Iranian weaponry in Iraq that it did last week. In August 2005, NBC News, CBS News and The Times cited unnamed military and intelligence officials when reporting, as CBS put it, that U.S. forces intercepted a shipment from Iran containing professionally made explosive devices specifically designed to penetrate the armor which protects American vehicles. Then, as now, those devices were the devastating roadside bombs currently called E.F.P.s (explosively formed penetrators). Then, as now, they were thought to have been brought into Iraq by members of Irans Revolutionary Guard. Then, as now, there was no evidence that the Iranian government was directly involved. In February 2006, administration officials delivered the same warning yet again, before the Senate Intelligence Committee. Timing is everything in propaganda, as in all showmanship. So why would the White House pick this particular moment to mount such an extravagant rerun of old news, complete with photos and props reminiscent of Colin Powells infamous presentation of prewar intelligence? *** Even if the White House still had its touch for spinning fiction, its hard to imagine how it could create new lies brilliant enough to top the sorry truth. Yes, literally or so say two New York hospitals, which have filed a racketeering lawsuit against UnitedHealth Group and several of its affiliates. I dont know how the case will turn out. But whatever happens in court, the lawsuit illustrates perfectly the dysfunctional nature of our health insurance system, a system in which resources that could have been used to pay for medical care are instead wasted in a zero-sum struggle over who ends up with the bill. The two hospitals accuse UnitedHealth of operating a rogue business plan designed to avoid paying clients medical bills. For example, the suit alleges that patients were falsely told that Flushing Hospital was not a network provider so UnitedHealth did not pay the full network rate. UnitedHealth has already settled charges of misleading clients about providers status brought by New Yorks attorney general: the company paid restitution to plan members, while attributing the problem to computer errors. The legal outcome will presumably turn on whether there was deception as well as denial on whether it can be proved that UnitedHealth deliberately misled plan members. But its a fact that insurers spend a lot of money looking for ways to reject insurance claims. And health care providers, in turn, spend billions on denial management, employing specialist firms including Ingenix, a subsidiary of, yes, UnitedHealth to fight the insurers. So its an arms race between insurers, who deploy software and manpower trying to find claims they can reject, and doctors and hospitals, who deploy their own forces in an effort to outsmart or challenge the insurers. Attacking Iran would be a catastrophic mistake, even if all the allegations now being made about Iranian actions in Iraq are true. Before we get to the apparent war-mongering, letâs talk about the basics. Are there people in Iran providing aid to factions in Iraq, factions that sometimes kill Americans as well as other Iraqis? Yes, probably. But you can say the same about Saudi Arabia, which is believed to be a major source of financial support for Sunni insurgents â and Sunnis, not Iranian-backed Shiites, are still responsible for most American combat deaths. The Bush administration, however, with its close personal and financial ties to the Saudis, has always downplayed Saudi connections to Americaâs enemies. Iran, on the other hand, which had no connection to 9/11, and was actually quite helpful to the United States in the months after the terrorist attack, somehow found itself linked with its bitter enemy Saddam Hussein as part of the âaxis of evil.â So the administration has always had it in for the Iranian regime. Now, letâs do an O. J. But at least one rap against him can promptly be laid to rest: his lack of experience. If time in the United States Senate is what counts for presidential seasoning, maybe his two years worth is already too much. Better he get out now, before theres another embarrassing nonvote on a nonbinding measure about what will soon be a four-year-old war. History is going to look back and laugh at last weeks farce, with the Virginia Republican John Warner voting to kill a debate on his own anti-surge resolution and the West Virginia Democrat Robert Byrd seizing the occasion for an hourlong soliloquy on coal mining. As the Senate pleasured itself with parliamentary one-upmanship, the rate of American casualties in Iraq reached a new high. The day after the resolution debacle, I spoke with Senator Obama about the war and about his candidacy. Since we talked by phone, I cant swear he was clean, but he was definitely articulate. He doesnt yet sound as completely scripted as his opponents though some talking-point-itis is creeping in and he isnt remotely defensive as he shrugs off the race contretemps du jour prompted by his White House run. Not that hes all sweetness and light. If the criterion is how long youve been in Washington, then we should just go ahead and assign Joe Biden or Chris Dodd the nomination, he said.
