Whatever you do will be a multi stage event.  Compound wax and sealer if gel 
coat. I would do the same of you use acetone. Rinse really well after acetone, 
wax and seal.
If it's paint try just rubbing really hard with wax and see if it comes of.   
That has worked for me.   
Of course we're all talking about your boats finish not whatever transferred 
onto your boat.

   You might consider using gelcoat over old gelcoat or bare fiberglass. It will never peel and can easily be applied with a brush...it cannot be applied over a previously painted surface.

I have used Valspar Floor & Porch enamel, latex & satin finish.  I had it
custom mixed to match the existing light beige color.  Not elegant but no
fumes and so far it has held up for about a year.

Others will surely disagree, but I Am not convinced that expensive marine stuff 
is needed for this application, and may actually be a disadvantage from a 
maintenance point of view.  I bought some valspar premium enamel, gloss white, 
#565000 and it's matching primer, from Home Depot or Canadian tire or similar, 
and used that to paint the inside of a dinghy.   it has stood up well, despite 
water, UV, etc.   Have also used to paint inside lockers etc where I did 
glassworks.   Clean and bright and seems to be tough.   

Paint tech has come a long way

I used Interlux BilgeKote.  Holding up well.  BIG caveat.  Preparation is
90% of the job.  Clean the surfaces really well before applying.

I simply wet sanded my mast and boom by hand.  It was about 35 years old and
I guess it had never been cleaned so I removed a lot of oxide deposit.  Not
too worry the mast on a 35 MKII has lots of thickness.  I stopped at 320
grit but you could go to 600 if you're really fussy, that may make a little
difference but I was happy with what I had after 320 grit.

 

As I understand it you really can't stop freshly sanded aluminium metal from
anodizing on its own if oxygen is present in the environment and all that
the electrolytic processes do is build up a slightly thicker oxide layer
than would build up naturally.

 

After I finished the sanding, the parts looked much brighter and when they
dried I applied one coat of Aurora quick shine.  It turned out very nice for
a half day of work; huge improvement over what I had before the cleaning and
I am still quite happy with the job after 6 years of use in a salt air
environment.

 

If you want to paint I recommend you use a 2 part polyurethane with the
appropriate primer for bare metal.  If you wet sand and wash the surfaces
thoroughly with a trisodium phosphate solution before painting the paint
will bond very well to the clean aluminum. The natural anodizing that
results in a surface oxide layer in the first few minutes after sanding the
aluminium won't be much thicker after a year, so that is to say the self
anodizing process happens very quickly.

My spars were painted and when I stripped the boom and spinnaker pole, I
noticed the surfaces were previously anodized and that some of this wore
off, so how can I most easily prep them for painting?

 

I checked with the local anodizing shop and he can't do anything over 12' in
length, so that is out.

 

Any suggestions?  Powder coating?

 

I know Wally did the etch, prime, paint thing a few years ago, and if that
is the only way, then so be it..
