 How a weekly hooker-ad tabloid, distributed freely on Los Angeles street corners, 
discredited, in a feature story larded with fabrications and personal attacks, a local 
documentary on CIA sex trap operations and mind control.

 Brice Taylor has claimed in two "kiss-and-tell" books to be a veteran CIA 
sex-slave. On November 2, KCOP, a Los Angeles television station, aired her 
allegations on the evening news. It was "a spy thriller unfolding in the heart of 
suburban Los Angeles." Taylor, explained KCOP's Jodi Baskerville, was "a typical 
soccer mom with a successful husband, three kids and a beautiful home in the San 
Fernando Valley, that is, until she started telling of the secret double life as a 
MIND-CONTROLLED SEX SLAVE for the CIA..."

 That's "crazy," chides Tony Ortega, repeatedly, writing in New Times, an 
"alternative" newspaper in Los Angeles that publishes a handful of news articles and 
movie reviews amid a sea of ads for prostitutes, massage parlors, nightclubs and bars. 
One might fret that a publication depending for its existence upon the "industry" 
would exhibit a frisson more civility, it's an acquisition society, and the hookers 
who advertise in New Times are also "sex slaves," in an economic sense, after all  
and not depend upon low blows like "crazy."

 Tony Ortega derides Taylor and others alleging to be victims of  CIA 
"brainwashing" and bio-electronic process control, viciously. And some subjects of 
past articles by the reporter find him to be a colorful figure in his own right. 
Frances Emma Barwood, a Phoenix city councilwoman candidate for Secretary of State of 
Arizona two years ago, met Tony Ortega at a UFO conference in Laughlin, AZ in 1998. 
Ortega, she recalls, "lost money gambling and definitely drinking." The drunken 
reporter was "annoyed
that he had to wait until they introduced me to speak and kept commenting negatively 
about the people there." At the podium, she discussed a triangular aircraft sighted by 
legions of Arizona residents. Ortega phoned her to say that a friend of his at a local 
astronomer's club and one other member  "saw planes that night. He also accused me of 
not returning his friend's call. The man did call but never left a number and said 
that he would have the kid call me, which he never did. I find it most interesting 
that one young man says it was small plane formation way up high and thousands say it 
was a humongous flying boomerang-shaped object that flew very slow, was very obvious, 
flew over the most densely populated path from north to south of Arizona, was very low 
and was totally silent! And Tony Ortega  believes the kid!"

  At this point, it should be said that no judgment regarding the truth of Brice 
Taylor's claims is made here, and that is not the purpose of this rebuttal. They are 
indeed "bizarre," as KCOP acknowledged, and unsubstantiated, haven't proven to be true 
or false, but the New Times coverage of the documentary IS demonstrably false, 
depending entirely upon vicious personal attacks, selective prying of details from the 
historical record, innuendo  tactics normally associated with historical revisionism,
with the effect of obscuring the already well-known involvement of the CIA in sex trap 
operations and mind control.

  Tony Ortega's "Sex, Sies and Video Tape" is a study in bias. "Even tabloid TV 
didn't buy Brice Taylor's claims of being a CIA sex slave," Ortega notes, as if the 
Agency's use of prostitutes is news to him, a topic only fit for tabloid television. 
Forget that John Marks of the New York Times exposed CIA mind control experimentation 
in The Search for the Manchurian Candidate, based on the government's own documents, 
over 20 years ago. Forget the books and articles of University of Santa Clara 
Professor Allan Scheflin, Walter Bowart, Dr. Peter Breggin, Martin Lee, former BBC 
producer Gordon Thomas and scores of highly credible independent researchers. A recent 
Atlantic Monthly feature painstakingly detailed a grossly unethical CIA mind control 
experiment at Harvard that contributed to Ted Kozcinski's mental deformations  the 
making of the Unabomber. But Ortega thinks mind control is for the tabloids.

 "Channel 13 saw higher ratings in her ravings," Ortega reports, not that Ortega  
bothered to investigate said "ravings." He is too busy dribbling a transparent goo of

 UPI reports that European manufacturers eager to be politically
 correct
 are
 retelling the story of Nativity to attract single-parent customers,
 published surveys of shops decked out for Christmas showed Sunday.

 Gone are Joseph and dark-skinned kings from some Nativity sets, while
 in
 other examples Joseph appears as a rose-complexioned female.

 The traditional Nativity set, used at homes throughout the world as
 part
 of
 Christmas festivities, depicts a baby Jesus with Mary and Joseph, her
 carpenter fiancée in biblical accounts.

 The Times newspaper said one London store it questioned about the
 absence
 of Joseph from many Nativity sets told its reporter: "Joseph has done
 a
 runner!"

 A spokesman said, "We have a variety of Nativity sets so people can
 choose
 what they like best."

 Some other sets on sale presented Joseph as a figure with rosy cheeks
 and
 curly hair, donning a headscarf and cloak and carrying a crook --
 almost
 resembling but not quite like the shepherds that have featured in the
 scene
 through many years.

 The shop surveys showed that modified Nativity sets were designed to
 appeal
 to single parents or those with "Sapphic (lesbian) inclinations."

 The manufacturers also responded to customer needs and given buyers
 the
 option to choose the colour of the three wise men, traditionally
 identified
 as kings from Arabia, Persia and India and usually one with darker
 skin
 than the two others. Some sets on sale showed all three as
 pale-skinned.

 George Austin, the former archdeacon of York in northern England,
 commented
 on the absence of Joseph from Nativity sets in one London store. He
 told
 The Times, "At least John Lewis clearly believes in the virgin
 birth."

 McMartin Defendant Who 'Lost Everything' in Abuse Case Dies at 74

 Court: Peggy McMartin Buckey and her son were acquitted in the
 sensational Manhattan Beach case.

 By MITCHELL LANDSBERG, Times Staff Writer


 When it was over, Peggy McMartin Buckey spoke bitterly of the price
 she had paid in the longest and costliest trial in American
 history--one which, from a legal standpoint, she had won.

 "I've gone through hell and now we've lost everything," she said in
 1990 after she and her son, Ray Buckey, were acquitted of child
 molestation charges in a case that had opened the door on one of
 society's deepest taboos.

 Buckey, who was 74, was pronounced dead Friday at Little Company of
 Mary Hospital in Torrance after paramedics found her unconscious in
 the nearby home where she had lived before and after the three-year
 trial. The cause of death was not immediately available.

 Buckey had been a driving force behind the McMartin Pre-School in
 Manhattan Beach, which became the focus of a fast-spreading
 investigation into alleged child molestation in the fall of 1983.

 The school had been founded by her mother, Virginia McMartin, a
 feisty, plain-spoken woman who died in 1995. But it was Buckey--a
 quieter, more overtly spiritual woman--who hired her son to work at
 the school and who carried out much of the administrative oversight.

 Peggy McMartin Buckey, Ray Buckey and Virginia McMartin were among six
 people indicted in 1984 on 115 counts of child molestation.
 Ultimately, after ballooning to 208 counts involving 41 children, the
 case was whittled down to 65 counts of molestation and conspiracy
 against Buckey and her son.

 Nothing about the McMartin case was simple, easy or fast. It cost
 taxpayers more than $13 million. The preliminary hearing alone took 18
 months. The entire case took seven years to wind through the courts,
 and involved six judges, 17 attorneys and hundreds of witnesses,
 including nine of the 11 children alleged to have been molested.

 The case made and ruined careers, and changed the way police
 departments, day care centers, schools and courts deal with child
 molestation charges. It was made into a TV movie--and no wonder. With
 its allegations of animal sacrifice, pornography and satanic-type
 rituals, it led not a few observers to compare it to the Salem witch
 trials.

 Of all the figures in the case, including McMartin and Raymond Buckey,
 it was Peggy McMartin Buckey who lost the most, said Ray Buckey's
 attorney, Danny Davis.

 "Peggy was spiritual, and she never seemed concerned specifically
 about what would happen if they were convicted," Davis said Saturday.
 "But she lost everything. . . . Now that she has passed away, [I]
 would say, that's one we should be ashamed of."

 Buckey had derived much of her self-esteem and identity from her job
 as a teacher and administrator, Davis said. When that was stripped
 from her, she never fully recovered, he said.

 Buckey appeared cheerful and friendly during the trial, and passed the
 long hours crocheting, drawing pictures and reading religious
 literature. But she reacted indignantly during 11 days on the witness
 stand when she was asked about claims that she and her son had
 molested and threatened children.

 "Never!" she said repeatedly.

 She did testify that she had been molested as a child, but she was not
 asked to describe the circumstances under which it occurred. She also
 testified that her son had been a troubled young man who was "trying
 to find himself" before and during the three years he worked at the
 preschool, and that he felt more accepted by children than by adults.

 After the trial ended, Ray Buckey was retried on eight counts on which
 the first jury had deadlocked, but a mistrial was declared when the
 second jury also deadlocked.

 A number of jurors in both trials said they believed that children had
 been molested, but that the prosecution had failed to prove that the
 Buckeys were the ones who had molested them.

 Some said the children appeared to have been led by questioners to
 claim they had been molested. Others said that so much time had passed
 that the memories of the children--who passed from toddlerhood to
 adolescence in the course of the legal proceedings--couldn't be
 trusted.

 The Buckeys, McMartin and Peggy Buckey's daughter, Peggy Ann Buckey,
 successfully sued the parent of one child at the school for slander in
 1991, but they were awarded only $1 in damages.

 Survivors include Buckey's husband, Charles Buckey; Ray Buckey, who
 went to law school after the trial; and Peggy Ann Buckey, who resumed
 her teaching career.

ANTISEMITISM, RACISM AND A BUSH FAMILY ORGANIZATION

Barbara Bush and George H. W. Bush's brother, Prescott Bush, belong to a
political organization, AmeriCares.  AmeriCares is a CIA front that supports
rightwing military operations while posing as a humanitarian group.

J. Peter Grace, the chair of AmeriCares from 1982 to 1995, also worked with
the ultra-right racist think tank, the Liberty Lobby.  Grace was the key
participant in Project Paperclip, a covert operation which recruited nine
hundred Nazi scientists to work in the U. S. after World War II.  Many of
those Nazis had been found guilty of experimentation on humans. ("Censored
1999:  The News That Didn't Make The News," Seven Stories Press, 1999)

Sara Flounders is a writer and Co-Coordinator of the International Action
Center (IAC), a group that has opposed U. S. sanctions on third-world
countries.  In an article published in "Censored 1999," Flounders reported
that Barbara Bush was then AmeriCares ambassador-at-large.

Flounders said George H. W. Bush's brother, Prescott Bush, was on AmeriCares
board of directors.  As former CIA director, George H. W. Bush is aware of J.
Peter Grace's part in bringing Nazi scientists to the U. S., and of Grace's
work with the Liberty Lobby.

Here's a brief look at the Liberty Lobby's history:  According to Deborah
Lipstadt (DENYING THE HOLOCAUST, Penguin Books, 1994), the far-right
organization, the Liberty Lobby, was founded by Willis A. Carto.  Lipstadt
says that The Wall Street Journal has labeled Carto and the Liberty Lobby
antisemitic.  She writes that investigative columnist, Drew Pearson,
identified Carto as a Hitler "fan."  Pearson said the Liberty Lobby is
"infiltrated by Nazis who revere the memory of Hitler."

Lipstadt writes that The Anti-Defamation League (ADL) describes Carto as the
most powerful antisemite in the U. S.  The ADL also says the Liberty Lobby
heads a "publishing and organizational complex that for more than two decades
has propagated antisemitism and racism in the United States."

Carto once sued The Wall Street Journal for calling the Liberty Lobby
antisemitic.  The District Court for the District of Columbia ruled against
Carto saying it would be hard to find a case where evidence of antisemitism
was "more compelling."

Conservative William F. Buckley once said the Liberty Lobby is a "hotbed of
antisemitism," and the conservative magazine Human Events reported that Carto
has long been a Hitler sympathizer.  Lipstadt says Carto has a "revulsion for
Jews and a belief in the need for an absolutist government that would protect
the 'racial heritage' of the United States."

Lipstadt writes that the racist Carto also believes Jewish people and
African-Americans are "at the root of civilization's problems."  Carto argued
during World War II that Jewish influence on American policy had blinded the
U. S. to the advantages of uniting with Hitler.  He later organized the Joint
Council for Repatriation, for the purpose of returning all black Americans to
Africa.

In 1957, Carto told Judge Tom P. Brady, founder of the anti-civil-rights
organization, the White Citizens' Council, that the Citizens' Council should
unite with the Joint Council for Repatriation but keep the link between the
two groups secret.  At the time, Brady was also a member of the Mississippi
Supreme Court.

Why would George H. W. Bush, his brother Prescott, and Barbara Bush actively
support an organization whose chair worked with the Liberty Lobby?  If that
were the only thing amiss about AmeriCares and its history, it might be
different, but there's more.

AmeriCares also funnels money and "humanitarian" supplies to various
rightwing military forces, including, for example, contra forces in
Afghanistan.  Sara Flounders says the AmeriCares Web site reveals that its
shipments tend to go "wherever the CIA is most active."

The New York Times, August 13, 1985, reported that a front organization of
Rev. Sun Myung Moon's Unification Church (The Nicaraguan Freedom Fund)
funneled $350,000 to AmeriCares.  New York Newsday, April 13, 1988, reported
that AmeriCares tax returns showed AmeriCares gave cash and supplies to
Contra leader Adolfo Calero.

Former AmeriCares chair, J. Peter Grace, also played a prominent role in
putting together the fascist coup that overthrew democratically elected
Salvador Allende in Chile.  Sara Flounders says AmeriCares presents itself on
its Web site as the "humanitarian arm of Corporate America."

One corporation, the large oil company Amoco, has given more than $46 million
to AmeriCares.  Flounders mentions that Amoco was a direct beneficiary of the
Gulf War.

In the context of the recent presidential election, where the complaints of
thousands of disenfranchised African-American and Jewish voters were largely
ignored by Jeb and George W. Bush, the Bush family's willingness to actively
support an organization once chaired by J. Peter Grace is not surprising.

 The FBI said two passengers who saw Otto plunge from the plane were so
 distraught that they were unable to tell the pilots what had happened.

Nobody is ever THAT distraught.  I find it hard to believe that every single passenger 
was too distraught to
say ANYTHING to the pilot until they had landed...


 Police
 were not notified she was missing until 45 minutes after the plane landed in
 San Jose on Thursday night.

Presumably the pilot would be understandably upset to learn that one of the passengers 
had plunged from the
plane during the flight...but are we to believe that the pilot then too was 'so 
distraught' as to not report
for 45 minutes after landing?


 Amid what had to be a deafening and chaotic roar, the co-pilot managed to
 close the door, Black said. But the crew wasn't told the woman was gone
 and continued to San Jose, where the plane landed at 6:05 p.m. Police
 were later called from a Hewlett-Packard office a few miles from the San
 Jose airport.

So, the woman fell...or was pushed...at approximately 5:23pm, and the co-pilot didn't

Yes, it was Henry Lee Lucas, who although was obviously a sick killer,
was proven later to not be guilty of the murder in Texas of the girl
with the orange socks. New evedence was brought forth proving his
innocence of THAT crime. Although Tucker was obviously a better person
than Lucas, she was also aware of her own guilt and this wasn't in
question. The laws may be unfair sometimes, but they are the laws of
this land. I have no doubt that Tucker was remorseful and a changed
woman through God, that is not enough to change the fact that in Texas,
when you murer someone, you are executed. If the laws were changed to
make Christians an exception to the rule, what death-row inmate wouldn't
claim faith in Christ? Would we then have a jury deciding if one is
REALLY a Christian or just pretending to save their own skin? I don't
think this would work.

Although I don't have any problems with Nessie's posts, I had a similar
problem to what Justine describes on another list.  The fellow was quite
paranoid and had disabled his 'cookies' and other such techie things
that I don't understand.  When he would post to the list (often but not
always) my ISP would stop picking up email when it came to one of his
posts.  I called my ISP and they told me there was something 'corrupted'
in his emails.  So what I have to do when he posts is go to
mailstart.com and log on there.  Then I can read and delete his message.
Then I have to relog onto my server to pick up the rest of my mail.
Thankfully, he doesn't post too often, as it is irritating.  I don't
know if this will help anybody else, but it does work.  However, as I
said, I have no problems with Nessie's posts.  Perhaps it depends on the
software you use, as I know some people experience the problem I do with
the other fellow, but not everyone does.

When a scientist publishes a paper, her peers expect to see evidence that she has read 
prior work relevant to her topic. They expect the scientist to have studied the field 
thoroughly before contributing a paper, especially in a controversial field. Bill Joy, 
as Chief Scientist at Sun Microsystems, should understand this. In reading his essay 
"Why the Future Doesn’t Need Us" I am struck by his public show of ignorance of 
thinking about future technologies, his unrealistic thoughts about "relinquishment", 
and his slighting of those who have considered these issues deeply as lacking in 
common sense. At the same time, I appreciate his courage in publicly laying out his 
fears.

As a philosopher, I find his comments about losing our humanity to be frustratingly 
offhand. I will address this issue in a separate response. Here I wish to focus on 
Joy’s call for relinquishment of the technologies of genetic engineering, molecular 
nanotechnology, and robotics (and all associated fields). As someone who has thought 
about these issues for many years, I wish to challenge Joy’s relinquishment policy on 
two grounds: First, it’s unworkable. Second, it’s ethically appalling. (A third 
reason—that in practice it would result in authoritarian control while still failing 
to achieve its purpose—I will leave for a separate response.)

According to Joy’s extensive essay, his apocalyptic thinking was set off by hearing a 
conversation between Ray Kurzweil and Hans Moravec. Apart from attending a Foresight 
Institute conference back in 1989, Joy shows no sign of having read any of the 
writings or listening to any of the talks of those who have devoted themselves to the 
issues he raises. Despite the brilliant clarity of Kurzweil’s writing, Joy still isn’t 
clear whether we are supposed to "become robots or fuse with robots or something like 
that". He gives no credit to the years of work by the Foresight Institute not only in 
promoting the idea of nanotechnology but in planning for its potential dangers by 
considering both technical and knowledge and policy-based approaches. Certainly we 
here at Extropy Institute—a multi-disciplinary think tank and educational organization 
devoted to the human future—never heard from Joy before he released his missive to the 
masses.

Someone in Joy’s influential position has a responsibility to delve into prior 
thinking on these issues before scaring a public already unreasonably afraid of some 
advanced technologies, including genetic engineering. I find it incredible that Joy 
cites Carl Sagan, one of my intellectual inspirations in the course of criticizing we 
leading advocates of 21st century technologies as lacking in common sense. Those who 
advocate obviously unrealistic policies such as global relinquishment should not make 
accusations about common sense. This would be less galling if Joy had actually 
bothered to find out what we advocates for the future had to say over the last twelve 
years. (In 1988, a year before the Foresight conference that Joy attended, we founded 
Extropy magazine which evolved into Extropy Institute—a transhumanist organization 
devoted to "Incubating Better Futures".) Joy also accuses us of lacking humility while 
in an interview he draws a (misleading) parallel between himsel!
 f and Einstein’s 1939 letter to President Roosevelt.

While acknowledging the tremendously beneficial possibilities of emerging 
technologies, Bill Joy judges them too dangerous for us to handle. The only acceptable 
course in his view is relinquishment. He wants everyone in the world "to limit 
development of the technologies that are too dangerous, by limiting our pursuit of 
certain kinds of knowledge". Joy joins the centuries-old procession of theocrats, 
autocrats, and technocrats in attacking our pursuit of unlimited knowledge. He 
mentions the myth of Pandora’s box. He might have thrown in the anti-humanistic and 
anti-transhumanistic myths of the Garden of Eden, the Tower of Babel, and the demise 
of Icarus. Moving from myth to reality, he should have been explicit in describing the 
necessary means deployed throughout history: burning books, proscribing the reading of 
dangerous ideas, state control of science.

PART 1: RELINQUISHMENT CANNOT WORK

The first of my objections to relinquishment has already been well made by Ray 
Kurzweil. Joy’s fantasies about relinquishment ride on the assumption that "we could

"All" of us do know "know" that "man" is "corrupt. SOME of us believe
these things. "Man's" alleged "corruption," like "our own sinful
nature," is a religious doctrine, not a fact.

What's more, atributing anything to all of mankind is extremely risky.
There are very few things we all have in common. We are born knowing how
to suck and grasp. Everything else is learned behavior and varies widely
from individual to individual and from culture to culture. 

You are entitled to your beliefs. Believe anything you want. But don't
confuse beliefs with facts. A fact can be proven. Beliefs are taken on
faith. Faiths differ from one another and, in most cases, from the
facts.  Believe is what you do when you don't know. Better to know, or
at least to know (and acknowledge that you don't know, than to act as if
what you believe is not just as likely to be a delusion as it is to be a
fact.

This is particularly important in the study of the subject matter of
this list.

On May 16, 1968, a bloodied unit of the Americal division stormed into a hamlet known as My Lai 4. With military helicopters circling overhead, revenge-seeking American soldiers rousted Vietnamese civilians -- mostly old men, women and children -- from their thatched huts and herded them into the village's irrigation ditches.

As the round-up continued, some Americans raped the girls. Then, under orders from junior officers on the ground, soldiers began emptying their M-16s into the terrified peasants. Some parents desperately used their bodies to try to shield their children from the bullets. Soldiers stepped among the corpses to finish off the wounded.

The slaughter raged for four hours. A total of 347 Vietnamese, including babies, died in the carnage that would stain the reputation of the U.S. Army. But there also were American heroes that day in My Lai. Some soldiers refused to obey the direct orders to kill.

A pilot named Hugh Clowers Thompson Jr. from Stone Mountain, Ga., was furious at the killings he saw happening on the ground. He landed his helicopter between one group of fleeing civilians and American soldiers in pursuit. Thompson ordered his helicopter door gunner to shoot the Americans if they tried to harm the Vietnamese. After a tense confrontation, the soldiers backed off. Later, two of Thompson's men climbed into one ditch filled with corpses and pulled out a three-year-old boy whom they flew to safety.



A Pattern of Brutality

While a horrific example of a Vietnam war crime, the My Lai massacre was not unique. It fit a long pattern of indiscriminate violence against civilians that had marred U.S. participation in the Vietnam War from its earliest days when Americans acted primarily as advisers.

In 1963, Capt. Colin Powell was one of those advisers, serving a first tour with a South Vietnamese army unit. Powell's detachment sought to discourage support for the Viet Cong by torching villages throughout the A Shau Valley. While other U.S. advisers protested this countrywide strategy as brutal and counter-productive, Powell defended the "drain-the-sea" approach then -- and continued that defense in his 1995 memoirs, My American Journey. (See The Consortium, July 8)

After his first one-year tour and a series of successful training assignments in the United States, Maj. Powell returned for his second Vietnam tour on July 27, 1968. This time, he was no longer a junior officer slogging through the jungle, but an up-and-coming staff officer assigned to the Americal division.

By late 1968, Powell had jumped over more senior officers into the important post of G-3, chief of operations for division commander, Maj. Gen. Charles Gettys, at Chu Lai. Powell had been "picked by Gen. Gettys over several lieutenant colonels for the G-3 job itself, making me the only major filling that role in Vietnam," Powell wrote in his memoirs.

But a test soon confronted Maj. Powell. A letter had been written by a young specialist fourth class named Tom Glen, who had served in an Americal mortar platoon and was nearing the end of his Army tour. In a letter to Gen. Creighton Abrams, the commander of all U.S. forces in Vietnam, Glen accused the Americal division of routine brutality against civilians. Glen's letter was forwarded to the Americal headquarters at Chu Lai where it landed on Maj. Powell's desk.

"The average GI's attitude toward and treatment of the Vietnamese people all too often is a complete denial of all our country is attempting to accomplish in the realm of human relations," Glen wrote. "Far beyond merely dismissing the Vietnamese as 'slopes' or 'gooks,' in both deed and thought, too many American soldiers seem to discount their very humanity; and with this attitude inflict upon the Vietnamese citizenry humiliations, both psychological and physical, that can have only a debilitating effect upon efforts to unify the people in loyalty to the Saigon government, particularly when such acts are carried out at unit levels and thereby acquire the aspect of sanctioned policy."

Wherever he goes, people hail Colin Powell as the four-star general who masterminded the lopsided U.S. victory over Saddam Hussein. Some say Powell is an icon and compare him to Gen. Dwight D. Eisenhower. Many view him as a serious contender for the Presidency of the United States. Powell is no icon and he is certainly not an Eisenhower. His "monumental victory" in the Persian Gulf is a myth. Yes, on the surface, Powell's Gulf War strategy appears to have been brilliant. With the support of a 30 country coalition and untold billions of dollars, Powell organized half a million U.S. personnel and with almost no causalities gunned down tens of thousands of Saddam's Iraqi invaders. His armies then easily drove what was left of Saddam's army out of Kuwait.
So, if Powell's strategy was so brilliant, why has Saddam Hussein outlasted Bush and why is Saddam the head of a formidable army that is still threatening Kuwait? The reality of Powell's hollow victory rushes straight to the surface with the simple fact that the Gulf War ended inconclusively. Why didn't Powell, as chairman of the Joint Chiefs of Staff, insist that President Bush demand the unconditional surrender and total destruction of Saddam's military capability? Just imagine what the state of the world would be today if Eisenhower had agreed to stop the war against Hitler after the Nazis were forced out of Western Europe during WWII.
Where was the great "icon" when Secretary of Defense Les Aspen was refusing to send a handful of tanks to protect American forces in Somalia for fear of negative political spin in Congress? Why did Powell and his deputies refrain from publicly expressing any concern or outrage about Aspen's deadly political decision that resulted in the decimation of a U.S. ranger company and elite Delta Force operatives? The answer is in a Senate Armed Services Committee report into the incident. The report criticized Powell and his staff for bending to political pressure by making a decision against sending AC-130 gunships to support the American troops.
An October 30, 1995 political poll revealed that Powell would vault ahead of Republican presidential front runner Senator Robert Dole should the retired general decide to run for president. Behind the scenes, former President George Bush is privately cheerleading for the man he appointed chairman of the Joint Chiefs of Staff. Political power brokers and mentors of Powell, such as Frank Carlucci, Casper Weinberger and Richard Armitage, are also lending their influential support. The all-powerful Establishment media has effectively blown a blizzard of free publicity to the man many in Washington consider "the insider's insider." Couple that with Powell's uncanny ability to attract supporters largely unaware of his fundamental viewpoints and his true history as a military officer and it becomes apparent just how formidable a Powell presidential candidacy could be.
Consequently, all voters should take a closer look at the man who could be chosen to lead our country into the 21st century - a man one Washington observer likened to a thoroughbred horse about to be entered into a race for which he has been skillfully groomed. As an Army officer, Powell's superiors considered him a consummate "team player." They could count on Powell to haul their water despite any contradictory feelings he may have had. Powell's blind loyalty was demonstrated during a second tour in Vietnam (1968-1969), where as deputy assistant chief of staff for operations G-3 at Americal Division headquarters in Chu Lai, he was asked to handle a potentially embarrassing letter a young soldier had written to Gen. Creighton Abrams, commander of all U.S. forces in Vietnam.
The soldier had written about rumors of a massacre that Americal Division soldiers had committed in the hamlet of My Lai 4 in South Vietnam. Although he did not mention My Lai in the letter, the soldier complained that Americal soldiers were indiscriminately killing Vietnamese civilians. Such acts, the young soldier warned, "are carried on at entire unit levels and thereby acquire the aspect of sanctioned policy."
Several days after he received a copy of the letter, Powell sent a memo to his superior, the adjutant general, making the outrageous claim that the young soldier had not given enough specifics upon which to base an inquiry. The purposely blind Powell said the soldier's charges were false except for "isolated instances." He wrote that "relations between American soldiers and the Vietnamese are excellent." Powell's damage control efforts soon proved fruitless and the My Lai massacre burst onto the world stage like an atomic explosion, severely damaging the U.S. war effort in Vietnam. HAVRE- All across the Hi-line small talk revolves around Canada drug smuggling allegations. Sidney has its Wolfe-Madsen murders; Lambert has its drug flights; Fort Peck Reservation has stories of dozens of murders and clandestine airstrips; Chinook has the Cowan murders, and its own stories of drug flights;Whitefish has a money laundering bank scandal; and Eureka-Libby has the Lucianos. Oh yes, the Lucianos. 
Curious Montana people catch a small glimpse of puzzle piece truth in each of the interlocking stories. 
The Cowan murders were planned in a Havre casino/bowling alley. The ownership records of the casino point back to a man in Sidney who was suspected of dealing drugs big time. The Sidney man was also mentioned (as a suspect) in the Wolfe-Madsen killings. Those killings may have been linked to Indian "hit men" operating off the Fort Peck Reservation. In a startling harmony, drug flights were observed by a myriad of witnesses as all the above events were discussed, compartmentalized, then forgotten. 
The dramas played out without the daily newspapers giving them much attention. 
All the reports were perceived as, a series of isolated vignettes, loosely related, but more easily attributed to glitches on a mostly tranquil, rustic Montana border landscape. 
To be sure, Gene Moore warned his wife he was going to be killed because of what he knew about the "drug cartel". Then Moore drove off in a fuel truck, and was gunned down by area law enforcement, just outside Joplin. But that was only another coincidence. We are told. 
Some know what we are spoon fed by the corporate daily newspapers is as far from the real truth as possible.


ROBERT VESCO AND CANADA 

Heroin refineries have thrived in Marseilles, France and Corsica since the end of World War II. The ties of Sicilian Mafia families to the French heroin manufacturing networks were a given, from the beginning, in the US. 
Prior to the renaissance of renegade pharmacy in the 1960's (with Tim Leary and Richard Alpert leading the charge), drug distribution was orderly through traditional Mafia channels. The drugs were grown in the Mideast, shipped to the French refineries, and then distributed into the lucrative American markets. The Atlantic seaports gradually gave way to the easier, safer smuggling routes into Canada. 
Why Canada ? Because Canada has a very small narcotics enforcement unit, and a very large French speaking population in Quebec. Canada also had thousands of miles of virtually unguarded border with its friendly southern neighbor. Further, Canada has a history of tolerating smuggling during the years of US alcohol prohibition. The Bronfman owned Seagrams factory, in southern Saskatchewan, adjacent to the US border, is only one such example. 
Old time mobsters Lucky Luciano and Al Capone used Montana as a smuggling area. Capone visited Havre, and its opium dens and recreation houses during his heyday. Luciano's love for the Eureka-Libby area surpassed his appreciation of his last US home in Hot Springs, Arkansas. Later during the mid-sixties Joseph Bonano secured airstrips along the Canadian border near Eureka, Libby and Troy, Montana. 
The popular film "The French Connection" gave the exotic concept of French based smuggling into the United States a tremendous boost. Also noteworthy was the involvement of Lucky Luciano, in the early efforts of US intelligence during World War II. Few realized how Montana was the mob's well kept secret. 
In a recent interview, film maker Ciba Banar claims he has documentation that "fugitive financier" Robert Vesco, funded criminal activities in the United States from his operations in Toronto. The operations according to Banar involved drug trafficking into Canada. Again and again big names in organized crime come up in Canada smuggling - then disappear. 
Robert Vesco, thought he could disappear into Costa Rica, but he didn't. Neither did $200,000 in $100 bills set aside to be delivered to Nixon administration officials, Maurice Stans and John Mitchell in February, 1972. At the same time Montana governor Tim Babcock was assisting the Nixon national campaign efforts from Helena as much as he could. Some say that Governor Babcock went well beyond the call of duty. 
The mob strategy was to pull strings in Montana which would allow for the revenues of the lucrative heroin markets. The Bonano airstrips in Montana operated quietly during most of the 1970's. The Lucianos, who claimed they were (and also claimed that they were not) relatives of Lucky Luciano, continued to live and prosper in northern Montana. The Lucianos and the Bonanos were allowed to prosper in Montana because of a system of corruption which has come to be recognized as the most serious example of governmental improbity in the United States.

coincidence that a 3000 member think tank has produced every Secretary Of State 
in memory? Shall we look at the list: Kissinger, Vance, Baker, Christopher, 
Albright, Shultz, every one of them on this members list you are looking at. 
 Then we do a little search elsewhere for Powell and we 
find that, as expected, he is besmirched by serious scandal. Did you know that 
an early army assignment of his was to cover up the My Lai 
massacre? So, the more things change, the more Israel can 
expect the new CFR regime in Washington to shove the same NWO "peace" down our 
collapsing throats. I am so grateful for the brilliant 
people who correspond with me. If not for one of them, Rick from Toronto, I 
would never have understood the New World Order connivances of Foreign Minister 
Shlomo Ben- Ami. Until now, the most I discovered about him is that he was 
previously an Arabist professor at Tel Aviv University. So have a look at his 
recent NWO travels: I notice that the 
King of Spain just hosted the King of Morocco, after which he had an audience 
with the Pope in Rome, followed by an audience with the Vatican's head of State, 
Zenit on Nov. 28. Now on Dec.12, I notice, the Vatican has sent an 
aide with a message from the Pope to the King of 
Morocco.I mention this only as I find it 
interesting as I see today that Ben-Ami and Arafat have now agreed to restart

Lyme Disease and Aspartame Disease are tragically conjoined Twins. Aspartame
can cause Lyme disease and the Lyme treponema can cause the same
hyperautoimmunicity and resultant hyperautoimmunity destructions that
aspartame does. American medicine unfortunately overlooks the basics that
have long been known about Lyme Disease.

Aspartame can activate Lyme Disease in people who have the infection but
would not experience Lyme Disease because unimpaired by the ill effects of
aspartame the Lyme treponema would without hazard be eliminated by a
competent immune response. In addition, I think those who have had Lyme
Disease and achieved a "cure" may experience a relapse upon exposure to
aspartame or other sensitizing agents even though the Lyme treponema has
been eliminated from their body.

Lyme Disease has been known under other names in the British Isles for about
a hundred years. The British and continental experience could also serve
well as a learning model in the US. The other reason that an apparent lack
of understanding exists on these topics in the US is that the US has
defacto, virtual full control of the press by the government and the
establishment to protect the undefendable aspartame in spite of
constitutional provisions to the contrary. Whether with respect to Aspartame
Disease or Lyme Disease "hypersensitivity" and hyperautoimmunicity can be
used interchangeably to describe the particular immunologic disorder
engendered in either case whereby the human immune system is left so
impaired that it can readily be stimulated to a severe autoimmune attack on
the human organism itself: "hyperautoimmunity". One of aspartame's
hyperautoimmunity damages is chemical hypersensitivity, poly or multiple
chemical sensitivity syndrome, "aroma sensitivity" etc.

To save words this article will use hyperautoimmunity to denote disease and
pathology caused by autoimmune attack deriving from
hypersensitivity/hyperautoimmunicity. The common ground/common immunologic
event shared by aspartame and Lyme Disease is that the hypersensitivity that
is induced is largely caused by denatured human protein interacting with the
human immune system in either case. This leads to striking interactivity
between the two diseases on one hand and similar therapeutic hardships for
the afflicted patient on the other. It is about equally hard to find a
competent medical caregiver for either condition in the US because the
available information just isn't put to the attention of most physicians in
a credible manner. To treat either condition effectively requires a large
measure of courage as well as independent expertise even though the
treatments are logical, simple, safe and avail the patient immense benefit.

It seems quite overlooked that the hyperautoimmuninicity stimulated by the
treponema and the resulting hyperautoimmunity are the major cause of the
various symptoms of Lyme Disease. This explains why, what usually might be
considered an adequate antimicrobial approach for more straight forward
infectious processes is found to be inadequate for Lyme Disease. It can also
explain why that from the earliest experiences with Lyme Disease in the US
until the present time that the patients most grievously afflicted by Lyme
Disease and who are urgently in need of treatment for it are highly likely
to be serologically negative and test negative for Lyme Disease. Experienced
centers that treat significant volumes of Lyme disease cases have coined
this phenomenon "sero negative Lyme disease" because a majority of the
patients most grieviously afflicted by Lyme disease are indeed sero
negative.

One such clinic performed a follow through search for live organisms on
their cases and were able to culture Lyme treponema in 91% of sero
negatives. Remarkable confirmation because isolating the organism is a
highly technical task.

Three known biological mechanisms explain sero negativity in active Lyme
disease.

First: Since hypersensitivity/hyper autoimmunity is the pathophysiologic
mechanism the damages can be produced rapidly and in response to a minuscule
innoculum. Second: Hypersensitivity results from production of abnormal
amounts of abnormal IGG which forms an "IGG blockade" to sero positivity.

Commenting on the Battle of Seattle, Newsweek wrote, "One of the most
important lessons of Seattle is that there are now two visions of
globalization on offer, one led by commerce, one by social activism."
Globalization from below's vision has been articulated in scores of
international statements and above all in the movement's own actions. The
following summary is designed to provide a win-win framework for the many
constituencies converging into globalization from below, providing ways that
their needs, concerns, and interests can be complementary rather than
contradictory.

1. Level labor, environmental, social, and human rights conditions upward.
Globalization from above is creating a race to the bottom, an economic war
of all against all in which each workforce, community, and country is forced
to compete by offering lower labor, social, environmental, and human rights
conditions. The result is impoverishment, inequality, volatility,
degradation of democracy, and environmental destruction. Halting the race to
the bottom requires raising labor, environmental, social, and human rights
conditions for those at the bottom. Such upward leveling can start with
specific struggles to raise conditions for those who are being driven
downward. Ultimately, minimum environmental, labor, social, and human rights
standards must be incorporated in national and international law. Such
standards protect communities and countries from the pressure to compete by
sacrificing their rights and environment. Rising conditions for those at the
bottom can also expand employment and markets and generate a virtuous circle
of economic growth.

2. Democratize institutions at every level from local to global.
Globalization from above has restricted the power of self-government for
people all over the world. At the heart of globalization from below lies
democratization—making institutions accountable to those they affect.

3. Make decisions as close as possible to those they affect. The movement
for globalization from below should aim to construct a multilevel global
economy. In accordance with the subsidiarity principle, power and initiative
should be concentrated at as low a level as possible, with higher-level
regulation established where and only where necessary. This approach
envisions relatively self-reliant, self-governing communities, states,
provinces, countries, and regions, with global regulation only sufficient to
protect the environment, redistribute resources, block the race to the
bottom, and perform other essential functions.

4. Equalize global wealth and power. The current gap between the global rich
and poor is unacceptable; it is unconscionable to act as if it can be a
permanent feature of the global economy. It is equally unacceptable to
assume that the rich countries of the world can call all the shots regarding
the global economy’s future. Policy at every level should prioritize
economic advancement of the most oppressed and exploited people, including
women, immigrants, racial and ethnic minorities, and indigenous peoples. It
should increase power, capability, resources, and income for those at the
bottom.

5. Convert the global economy to environmental sustainability. The world is
in the midst of a global environmental catastrophe. Ill-conceived economic
activity is disrupting the basic balances of climate and ecology on which
human life depends. Globalization is rapidly accelerating that ongoing
catastrophe. The sources of environmental destruction lie primarily in the
wrongly developed countries of the North and in the activities of global
corporations in the South. The only way to reverse this catastrophe is to
halt the present dynamic of globalization and meet human needs by
technologies and social practices that progressively reduce the negative
impact of the economy on the environment.

6. Create prosperity by meeting human and environmental needs. Today, an
estimated 1 billion people are unemployed. Millions are forced to leave
rural areas and migrate to cities or around the world seeking work.
Meanwhile, the world’s vast need for goods and services to alleviate poverty
and to reconstruct society on an environmentally sustainable basis goes
unmet. A goal of economic policy at every level must be

DOES U.S. INTERVENTION OVERSEAS BREED TERRORISM?
   The Historical Record

Executive Summary

According to Secretary of State Madeleine Albright, terrorism is the most
important threat the United States and the world face as the 21st century
begins. High-level U.S. officials have acknowledged that terrorists are now
more likely to be able to obtain and use nuclear, chemical, and biological
weapons than ever before.

Yet most attention has been focused on combating terrorism by deterring and
disrupting it beforehand and retaliating against it after the fact. Less
attention has been paid to what motivates terrorists to launch attacks.
According to the Pentagon's Defense Science Board, a strong correlation
exists between U.S. involvement in international situations and an increase
in terrorist attacks against the United States. President Clinton has also
acknowledged that link. The board, however, has provided no empirical data
to support its conclusion. This paper fills that gap by citing many
examples of terrorist attacks on the United States in retaliation for U.S.
intervention overseas. The numerous incidents cataloged suggest that the
United States could reduce the chances of such devastating--and potentially
catastrophic--terrorist attacks by adopting a policy of military restraint
overseas.

More than 10 years ago, federal officials boldly claimed that they would
create a 'drug-free America by 1995.' To reach that objective, Congress
spent billions on police, prosecutors, drug courts, and prisons. Despite
millions of arrests and countless seizures, America is not drug free.
Illegal drugs are as readily available today as ever before. Drug
prohibition has proven to be a costly failure. Like alcohol prohibition,
drug prohibition has created more problems than it has solved. The drug war
has destroyed the lives of inner-city residents, corrupted law enforcement,
and distorted our foreign policy. Yet drug prohibition is still seen as a
viable strategy by our political leaders. Paradoxically, alternative drug
policies—such as legalization—fall outside of the parameters of serious
debate in our nation's capital. No one maintains that drug legalization
would be a panacea. There is no question that drug abuse would continue to
be a problem even in the face of legalization. But drug prohibition is a
blunderbuss approach that treats Americans with very little respect. It
treats them like children. It is time to deal with adult drug use in a more
open, honest, and mature manner. The drug war has been given a chance to
work, but it has failed miserably. Timothy Lynch is associate director of
the Cato Institute's Center for Constitutional Studies and a graduate of

The controversial book Arming America has the facts all wrong.

Arming America: The Origins of a National Gun Culture, by Michael A.
Bellesiles, New York:
Alfred A. Knopf, 640 pages, $30

Five months before the publication of Arming America, without seeing the
text, The New York
Times endorsed its author’s claim that few guns, let alone a gun culture,
existed in America prior to the Civil War. This was just the beginning of
the media blitz that would greet the book. A glowing treatment by Garry
Wills adorned the cover of The New York Times Book Review; congratulatory
reviews appeared in The Washington Post, the Chicago Tribune, and other
papers; the author, Emory University historian Michael Bellesiles, was
interviewed on National Public Radio and had an essay in The Chronicle of
Higher Education. Reviewers have hailed Arming America as a "myth-buster"
that "changes everything," a book destined to raise the gun control debate
to a more "fact-based and rational level."

If the point at which America became a "gun culture" seems too academic an
issue to arouse such intense excitement, the tributes on the book’s dust
jacket make it clear that something else is afoot. "Thinking people who
deplore Americans’ addiction to gun violence have been waiting a long time
for this information," says Stewart Udall, the former congressman and
secretary of the interior. For those still uncertain why thinking people
have been waiting for this, or what the "everything" is that has changed,
Cornell University historian Michael Kammen cites the book’s "inescapable
policy implications." As those blurbs suggest, Arming America has been
enthusiastically embraced by gun control advocates as an aid in their
effort to persuade Americans (and their courts) that they do not have, and
never have had, a constitutional right to be armed.

Any book that can raise the level of debate on any subject, especially one
as emotional as gun control, is certainly welcome. The key to a book’s
value, however, is not whether its findings are those any of us "have been
waiting a long time for" but whether they are, in fact, correct. Before
considering whether Arming America has indeed shattered a myth, it might be
helpful to reflect on why gun control advocates are so excited about a book
that, even if accurate, seems only tangentially related to their cause.

Behind the hype is the cantankerous debate over the meaning of the Second
Amendment’s single
sentence: "A well regulated Militia being necessary to the security of a
free State, the right of the people to keep and bear Arms, shall not be
infringed." This debate has fallen prey to a passionate political agenda.
Proponents of gun control are convinced that guns in the hands of
individuals are to blame for violence in America. Their effort to strictly
control, if not eliminate, those guns conflicts with the belief held by
most Americans that "the right of the people to keep and bear arms" applies
to them. Hence the Second Amendment has been subjected to intense and
critical scrutiny.

Some commentators have argued that the awkwardly worded article guarantees
only members of a well-regulated militia, such as today’s National Guard, a
right to be armed. According to this view, the amendment protects a
"collective right" for particular groups. By 1975 the issue had become so
confused that the members of an American Bar Association committee charged
with sorting it out threw up their hands and announced, "It is doubtful
that the Founding Fathers had any intent in mind with regard to the meaning
of this Amendment."

Since then scholars from various fields have delved into the matter and
found overwhelming
contemporary evidence that the Founders inherited and meant to guarantee an
individual right, and none to support the notion that a collective right
was intended. This body of work has persuaded such eminent constitutional
scholars as Lawrence Tribe and Leonard Levy that the Second Amendment
protects an individual right.

Opponents of this view have come up with new, increasingly tenuous
arguments. First came the claim that the phrase bear arms was used
exclusively in a military context, so its inclusion in the Second Amendment
must refer only to militia members. Yet in early American discourse, bear
arms often referred to simply carrying a weapon, as a 1998 Supreme Court
decision found it still does. (The Second Amendment, of course, also
protects a right to "keep" arms, but so far there has been no attempt to
redefine keep.) Next came the theory of Carl Bogus, an employee of Handgun
Control Inc., that the Second Amendment was the result of a conspiracy
between Northern and Southern states to guarantee weapons to keep slaves
under control. Among the problems with the Bogus approach is the absence of
any direct evidence for such a conspiracy. Then there was the "comma

  The bloody incident of shooting three Serb street protesters
  in the town of Leposavic, Kosovo, on last Saturday by Belgian
  soldiers in NATO uniforms, is another strong reminder to the
  world of the crimes the US led NATO invaders of Kosovo
  are committing daily, which most of the time unreported.

  The cleansing of the 300,000 Serb, Roma, Jews, Muslim
  Slavs and other unwanted human species in the Serbian
  Province of Kosovo and Metohija since its occupation by
  the US-KLA-UN-NATO forces in June 1,1999, carried out
  by the US trained and armed KLA thugs, has all the time
  been supervised, abetted and directly supported by the
  Western governments. The vandalized Serb Orthodox
  churches and medieval monasteries, beating and killing
  of the monks and nuns, some nuns even being raped  by the
  Albanian mobs, and all such atrocities taking place in front
  of the 50,000 NATO troops, thousands of international police
  force, in addition to a motley army of Western "observers",
  humanitarian and other operatives, media, etc., testify to the
  fact the pogrom on the above non-Albanian population there
  is all but by accident. It is approved, directed and supported
  by the Western governments, including your government,
  designed to purge the Serbs, and other unwanted ethnic groups
  from the territory the US and Germany earmarked for their major
  Balkan post on the crusade trail to the Caspean Sea, Middle
  East and Russian underbelly, all the way to the Cinese western
  borders.

  So what a big deal if a few unarmed Serbs are killed by the
  Belgian warriors in the street of Leposavic, in defense of the
  US and German interests in the Balkans. As your officer,
  Lieutenant Colonel Alban Desgrees Delou, sarcastically said
  that the Serbs were killed "by accident- the warning bullets in the air
  ricocheted" ( and found way to the victims' hearts!).

  I would like to remind you of your country's hosting the most vicious
  force in the world history, the NATO monster, and may feel proud and
  (falsely) strong.Your government, perhaps not your people so much,
  does not remember the lessons of WWW I and WWW II, the humilation
  and destruction of Belgium by the Nazi fathers of the Germans your
  country now so subserviently supports and does all dirty work for, like
  the one mentioned above. Now, clinging to the German skirt, you may
  feel bold and powerful under its shield, shooting at the defenseless
  Serbs at their doorstep. But, remember, the day you will be chained
  by your ruthless German ally on the east side, and the other on the
  remote Atlantic shores- the USA, is coming soon. Belgium and other
  Western pilot fish accompanying the German shark, will sooner or later
  end up in its belly.

  In the meantime, have your President hand out badges for courage to
  the resolute Belgium soldiers, who risked their lives in the line of
duty,
  by shooting three Serb civilians in the Town of Leposavici, located
  within an earshot from the Trepcha smelter, the daredevils from the
  British KFOR coningent raided and seized in August 2000, to secure
  the future income of $5 million a day for the US corporations.

  In the closing I can express my solidarity with the people of Belgium,
  who will undeseredly pay the high price for letting their government
  rein them into the German Chariot of War.

The important debate on global warming under UN auspices provides
but a
partial picture of climate change; in addition to the devastating
impacts of
greenhouse gas emissions on the ozone layer, the World's climate
can now be
modified as part of a new generation of sophisticated "non-lethal
weapons."
Both the Americans and the Russians have developed capabilities to
manipulate
the World's climate.
In the US, the technology is being perfected under the
High-frequency Active
Aural Research Program (HAARP) as part of the ("Star Wars")
Strategic Defence
Initiative (SDI). Recent scientific evidence suggests that HAARP is
fully
operational and has the ability of potentially triggering floods,
droughts,
hurricanes and earthquakes.


HAARP is a mass destructive weapons - not part of any negotiations
From a military standpoint, HAARP is a weapon of mass destruction.
Potentially, it constitutes an instrument of conquest capable of
selectively
destabilising agricultural and ecological systems of entire
regions.
While there is no evidence that this deadly technology has been
used, surely
the United Nations should be addressing the issue of "environmental
warfare"
alongside the debate on the climatic impacts of greenhouse gases.
Despite a vast body of scientific knowledge, the issue of
deliberate climatic
manipulations for military use has never been explicitly part of
the UN
agenda on climate change. Neither the official delegations nor the
environmental action groups participating in the Hague Conference
on Climate
Change (CO6) (November 2000) have raised the broad issue of
"weather warfare"
or "environmental modification techniques (ENMOD)" as relevant to
an
understanding of climate change.
The clash between official negotiators, environmentalists and
American
business lobbies has centered on Washington's outright refusal to
abide by
commitments on carbon dioxide reduction targets under the 1997
Kyoto
protocol.(1) The impacts of military technologies on the World's
climate are
not an object of discussion or concern. Narrowly confined to
greenhouse
gases, the ongoing debate on climate change serves Washington's
strategic and
defense objectives.


"Weather warfare"
World renowned scientist Dr. Rosalie Bertell confirms that "US
military
scientists · are working on weather systems as a potential weapon.
The
methods include the enhancing of storms and the diverting of vapor
rivers in
the Earth's atmosphere to produce targeted droughts or floods."(2)
Already in the 1970s, former National Security advisor Zbigniew
Brzezinski
had foreseen in his book "Between Two Ages" that:
"Technology will make available, to the leaders of major nations,
techniques
for conducting secret warfare, of which only a bare minimum of the
security
forces need be appraised... [T]echniques of weather modification
could be
employed to produce prolonged periods of drought or storm. "
Marc Filterman, a former French military officer, outlines several
types of
"unconventional weapons" using radio frequencies. He refers to
"weather war,"
indicating that the U.S. and the Soviet Union had already "mastered
the
know-how needed to unleash sudden climate changes (hurricanes,
drought) in
the early 1980s." (3) These technologies make it "possible to
trigger
atmospheric disturbances by using Extremely Low Frequency (ELF)
radar
[waves]." (4)
A simulation study of future defense "scenarios" commissioned for
the US Air
Force calls for: "US aerospace forces to 'own the weather' by
capitalizing on
emerging technologies and focusing development of those
technologies to
war-fighting applications." From enhancing friendly operations or
disrupting
those of the enemy via small-scale tailoring of natural weather
patterns to
complete dominance of global communications and counterspace
control,
weather-modification offers the war fighter a wide-range of
possible options
to defeat or coerce an adversary. In the

So you have been told the alleged Election is over with? At least fifteen State Electors are planning to flip over from George W. Bush to Albert Gore, Jr., to bring the Electoral College vote in harmony with the national popular vote plurality won by Gore. In most states, the State Electors are NOT mandated to vote like robots for the Presidential candidate to whom they are supposedly pledged. Unlike most every other industrialized nation, the U.S. has NO DIRECT VOTE for President and Vice President. Set up because the elite rulers do not trust the common people of the nation, a screening committee, called the Electoral College, is in the middle. Furthermore, a sizeable number of the Founding Fathers who provided for the Electoral College were slave-owners and wanted to be able to be heard in the Central Government even from the ru!
ral areas.

 Gore was supposedly laid low by the highly contradictory, vague, and nebulous decision of what some call "The Gang of Five" on the U.S. Supreme Court. Thereafter, the oil-soaked monopoly press began falsely and prematurely calling Bush as "President-Elect". The U.S. Constitution, Article 2, Section 1, together with the 12th Amendment as revised by the 20th Amendment provides for a procedure in January, following the purported "Election"

 As to the State Electors in the December following the purported "Election" "And they shall make a List of all the Persons voted for, and of the Number of Votes for each; which List they shall sign and certify, and transmit SEALED to the Seat of the Government of the United States, directed to the PRESIDENT OF THE SENATE. THE PRESIDENT OF THE SENATE SHALL, in the Presence of the Senate and House of Representatives, OPEN ALL THE CERTIFICATES, and the Votes shall be counted. The Person having the greatest Number of Votes SHALL BE THE PRESIDENT, IF SUCH NUMBER BE A MAJORITY of the whole Number of the Electors appointed" Pertinent portion of U.S. Constitution, Art.2, Sec.1. (Emphasis added.) It should be pointed out there are provisions for challenges in Congress to the vote of the State Electors which means a person does not automatically become President-Elect when the SEALED votes are received by the PRESIDENT OF THE SENA!
TE who happens to be Vice President Gore. To mislead the common people, the liars and whores of the Press in December began falsely calling Bush as "President-Elect".

 Under the procedures of the Constitution, currently 270 Electoral Votes are the minimum for "President-Elect" who becomes PRESIDENT upon the later Inauguration. Knowledgeable sources in Tennessee are contending that to defraud the state's Electoral Vote and humiliate Gore in his home state, 300 thousand Gore ballots were stolen. They are threatening to bring the same to the Congress when the SEALED alleged State Electoral ballots from all over the nation are turned over to the President of the Senate. [In a somewhat similar situation in 1801, Thomas Jefferson as the President of the Senate did NOT disqualify himself as to ballots for himself as U.S. President.]

 All during the 20th Century there was no real problem as to the Electoral College vote. So people wrongly presumed the popular vote is automatically the Electoral vote. In the 19th Century, however, there were several crisis-creating situations. The most serious was the Election of 1876,Samuel Tilden, Democrat for President running against Rutherford B. Hayes, Republican. As I have earlier stated, the year 2000 Presidential Election seems to be a near identical copy, strangely, of the book "1876" by Gore Vidal [a third cousin on the outs with Albert Gore, Jr.]. First published during the Bicentennial/Centennial 1976, it was re-issued in softcover just before the 2000 alleged Election.

 Is the book simply prophetic or what? The language in the book relates to what happened when Congress set up the Electoral Commission, to meet in chambers of the U.S. Supreme Court, to investigate charges of a fraudulent election which also revolved then, as now, about Florida

"For one thing, the commission has never seriously tried to examine any of the initial voting frauds in Florida. The Republican case is based on the fact that the Hayes returns are the only valid ones because they have been signed by the carpetbag Republican governor of the state, while those favouring Tilden were only signed by the state's attorney general. Currently, Florida's Republican governor is candidate Bush's brother, Jeb Bush, while the Florida Attorney General is a Democrat who opposed candidate Bush in the Courts.

Israeli and Palestinian delegations are expected to go to Washington this week to try to find common ground that could pave the way for a peace summit. LONDON, Dec. 16 –– George W. Bush has been a jet fighter pilot, a business owner, and chief executive of a state bigger than most European countries. But across Europe, the president-elect is known primarily for something else: "He's the world champion executioner," said former French justice minister Robert Badinter. "He is a horrible symbol of your mania for the death penalty." 
"What we know about the new president," echoed Claudia Roth, a member of the German Parliament, "is just two things. He is the son of President Bush, and he has sent 150 people to their death in Texas, including the mentally ill."
However successful the president-elect may be in his push for "reconciliation and healing" back home, he is facing political fire in Europe because of his close identification with a practice that people here widely consider barbaric. On a continent where capital punishment has been designated an abuse on par with torture and genocide--all three are banned by the European Convention on Human Rights, signed by 34 countries--George W. Bush is seen as one of its leading proponents.
It is no passing concern here. Most U.S. executions get more coverage in the European media than at home. Students hold noisy campus rallies denouncing Texas, the state that leads the nation in executions. European politicians regularly cross the Atlantic to meet with death-row inmates, amid great publicity back home.
Accordingly, some death-penalty opponents have welcomed the Texas governor's political promotion on the theory that it will make their case more visible. "From a campaigning perspective, it's useful to have the most identifiable villain in the White House," said Chris Stalker of the British branch of Amnesty International. Stalker said Bush will "have a lot of trouble on this when he comes here" in the form of demonstrations.
In a recent conversation, a German diplomat said both officials and the public in his country are deeply troubled by the number of people executed in Texas and the issue of capital punishment is likely to continue to dog Bush in Europe. He said the issue is likely to sufficiently animate the public to bring people on to the streets when Bush visits, and predicted that European politicians will raise the issue in meetings with the new president.
Most of the criticism in Europe comes from the political left, but this is an issue on which conservatives, too, tend to criticize the United States. When a 6-year-old shot and killed a first-grade classmate in Michigan in February, the arch-conservative British tabloid the Sun editorialized that the most likely American response would be to build a kiddie-size electric chair. The Daily Mail, the farthest right of the British newspapers, noted acidly in a profile of Bush last week that he is "best known for signing 153 death warrants."
Dan Bartlett, a Bush spokesman, said the president-elect looks forward to working with foreign leaders despite the disagreement on capital punishment. "Governor Bush believes that capital punishment ultimately saves lives and reduces crime," Bartlett said.
Bush "was sworn to uphold the laws of the state of Texas and he took his responsibility with regard to the death penalty very seriously, and performed the duties that he was sworn to uphold," Barlett said. "He understands that people can respectfully disagree on the issue, but he remains steadfast in his belief that it can reduce crime and save lives."
Those who disagree in Europe are not always so respectful.
Consider the repartee of Jeff and Stacey Lardburger, a fictional American couple who appear on the satirical British TV show "Big Breakfast." The Lardburgers fit all the classic European stereotypes of Americans: They are fat, crude and ignorant, and they argue all the time. Last week, Jeff Lardburger hurled a new threat at his wife: "Button it . . . or I'll sendya to Texas and putya in the chair."
A front page cartoon in the British newspaper the Guardian on Thursday showed a stockbroker with the message "Bush wins" on his computer screen sending frantic investment advice to clients: "Buy Lethal Injections!"
There are clearly political points to be won in Europe by opposing capital punishment in the United States, which is one reason politicians here routinely cross the Atlantic to meet the condemned.
When French Education Minister Jack Lang was preparing to run for mayor of Paris, he traveled to Texas to talk with convicted murderer Odell Barnes Jr., who was executed on March 1, still declaring his innocence. Similarly, Germany's Roth traveled to Arizona last year to talk with two convicted murderers, Karl and Walter LaGrand, before their execution.

This is quite simply untrue. You really need to read more
anthropology.

Quite true.  If you study anthropology you find that most aboriginal
people functioned quite well with self rule in spite of not having any

follow its teachings that I could have stoned to death my ex for

I read this article with great interest.  While a case may be
made for drug testing pilots, and certain others in the transportation
industry, two things should be pointed out.  First, marijuana metabolites
are detectable in the body for up to 8 weeks after use, long after any
effects have worn off and long after much more dangerous drugs are
undetectable (1 -7 days).  This encourages the use of harder drugs
because they are less detectable.  Second, eating some commercially
available health foods can cause a positive result for marijuana.  I
refer you to the "Journal of Analytical Toxicology", vol 21, July/August
1997.  Once a positive test result is obtained, it is impossible to
remove the "taint".
I am not adverse to drug testing where absolutely necessary, but
I do question why 75% of blue collar jobs advertised require a drug
screening before employment, and often random testing thereafter, while
very few management or executive jobs have that requirement even at the
same company.   Elected officials at all levels are excluded from drug
testing.  Most public school teachers, at least in Oregon, are also not
tested.  Why is it considered a necessity to test my Burger Flipper, but
not my elected representatives?  Why is it that there is a push to test
my children but not their teachers?
Like Prohibition, the time has come to end this madness.  The
Drug War is costing us billions every year, yet any 12 year old can show
you where to buy drugs.  Over 50% of our prison population are nonviolent
drug offenders, many incarcerated for simple possession of drugs.  Nine
of our states have legalized the use of marijuana for medical purposes,
but these legal users are barred from employment by "Zero Tolerance" drug
testing programs that the federal government has encouraged in private
industry.  It is time to stop the madness aimed at the poorest segments
of our society, the minimum wage and blue collar workers.

001862.  Peters inducted into Air Force Order of the Sword

WASHINGTON (AFPN) -- Hailed as a strong advocate and leader of the enlisted
corps, Secretary of the Air Force F. Whitten Peters was formally inducted
into the Air Force Order of the Sword in a ceremony Dec. 16 at Andrews Air
Force Base, Md.

Peters becomes the seventh recipient of the Air Force Order of the Sword,
which is the highest honor and tribute that the enlisted corps can convey to
an individual.

"No secretary has been closer to the troops or understood their concerns
better, and no secretary has battled more zealously before a sometimes
reluctant Congress on behalf of our Air Force," said former Chief Master
Sgt. of the Air Force Eric Benken, speaking before an audience of nearly
1,000 distinguished guests and enlisted members from throughout the Air
Force.  Current Chief Master Sgt. of the Air Force Jim Finch hosted the
ceremony.

The secretary was cited for his role in the Air Force's transition to an
expeditionary aerospace force, his strong advocacy for increased pay and
quality of life initiatives, and for a "proud and enduring identity."  As
secretary, he is responsible for ensuring the Air Force can meet its current
and future missions, and oversees 700,000 men and women of the Air Force's
total force and an annual budget of $71 billion.

"Thank you so much for this tremendous honor," Peters said.  "I am truly
privileged to be standing before you.  I can think of no honor that will
ever mean more to me than the one bestowed."

The secretary quoted Mark Twain, and said, "If you see a turtle sitting on
top of a high fence post, there is one thing you can be sure of, he didn't
get there on his own.

"What's true of turtles is equally true of secretaries of the Air Force," he
said.  "I know I didn't get to the top of this fence post by myself.  To
everyone with whom I have shared the past three years, let me say I wish I
could find an adequate way to express my admiration and gratitude for what
you have done with me and for me.

"Most of all, I am honored to receive this distinction from you, the
enlisted men and women of America's Air Force, heroes of the first order,
and a group of people you just can't fool," Peters said.

"For 53 years, our enlisted men and women have been building the world's
best aerospace force and I truly believe we 'ain't seen nothing yet.'  You
are truly the envy of the world."

The evening's events included a demonstration by the U.S. Air Force Drill
Team, and entertainment by the Air Force's Strolling Strings.

The Order of the Sword is patterned after two orders of chivalry founded in
Europe during the Middle Ages -- the Royal Order of the Sword and the
Swedish Military Order of the Sword.  Both orders are still in existence
today.

WASHINGTON (AFPN) -- Bank of America is saying "enough is enough" and taking
action this month on delinquent government travel cardholders, terminating
those accounts with balances more than 120 days past due.

"Since the government travel card program was implemented in October 1998,
the bank has written off about $8 million in bad debt owed by Air Force
members," said Col. Greg Morgan, director, accounting, banking and
comptroller support at the air staff.

"(BOA has) been losing about $250,000 a month," he said. "That's the amount
that Air Force members owe and never pay.  The bank has been taking this
loss but has decided to uphold the contract terms and exercise their option
to terminate those delinquent accounts."

The number of Air Force members who have accounts written off total less
than 2 percent of the force's active cardholders, but the impact in terms of
members' financial reputation and to the service is much higher, Morgan
said.

"We cannot stress enough that people need to take responsibility for their
financial obligations. That's the bottom line," Morgan said. "Your financial
reputation is critical.  It can either help you or hurt you."

It shouldn't be a surprise to those whose cards are being terminated, Morgan
said.  "The bank has notified people about past due balances, but they are
no longer going to be lenient."  BOA intends to suspend accounts at 60 days,
cancel accounts at 120 days and report to credit bureaus at 181 days if the
card balance is still unpaid.

For those whose cards are terminated, the repercussions can be enormous.
"The bank is not obligated to renew or issue them another travel card,"
Morgan said. "Also, the action will be reflected on their personal credit
reports if amounts are left unpaid."

The loss of the card can also impact the person's ability to conduct the Air
Force's mission, Morgan said. "You may have a person who has had their card
terminated and has to go (on temporary duty); that person will have to use
personal funds to cover their expenses or else try to obtain a cash

Wherever he goes, people hail Colin Powell as the four-star general who
masterminded the lopsided U.S. victory over Saddam Hussein. Some say Powell
is an icon and compare him to Gen. Dwight D. Eisenhower. Many view him as a
serious contender for the Presidency of the United States. Powell is no icon
and he is certainly not an Eisenhower. His "monumental victory" in the
Persian Gulf is a myth. Yes, on the surface, Powell's Gulf War strategy
appears to have been brilliant. With the support of a 30 country coalition
and untold billions of dollars, Powell organized half a million U.S.
personnel and with almost no causalities gunned down tens of thousands of
Saddam's Iraqi invaders. His armies then easily drove what was left of
Saddam's army out of Kuwait.
So, if Powell's strategy was so brilliant, why has Saddam Hussein outlasted
Bush and why is Saddam the head of a formidable army that is still
threatening Kuwait? The reality of Powell's hollow victory rushes straight to
the surface with the simple fact that the Gulf War ended inconclusively. Why
didn't Powell, as chairman of the Joint Chiefs of Staff, insist that
President Bush demand the unconditional surrender and total destruction of
Saddam's military capability? Just imagine what the state of the world would
be today if Eisenhower had agreed to stop the war against Hitler after the
Nazis were forced out of Western Europe during WWII.
Where was the great "icon" when Secretary of Defense Les Aspen was refusing
to send a handful of tanks to protect American forces in Somalia for fear of
negative political spin in Congress? Why did Powell and his deputies refrain
from publicly expressing any concern or outrage about Aspen's deadly
political decision that resulted in the decimation of a U.S. ranger company
and elite Delta Force operatives? The answer is in a Senate Armed Services
Committee report into the incident. The report criticized Powell and his
staff for bending to political pressure by making a decision against sending
AC-130 gunships to support the American troops.
An October 30, 1995 political poll revealed that Powell would vault ahead of
Republican presidential front runner Senator Robert Dole should the retired
general decide to run for president. Behind the scenes, former President
George Bush is privately cheerleading for the man he appointed chairman of
the Joint Chiefs of Staff. Political power brokers and mentors of Powell,
such as Frank Carlucci, Casper Weinberger and Richard Armitage, are also
lending their influential support. The all-powerful Establishment media has
effectively blown a blizzard of free publicity to the man many in Washington
consider "the insider's insider." Couple that with Powell's uncanny ability
to attract supporters largely unaware of his fundamental viewpoints and his
true history as a military officer and it becomes apparent just how
formidable a Powell presidential candidacy could be.
Consequently, all voters should take a closer look at the man who could be
chosen to lead our country into the 21st century - a man one Washington
observer likened to a thoroughbred horse about to be entered into a race for
which he has been skillfully groomed. As an Army officer, Powell's superiors
considered him a consummate "team player." They could count on Powell to haul
their water despite any contradictory feelings he may have had. Powell's
blind loyalty was demonstrated during a second tour in Vietnam (1968-1969),
where as deputy assistant chief of staff for operations G-3 at Americal
Division headquarters in Chu Lai, he was asked to handle a potentially
embarrassing letter a young soldier had written to Gen. Creighton Abrams,
commander of all U.S. forces in Vietnam.
The soldier had written about rumors of a massacre that Americal Division
soldiers had committed in the hamlet of My Lai 4 in South Vietnam. Although
he did not mention My Lai in the letter, the soldier complained that Americal
soldiers were indiscriminately killing Vietnamese civilians. Such acts, the
young soldier warned, "are carried on at entire unit levels and thereby
acquire the aspect of sanctioned policy."
Several days after he received a copy of the letter, Powell sent a memo to
his superior, the adjutant general, making the outrageous claim that the
young soldier had not given enough specifics upon which to base an inquiry.
The purposely blind Powell said the soldier's charges were false except for
"isolated instances." He wrote that "relations between American soldiers and
the Vietnamese are excellent." Powell's damage control efforts soon proved
fruitless and the My Lai massacre burst onto the world stage like an atomic
explosion, severely damaging the U.S. war effort in Vietnam. On the orders of

America's President-elect, George W. Bush, held an investment in a company that leased 
a chain of psychiatric hospitals where patients died and the conditions were so 
appalling that many were shut down, The Observer reveals today.
The hospital chain - Charter Behavioral Health Systems - was exposed by a CBS 
television documentary last year after the deaths were reported. CBS had filmed 
widespread malpractices, acknowledged by government regulators. This led to a criminal 
investigation of Charter, which continues.

What was not revealed was the fact that Charter's hospitals were leased to the company 
by a property trust, Crescent, in which Bush purchased shares in 1994.

The Charter connection leads to the heart of Bush's business network in Texas. 
Crescent was founded by his closest business partner and the man who made him rich: 
genius investor and Texas bil lionaire Richard Rainwater. Rainwater was the major 
investor with whom Bush bought into the Texas Rangers baseball team in 1989 during his 
father's presidency. The investment was the source of Bush's biggest windfall and his 
folk hero status in Texas. He sold the baseball stock for a profit of $14.9 million, 
and Rainwater became part of the Bush circle.

Bush sold his shares in Crescent at a profit of $114,000 in 1988, after they had been 
put into a blind trust following his election to the governorship of Texas in 1994.

The Charter hospital scandal connects Bush's Crescent investment to the squalid story 
of its tenant's hospitals, and focuses attention on policies to which the Bush 
administration in Texas has been committed - self-regulation in private health care, 
the environment, energy and guns .

There was no reason why, or suggestion that, either Bush or Rainwater knew what was 
happening inside Charter's hospitals. Charter filed for bankruptcy earlier this year.

During the election hiatus, Bush's Vice-President-elect, Dick Cheney, committed the 
upcoming administration to forging ahead with its proposals for reducing government's 
role in health care.

Rainwater's office referred The Observer' s calls to Crescent, where a spokeswoman, 
Sandra Porter, said Charter was a tenant and separate from the property company, as 
was Crescent Operating.

Crescent was 'not calling the shots' in Charter hospitals, but acting only as 
landlord. Crescent, she said, 'works in partnership with people that we believe to be 
experts in what they are doing' .

What is prompting the sustained homosexual attack on the Boy scouts, and now
girl scouts of America? Why do the radical queers find it so necessary to
infiltrate organizations founded on Godly principles?

I think I know why. They are casting a net for America’s youth. They are like
a lion on the edge of the tall grass seeking the young antelope. They have
for years, like the lion moved in for the kill ever so slowly, and then when
the time is right, as the lion makes it’s move at maximum speed, the queers
have also stepped out from among the tall grass and are racing toward
America’s youth to pounce on the future. The lion must eat to live another
day. The queer must evangelize lest his way of life wither as a dying flower.

South Florida's War on the Boy Scouts

"The presidential recount isn't the only voting controversy in Broward
County, Fla.  On November 16, the Broward County school board voted
unanimously to ban the Boy Scouts from its schools and buses because the
organization bars homosexual leaders.   The school board's 9-0 ruling comes
six weeks after the United Way of Broward County announced that, beginning
in 2002, the South Florida Boy Scouts will no longer be eligible for program
grants because the group discriminates against homosexuals."

On this day in 1791, our Bill of Rights, the first Ten Amendments,
were added to our Constitution. Many of the Founders objected to
listing the Bill or Rights as "amendments" because it might be
construed that such rights were subject to change. Indeed, those most
basic of rights are constantly being eroded -- particularly the Second
Amendment, which James Madison's appointee, Justice Joseph Story,
declared "... as the palladium of the liberties of a republic; since
it offers a strong moral check against the usurpation and arbitrary
power of rulers"

Let us all resolve to let no day pass without constant vigilance in
defense of our liberties!

In the news this week, Albert Gore conceded the presidency to George
W. Bush Wednesday night in a gracious speech exuding the confidence of
a man who knows 3 Bush electors will change their votes Monday when
they convene in each state to cast, in most cases, secret ballots.
Based on the performance of Gore and his minions thus far, The
Federalist is waiting until the electoral votes have been counted --
and recounted -- before accepting the finality of Gore's concession!

Do we think that the Algoristas could turn three electors pledged to
Mr. Bush?  Not likely, but they have an army of black-bag specialists
working deep background on Bush electors, looking for "little things"
that might give them pause. The voice on the other end of the phone
Sunday at midnight might say something like this: "Vote for Gore
tomorrow or pictures of you and Bobbie Sue will be on the Internet in
time for the evening news." (Disclaimer: This example is fiction. Any
similarity between this example and a real dalliance is purely
coincidental!)

The last elector to break ranks was in 1988, when a Dukakis elector
from West Virginia cast a vote for Lloyd Bentsen. Prior to that, both
Nixon and Ford had electors break their pledged support. In 1960, six
of John Kennedy's electors broke ranks. If Bush loses two electors to
any other candidate, the election is thrown to Congress. (Somebody
please sequester these folks until it's really over!)

Mr. Gore's Coup De Tort to overturn Mr. Bush's victory, after the
first (and only statutory) recount in Florida, hit an impermeable wall
Tuesday night, when the Supreme Court voted 7-2 (that's 78% of the
vote) that Florida's various standards for manual recounts violated
the U.S. Constitution's "equal-protection" clause -- that old 14th
Amendment The Federalist has been alluding to for weeks. The justices
also let the clock run out on any measure to create a uniform recount
standard.

"Seven Justices of the Court agree that there are constitutional
problems with the recount ordered by the Florida Supreme Court that
demand a remedy," said the U.S. High Court. "The only disagreement is
as to the remedy. ... None are more conscious of the vital limits on
judicial authority than are the members of this Court, and none stand
more in admiration of the Constitution's design to leave the selection
of the President to the people, through their legislatures, and to the
political sphere. When contending parties invoke the process of the
courts, however, it becomes our unsought responsibility to resolve the
federal and constitutional issues the judicial system has been forced
to confront. The judgment of the Supreme Court of Florida is reversed,
and the case is remanded for further proceedings not inconsistent with
this opinion."

In his dissenting opinion, Justice John Paul Stevens noted, "Although
we may never know with complete certainty the identity of the winner
of this year's presidential election, the identity of the loser is
perfectly clear. It is the Nation's confidence in the judge as an
impartial guardian of the rule of law."

of the questions 'pretty tricky.' But he seemed mainly concerned that

I guess I read the same history books as you because I see the Rome Analogy
all too well. At least for me, I think that Western Civilization as we know
it is roughly at the same point that Rome was in 180AD when Rome was still
able to fend off the "Barbarians" at the gate.

It wasn't funny when this recount debacle happened. But you guys didn't have
much of a choice either. I personally think that neither man is a worthy
character for the office of President. The thing I have never understood
about American politics (I am a Canadian, eh) is why isn't character
important?

I think it should be because character is what defines our actions and
thoughts. It seems to me that people saying it doesn't matter are usually
those who don't have it to begin with.

The only real question that should be asked of any national leader is this:
"Are you willing to put the interests of the NATION before those of your own,
your friends, the special interest groups that supported you, and your
political party?"

The problem is that most of those in power couldn't answer this one
truthfully.

Stand-up and Make the Difference

A senior Army NCO

I'm not one to normally air out dirty laundry in public. However, I've
recently read some articles on the Soldiers for the Truth web site that truly
concern me.

I am a Senior NCO with 14 years of service, currently serving in TRADOC. The
response to "CPT M's" letter of 22 NOV 00 by "a senior Army NCO" caused me to
stop and think.

I have often complained to Department of the Army, PERSCOM (otherwise known
as Branch) that I have not been overseas enough! Seems that every time I come
down on assignment orders, no one wants to leave Germany, or they just got to
Korea. Luck of the draw, I guess. So I end up moving my family all over CONUS
every two years.

But the real thing that gets me is that our Senior NCOs, across all services,
are finding it easier to just give up. Why not do those things that caused
you to pin-on in the first place? For most of us, it wasn't the money. It
wasn't the stress of added responsibilities. It was the opportunity to lead
young soldiers. To mentor, coach, and teach, just like someone did for us.

A lot of Senior NCOs find it easier to do the easy wrong over the hard right.
STAND UP! Tactfully tell the commanders, first sergeants, and sergeants major
how and why you are unable to accomplish a mission. Tell them what resources
you need and have them provide.

The first time you are unable to accomplish a mission because of lack of
resources and support from higher-ups, you'll get their attention.

With the large amounts of "surplus money" we created over the last eight
years, why can't someone give the money to the line units that need it so
desperately? Most of us have begun to live by the motto, "We have done so
much, for so long, with so little, that now we can do anything, forever, with
nothing." It's time to stop the madness.

Gulf War veterans that they may have been exposed to low levels of a nerve
agent in March 1991 when an Army unit destroyed a cache of Iraqi rockets

assistant for Gulf War illnesses, medical readiness and military deployments.

Navy: Survey Aid Social Engineering

Ed.: Having had much experience with ludicrous Army "touchy-feely" surveys, I
found this sailor's report humorous but revealing about today's military. Do
you think this anonymous survey did more than just waste valuable time? I
wished we would just concentrate on the mission and that our troops meet
established standards of performance and conduct, no matter what their race,
religion, origin or gender.

A Concerned Sailor

Working in an Admin Office on shore duty, I usually don't experience much
excitement but a recent survey made my blood boil.

We were told to answer about one hundred twenty four questions about sexual
harassment, discrimination, reverse discrimination, every conceivable
combination.

The survey was very time consuming and most just marked answers on the answer
sheet indiscriminately to be done with it. The Navy should get some
interesting results. It featured questions like:

1. "Have you ever heard anyone refer to a female as a "Dyke" when in
conversation with others?"

"Have you ever seen a Majority supervisor reward a majority subordinate over
a minority for the same job performance?"

"Have you seen a Female Supervisor rewarded over a Majority Male Supervisor
in spite of superior performance by the Majority Supervisor?"

One of the young minority females in the office asked our Chief to define a
minority. He answered: Anyone who wasn't white.

I found this a little offensive in itself but was really puzzled that the
young female didn't consider herself a minority until she was told so.

How will this revelation affect her attitude in the future? Will she now
consider herself a victim?

I find it strange that I am a majority, even though my command makeup makes
me just as much of a minority as anyone else. The makeup of my command is
more female than anything else.

My upper chain of command is composed of minorities. There is no majority
there, the numbers just don't add up. Most of the commands I've been at are
the same. I doubt that there is a white male majority in the military as a
whole. There are always going to be problems, but probably less so than
civilian society.

We live in an age of victims. Television feeds the attitude. Lawyer ads,
Politicians, talk shows and court shows all have one underlying theme: they
all center on the victim. Victims get attention in society.

And the feeling is if you're a minority, you must be a victim. Put a survey
with every conceivable circumstance in front of someone and force them to
complete it and they're liable to start thinking that they're a victim also.
And then their attitudes change and good workers become problem children.

Of the recent "A" school graduates at my command, all the female graduates
went to shore duty while all the males went to sea. What happened to equal
opportunity? It seems like reverse sexual discrimination. Shore duty is
suppose to be a reward after paying your dues at sea. As it is, many are
reaping an unearned reward and look for things to complain about. They have
no military bearing or self-discipline.

I think we have a pretty level playing field in the military and it's time to
stop treating every incidence of discrimination like an outbreak waiting to
happen. We have a system in place to deal with it, let it work and stop
putting the military under a microscope looking for every imperfection.

We're all a reflection of the society that spawned us in the first place,
maybe they need to be policing society attitudes and military attitudes will
fall into line accordingly.

Hopefully the incoming administration will give us a break on the social
engineering and let us concentrate on defense issues again'

Great Doctrine" approach to everything. This singular doctrine has managed to
control everything from War Fighting, Equipment procurement, and Training
that generally does not find complete fruition until many years after its
adoption. This is evident with the current swing to the Medium Brigades. The
entire Army structure will be turned upside down, not coming to completion
till approximately 2015. That is 15 years to develop, outfit, and prepare the
Army to conduct war in this new doctrine.

Economics Professor Michel Chossudovsky of the Univ. of Ottawa, Catherine
Austin Fitts, former managing Director Dillon Read and Ass't HUD Secretary,
FTW, using breakdowns of several USG law enforcement agencies all come to
the same figure $250 billion in drug money (gross receipts) are laundered
through the US Economy every year.

This is out of $500 billion retail sales worldwide of drugs. In other words
the U.S. competes for and actively gets half of all the drug money launder
business in the world. This is also at the heart of my USC lecture from
12/8/00.

The profits are handled in several ways but, as in the case of Colombia -
especially with the FARC - they accrete and, by compounding over decades
they become trillions of dollars.

I cannot emphasize strongly enough that people need to read the fabulous
two-part series from Le Monde earlier this year entitled, "Crime, The
World's Biggest Free Enterprise." Until people understand this they have not
grasped the significance of the drug trade. It is literally the motor-oil of
capitalism as presently constructed.

Whats the total capitalisation today of the US stock markets, Nasdaq and
NYSE?

How is the drug money from opium and heroin related to the the money
laundering racket, from Hong Kong to Swizerland?

closing" nothing was said about it.

Perception is not reliable. Psychology drives the stock markets more
than "perception". Thats why any smart programmer or analyst calls it a
casino. Its not logical.

And further, i know a few stock brokers who have taken all their wealth
out of the market, because its insane and unreliable.

So, maybe drugs is a good way to margin you bet.

About the CIA, its such a great way to look legitimate when you got drug
profits invested in legitimate fronts to cover the illicit fortune. But

 interacted with him on a daily basis for several years. My professor, in
 addition, was the CEO of several corporations, serves on the boards of
 directors of several corporations, is a public and private sector
consultant
 and holds four masters degrees and three PhD's.  He was also the
department
 chair at USC's college of business.

 In closing, what does greenspan have to do with this list? A lot, really.
 The markets are driven by perception. If a serious crackdown on drugs ever
 did occur (which it never will) and say 100 billion of the estimated 250
 billion in dope money were removed from our system, it is the PERCEPTION
 that would do the most damage.  Our U.S. economy is so massive that this
 would merely register as a speed bump for a five trillion dollar economy.

How the Republicans Stole the Election

GOP won by planting seeds of deception

Now that the adventure is over, it might be instructive to consider
some of the ideas that seeped into the general consciousness. How and
why, for example, did it become established in so many minds that Bush
was the presumptive winner and Gore the apparent loser?

What the Republicans did, cleverly, was to establish effective "memes"
in the minds of the public and the pundits. A meme, so named by the
British evolutionist Richard Dawkins, is like a gene, except that
instead of advancing through organisms, it moves through minds.  Memes
are simply ideas that demonstrate a high rate of survival and
transmission.

Bush became the "winner" of a dead heat, in the midst of an incomplete
recount, when a premature victory was declared on her own unnecessary
deadline by his Florida campaign co-chairwoman, who also held the
crucial post of secretary of state. Once this bogus "certification"
was final (Ms. Harris signing several copies on TV, including a
valuable souvenir for herself), the Republicans referred to it
endlessly as a valid event, even though it was clearly a shameless
ploy to slam the door before the election escaped. A meme was born.

The other effective GOP meme was the mantra, "we counted, and counted
again, and then a third time." These words were chanted by Baker and
the other Bush spokesmen until many Americans accepted them as a form
of truth, even though it is clear that thousands of ballots were never
counted at all.

Another successful meme was the assault on the honesty of election
judges and the courts in general. They were often characterized by the
GOP as partisan crooks, unless their findings agreed with the Bush
cause, in which case they were patriots.

This led finally to the spectacle of the "states rights" party
applauding the Supremes' federal coup halting the recount because, in
words that will haunt Scalia forever, a recount might cast "a cloud
upon what [Bush] claims to be the legitimacy of his election." Think
about that. In other words, if Gore ended up with more votes, a cloud
would be cast on Bush's claims.

Three days later the Supreme Court majority overruled the Florida
court's attempt to interpret Florida law. John Paul Stevens' dissent
lamented this "lack of confidence in the impartiality and capacity of
the state judges who would make the critical decisions if the vote
count were to proceed," and added, in words that will long be quoted,
"...the identity of the loser is perfectly clear. It is the nation's
confidence in the judge as an impartial guardian of the law." The
Republicans were not only more effective creators of memes but were
also better at raising their voices. The Democrats were on the whole
more civil in their public statements.

The GOP had no hesitation in making the dangerous charge that
Democrats were "stealing" the election. This in the face of plausible
evidence that Gore got more votes in Florida, as he did nationally.
Right-wing pundits were stirred to a frenzy. Ann Coulter accused the
Democrats of being "delusional nutcases," called the Florida Supreme
Court "power-mad lunatics," and found that the Democrats had crossed
the "fine line" between "typical Democrat lies and demonstrably
psychotic behavior."

More Americans voted for liars and psychotics than for her candidate?
Really? Comments like these are an example not of opinion but of
behavior. Have you ever  seen Ms. Coulter on television? Even her
conservative stablemates look queasy as her ideological flywheel
spins.

The Democrats were just plain outshouted. And Lady Luck rolled the
dice and gave them the butterfly ballot, the Jews for Buchanan, the
election boards that took days off, the hired mob to stop the Dade
recount, the disenfranchised black voters, the illegally franchised
military and absentee voters, the Bush cousin to call the election on
TV, the Bush co-chairwoman to rush it through certification, and the
Bush brother to mastermind operation fail-safe by the Florida
legislature to certify Bush electors no matter who won. Even in Vegas
they'd be amazed by luck this rotten;  the Miami Herald's
statisticians estimated that Gore probably outpolled Bush by about
23,000 votes.

That's why it was so important for the Republicans to stop the count.

It is important, then, to keep in mind that Bush was not obviously the
winner nor Gore obviously the loser. The GOP has captured the election
but may have done itself damage in the process, leaving doubts about
the fairness of its tactics and the  recklessness of its rhetoric.

At the end the Democrats were left with one meme that showed promise:
That they  were the ones who wanted to count the votes, while the
Republicans did not. If memes work like genes in the evolution of
political opinion in America, this one may be the fittest, and may
survive

Voter turnout is at an all-time low, but don't blame it on apathy. The
electorate has turned cynical, and that is quite a different matter.

The great conflict of the 19th century was between those who could
vote and those who could not. All adults had won the right to vote by
the early 20th century, and they used it to fight among themselves.
Today, a new division is gaping, which the Chartists, suffragettes and
Labour class warriors - and their opponents - would have found
impossible to comprehend. The great split of the 21st century is
between those who can and do vote and those who can but, well, can't
be bothered.

Getting to grips with the Won't Vote Movement (or non-movement) is
necessarily a difficult task. It has no manifesto. It employs no
spin-doctors to brief journalists on its tactics and ambitions. The
BBC never feels that the duty to provide impartial coverage requires
that Tory, new Labour and Liberal Democrat suits on Question Time and
Today should be balanced with a casually dressed Won't Vote leader.
There is no leader. They have no representatives. Won't Voters are
disenfranchised in every respect.

And yet the apparently powerless are sucking legitimacy from public
life with extraordinary speed. The historic 1997 general election,
when the electorate was presented with the chance to - at last! -
remove a corrupt and loathed Tory regime, produced the lowest turnout
in the history of British democracy. When the Scots were able to
relish an opportunity of equal historic importance and bring what was
supposed to be the national project of generations to a conclusion, a
mere 60 per cent of citizens participated in the first Scottish
Parliament election. The London mayoral contest had much going for it:
charismatic candidates who offered a genuine choice to the public and
whose words were reported at exhaustive length by the metrocentric
national media. Only 34 per cent of citizens voted. Both Charles
Kennedy and David Blunkett have noted, with understandable shock, that
more people voted for extroverts to be expelled from the Big Brother
house than turned out to vote in England in last year's European
elections.

The swiftness of the rise of political indolence can be measured with
a glance back at the mid-1990s. The 1997 general election was prefaced
by two by-elections, in Wirral South and South East Staffordshire. The
turnouts were 69 and 73 per cent respectively. Last month, during what
every pundit assured us was the prelude to the May 2001 general
election, there were by-elections in West Bromwich West and Preston.
The turnouts were 27 and 29 per cent.

Not voting, in short, is all the rage, and yet few know how to pin
down the phenomenon. Backing away from politics is usually described
as "apathy". Voters are bored but contented, soothing voices assure
us. The hollowing-out of democracy is nothing to fret about. Indeed,
to those who bought Francis Fukuyama's theory that the fall of the
Berlin Wall and the success of western markets and democracy marked
the end of history, no less, nothing could be more welcome or more
natural than an outbreak of apathy. "The contagion of indifference is
spreading at a healthy pace," wrote George Walden, an ex-Conservative
MP, in the London Evening Standard. For 200 years "politics mattered",
added Barry Cox, a television executive who bankrolled Tony Blair's
Labour leadership campaign, in the Observer. "Now many people think it
doesn't matter. And surely they are right."

Both believe that there really is no point in voting. New Labour and
the Conservatives agree that capitalism is the best and only way.
Their disputes are noisy but trivial arguments about the detail.
Healthy and prosperous people have turned away and are now far too
busy discussing the merits of the latest iMac, gawking at the
Zeta-Joneses or trying to master Nigella's latest tasty recipe to care
about anything else. Politics is little more than the leisure option
of cranks - train-spotting without the travel.

It is easy to mock these gentlemen. The triumph of western democracy
brings the collapse of democratic participation! Things are so bad
because they're so damn good! It is easier still to point out that,
when the gulf in wage inequality between rich and poor has never been
greater since records began in the 1880s, and the deunionised and
downsized British work the longest hours in Europe, it is a tad
tactless to proclaim that all have reached a bourgeois utopia. The
followers of Fukuyama have not so much slipped into smugness as dived
in head first.

For all that, millions from the classes that Walden and Cox are most
likely to meet are enjoying a sweet life, and no conceivable change of
government will add a dash of bitters. Their apathy is more than
justified. Why should they trudge to the polling booth when they face
no threats?

Is the world ready for "The Bill Clinton Show"?

When he leaves the White House next month, one of Bill Clinton''s
career options will be to launch a weekly TV show, the DRUDGE
REPORT has learned. Clinton pal Linda Bloodworth-Thomason has
quietly pitched the idea, according to sources, with the NBC
network expressing early interest in the project.

"It would be an interview show in the great tradition of David
Frost," said a well-placed source. "The president would not
openly advocate issues or criticize George W. Bush, that is not
his motivation."

The concept is in "exploratory" stages.

The show would have immediate clearance in foreign territories
and would be financially lucrative, predicted one Clinton
insider.

A White House spokesman refused to comment on the president's
plans for the future.

A Bill Clinton TV show would be a back-to-the-future of sorts for
the nation's 42nd president. In an interview with C-SPAN's Brian
Lamb in 1988 -- recorded after Clinton delivered a disastrous
keynote address at the Democratic National Convention -- the
Arkansas comer said he would have a media career if he were not
in government.

"I could see myself doing some TV... being involved in the media
somehow," Clinton told Lamb.

New York Sen.-elect Hillary Rodham Clinton agreed Friday to
accept an $8 million book deal with publisher SIMON  SCHUSTER
after wining and dining publishing executives at the White House
-- and the taxpayers picked up the tab!

The first lady personally invited SIMON  SCHUSTER executives to
an official State Dinner honoring Indian Prime Minister Atal
Bihari Vajpayee.

Hillary's SIMON  SCHUSTER editor Sydny Minor was given a seat at
the official dinner in September, along with SS president and
publisher Carolyn Reidy. Both brought dates to the dinner and
dined on feast of wild Copper River salmon with red kuri squash
and rice bean ragout for a main course. The dessert menu included
mango and banner lotus, litchis and raspberry sauce, honey almond
squares and chocolate coconut bars. Each setting at the Indian
dinner was estimated to cost taxpayers $325.

A SIMON  SCHUSTER spokesman confirmed Minor and Reidy were
invited guests to the State Dinner. But the company strongly
denied any suggestion that Hillary's State Dinner gift -- and the
$8 million book deal awarded three months later -- presented any
conflict.

Staff Writer Russian scientists warned this week that life as we
know it could end as early as Monday, if any one of the massive
asteroids whizzing through the cosmos should happen to be making
a beeline for Earth.

"There is a threat to humanity," said Vadim Simonenko, deputy
head of the Institute of Technical Physics.

Simonenko was among the impressive array of experts attending a
news conference with a title straight from a 1950s B-movie:
"Asteroid Danger: How to Save the Earth From Cosmic Catastrophe."

The conference, held Thursday at the House of Journalists,
brought together astronomers, physicists and nuclear experts to
urge global cooperation in saving the world from a devastating
asteroid collision that could leave millions dead or even wipe
out civilization entirely.

With asteroids measuring up to 10 kilometers in diameter and
traveling at speeds of up to 20,000 kilometers an hour, Earth
would stand little chance if it was hit by a big one.

The Thursday gathering , including Simonenko, whose institute is
a part of the Russian Nuclear Center , called for the
organization of a world body to scour space for incoming objects
and destroy any potentially dangerous flying objects with nuclear
missiles.

In the case that preemptive measures fail, the citizens of the
world should be prepared to relocate to the moon, the scientists
added.

"After a collision with one of these asteroids, there'll be only
fragments left of Earth," said Alexander Bagrov, senior scientist
at the Institute of Astronomy.

Bagrov added that current technology allows experts to detect
incoming objects no earlier than three days ahead of time , hence
the suggestion that the day of reckoning may come as early as
Monday.

Bagrov, a tall, thin balding man with a moonlike face, led the
rallying cry of the doom-mongers, telling grim tales of other
planets done in by asteroids.

Five billion years ago, he said, the planet Phaeton , located
between Mars and Jupiter, the area where the orbit of most
asteroids lie , exploded into millions of bits after being hit by
an asteroid 1,000 meters wide.

"And [Phaeton] was many times bigger than Earth," Bagrov warned.
"After a collision with one of these asteroids there'd by only
fragments left of Earth."

The asteroid that destroyed Phaeton also went on to cause the
demise of life on Mars, when one of the fragments of the
shattered planet whacked into Mars, causing it to sink into a
grim nuclear winter that killed all life forms and turned it the
bright red color it is today.

The only trace of life left on Mars is a "face with tears on its
cheek" visible on the planet's surface, Bragov said.

Comets and asteroids have been slamming into Earth since time
began. A huge asteroid that hit the planet 65 million years ago
is believed to have killed off the dinosaurs.

But it has only been in the last 10 to 20 years that scientists
have started to seriously consider the threat that asteroids,
comets and other so-called NEOs, or Near Earth Objects,
potentially pose to contemporary civilization.

"Ten years ago it was thought fantastic," Simonenko said of the
concept that life on Earth could be wiped out by a NEO hit.

Everything changed, however, when an American scientist proved
that a huge crater in the state of Arizona was caused by a
meteorite and not, as previously thought, by volcanic activity.

Scientists now agree that there are millions of asteroids out
there that have a chance of hitting the Earth.

If an object of more than 10 kilometers in diameter hits the
Earth then there's not much chance of anyone surviving, according
to a British task force that earlier this year published research
on NEOs. Luckily, the chance of that happening is about once
every hundred million years, the research said.

More dangerous are smaller objects of one kilometer or more which
could destroy cities, change the climate and cause huge tidal
waves all over the Earth.

There are roughly 1,000 such asteroids, roughly half of which
have been identified as unlikely to strike the Earth.

An ongoing project at NASA hopes to identify an additional 40
percent of the asteroids within the next decade.

Even smaller objects ' those under a kilometer ' would still
cause devastation equivalent to a number of nuclear bombs, but
few of these have been detected.

Russia has already been hit by two large asteroids in the last
100 years.

In 1908 an asteroid crashed into Tunguska, a remote area of
Siberia, causing devastation across an area the size of London.

Nearly 40 years later another asteroid hit Sikote-Alin, also in
Siberia, smashing more than a hundred craters into the land.

If one of these asteroids had hit a city then millions of people
would have died.

Alone, Russia has little funding to devote to NEO studies.

Psychologists  have  struggled  for  decades  to  explain why ordinary
people  participate  in  atrocities  such as the Nazi Holocaust or the
Stalinist purges.

Now  experiments  carried  out in Britain reveal that most people obey
authority unquestioningly and would also walk past an injured stranger
who did not come from their own ethnic or social group.

The findings will shake the long-held British belief that this country
is immune from the kinds of tyranny found in other parts of the world.

Research  carried  out  at Lancaster University on football supporters
found  that  they failed consistently to come to the aid of an injured
supporter   from  a  rival  team.  Secret  cameras  filmed  individual
Manchester  United  fans  as they ignored a Liverpool fan played by an
actor  while  he  writhed  in pain on the floor. When the actor wore a
Manchester  United  shirt, the supporters helped him in 80 per cent of
cases. When he switched to a Liverpool shirt, all but a handful walked
straight  past.  The results of the research will be revealed in a BBC
programme,  Five  Steps  to  Tyranny  ,  on  the  nature of evil to be
presented by Sheena McDonald this week.

A  separate  experiment - again filmed with secret cameras - shows the
majority  of  people  on  a train complying with a stranger's order to
give  up  their  seat.  When the stranger is accompanied by a man in a
uniform, not a single person chooses to disobey.

McDonald  said  she  was  shocked by what the experiments showed: 'The
majority  of people have a psychological tendency to obey and conform.
All of us involved in the programme found ourselves looking at our own
lives  and  examining  whether  we were beginning on the first step to
tyranny.'

Dr  Mark  Levine,  the  psychologist  who  developed  the football fan
experiment,  said:  'These  are  ordinary  people.  If  you ask people
whether  they  would help a stranger in distress, they say they would.
But  in reality they just don't do it. When we asked people afterwards
why  they didn't intervene, they said they didn't consider the pain as
serious when they saw the person was wearing a Liverpool shirt.'

Colonel Bob Stewart, former commander of UN forces in Bosnia, said his
experiences  in the Balkans left him in no doubt that, given the right
circumstances,  similar  human rights atrocities could be committed in
Britain.  'What  makes  a  man  go  for a drink with his neighbour one
moment  and  shoot him the next? We still don't understand what causes
normally  good  people  to go over the edge. Until we do, there is the
possibility  that  it  will  happen here.' The controversial programme
argues  that  everyday  prejudice  can quickly develop into full-blown
oppression  and even genocide. The first step to tyranny, it suggests,
is  the  creation  of  'in'  and  'out'  groups  based  on  irrational
prejudice. The tabloid attacks on asylum-seekers are given as evidence
that we are not immune to such blind hatred.

The  new  research  draws  on  experiments  such as the one in an Iowa
school   two   decades   ago  when  teacher  Jane  Elliott  split  her
primary-school class into blue-eyed children, told they were superior,
and  brown-eyed  children,  told  they  were  stupid and unattractive.
Within hours the blue-eyed 'in group' were bullying their classmates.

The  researchers demonstrated that little had changed since 1961, when
Stanley  Milgram,  a young psychologist at Yale, discovered how easily
ordinary  citizens  could become perpetrators of evil. Volunteers were
taking  part  in an experiment to test people's ability to learn. They
were  then  told  to administer electric shocks to a stranger behind a
screen  when  they  failed  to  perform  a  simple task of memory, and
gradually increase the severity if they continued to make mistakes. To
Milgram's   horror,   two-thirds  of  the  volunteers  were  ready  to
administer  potentially lethal doses of electricity when encouraged to
do so by a researcher in a white coat.

Professor  Philip  Zimbardo of Stanford University tells the programme
that  more  crimes  are  committed  in  the  name  of  obedience  than
disobedience:  'It  is  those who follow any authority blindly who are
the  real danger.' Zimbardo carried out a famous experiment in 1971 at
Stanford University when volunteer students were split into guards and
inmates  in  a  makeshift  underground  jail. The experiment had to be
abandoned  after the guards began violently assaulting the inmates and
several of the prisoners had breakdowns.

'It  demonstrated  the ease and speed with which things can get out of
control.  Within  days  the  guards were behaving sadistically and the
prisoners  were  acting  pathologically.' But

We have a President. We have a President who can't bring himself
to describe himself as an environmentalist. One who has publicly
declared that he doesn't believe you can legislate, or litigate,
clean air or clean water. One who wouldn't even be President if
every county in Florida had purchased equally good, or crappy,
voting machines.

But we have a President.

President Andrew Jackson once infamously commented of the US
Supreme Court, "Mr. Justice Marshall has made his decision. Now
let him enforce it." No Justice of the US Supreme Court was even
willing to attach his, or her, name to the per curiam decision
which ensured that the media, not the State of Florida, will be
the final arbiter of which candidate actually got more votes in
that state. But this decision, unlike the earlier one, will be
implemented, and we will have a President.

The Sierra Club is an environmental organization. That is our
mission. But our means is, and always has been, democracy. We
take it seriously. When our computer programs mess up, and
sometimes they do, we send out duplicate ballots to voters who
have missed; we change voting deadlines; we strive, to the limits
of our capacity, to see that every voter can vote, and that every
vote cast is counted.

Surely the United States can take democracy at least as seriously
as the Sierra Club. We must resolve that never again will a voter
arrive at a polling place, and find such long lines that the
polling place closes while they are standing -- as happened in
St. Louis and scores of other places this year. (Even my
neighborhood Safeway does better.) Never again should a voter
arrive and find that their name has been stricken from the voting
rolls, in error, because an election official hired a private
company to compile a racially biassed list of inelegible voters
which was, the company freely admitted, "only approximate." Never
again should a voter have to confront a voting machine so old, so
poorly maintained, and so poorly designed, that it misses up to
5% of the votes cast. (The US Bureau of Standards recommended 12
years ago that these machines should be banned.)

Every vote counts -- every vote counted. Is that really so hard
for us? When we allow special interests to spend $3 billion to
influence how Americans vote, surely we can afford the
investments to count those votes. We have a President. He has
promised that he will serve as a healer, that he will reach out
across partisan lines. No issue will test that promise as cleanly
and clearly as the environment. Americans overwhelmingly voted
for candidates who stood up for the environment. In the
Presidential race every state where the environmental contrast
between Bush and Gore was placed visibly before the voters by the
Sierra Club went for Gore. As President, George Bush will
determine what's in the air Americans breathe. They want the
soot, the smog, the mercury, the diesel particulates out. He will
determine what's in the water our children drink. We want the
arsenic, the hog manure, the crytospiridium, the PCB's out.
President Bush will decide whether we save or squander, the last
5% of our wild forests. Americans can afford as a nation to save
that 5%. They are are determined as a people to preserve them for
our grandchildren.

These will be the tests that George W. Bush faces.

And he will be graded honestly, I know, because you, the leaders
of the Sierra Club, will be there watching. You will ensure that
every act of courage, every omission from cowardice, every
visionary look to the future and every sidewise glance at a
campaign donor, are weighed, and measured, and laid out before
the American people for judgment.

I am proud to work with you. I am proud of everything you have
done this year. I know that I will be still prouder in four
years. I celebrate today the leadership we are ready as an
organization to exercise on behalf of the future. I celebrate the
decision which you, our leaders, are committed to provide for our
country and the world. It will not be easy, or fun. But we will
be there, and we will count.

POPE SCHMOOZES WITH FASCIST SYMPATHIZER, DENOUNCES EVILS

OF "ATHEISM, SECULARISM, INDIVIDUALISM"
As thousands of demonstrators poured into the streets of Rome in
protest, the Vatican confirmed that Pope John Paul II will go ahead
with plans to meet tomorrow with Austrian far-right political leader Joeg
Haider.

Haider arrived this afternoon in Rome, and was promptly escorted to a
private hotel near the Vatican under heavy police security. His visit
with the pontiff, slated for Saturday morning, comes as tension rises
between Italy and Austria over statements made by Haider critical of
Italian policies on immigration.

Haider, who has said that he admired many of the policies of Nazi
dictator Adolph Hitler, is former leader of Austria's far-right
Freedom Party which is now a junior partner in that nation's coalition
government. Earlier this week, he denounced Italian President Carlo
Azeglio Ciampi for his liberal attitudes on permitting the free flow
of immigrants throughout the region.

"As an Austrian politician, I have my position on immigration," he
told journalists during a walking tour near the Vatican. "President
Ciampi is allowed to have a different one. It's not my problem."

The Vatican has been under fierce criticism ever since news broke
several months ago that Haider was to be part of an official
delegation from Carinthia which is presenting the Holy See with this
year's traditional Christmas tree for St. Peter's Square. The
protests have resulted in a cordon of security guards around the
80-foot-high conifer.

Holocaust survivors, Jewish organizations, World War II partisans, and
diverse political groups are charging that the Vatican meeting
legitimizes a man frequently compared to Hitler. Thousands of
demonstrators marched through Rome last night, and then assembled on
the Capitoline Hill for a moment of silence in protest against racism.

Italian Labor Minister Cesare Salvi greeted the gathering, and was
joined by Center-right opposition leader Silvio Berlusconi, who
distanced his party from Haider's ideas.

The Holy See's decision to follow through on the meeting between the
pontiff and Mr. Haider has been a lightening rod for critics who see
the Vatican as unwilling to distance itself from odious sympathizers,
and take responsibility for its past wrongs. Earlier this month, for
instance, the Vatican asked U.S. authorities to intervene and dismiss
a lawsuit naming it as a party in aiding Nazi expatriates at the end
of World War II, and hiding gold and other valuables expropriated from
victims of the clerical fascist Ustashi Catholic government in the former
Yugoslavia.

Coincident with the flap over Haider's visit to the Vatican, the Pope
received Croatia's new ambassador to the Holy See, Franjo Zenko, and
denounced the various dictatorships the country had suffered for most
of the 20th century. The papal platitudes, though, ignored the fact
that the Vatican aided the Ustashi regime, and supported Croatian
strongman Franjo Tudman who presided over the country from 1991 until
his death last December. John Paul II has also taken criticism for
his beatification of the late Archbishop Stepanic, who represented the
Vatican's interest in Croatia during the time of the Ustashi regime.

Common Cause With Haider: Pope Denounces Evils Of
"Atheism, Secularism, Individualism"

Haider's reception at the Vatican coincides with another precisely
timed development, namely the early release of an official statement
criticism globalism and the Western emphasis on individual rights.
Although originally scheduled for publication on January 1, 2001, the
Vatican Press Office released copies of "Dialogue Between Cultures for
a Civilization of Love and Peace," which marks the New Year's
celebration of World Peace Day. An Associated Press release noted
that the statement was being "sent to world leaders two weeks early."
It is a typical John Paul oration, scolding the world's nations for
emphasizing values at odds with the Vatican agenda. The statement
includes much of the language used by political observers to describe
the emergence of a post-cold war world characterized by more
diaphanous national boundaries, global trade and communications,
emphasis on consumerism, and a growing stress on individual rights and
choices in the cultural and economic marketplace.

The harshest language is reserved for notions which the Vatican has
found increasingly more dangerous and pervasive -- secularism, Atheism
and individualism. In a hit at Western affluence, the statement
declares:

LOS ANGELES (Reuters) - As President-elect George W. Bush continued
building his new administration on Monday, the Rev. Jesse Jackson, meeting
in Los Angeles with religious and civil rights leaders, questioned the
election's legitimacy.

Blacks, Holocaust victims, college students and other Democratic-minded
Americans were intentionally excluded from the voting process, Jackson
said, by a right-wing conspiracy that engineered delays and fraudulent vote
counts.

``What we have is a coup d'etat led by the U.S. Supreme Court Jackson said
at a press conference. ``The civil rights struggle for votes to count will
continue,'' he added.

Jackson said that certain justices, influenced by ``an extreme right wing
agenda,'' purposely influenced election returns in their ruling that ended
the impasse over the presidential election and handed the White House to Bush.

As a result, Jackson said he planned a series of nonviolent rallies in
January to prove that, among other things, the election may have violated
the federal Voting Rights Act of 1965.

The rallies will commence Jan. 15, the birthday of slain civil rights
leader Martin Luther King Jr., and they will continue at federal buildings
throughout the United States, until Bush's inauguration on Jan. 20, Jackson
said.

Jackson's charges come at a time when dozens of watchdog groups and media
outlets prepare to recount ballots by hand in an effort to quell questions
that still linger over thousands of discounted ballots around Florida that
may have changed the election's outcome had they been included in the totals.

In addition, news reports have surfaced that appear to question the
impartiality of Republican-appointed Supreme Court justices Sandra Day
O'Connor and Clarence Thomas.

Bush, the Republican governor of Texas, won the White House when Gore, who
had sought a hand recount of thousands of contested ballots in Florida,
conceded defeat on Wednesday, one day after a 5-4 Supreme Court ruling that
prevented any new recounts from going forward.

Jackson cited a Newsweek magazine article released on Sunday that reported
Sandra Day O'Connor being upset during an election-night party when she
heard Florida was first called for Vice President Al Gore exclaiming,
``This is terrible.''

O'Connor, 70, had been Republican majority leader of the Arizona State
Senate before being appointed to the U.S. Supreme Court by President Ronald
Reagan in 1981.

Jackson also charged that the wife of Justice Clarence Thomas, who was
nominated for the Supreme Court by President Bush, the president-elect's
father, in 1991, works for the conservative Washington D.C. think tank
Heritage Foundation and has been aiding the Bush campaign.

O'Connor and Thomas were part of the 5-4 Supreme Court majority that
stopped the hand count of disputed votes in a number of Florida counties.

Because of their alleged partisanship, Jackson said he believed O'Connor
and Thomas should have recused themselves.

Bush spoke by telephone with Jackson in recent days and said that he would
work to prevent minorities from being disadvantaged at polling places,
according to news reports.
``The loser won and the winner lost. Our Democracy deserves better than
that,'' Jackson said.

The cavalcade of racial injustice that was the Florida recount

Race and class haunted the Florida recount. Political equality has been
taken away from people whose ancestors died for the right to vote.

According to a Washington Post analysis, the higher the percentage
of black voters in a given precinct, the higher the rate of ballot
rejection. In Jacksonville, a third of the ballots cast in black
precincts were rejected, four times the number in white precincts. The
columnist Arianna Huffington sees a reminder here that [W]e are
indeed two Americas In the precincts of the other America, there were
longer lines, more unreliable voting machines and less access to
technology that instantly identified mismarked ballots and gave voters a
second chance. Even George W. Bush has said this disenfranchisement
should be looked into, after the election, which the U.S. Supreme Court
has now decided. The right to speak and, as the Florida Supreme Court
wrote in its moving opinion that uncounted legal ballots must be counted,
the right to be heard have been denied by the verdict of the
conservative majority in Bush v. Gore.

Let's review the cavalcade of injustice, starting with the chief
injusticer, William Rehnquist. 

Years before President Nixon put him on the Court, he was a Republican
heavy in Arizona, where he personally challenged black voters at the
polls, much as white officials are reported to have done at polling
places throughout Florida.

Antonin, order over liberty, accelerate death for the disproportionately
high number of African-American men convicted in capital cases and never
mind that their buck-an-hour appointed lawyers fell asleep in court,
Scalia is the mind of the far right. He's all brilliance joined to an
infirm heart.

Clarence Thomas, who never speaks during oral arguments, as if afraid of
betraying his mediocrity, continues to give affirmative action an
undeserved bad name. These three justices, one of whom (Rehnquist) has
said he hopes to retire with Bush in the White House and two of whom
(Scalia and Thomas) have relatives connected to the Bush lawyers or the
Bush transition team, formed the political core of the five-vote majority
finding for Bush, and against Gore, the Florida Supreme Court, and the
people of Florida. To do so, they had to forget all the contumely they
have heaped in past decisions on judicial activism and to set
aside the fetish they have long made of federalism.

The Supreme Court should not intervene in matters of state law except
when the majority's presidential candidate needs to win a tainted
victory. Such is the principle established in Bush v.
Gore.

In Florida we have Governor Jeb Bush, who abolished affirmative
action in the state, triggering the mass mobilization of African-American
voters against his brother that Florida's secretary of state sought to
contain by hiring a private company to disqualify them. We have the
redoubtable secretary herself, bidding for her ambassadorship. We have
the anti-democrats in the Florida legislature, eager to nullify the will
of the people and substitute their own. We have the bully boys dispatched
to Florida by Tom DeLay to intimidate the Miami-Dade canvassing board,
paladins of the First Amendment rewarded (or is it punished?) for their
foot-stomping with tickets to hear Wayne Newton. We have the Republican
governors auditioning for parts in the Bush Administration by vilifying
the vote counters, canvassing-board members, voters, and the Florida
Supreme Court. We have old Bob Dole being the old Bob Dole, denouncing
the Broward County counters for stealing the election. We
have James Baker destroying his reputation. Dragged back into the arena
by the ungrateful Bushes, Baker has made us forget that the political
mechanic blackguarding the Florida judiciary was ever U.S. secretary of
state. The Republicans, who have flourished by depicting Democrats as
elitists, are showing a streak of royalism, throwing popular sovereignty
overboard to elevate George II. 

Finally, in history we have the election of 1876 and the Electoral
College. The talking heads have invoked 1876 to make surface parallels to
today. But the significance of 1876 does not lie in the machinations that
brought Rutherfraud B. Hayes to the White House. The low deal
cut between the parties ended Reconstruction in the South, leaving newly
enfranchised slaves under the dominion of white-supremacist state
governments that used fraud and terror to keep blacks from voting for the
next ninety years.

Would it be asking too much of the pundits to draw the parallel between
that disenfranchisement and the disenfranchisement in Florida
documented by The Washington Post? Or to remark the sad irony of
the Bush lawyers' using equal protection of the lawsthe pith
of the post-Civil War Fourteenth Amendment granting the rights of
citizenship to freed slaves, to shut down the recount, when the

So they put up barricades so they couldn't punch their holes.
Chads, that is.  Duval County.  Miami-Dade.

Before the votes were counted five Supremes stepped in.
Told all the voters "Hey, we want George to win."
"Stop counting votes!" was their solemn invocation.
And that's how George finally got his coronation.
Rigged, that is.  Illegitimate.  No moral authority.
Y'all come vote now.  Ya hear?

The Sacramento County coroner ruled Monday that a woman who plunged to her
death from a corporate plane committed suicide.

Elisabeth Mathilde Otto, 29, apparently opened an emergency exit and jumped
from 2,000 feet Thursday evening. Her body was found Friday in a vegetable
garden just south of Sacramento. Otto's family had urged her to seek
counseling because she seemed depressed, a source close to the investigation
told The Associated Press on condition of anonymity.

Otto, who was from Holland, had recently moved to San Francisco from Europe
to work in Hewlett-Packard's purchasing department. The 15-seat plane was
flying from HP offices near Sacramento to San Jose. HP personnel did not call
police for 45 minutes after the plane landed.

The FBI said two passengers who saw Otto plunge from the plane were so
distraught that they were unable to tell the pilots what had happened.

Parents claim psychiatrist tried to turn son into killer

TACOMA -- The estate of a discredited neuropsychiatrist is being sued by
parents who claim he tried to erase part of their autistic son's brain
as part of a plan "to train an army of killers."

Trial began Thursday in the case brought by Stephen and Jeanie Drummond
against the estate of Donald Dudley, who died in October at age 64, and
his wife, Irene, over the treatment of their son, Stephen Drummond, 30,
of Spokane.

The Drummonds say Stephen won't ever be able to work or live on his own
and are asking a Pierce County Superior Court to award unspecified
damages for pain and suffering, treatment and lost wages.

"When it was all said and done, a young man was destroyed," Lisa
Marchese, a lawyer for the Drummonds, said in her opening statement.
"Stephen lives in abject terror of lapsing back into the delusional
state that Dr. Dudley throttled him headlong into."

Dudley said he "used powerful drugs and hypnotic suggestions to train an
army of killers from the ranks of his patients," Marchese asserted.

"I know it sounds like a bizarre episode of the 'X-Files,' " she said.

Drugs given by Dudley made Stephen Drummond psychotic and delusional,
symptoms not usually associated with autism, she said. "He'd start
ranting and raving about Navy Seals and killing children and police
officers," Marchese said.

The Dudleys' lawyer, Amy Forbis, said the doctor was unconventional and
had been diagnosed with bipolar disorder but maintained that the son's
decline was a normal result of autism and had nothing to do with his
treatment.

"This wasn't an evil man," Forbis said. "This wasn't a man out to form
an army. It's sad, doctors are human too."

Marchese gave the following account:

Dudley began treating Drummond for a seizure disorder in 1989 and, in
October 1990, injected him with sodium amytal, a powerful sedative. The
doctor's files indicate he intended to erase part of Drummond's brain
and implant new behavioral characteristics.

By February 1992, Stephen Drummond sat in his room all day, talking to
himself, neither driving nor bathing and in need of constant care.

Later that year, a doctor at UCLA told the parents that if she had known
from the start what Dudley was doing, she would have urged them to end
the treatment and report him to the state.

In November 1992 the mother confronted Dudley, who told her he was going
to take over hospitals, police forces and schools and that she was lucky
her son was part of his intended army.

"Dr. Dudley told her he was working for the CIA, and if she told anybody
about this, he'd kill her," Marchese said.

That was when the Drummonds stopped seeing Dudley.

Forbis said the Drummonds knew Dudley's methods were unusual and
maintained that their son's outbursts and violence were thoroughly
documented before the neuropsychiatrist was consulted.

Dudley, a graduate of the University of Washington Medical School, did
postgraduate work in psychiatry and was a professor at the school from
the mid-1960s until he resigned in 1991.

Two years later he was diagnosed with bipolar disease and his medical
license was suspended.

Marchese said one reason for the suspension was that Dudley told a
chronic fatigue syndrome patient from Arizona to learn martial arts and
the use of guns to help the doctor's cause. Dudley claimed he was from
another planet and was one of 100 people who rule the earth, she said.

In another episode cited in the suspension, according to news reports,
Bellevue police found Dudley with an arsenal of guns in a hotel room
where he was treating a suicidal 15-year-old boy.

The boy reportedly threatened a hotel clerk with a .44-caliber Magnum
semiautomatic pistol.

This may be the unreported story of West
Nile Disease. It is certainly the unreported
story of America’s much touted but unhistorical “commitment” to refugees.

Someone is coughing in the
  subway, nearby. You can see a half dozen public
  service ads extolling “safe sex,” but underground
  neither morality nor prudence can protect from the
  germs of your fellow passengers. In a cab with a coughing driver, you can open the
window wide, though it’s December, calculating the risk-reward ration of
  flu versus…tuberculosis.
TB is back.
  Ten years ago, on the heels of the AIDS epidemic, it was rising fast, but
effective countermeasures—including directly observed therapy
  and even detention of patients stalled the disease’s
  rise.  But now the drugs are weaker, the strains more difficult-sometimes
impossible-to cure. And rates are rising.
Where is the disease coming from?   Our immigration policy, that is courtesy of Bill

“We’re now at the level that
  to control TB anywhere we have to control it
  everywhere. We’re doing a great job with native-born
  Americans.  We’re
  not doing a good job in keeping down the incidence
  among persons coming into the country.”
A CDC report notes that
  immigrants are six times more likely to have TB than
  Americans, and their rates are rising. VDARE notes
  that in all of Dr. Reichman’s nuanced exposition of
  the difficulties in diagnosing and treating this long
  dread disease, he mentions not once the possibility of
  actually reducing the number of TB carriers who enter
  the country.

Immigrants
are bringing tuberculosis to Canada, infecting Canadians with the deadly
disease and placing
even more strain on the country’s overburdened
healthcare system.

Recently
newspapers in southern Ontario reported that a Caribbean
immigrant and his girlfriend had infected at least 14 Canadians with TB. It
will cost
hundreds of thousands of dollars to track down
and test all the people the couple had contact
with.
Canada’s
immigration system broke down twice. First, the man, who suffered from “one
of the worst types
of TB,” should not have been let in. Even
under the country’s lax immigration rules,
would-be immigrants with active TB are barred
until they have been adequately treated in their
country of origin.
Second,
health authorities in Hamilton,
Ontario, should have been notified about the
man’s presence, but say they weren’t. As a
result, he was able to live undetected in the
area for a year – enough time for to make
contact with 1,200
people across southern Ontario, all of whom have to be found, tested and re-
tested at
taxpayer’s expense.
Hamilton
isn’t the only Canadian city forced to deal
with tuberculosis. Last week in Montreal, a Peruvian
refugee claimant with TB and “a problem
with authority” barely avoided jail after
repeatedly refusing to take treatment and
infecting his ex-girlfriend’s five-year-old
daughter.  The man described as
“belligerent” was often too hungover to show
up for treatment and even in spat
in the face of an ambulance attendant taking
him to the hospital.  Tuberculosis can be
transmitted by saliva.
A
year ago, the Canadian Employment and
Immigration Union complained that “there is a definite health threat to its
members and the Canadian public, because refugee claimants are not

President Gets Free Meal; Dispute About Who Got the Check

L O N D O N, Dec. 15 - A West London pub owner says Bill Clinton walked out
without paying for a meal - but a presidential aide insists the owner said
it was on the house.




President Clinton was enjoying his last visit to Britain while still in
power when he popped into The Portobello Gold on Thursday for a quick bite
to eat.
 Owner Mike Bell says he was delighted to accommodate Clinton, along
with a swarm of secret service agents, on his surprise visit - at least
until he realized the most powerful man on earth had left without paying.
 "They bloody well did not pay the bill," Bell was quoted as saying to
one British newspaper.
 The story caused a stir in news outlets around the world.
 British tabloid newspaper The Mirror says it volunteered to pay for the
president's meal - to avoid an international incident.
 But it also grabbed the chance to run with the headline "We Pay Bill
for Bill" splashed over its front page.
 After the story was broadcast on ABCNEWS' World News Tonight, a member
of the Clinton administration called to say an aide offered to pay the bill
before the president left.
Compensated With Publicity
The presidential tab came to a total of $36.22, for a large chicken ciabatta
sandwich, a half a pint of beer, a helping of prawns and smoked trout and
pecan nut pate.
 But the pub has since gotten more than its money's worth - especially
in apologies and publicity.
 "They've paid twice now," pub chef Boss Goodman said with a broad grin,
referring to the tabloid and an apologetic American embassy that insisted on
picking up the tab.
 He was more impressed with the president's appetite than his apparent
reluctance to pay.
 "I wouldn't quite say he did a runner. I just don't think it occurred
to him to pay," a more diplomatic landlord Bell said later when the matter
was settled.

Is Chelsea the Next Deadbeat?
This is not the first time the first family has left a member of the
catering trade less than amused. First lady Hillary failed to tip a waitress
during a campaign stop at an upstate New York diner early this year, a gaffe
seized upon by then-senatorial rival New York City Mayor Rudolph Giuliani.
 Business was brisk at The Portobello Gold today.
 In fact, three young men from Florida decided to follow in the
footsteps of the outgoing president by paying the pub a visit. All ardent
Republicans, they said they would pay for their drinks.For the rest of the
