This is what the mass media is now reporting. It went from Bush knew to
who knew? to the FBI knew to the CIA knew to the CIA says it told the
FBI to the FBI says it didn't get information from the CIA to the FBI
can spy on anyone for any reason without a warrant to Congress will go
ahead with its investigation to oh, wow, there's so much data ... this
will take a long time ... and now there are stories that the mastermind is
a Kuwaiti, Khalid Shaikh Mohammed, who masterminded the attacks (see last
paragraph). Wait ... I thought Osama masterminded the attacks? What happened
to that assertion? In another wire story, it mentions nothing about Osama
masterminding the 9-11 attacks, but it added that a tape of a dinner party
proved that he knew about them. Remember that tape? That hasn't been
mentioned in a while. It was about the least plausible of any of the
evidence the US has pulled out of its ... er, hat ... to implicate Osama
as the mastermind. Now he's not even that. Oh, but he knew!

Well, yeah, but SO DID THE FBI, THE CIA, and who knows who else?

Dubya will probably be out of office before the smoke clears. And nobody
touches an ex-president - they achieve this impervious status at that point,
oh noble statesmen that they are considered at that point. Not Nixon. Not
Reagan. Not a damn one of 'em.

But maybe the floodgates haven't yet been closed by a wall of obfuscation.
Maybe ...

WASHINGTON (AP) - Faced with tens of thousands of documents and more coming
in every day, leaders of a congressional inquiry into the Sept. 11 attacks
say they are dealing with much more information than they anticipated.

But they said they didn't want that to delay their inquiry.

We can do this while the war on terrorism is going on because if we don't,
we think the mistakes of the past will be revisited, said Sen. Richard
Shelby (news, bio, voting record), R-Ala., a strong CIA (news - web sites)
critic and vice chairman of the Senate Intelligence Committee.

Shelby spoke Tuesday after the House and Senate intelligence committees
began an extraordinary joint inquiry into the intelligence lapses that
preceded Sept. 11 and how future terrorist attacks can be prevented.

I think we're going to find that a lot of things were not done right by the
CIA, the FBI (news - web sites), INS and perhaps other agencies, Sen. Jon
Kyl (news, bio, voting record), R-Ariz., said. Some of this is pretty
serious and it will suggest ways we need to change.

Kyl said the joint committee already has interviewed Minnesota FBI agent
Coleen Rowley, who says FBI headquarters ignored her office's pleas in the
weeks before Sept. 11 to aggressively investigate Zacarias Moussaoui, now
charged as an accomplice in the suicide hijackings that killed more than
3,000 people.

Rowley is to testify publicly on Thursday before the Senate Judiciary
Committee (news - web sites).

No witnesses appeared at Tuesday's closed-door hearing in a tightly guarded
room of the Capitol, where lawmakers agreed on a series of goals and how
they would conduct the investigation.

At a news conference afterward, leaders of the intelligence panels stressed
bipartisan cooperation and promised to look for facts, not scapegoats.

Sen. Bob Graham (news, bio, voting record), D-Fla., chairman of the Senate
Intelligence Committee, said there were three basic goals: One, to lay out
for the American people what happened prior to and on Sept. 11. Two, what
does it mean? And three, then advocate to the American people and our
colleagues the necessary reforms.

The House intelligence chairman, Rep. Porter Goss (news, bio, voting
record), R-Fla., said the joint committee's staff was sifting through
millions of words from documents and had interviewed about 200 witnesses.

The good news, Goss said, is we're getting great cooperation, great access.
The bad news is there's lots more information to deal with than we thought
when we started. But we'll get through that.

Further complicating the inquiry is that staff director Eleanor Hill began
work only on Monday. Her predecessor, L. Britt Snider, was forced to resign
in April.

Loch K. Johnson, assistant to Sen. Frank Church's 1975 investigation of the
CIA, said Goss and Graham appear to be rushing the investigation.

It takes a good month to a month and a half to get staff, a month and a
half to get questions and a list of the people you want to interview, then
trying to make sense so you can craft some recommendations, said Johnson,
author of Bombs, Bugs, Drugs and Thugs, a book about intelligence
agencies.

The hearings follow recent news reports that the FBI and CIA failed to
respond adequately to warning signs of possible terrorist activity before
Sept. 11, including the Moussaoui arrest and information developed

FBI Slaps Helping Hand

Sometime last fall, the FBI ran ads asking for people who could speak Middle
Eastern languages. This was at least a scandal. We had just been attacked by Arabs
and were going to wage war on an Arab country and hardly anybody on our side
could speak Arabic or any other Middle Eastern language. Around the United Nations
in New York everybody says that this bin Laden has the best translators anywhere
and the United States is comical. When Rumsfeld announces that we have captured
bin Laden's hard drives, he can't give you the names of the people who can read
them. He can't because most of the time there isn't anybody.

Forever, the FBI was afraid of anybody not milk-white Catholic. Fear of the least
swarthiness was only normal. There was a day in 1960 when Robert F. Kennedy was
named attorney general and asked immediately how many agents of color the FBI
had, John Edgar Hoover came out of the building, looked at his black chauffeur and
said, Report upstairs and get a special agent's badge. You're not driving anymore.

He then could inform the attorney general's office that the FBI had at least one black
agent in the home office.

This time, the lack of people who speak the languages of the Middle East was worse.
It got people killed.

The day the ad asking for translators ran, I saw a woman I know at the corner
newsstand and I told her about it. She was born in Iran, raised on the Farsi language
and attended the University of Tehran.

I'll look at it, she said. I want to do something.

I saw her a couple of days later and she said that she was thinking of going to the
FBI office and volunteering as a translator. I told her that I thought she'd be 
terrific.
She had kids to worry about, but she thought that she and her husband could figure
that out.

That she had been raised in Farsi was a tremendous asset. Besides Iranians, people
in the north of Afghanistan speak Farsi. She arrived in the morning at the FBI offices,
ready to volunteer for her country. First, an agent escorted her to an office, where
they let her sit. She got up and right away an agent wanted to know what she
wanted. She said she wanted to go to the ladies' room. The agent escorted her
there, waited in the hallway and escorted her back to the room.

She was told that her background had to be checked. That was fine. She has been
married forever to a guy who is in government law enforcement. The background
check took a couple of months.

She was called down there one day over some form or other and while she was
there she said to the watchful agent:

Can I get coffee?

No.

Then could you get me a cup of coffee?

That's not going to happen.

Good FBI language.

It was a couple of months later when I saw her on the street and asked her how it
was going and she said that she hadn't heard from their background check yet. Her
husband is known in the law business and she wouldn't even tell me the building she
went to for appointments with the FBI. We were talking on St. Patrick's Day.

You go a couple of more months and then one day she told me that they had asked
her to come down to the FBI office and take a language test.

Couldn't they just talk to you and find out? Or don't they have anybody who can talk
the language to give a test?

The test turned out to be long and demanding, in that the language being used on
the examination paper was a half notch removed from any Farsi she had used
growing up and attending college. It was a test in Farsi put out by some professor in
a college who never had been one foot off the North American continent.

They told her that she had not passed. This was like failing a test on Queens if you're
born in Elmhurst. But then a note came that they still wanted her to come to work.

Her troubles with the FBI exam were similar to those of Geoff D. Porter, who teaches
Middle Eastern studies at New York University. He writes, The Arabic language test
- copyrighted in 1994 by the Defense Language institute - was solely in Modern
Standard Arabic ... this is the form used for official speeches and in the news media
in Arab countries - but almost never in conversation. It differs substantially from the
spoken varieties of Arabic in vocabulary, syntax and idiom - enough so that a non-
native speaker who learned only Modern Standard Arabic would not be able to
understand Arabic speakers talking to one another.

Now, it is at least seven months since she volunteered to help her country. It has
taken so long because the FBI is lazy and inefficient and the more you see of them at
work, the more you wonder how you can reorganize them.

Finally, she was asked to come down for another test, and when she walked into the
office, she knew things were different. No agent escorted her as she walked to the
room. The test consisted of sitting

Don't let them fool you, folks: They knew.

They might have been surprised by the ferocity of the attacks, but the
highest-ranking members of the George W. Bush administration knew before
Sept. 11 that something terrible was going to happen soon.

Bush knew something was going to happen involving airplanes. He just didn't
know what or exactly when. His attorney general, John Ashcroft, knew. His
national security advisor, Condoleezza Rice, knew. They all knew.

And, in spite of its apparent ineptness, the FBI knew, too.

Not only did they all know, but they told us. Obliquely. And we didn't pay
attention. Why would we? Then, as now, terrorist threats were a dime a
dozen.

Is this my opinion? No, it's published fact.

On July 26, 2001, cbsnews.com reported that John Ashcroft had stopped flying
on commercial airlines.

Ashcroft used to fly commercial, just as Janet Reno did. So why, two months
before Sept. 11, did he start taking chartered government planes?

CBS News correspondent Jim Stewart asked the Justice Department.

Because of a threat assessment by the FBI, he was told. But neither the
FBI nor the Justice Department ... would identify what the threat was, when
it was detected or who made it, CBS News reported.

The FBI did advise Ashcroft to stay off commercial aircraft. The rest of us
just had to take our chances.

The FBI obviously knew something was in the wind. Why else would it have
Ashcroft use a $1,600-plus per hour G-3 Gulfstream when he could have flown
commercial, as he always did before, for a fraction of the cost?

Ashcroft demonstrated an amazing lack of curiosity when asked if he knew
anything about the threat. Frankly, I don't, he told reporters.

So our nation's chief law enforcement officer was told that flying
commercial was hazardous to his health, and yet he appeared not to care what
the threat was, who made it, how, or why?

Note that it was the FBI that warned Ashcroft before Sept. 11. That's the
same FBI now claiming it didn't connect the dots before Sept. 11.

Had we in the press been on our toes, we might have realized that if flying
commercial posed a threat to John Ashcroft, it also posed a threat to the
population at large.

But the CBSNews.com story was largely ignored. CBS ran it once, briefly. A
number of CBS affiliates repeated the story, even more briefly. That was it.
As near as I can tell, no other major news outlet ran the story of a danger
to commercial air travel so severe that our attorney general was told to
stay away from it.

When the furor broke recently over who knew what, or when, President Bush
chose his words carefully. Had I known that the enemy was going to use
airplanes to kill on that fateful morning, he said, I would have done
everything in my power to protect the American people.

Note the phrase, use airplanes to kill. It suggests he thought the bad
guys were going to use airplanes in some other way, perhaps, for example, as
a trading chip to win the release of those responsible for the first World
Trade Center bombing.

On Sunday talk shows recently, Condoleezza Rice used similar language,
indicating Bush had known ahead of time that terrorists were about to
attack. She didn't say that, of course, but her careful use of language
suggested that Bush knew trouble was brewing but simply didn't know the
extent of it.

On July 5, 2001, according to a recent Washington Post article, the White
House called together officials from a dozen federal agencies to give them a
warning.

Something really spectacular is going to happen here, and it's going to
happen soon, the officials were told by the government's top
counterterrorism official, Richard Clarke.

Clarke considered the threat sufficiently important to direct every
counterintelligence office to cancel vacations and get ready for immediate
action, the Post reported.

Several senators, including Dianne Feinstein, have called for a full-fledged
investigation into what the government knew before Sept. 11.

Incredibly, the Bush people are saying they don't want to be bothered by yet
another investigation. Asking questions and demanding answers will help the
terrorists, they say.

Even more incredibly, the public is buying it.

The public's gullibility knows no bounds. Recently, the families of the
people who died on Flight 93 on Sept. 11 were allowed -- finally! -- to hear
the final 30 minutes of the cockpit voice recorder on that flight before it
crashed in Pennsylvania.

But they weren't allowed to record it or even take notes. Why? Because (they
were told) the tape might be used in evidence against Zacharias Moussaoui,
the so-called 20th hijacker.

Is there even a dollop of logic in that explanation? It's like saying we
can't watch video of the planes crashing into the World Trade

Louis Freeh’s FBI.

In the aftermath of Sept. 11, Freeh has been almost an anonymous figure, as far as
the media are concerned.

Still, Freeh, a former bureau agent, prosecutor and federal judge, has been the most
influential FBI director since J. Edgar Hoover.

And it was Freeh who had been at the helm of the nation’s premier law enforcement
agency for more than eight years, compared to the mere days of tenure for

But what kind of FBI was Louis Freeh’s?

What might surprise some is that – remember, this was after the first bombing of the
World Trade Center – it was well-funded and clearly understood terror pre-emption
as job one.

Bill Clinton's 'Best Possible Person'

Freeh had been launched as director in 1993 as Bill Clinton’s golden boy, the best
possible person to head the FBI as it faces new challenges and a new century.”

Clinton critics noted at the time of Freeh’s appointment that former U.S. attorney
Robert Fiske had put forth Freeh’s name to Clinton legal counsel Bernard
Nussbaum.

Janet Reno Again

That Fiske was later appointed by then-Attorney General Janet Reno as the special
counsel to investigate Clinton, Nussbaum and the Clinton’s Whitewater dealings
made some Republicans jittery about Fiske’s and Freeh’s impartiality. At the time of
Freeh’s 1993 installation, Clinton emphasized that the FBI operates in a new and
challenging world. Terrorism once seemed far from our shores, an atrocity visited on
people in other lands. Now, after the attack on the World Trade Center, we know that
we, too, are vulnerable.”

Brave new beginnings for a brave new FBI, but a refrain that is now all too similar to
the latest promised renaissance of the bureau.

Today, Freeh heads personnel and security for the Delaware credit card company
MBNA Corp., a prosaic position for the former top G-man.

Spurned by New Jersey

Surprisingly, Freeh missed the cut to be head of New Jersey’s homeland security
task force, a post made all the more sensitive because of the unhappy fact that some
of the 9-11 plotting and recruiting went on in the Garden State.

Despite Freeh’s infamous computer illiteracy (he never used e-mail) and the
introduction of an expensive but faulty computer system on his watch that contributed
to the Timothy McVeigh file debacle and a one-year backup at the FBI’s crime lab,
the bank security executive now sings the praises of those same magic computer
boxes as the key tools of the anti-terror trade.

Last month at a speech in Cleveland, for instance, Freeh chortled over the digital
age, as if enthralled with a new toy. He noted with wonder that the Internet was an
amazing resource for bomb recipes, some made with easily obtained ingredients.

We know that the potential for use of these weapons is enormous,” he confided.

The Patriot Act is a mild” response to the terrorist threat, considering the country’s
mood, he added.

Just a month after the Sept. 11 attacks on the WTC and the Pentagon, Freeh
lamented in a speech to security industry executives that investigators lacked the
ability to decipher encrypted messages on the Internet and needed legislation to
compel software companies that manufactured encryption programs to unlock the
messages’ secrets.

Freeh and Zacarias Moussaoui

In a choice of anecdotes now sublimely ironic because of the recent Zacarias
Moussaoui laptop tale of bungled opportunities, Freeh described how Ramzi Ahmed
Yousef, convicted in the 1993 bombing of the WTC, disclosed to the FBI a plot to
place bombs aboard 11 U.S. air carriers flying over the Pacific Ocean, plans to
assassinate the pope, and a terror attack scenario featuring poison-laced explosives
planted in the WTC.

Yousef’s maniacal blueprints for the attacks were on an encrypted file left behind in a
computer found in a Manila apartment, the director noted, decrying the fact that it
had taken agents weeks to decrypt the plan.

We don’t have a computer, nobody has a computer, that will break it down in real
time,” he complained.

Yet just months later, it was Freeh’s FBI that balked at examining the contents of
Moussaoui’s laptop, that magic black box coveted by a guy whose keen interest was
in learning to fly planes without the benefit of instruction in taking off and landing.

Plenty of Money

And if there was a dearth of hardware and software to swiftly crack the nettlesome
Yousef code, was it for lack of funds or resources flowing to Freeh’s FBI?

No, according to the agency’s hefty receipt books. From 1994 to 2001, Congress
increased the FBI’s counterterrorism budget from $79 million to $372 million – a
nearly 500 percent windfall.

Book Warns Conservatives About Giuliani

If you can swing a broomstick and hit a rubber ball two manhole covers,” you’re a
slugger as great as Babe Ruth and suitable for the rough and tumble of New York
politics.

In his latest book, Fighting the Good Fight: A History of the New York Conservative
Party, author George Marlin reveals an important fact for real New Yorkers.

As it turns out, manhole covers are 75 feet apart – an important fact to New York
street kids, who played stickball using a broomstick and rubber ball on city streets.

Anybody who could hit the ball far enough to reach the second manhole cover had hit
the ball 150 feet – no mean accomplishment.

Such background details are important when talking about New York politics and the
great divide between the conservative middle classes – who played stickball as kids,
went to local colleges such as Manhattan, got law degrees at St. John’s University
Law School, and battled against the silk stocking goo-goo element of the state’s
Republican Party, who tended to spend their youth in boarding schools prepping for
Ivy League colleges and Harvard Law.

Marlin returns to this theme throughout the pages of the book. The people who
created New York’s influential Conservative Party, worked for it and make up the
body of voters who support it at the polls are typified by the heroes the nation saw
and admired on Sept. 11: New York’s cops and firefighters.

The author sets the scene with a quick lesson on the history of New York politics,
writing of the likes of Tammany Hall Boss Plunkett, who made the city work through
‘honest graft’; Boss Tweed, who made the city work almost entirely for himself and
a few cronies; the political genius Charlie Murphy (when he died, it was said that
the brains of Tammany Hall lie buried in Calvary cemetery); right on down to
Carmine de Sapio and the waning of the Hall’s influence.

Marlin writes about the factions that have always struggled with each other in New
York’s political arena. On one side are the so-called goo-goos (good government
goodies), who, the New York Times once wrote, attempted to deal with … municipal
government as though it were a private corporation, and they the board of directors
whose only aims were efficiency and economy. [They forgot] that a city
administration must have a heart as well as a head.

On the other side were Tammany Hall and its heirs, men such as Murphy and former
New York Gov. Al Smith, who had brains and heart.

Nelson Rockefeller's Legacy

Marlin reports that the liberal elitists found their icon in one Nelson Aldrich
Rockefeller.

Marlin says that Rockefeller, more than anybody else, can be credited with creating
the need for a conservative party to counter the century-long goo-goo domination of
the state’s Republican Party.

Like Gov. Thomas E. Dewey, who ruled New York and the state’s GOP with an iron
hand from 1942 to 1954, Rockefeller, writes Marlin, was a liberal who preferred to be
called a progressive. He believed that all problems may be solved, and the
solutions require a big, activist government; the executive branch of government has
the main responsibility for leadership; and the executive branch must trump
legislative majorities because they are provincial whereas the executive is
enlightened.

From the moment he became governor in 1959, Rockefeller began spending the
taxpayers’ money like the legendary drunken sailor, piling up public debt with
reckless abandon. By the time he left Albany, he had created 230 agencies and
authorities and left the state with a massive $12 billion debt.

In 1960, Rockefeller contributed to the defeat of Vice President Richard M. Nixon in
that year’s presidential election. Thanks to Nixon’s narrow defeat, in Rockefeller’s
mind he was now assured that he was the GOP’s presumptive presidential
candidate in 1964.

Six days after the election, two young lawyers, Dan Mahoney and his brother-in-law
Kieran O’Doherty, met with several Republican colleagues. Out of that luncheon
meeting, the seeds of the Conservative Party were hatched.

After nearly two years of intense activity, the Conservative Party of New York
became a reality, with an unusual base: Bill Buckley Republicans, who’d had it with
Rockefeller, and Al Smith Democrats, who couldn’t stomach their party’s
abandonment of the working middle class. (Later, Marlin says, this group would be
called the Reagan Democrats.)

Soon after the party began, it took root quickly and became a force to be reckoned
with:

In 1962, the party ran a candidate for governor, David Jackwith. Astonishingly, this
spanking new party got 141,877 votes, 50,184 of them in liberal New York City.
Three years later, in 1965, National Review Editor William F. Buckley was the party’s
candidate for mayor, facing ultra-liberal Republican John

the media and demand the truth about the Pentagon's civilian airline crash exercise

Contingency planning Pentagon MASCAL exercise simulates scenarios in preparing
for emergencies

Washington, D.C., Nov. 3, 2000 — The fire and smoke from the downed passenger
aircraft billows from the Pentagon courtyard. Defense Protective Services Police seal
the crash sight. Army medics, nurses and doctors scramble to organize aid. An
Arlington Fire Department chief dispatches his equipment to the affected areas.

Don Abbott, of Command Emergency Response Training, walks over to the
Pentagon and extinguishes the flames. The Pentagon was a model and the plane
crash was a simulated one.

The Pentagon Mass Casualty Exercise, as the crash was called, was just one of
several scenarios that emergency response teams were exposed to Oct. 24-26 in the
Office of the Secretaries of Defense conference room.

On Oct. 24, there was a mock terrorist incident at the Pentagon Metro stop and a
construction accident to name just some of the scenarios that were practiced to
better prepare local agencies for real incidents.

To conduct the exercise, emergency personnel hold radios that are used to rush help
to the proper places, while toy trucks representing rescue equipment are pushed
around the exercise table.

Cards are then passed out to the various players designating the number of
casualties and where they should be sent in a given scenario.

To conduct the exercise, a medic reports to Army nurse Maj. Lorie Brown a list of 28
casualties so far. Brown then contacts her superior on the radio, Col. James Geiling,
a doctor in the command room across the hall.

Geiling approves Brown's request for helicopters to evacuate the wounded. A
policeman in the room recommends not moving bodies and Abbott, playing the role
of referee, nods his head in agreement.

If you have to move dead bodies to get to live bodies, that's okay, Abbott says as
the situation unfolds .

Geiling remarked on the importance of such exercises.

The most important thing is who are the players? Geiling said. And what is their
modus operandi?

Brown thought the exercise was excellent preparation for any potential disasters.

This is important so that we're better prepared, Brown said. This is to work out the
bugs. Hopefully it will never happen, but this way we're prepared.

An Army medic found the practice realistic.

You get to see the people that we'll be dealing with and to think about the scenarios
and what you would do, Sgt. Kelly Brown said. It's a real good scenario and one
that could happen easily.

A major player in the exercise was the Arlington Fire Department.

Our role is fire and rescue, Battalion Chief R.W. Cornwell said. We get to see how
each other operates and the roles and responsibilities of each. You have to plan for
this. Look at all the air traffic around here.

Each participant was required to fill out an evaluation form after the training 
exercise.

We go over scenarios that are germane to the Pentagon, Jake Burrell of the
Pentagon Emergency Management Team said. 'You play the way you practice. We

WASHINGTON - A hydrogen-powered car completed a cross-country trip Tuesday, a
first-of-its
kind journey that promoters say proves the cleaner-burning fuel can be a viable
alternative to gasoline.

Fuel cell vehicles won't be mass produced for at least eight years under optimistic
predictions, but DaimlerChrysler says the trip by its NECAR 5 vehicle shows the
promise of fuel cell engines.

I will not tell anybody how much doubt we had when we started 16 days ago,
Ferdinand Panik, head of DaimlerChrysler's fuel cell group, said after the car pulled
up at the Capitol at the end of its journey. It runs much, much better than we
believed. It's a big, big step for a new idea, trying to look beyond the capability of
fossil fuels.

Fuel cells can run on hydrogen or other fuels, such as ethanol, methanol and
gasoline, that can be converted into hydrogen. Hydrogen is combined with oxygen
from the air in a chemical reaction that produces electricity that powers the vehicle.

Pure hydrogen-fed fuel cells produce only water - no harmful emissions - but
hydrogen is a flammable gas that poses safety questions, especially when crashes
occur, and engineers continue work on safe onboard storage systems. Those using
other fuels pollute less than gasoline engines but have some emissions and produce
less power than pure hydrogen.

The NECAR 5 - New Electric Car, Fifth Generation - is a subcompact Mercedes-
Benz A-Class that ran on methanol converted to hydrogen. Since methanol is not
available at the corner gas station it had to be delivered to points along the route 
for
refueling every 300 miles.

The trip began on May 20 at the Golden Gate Bridge in San Francisco and spanned
3,262 miles, which DaimlerChrysler says is a record for a fuel cell vehicle traveling
on public roads. Traveling time was 85 hours over a span of 16 days, an average of
about 38 mph, but the car reached speeds of more than 90 mph.

Converting the nation's automobile refueling system to hydrogen or other convertible
fuels is among the largest hurdles for fuel cell technology. The Bush administration
launched a partnership with domestic automakers in January to develop a system of
hydrogen refueling stations and spur the growth of hydrogen fuel cells.

Other problems will keep the technology from reaching the mass market for at least
a decade, experts say, including onboard storage of flammable hydrogen, reliability,
durability and cost. The NECAR 5 is a concept car worth more than $1 million.
Although costs are declining, the technology is far too expensive to sell for a profit.

Obviously there is more work to be done before the vehicle is in the mass market,
but this trip shows it can clear some of the customer needs hurdles, said David
Friedman, senior analyst with the Union of Concerned Scientists' clean vehicles
program. Now all they need to do is do it with a hydrogen version.

Most major automakers plan to begin making some fuel cell vehicles powered by
convertible fuels available for limited fleet sales within a year, such as to 
government
buyers who can carefully monitor performance.

DaimlerChrysler plans to have 30 buses working in 10 European cities next year.
Ford Motor Co. has a fuel cell Focus aided by a battery for acceleration that it plans
to lease for fleet customers in early 2004. General Motors Corp. demonstrated a
Chevrolet S-10 pickup last month that converts gasoline to hydrogen.

Increasing numbers of manufacturers also are offering the public hybrids that save
fuel with an electric motor that helps the gasoline engine power the vehicle.

The NECAR 5 got about 40 miles per gallon of fuel, less than some vehicles sold
today, but Panik said the emissions were a fraction of gasoline-powered cars.

The car was guided by a global positioning satellite system and accompanied by two
SUVs and a van carrying replacement parts and tools.

The car broke down once, as the team approached the Nevada border on the first
day. Water got into a connector that had to be replaced, which cost the team about a
day of traveling time. The team also replaced two belts, four fuel filters and a 
plastic
bottle that contains cooling water.

Team leader Wolfgang Weiss said the repairs could have been needed on a similar
trip with any other car. He said the NECAR 5 performed better than expected, and
the fuel cell remains in great shape.

We can turn around and drive back, but I don't want the fear that we won't make it,
he said.

 and to cross-examine witnesses virtually every day, week after week,
 which is unheard-of.

 houses of the Russian parliament voted overwhelmingly to condemn his

 of The Hague.

 Russian people consider Slobodan Milosevic a hero of resistance to
 imperialist intervention, a patriot who defends his country and his
 people.

 This support from Russia is very encouraging to me.

 I interviewed your brother on March 23rd 2001, just before he was
 arrested.

 During that interview he said that one of the things US and West
 European leaders hated about Yugoslavia was the way you handled the
 question of national and religious group relations. There had been so
 much conflict in the past. Some groups had been organized by the
 Nazis and earlier by the Ottoman Empire to attack Serbs, and Roma and
 Jews as well of course - and yet in Yugoslavia, and this is still
 true in Serbia, you had schools in 24 different languages and court
 proceeding in nine languages. When I was in Serbia this past year I
 saw that there is still an attitude of mutual appreciation among
 different groups.

 It seems to me that the strategy of the New World Empire that has
 attacked you is to stir up hatred. They use the guidelines laid down
 by the Nazis, finding points of weakness in ethnic or religious
 groups that will allow the Empire's mass media and operatives to play
 on cultural traits that if left alone wouldn't necessarily be a
 problem. They stir up hatred in one culture against another in a
 hideous way, especially appealing to groups that were once in a
 dominant position, empowering their worst elements. The Empire does
 this more effectively than the Nazis because they have much more
 sophisticated mass media. Perhaps the worst thing is that

Another balance of power that has me puzzled is
Sicilian
versus Corsican. Bonanno was on the Permindex

 Promissory Bank Notes (PBNs) are one form of bank instrument used
 by countries in their nation debt financing. They are also used as
 the basis of arbitrage transactions, which are illegal in the United
 States, but not elsewhere. In this transaction for an overall face
 value of $27.5 trillion US DOLLARS, the PBNs have been purchased by a
 consortium of funders, predominately from the Far East and Europe.
 The funders have agreed to purchase the PBNs at 71.5% of their face
 value, to be repaid at par in 20 years and 1 day, together with an
 annual interest of 7 1/2%. The PBNs have been sold by a consortium
 of some 200 banks at a cost of 61.5%. The 10.0% difference is made
 up of bank fees, suppliers (collateral) fees, funding agents fees
 and various commission fees, together with monies going to various
 countries to fund projects.

 This loan transaction is the largest ever ever put together, and some
 two thirds have been completed, resulting in some 1.76 trillion
 dollars worth of foreign monies having been put up for
 conversation. We do not know the discount employed, but we believe
 that it was between 10 and as much as 25% in some cases, hence
 the remaining monies for disbursement must lie somewhere between
 1.3 and 1.6 trillion US dollars, ie the United States has already
 received a minimum of $150 billion dollars in conversation fees.
 The remaining monies for disbursement have been held by the US
 banks, for the reasons which can only be described as fraudulent,
 under the direct instruction of the US Government, for over a
 year and a half. In addition, there has been a conspiracy of
 misinformation, orchestrated by the highest levels of the US
 Government, regarding the exact whereabouts of these monies and
 the timing of their payout. These monies should have been paid
 out in June, 1989, or shortly thereafter.

A child who doesn't like doing math homework may be diagnosed with the
mental illness developmental-arithmetic disorder (No.315.4). A child 
who
argues with her parents may be diagnosed as having a mental illness 
called
oppositional-defiant disorder (No.313.8). And people critical of the
legislation now snaking through Congress that purports to end
discrimination against patients seeking treatment for mental illness 
may
find themselves labeled as being in denial and diagnosed with the 
mental
illness called noncompliance-with-treatment disorder (No.15.81).

The psychiatric diagnoses suggested above are no joke. They represent 
a few
of the more than 350 mental disorders listed in the American 
Psychiatric
Association's (APA) Diagnostic and Statistical Manual of Mental 
Disorders
(DSM-IV), the billing bible for mental disorders which commingles
neurological diseases with psychiatric diagnoses. (Click here to see 
more
examples of the mental disorders listed in the DSM-IV.) Whether the
described diagnoses are real diseases or subjective speculation, 
science is
at the heart of the debate about whether lawmakers will require 
employers
and insurers to cover mental illness on the same level as physical 
disease.

Advocates of the Mental Health Equitable Treatment Act of 2002 (S 
543), and
its sister proposal in the House (HR 4066), are seeking to expand the 
1996
mental-health parity legislation. It mandates employers with more 
than 50
employees and that offer mental-health coverage to provide insurance
benefits equal to those of standard health care, such as surgery and
physician visits.

The pending proposals would expand the 1996 legislation to require 
that
caps, or limitations on coverage, be the same for mental illnesses as 
those
provided for medical illnesses, in the name of so-called mental-health
parity. When it comes to mental illness and medical illness 
however,
there is no scientific parity between the two schools of thought. 
That is,
only one is based in physical science.

Proponents of mental-health parity believe, and have for the most part
successfully convinced lawmakers, that the mental illnesses described 
in the
DSM-IV are medical diseases. For example, obsessive-compulsive 
disorder
(OCD) is considered medically equivalent to, say, measles or anemia.

But critics patiently explain that the psychiatric mental illness as
described in the DSM-IV is a subjective diagnosis that lies in the 
eye of
the beholder rather than in proved medical science. How this issue is
decided, these critics say, likely will determine whether millions of
American families will be priced out of health insurance.

Fred Baughman, a San Diego neurologist and leading critic of the 
alleged
mental illness called attention-deficit/ hyperactivity disorder 
(ADHD) (see
picture profile, Feb. 18), tells Insight the question that must be 
answered
before a mental illness can qualify as a disease is this: Where is 
the
macroscopic, microscopic or chemical abnormality in any living 
patient or at
death/autopsy?

Baughman explains: No one is justified in saying anyone is medically
abnormal/diseased until such time as they can adduce some such 
abnormality.
This, by the way, would apply to a person suspected of having 
diabetes or
cancer.

The fact is, Baughman adds, There is no psychiatric diagnosis for 
which any
part of this question can be answered in the affirmative. In other 
words: no
abnormality; no disease. There is no confirmation of abnormality in 
the
brain in life or at autopsy

On March 25, during a Pacifica radio interview, Representative Cynthia
McKinney, a Georgia Democrat, said, We know there were numerous warnings of
the events to come on September 11 What did this Administration know, and
when did it know it about the events of September 11? Who else knew and why
did they not warn the innocent people of New York who were needlessly
murdered? McKinney was not merely asking if there had been an intelligence
failure. She was suggesting--though not asserting--that the US government had
foreknowledge of the specific attacks and either did not do enough to prevent
them or, much worse, permitted them to occur for some foul reason. Senator
Zell Miller, a conservative Democrat from her state, called her comments
loony. House minority leader Dick Gephardt noted that he disagreed with
her. White House spokesman Ari Fleischer quipped, The congresswoman must be
running for the Hall of Fame of the Grassy Knoll Society. The Atlanta
Journal-Constitution called her a nut.


Well, that just about settles it! Seems like a respectable bipartisan
consensus... even Ari Fleischer's in there! I think it's very important that
everyone hear these remarks about McKinney one more time; good thing Corn has
included them.

(Incidentally, a top-flight scientific study recently concluded on the basis
of extensively re-examining audio recordings from JFK's assasination, that
there was indeed a shot fired at the President from the area around the
notorious Grassy Knoll. Better than 96% certainty; this was reported in the
Washington Post. The newly recalculated odds of the official lone gunman
theory being correct? 1 in 100,000. Can someone please let Mr. Corn know that
the Grassy Knoll joke is a little played out...)

Two months later, after it was revealed that George W. Bush had received an
intelligence briefing a month before September 11 in which he informed told
Osama bin Laden was interested in both hijacking airplanes and striking
directly at the United States, McKinney claimed vindication. But that new
piece of information did not support the explosive notion she had unfurled
earlier--that the Bush Administration and/or other unnamed parties had been
in a position to warn New Yorkers and had elected not to do so.


Mr. Corn, what do you have to say about the Rowley memo? Are you trying to
pretend that the news of the intelligence briefing is the only new piece of
evidence that supports McKinney's position?


With her radio interview, McKinney became something of a spokesperson for
people who question the official story of September 11. As the Constitution's
editorial page blasted her, its website ran an unscientific poll and found
that 46 percent said, I think officials knew it was coming.


Unscientific,yes -- but the results were remarkable no matter how you cut it.
Conservative outlet Newsmax made note of this, and also made note of how
Democrats were still treating the issue as radioactive despite the signs of
an unexpectedly positive public respone. A clear indication of an atmosphere
of heavy indimidation.



Out there--beyond newspaper conference rooms and Congressional
offices--alternative scenarios and conspiracy theories have been zapping
across the Internet for months.


God forbid that normal Americans should dare to think for themselves, and not
accept spoon-fed spin from Congressional spokespersons and the corporate
press.



George W. Bush did it. The Mossad did it. The CIA did it. Or they purposely
did not thwart the assault--either to have an excuse for war, to increase the
military budget or to replace the Taliban with a government sympathetic to
the West and the oil industry.


History is full of well-known precedents in which bloody provocations for
wars have been fabricated for similar reasons. Not all of the speculations
being raised about 9/11 are tenable, but the idea in general of a set-up is
not extraordinary and should be examined without prejudice.



The theories claim that secret agendas either caused the attacks or drove the
post-9/11 response, and these dark accounts have found an audience of
passionate devotees.


Corn plays the classic, hackneyed passionate rabble card. Tends to go over
well with the snotty, smarter-than-thou old left establishment.



I learned this after I wrote a column dismissing various 9/11 conspiracy
theories.


Glad to see that Corn is honest enough to use the word dismissing.

Judge Campbell called Vreeland a man who appears on this evidentiary record
to be nothing more than a petty fraudsman with a vivid imagination. But
Ruppert dismisses Vreeland's past, noting he has a very confusing criminal
arrest record--some of it very contradictory and apparently fabricated.


Simply a lie -- Ruppert has stated very plainly that Vreeland is not a
saint and has never tried to deny or dismiss the existence of his criminal
record. The world of spying and covert operations is not known for being
straight-laced. Furthermore Vreeland has made two arguments that deserve
mention: first, he claims that parts of his record were forged deliberately,
following the practice of building a credible criminal rep which is
essential if one is supposed to infiltrate organized crime. Second, if these
records are all genuine, then why have they not been applied to Vreeland's
extradition hearings, which would make nabbing him a snap?


When I interviewed Vreeland, he said, I have never legally been convicted of
anything in the United States of America. And, he added, he has never been
in prison.

There are two odd bounces in this case. Vreeland claims that in Moscow he
worked with a Canadian Embassy employee named Marc Bastien. Unfortunately,
this cannot be confirmed by Bastien. He was found dead in Moscow on December,
12, 2000--while Vreeland was in jail in Toronto. At the time of his death,
Canadian authorities announced Bastien died of natural causes, but Vreeland
later claimed Bastien had been murdered. Then, this past January, the Quebec
coroner said Bastein died after drinking a mixture of alcohol and clopazine,
an antidepressant, and he noted that Bastien may have been poisoned--or may
have been offered the medication to fight a hangover.


Corn, don't play dumb and skip the context. The coroner was cautiously
agreeing with the findings of the RMCP and Moscow police who believed that
the computer specialist was the victim of a person - maybe a woman - who
slipped a clopazine tablet in his drink.


Had Vreeland really known something about this death, or had he made a good
guess about a fellow whose death was covered in the Canadian media? And
during a courtroom proceeding, at Vreeland's insistence, the judge allowed
his counsel to place a call to the Pentagon. The operator who answered
confirmed that a Lieutenant D. Vreeland was listed in the phone directory.
Afterward, Canadian prosecutors claimed that information from the US
government indicated that a person purporting to be Lieutenant D. Vreeland
had earlier sent an e- mail to a telephone operator at the Pentagon, saying
he would temporarily be occupying a Pentagon office and requesting that this
be reflected in the listings.


Ummm, yeah... what evidence did they offer? By the way, the statements and
behavior of prosecutors in the case has been described by Ruppert as bizarre
and contradictory, which is apparently one of the factors which swayed the
exasperated judge to rule in Vreeland's favor.


Could a fellow in a Toronto jail have scammed the Pentagon telephone system?


And if he had, would the Pentagon now be silent about it? Why has Corn
brought up this innuendo based on heresay from a clearly biased source?
Wouldn't it be easier to call up the Pentagon and get a definitive statement
on this? Really.

Next, we ought to ask how Vreeland, from his jail cell, forged a 1,000+ page
service record and had a deep-cover mole on the inside to deposit it in
military archives where it could be retrieved by his laywers. Obviously an
extraordinarily talented fellow.


In March the Canadian criminal charges against Vreeland were dropped, and he
was allowed to post bail. Explaining why charges were removed, Paul
McDermott, a provincial prosecutor, says his office considered the pending
extradition matter the priority. Vreeland's extradition hearing is scheduled
for September.

To believe Vreeland's scribbles mean anything,


By the way, some people who have not decided at the drop of a hat that the
letter merely contains scribbles have made some interesting finds. For
instance, names of two Russian businessmen whose connections lead straight to
some Central Asia oil interests... but Corn probably doesn't want to hear
about that...


one must believe his claim to be a veteran intelligence operative sent to
Moscow on an improbable top-secret, high-tech mission (change design
documents to neutralize an entire technology) during which he stumbled upon
documents (which he has not revealed) showing that 9/11 was going to happen.
To believe that, one must believe he is a victim of a massive disinformation
campaign, involving his family, law enforcement officers and defense lawyers
across the country, two state corrections departments, county clerk offices

Logic suggests, writes Newsweek's Wall Street reporter
Allan Sloan, that for the next decade or so, stock
prices won't increase much faster than corporate
earnings, which typically rise about 7 percent a year.
Throw in an additional 1.5 percent or so for dividends,
and you end up with a return - dividends plus stock
price increases - in the high single digits. And getting
that return depends on price-to-earnings multiples
staying at their current high levels...

Welcome to reality, says Sloan. But Sloan's reality is
not necessarily Mr. Market's reality. The 20% per year
gains of the late '90s are gone, he says. Instead, it's
back to normalcy, in which investors only get what
they've gotten for the last 56 years - about 9% per
year, including dividends.

Mom and Pop Investor are probably just now coming to
terms with this 'reality.' They liked the big gains of
the '90s...but they're not greedy. Stocks always go up
in the long run, they still believe; it's just too bad
they only go up at 9% per year. But, hey, 9% ain't so
bad. Wouldn't it be a darned shame, dear reader, if Mr.
Market pulled one of his perverse tricks...and stocks
lost 9% this year? Or 19%? Or 49%? Or 69%?

Even Mr. Sloan notes that getting 9% in the coming years
depends on price-to-earnings multiples staying at their
current high level, which is no sure thing. The reality
is that P/E ratios are currently about 3 times the
normal level - depending on how you calculate them.

Over the sweep of history, the vernacular wisdom of
generations of investors was that stocks should trade
for only about 15 times earnings. Why should they be
worth more today?

But let's turn to our own eyes and ears on Wall Street,
Mr. Eric Fry, for an up-to-date report:

Eric, adroitly reporting from New York...

- As anticipated in yesterday's Daily Reckoning, the
obvious trades stopped working...for one day, anyway.

- The stock market and the dollar stopped falling and
gold stocks stopped going up. Although stocks and the
dollar both dropped early in the day, they reversed
course in the afternoon. Conversely, gold stocks climbed
early before falling in the afternoon.

- By mid-morning yesterday, the Dow had dropped more
than 100 points. But the blue chips recovered to finish
the day with a slim 21-point loss at 9,687. The Nasdaq
fared even better than the Dow. Despite falling about 1%
in the morning, the Nasdaq ended the day with a 1% gain
to 1,578.

This book is all about a scandal feared by the White House more than
Whitewater, a scandal not touched by the American news media. It’s a totally
different look at the last half century of American history, and it revolves
around a place called Mena, Arkansas and a man named Barry Seal.

Seal grew up in Louisiana and was addicted to airplanes from an early age.
While still a teenager, he could pilot nearly anything with wings. Joining
the Louisiana Civil Air Patrol, he met a man named David Ferrie (later to be
well known in JFK assassination circles) who introduced him to the
clandestine world. Soon, Seal would disappear for days or weeks at a time,
and come back with, for a teenager in the 1950s, insanely large amounts of
money.

Becoming a life-long CIA operative, Seal started his career running guns to
both sides in the Cuban Revolution, to Fidel Castro and Fulgencio Batista.
Over the next 40 years, Seal was at the center of all the major events in US
history, from the JFK assassination (the book blows more holes, as if more
were needed, in the Warren Commission’s Lone Gunman theory), to Vietnam
drug-running, to Watergate, to Iran-Contra. The entire period is
characterized by very deep ties between US intelligence and the Mafia, even
going back to Cuba before Castro. The author isn’t talking about vague ties
with minor-league mobsters, he is talking about people like Johnny Roselli
and Carlos Marcello, the absolute top of the Mob “pyramid.”

Mena, Arkansas was a small town with an equally small airport. It was also a
major entry point for a flood of airplane-carried cocaine into the United
States (by the ton). Going on for years and years, one must ask if the major
players in Arkansas politics, like Jackson Stephens and Bill Clinton, were
somehow in cahoots with the CIA and the Mob. The author also explores plenty
of ties between Seal and the Bush family.

This book surpasses the level of Wow. It has enough revelations for ten
books. It is extremely highly recommended, especially for anyone interested
in recent American history.

a truth there in.

Robespierre, Dictator - 9.11 - 1872

The French Revolution lasted from July 14th 1789 until July 28th 1794 when
the head of the Dictator suffered Madam Guillotine, a period of 1,840 days
or 4 x 460 the reference for the Law, (the Mace of the USA is 46 inches
long).

Robespierre was elected President of the National Convention on July 27th
1793, one year and one day later, that is 366 days the Dictator was
decapitated, and so the Falcon was there as blood flowed out of the severed
head, at 61 x 4 lots at 366 days.

The choosing of the site to build the Eiffel Tower could be said to
'rubber-stamp' the work of Robespierre, for the place chosen was the small
hill in the area known as Champ-de-Mars where this fanatical revolutionary
leader gave his famous public speech on June 8th 1794.

In 1751, some 43 years earlier, the French king Louis XV decreed the
establishment of a military academy to be built on the Grenelle plain that
stretched to the river Seine. The name given to this area was Champ-de-Mars
and great celebrations were held there during the Revolution which began on
July 14th 1789.

It was here that the Festival of the Supreme Being took place on June 8th
1794, and it was presided over by Robespierre, a leader who was dressed in a
light blue coat, white silk waistcoat, black silk breeches, white stockings
and shoes with buckles of gold. He was the President of the Covention, and
as such stood up on this hill and proclaimed the 'Existence of the Supreme
Being'.

And he told the crowds, this came as a second surprise, that the 'soul is
immortal'. He also added that 'Atheism and Company' was no more, and the
nearby cardboard model, which had represented the mind-set of the
revolution, was now burnt. Maximillien Robespierre was now the Dictator, the
High Priest and Prophet of revolutionary France.

In the headquarters of the Jacobin Club, in a once church building, against
a wall stood a black marble pyramid left there by the previous occupants.

The Jacobins were Robespierre's supporters, some were also called 'Men of
the Mountain' and they continually cried out, Republic one and indivisible,
Liberty, Equality, Fraternity and Death.

It was Robespierre who had been the main instigator of the 'Terror' where
thousands were executed, many by guillotine, and most were innocent of any
crime whatsoever. The academics were not immune from death, for the famous
chemist Lavoisier, when he begged for more time to finish his experiments,
the reply came, The Republic does not need such experiments, the axe must
do its work.

But for Robespierre himself time was running out. The next month in the
National Convention he faced the 'Men of the Plain', a meeting where
Robespierre was found guilty. The tyrant shrieked, I demand speech of thee
for the last time! To you O virtuous 'Men of the Plain', I appeal to you!
The committee retired and early the next morning at 3am July 28th 1794, the
Convention decreed that Robespierre and all rebels were 'Out of Law'.
Hearing this bad news the tyrant tried to kill himself but the shot only
injured his jaw.

At 4pm that afternoon it was reported that the streets of Paris had never
been so crowded along the route from the prison at the Palais de Justice to
the Place de Revolution where stood the guillotine. On the scaffold the coat
of Robespierre was stripped off him and the linen bandage torn away from his
injured jaw, before he was positioned on the decapitating machine. And when
his head rolled into the basket, the hair was grabbed, and the head dripping
with blood was displayed to the vast crowd. This caused the Jacobins, the
Men of the Mountain, to shrink away; The Terror was dead said the Men of
the Plain, once called the Frogs of the Marsh.

OK, now to show how the two End Time dates of September 11th 2001 and
December 22nd 2012 are locked into July 28th 1794, the day the Terror died.

Form July 28th 1794 until September 11th 2001 it is 207.123 years at 75,650
days + 4,120 days at 79,770 days it is December 22nd 2012.

Now here is the curious thing, for I take not the difference of 4,120 days
and add to 75,650 days but 41,200 days and + again 75,650 days = 192,500
days.

And 192,500 days, is made up of Python Apollo at 157,000 + 35,500.

And 35,500 x 40 is 1,420,000 /Pi + 1,420,000 is 1,872,000.03 days.

That is the Maya calendar of 13 periods of 144,000 days.

And 15.7 x 15.7 x 4 is 985.96 feet.

And the 985.96 feet is 985 feet 11.5 inches.

The official height of the Eiffel Tower is 985 feet 11 inches.

Thus the Eiffel Tower is the Tower of Python Apollo.

So it is as plain as one of the seven pike staffs stuffed into a severed
head as they marched from the fall of the Bastille, that hundreds of people
knew of the twin dates of September 11th 2001 and December 22nd 2012.

And I suggest that they will need a wall around the G.P.

WASHINGTON (June 4, 2002 9:34 p.m. EDT) - President Bush dismissed on Tuesday a
report put out by his administration warning that human activities are behind
climate change that is having significant effects on the environment.

The report to the United Nations - compiled by the Environmental Protection
Agency from information provided by climate experts at six agencies, including
the EPA - puts most of the blame for recent global warming on the burning of
fossil fuels that release carbon dioxide and other heat-trapping gases into the
environment.

But it suggests nothing beyond voluntary action by industry for dealing with
the so-called greenhouse gases, the program Bush advocated in rejecting a
treaty negotiated in Kyoto, Japan, in 1997 calling for mandatory reduction of
those gases by industrial nations.

I read the report put out by the bureaucracy, Bush said dismissively Tuesday
when asked about the EPA report, adding that he still opposes the Kyoto treaty.


White House spokesman Scott McClellan said the report was the result of work by
staff at the agencies and the White House's Council on Environmental Quality,
whose chairman was appointed by Bush to serve as his principal environmental
policy adviser.

Japan ratified the international accord Tuesday and urged the United States and
other countries to join efforts to fight global warming by cutting emissions of
heat-trapping gases. Prime Minister Junichiro Koizumi's Cabinet gave final
approval to the Kyoto Protocol, which passed the upper and lower houses of
Parliament last month.

The report submitted to the United Nations by the State Department was the
first by the Bush administration to mostly blame human activity for global
warming.

The changes observed over the last several decades are likely mostly due to
human activities, but we cannot rule out that some significant part of these
changes is also a reflection of natural variability, the report says.

Human-induced warming and associated sea level rises are expected to continue
through the 21st century, it says. Secondary effects ... include increases in
rainfall rates and increased susceptibility of semiarid regions to drought.

The report also says that despite some lingering scientific uncertainties,
There is general agreement that the observed warming is real and has been
particularly strong within the past 20 years.

In the United States, changes over the next few decades are expected to put
Southeastern coastal communities at greater risk of storm surges, prompt more
uncomfortable heat waves in cities and reduce snowpack and water supplies in
the West.

Kalee Kreider, global warming campaign director for the National Environmental
Trust, an advocacy group, said environmentalists want from the administration a
climate change plan that joins with other nations in requiring carbon dioxide
emission reductions and increased fuel efficiency requirements for vehicles.

It's good they've done a 180-degree turn on the science. Given the audience,
they pretty much had to, Kreider said. But we're still waiting for a
plan that mandates pollution cuts.

Last year, the White House described climate change as a serious issue but was
undecided about how much of the problem should be blamed
on human activities. President Bush favors a climate plan with voluntary
measures to slow the rate of growth in gas emissions but allow them to
continue to rise.

McClellan said the administration remains convinced the president's plan is the
best path. He pointed to language in the report acknowledging
considerable uncertainty in current understanding of how climate varies
naturally.

And, he said, Bush's plan will significantly reduce the growth of greenhouse
gas emissions, while investing in new science and technology to curb them.
Bush has proposed spending $4.5 billion on climate change science and
technology.

European Union countries formally signed the Kyoto Protocol on Friday. It was
negotiated in 1997 to stem pollution and global warming; President Bush has
rejected it. The ratification by Japan and the 15 EU countries at the
headquarters of the United Nations represented a major step toward putting the
treaty into force.

San Francisco -- Preliminary testing of a new tuberculosis vaccine in humans is
expected to begin by the end of this year in San Francisco, experts said Monday.
The planned safety trial would mark the first time in about 80 years that a new
vaccine has been tested against the tuberculosis bacterium, which infects an
estimated one-third of the world's population.

In the past decade, there has been a resurgence of scientific effort and international
funding to fight TB, which kills about 2 million people worldwide each year, according
to health officials and researchers who spoke at the fourth World Congress on
Tuberculosis.

Bacterial strains that resist treatment with existing drugs are becoming increasingly
prevalent, however, making the development of new drugs and vaccines essential to
controlling the epidemic.

We won't even begin to approach the goal of elimination of TB as a global health
problem without developing new tools, said Philip Hopewell of the UC San
Francisco.

15,989 CASES IN U.S.

There were 15,989 cases of TB reported in the United States last year, half of them
among people born in other countries. Tuberculosis infection may remain dormant in
the lungs for many years, often for a lifetime. In 5 percent to 10 percent of those
infected, the disease becomes active, usually causing fever, night sweats and
coughing that can transmit the bacteria to others.

People whose immune systems have been damaged by HIV infection are especially
vulnerable to TB, which is a major cause of death among such individuals, especially
in developing countries. Although a full course of TB treatment costs only $10, not
enough money is available to find and treat all active TB cases worldwide, said Jong-
Wook Lee of the World Health Organization.

The gap is $300 million annually, he said.

The recent decoding of the genetic sequence of Mycobacterium tuberculosis, the TB
bacterium, represents a potential breakthrough for development of new drugs and
vaccines, said Douglas Young of London's Imperial College.

One discovery stemming from new genetic knowledge is that of isocitrate lyase, an
enzyme that TB bacteria apparently need to maintain themselves even when they
are quiescent. Current drugs against the disease can kill the bacteria only when they
are multiplying. A drug that blocked the action of the enzyme might work better and
faster than current treatments, Young said.

The TB vaccine scheduled for testing in humans later this year is a new version of
BCG, a partially effective vaccine introduced 80 years ago that is widely used in
developing countries to prevent severe TB in childhood.

CALIFORNIA RESEARCHER

Developed by California researcher Marcus Horwitz, the new vaccine is genetically
engineered to prompt production of a specific bacterial protein that has been found to
protect mice from the disease, said Carol Nacy of the Sequella Foundation. The
clinical trial, currently planned to take place in San Francisco, would test the
vaccine's safety, she said. Eventually, it may be tested against older versions of BCG
to see whether it is superior.

Other vaccines being developed may be used to boost the immune systems of TB-
infected individuals to reduce their likelihood of developing active disease, or as an
adjunct to drug treatment to prevent relapses, Nacy said.

BAGHDAD (Agencies) — Iraq on Tuesday rejected US charges that Baghdad was a
sponsor of “terrorism,” saying the Iraqi people were “the first victim of US terror.”

Washington “labels certain countries `sponsors of terrorism' without providing proof
for its accusations, which shows that it exploits the so-called `fight against terror' 
to
pursue its aggressive policies against states that reject US hegemony,” said a
foreign ministry spokesman quoted by the INA news agency.

The United States “accuses those who defend their land of being terrorists” while
exonerating Israel despite “the terrorist acts and collective killings” it carries out
against the Palestinians, the spokesman said.

In its annual “Patterns of Global Terrorism” report for 2001 released May 21, the
State Department made no changes to the US list of “rogue states,” designating
Cuba, Iran, Iraq, Libya, North Korea, Sudan and Syria as “sponsors of terrorism.”

By funding and arming Israel, Washington was a full partner in the terrorist acts
perpetrated by the Jewish state against the Palestinian people, the Iraqi spokesman
said.

“The Iraqi people are the primary victim of US terrorism,” the spokesman noted.

Cites examples

Citing examples of what he said were terrorist acts against Iraq, the spokesman said
the US spent tens of millions of dollars on “gangs of mercenary” to launch terrorist
attacks against Iraq under what was called the “Iraq Liberation Law.”

He was referring to funds given by US State Department to the Iraqi opposition.

He added that Iraq's cities, villages and scientific and economic installations had
been under “daily attack and systematic destruction” since 1991, saying the US and
Britain were illegitimately enforcing two “no-fly zones” in southern and northern Iraq.

The zones were set up in 1991 to allegedly protect areas occupied by Kurds and the
Shiite Muslim population from what the allies describe as military threats from
Baghdad.

The spokesman said Iraq had nothing to do with last September's attacks on the
United States.

“Accusations by the American administration against Iraq concerning events of Sept.
11 are false accusations,” he said.

The US State Department report is the first to appear since President George W.
Bush launched his “war on terrorism” and told foreign governments they must
choose between cooperation or isolation.

US-sponsored Iraqi opposition conference up in the air

In another development, an Iraqi opposition figure said Tuesday a US- sponsored
Iraqi opposition conference that was to have been held in late June or early July will
be replaced by meetings of working groups aimed at organising an enlarged
gathering.

The indefinite postponement of the conference was due to disputes within the US
administration, Ghassan Al Atiyyah told AFP by telephone from London.

A wing of the administration has obstructed the State Department's efforts to
organise the meeting because it feared it would marginalise the opposition Iraqi
National Congress (INC), he said.

Atiyyah, one of nine Iraqi dissidents who took part in April 9-10 talks in Washington 
to
prepare the conference, said the two main Kurdish parties sharing control of northern
Iraq had stepped in to try to organise the elusive conference in cooperation with two
other opposition groups.

That effort involves the Kurdistan Democratic Party and Patriotic Union of Kurdistan,
in conjunction with the Supreme Assembly for the Islamic Revolution in Iraq (SAIRI),
the main Shiite Muslim opposition faction, and the National Accord Movement.

“The four groups are discussing the proposed meeting among themselves and with
the United States, on the understanding that they themselves will sponsor it,” Atiyyah
said.

The State Department had planned to spend five million dollars on a conference at
which both Iraqi dissidents and experts would look into how to govern Iraq after
President Saddam Hussein is removed from office.

The gathering was to be organised by the Middle East Institute, a Washington-based
think tank that hosted the preparatory April meetings, and although no date was
announced, it had been expected to take place in early summer.

Atiyyah said this would now be replaced by meetings of “specialized working groups”
to be held in Europe in the summer with the participation of experts, NGOs and Iraqi
dissidents.

These meetings would be sponsored by both the State Department and NGOs “in
the hope that they will culminate in a political conference,” also at a European venue,
in late summer, he said.

Atiyyah said the change of plan was due to “rivalries within the administration” which
led to the exclusion of the Middle East Institute as a conference organiser after its
president, Edward Walker, criticised some of Bush's policies.

I am David Bosankoe of Bristol, England. A few months ago the 
American Department of Defence released to the World Media the five 
security-camera (CCTV) frames that capture the attack on the Pentagon 
in Arlington, Virginia that occurred on September 11, 2001. These 
frames were broadcast across the Internet News agencies where I was 
able to pick them up and enlarge them, after which I joined them 
together in a single animation file:

My attention was initially brought to these frames as I was searching 
for evidence in support of my position in an argument with Dick 
Eastman, an American who regularly posts his analysis, forwardings 
and links to uk.politics.crime and other newsgroups. We were arguing 
over the French web page, Spot the Boeing,:

Eastman was expounding his theory of an internally planted bomb and, 
to show him his error I went to the BBC and did a search 
for 'Pentagon' and found the CCTV images. That's when I made my first 
animation from the frames.

Shortly before, American investigator, 'Agent Fescado,' provided on 
the website, http://www.humanunderground.com/11september/pent.html, 
his own analysis of the CCTV stills based on evidence that included 
his own enlargement of the first frame in the sequence with added 
overlays of different aircraft, using the position and size of the 
tail fin of the actual attack craft shown in the first frame as the 
reference for determining scale and position.

What he found was that the profile of the plane in the frame when 
compared to the fitted overlay of a Boeing 757 where the tail fin of 
the overlay exactly covers the visible fin of the attack aircraft, 
was far too short to be a Boeing 757 (a rather obvious observation 
which nevertheless I later proved with mathematical rigor on my web 
site). What Fescado also found was a tail-fin fitted overlay of an F-
16 made for a very reasonable fit, as also do other small military 
aircraft such as S-3B Viking (a craft which has been suggested by one 
of Agent Fescado's sources as the true Pentagon-attack culprit.). 
Which small military aircraft was responsible, is a question that 
must not distract from the now-established finding that the Boeing 
757 of Flight 77 was not the aircraft that the CCTV visually 
captured, an aircraft which in my estimation is less than half the 
length of the 757).

Afterward, I found the Internet source for the MSNBC Flash animation 
of the CCTV images and extracted the Flash file out of their page, 
allowing me to use the inbuilt zoom function in Flash which includes 
a pixel interpolation function so I could quickly extract smoothed 
pictures. I've explained how to trace my steps in all this and 'do it 
yourself' at:

I then used a shareware version of Jasc Animation Shop to string this 
together in an 'animated GIF' which so many have now seen thanks to 
Dick Eastman.

When comparing proportions in the first frame, the height of the 
Pentagon's wall, 70 feet, with the 155 feet length of the Boeing 757, 
it becomes blatantly obvious that actual attack plane is too small. 
This finding led me on to the size of the hole that the plane made. 
When the plane first crashed into the Pentagon, it first of all it 
made merely a hole and only later, after fire crews had arrived on 
the scene, did the wall of Pentagon above this hole collapse. 
Fortunately, someone who was on the nearby freeway and passing the 
Pentagon

Investigation of an Air Force officer's criticism of President Bush
in a letter to the editor has been turned over to his immediate
superior at the Presidio of Monterey.

Lt. Col. Steve Butler was serving as vice chancellor for student
affairs at the Defense Language Institute when he wrote the letter,
published in The Herald on May 26, which accuses Bush of allowing the
Sept. 11 attacks to occur for political reasons.

In his letter, which is attracting national media attention, Butler
wrote that it was sleazy and contemptible for the president to
withhold information from the public to help himself politically.

Butler was suspended from his duties at the Monterey language school
following publication of his letter, which could constitute a
violation of Article 88 of the Uniform Code of Military Justice.
Article 88 bars any commissioned officer from using contemptuous
words about the president, Congress and various other officials.

The investigation has been turned over to Air Force Col. Jeff
Johnson, deputy commandant of the language school and Butler's
immediate superior and rating officer, Air Force spokeswoman Valerie
Burkes said Tuesday.

It would be inappropriate to make further comments, Burkes said
from her office at the Pentagon.

An Article 88 offense is punishable by a maximum of confinement for
one year, dismissal from the service and forfeiture of all pay and
allowances.

Guidelines for prosecuting the offense note that expressions of
opinion made in a purely private conversation should not ordinarily
be charged, but giving broad circulation to a written publication
containing contemptuous words of the kind made punishable by this
article, or the utterance of contemptuous words of this kind in the
presence of military subordinates, aggravates the offense.

The truth or falsity of the statements is immaterial, the
guidelines say.

The last actual court martial for violation of the article occurred
in 1965, when Army 2nd Lt. Henry Howe was convicted of using
contemptuous words against President Lyndon Johnson and of conduct
unbecoming an officer after taking part in a demonstration against
the Vietnam War. He was discharged and sentenced to two years of hard
labor.

In similar cases in 1999, two Marine officers, one active, the other
a reservist, received administrative punishment for published
writings criticizing President Bill Clinton following the Monica
Lewinsky scandal.

The Oct. 19, 1998, Navy Times published an editorial by Marine Corps
Maj. Shane Sellers headlined Time to Send Clinton to the Showers,
in which Sellers called Clinton a criminal and an adulterous liar.

The Oct. 22 Washington Times published another editorial by Marine
Corps Reserve Maj. Daniel Rabil called Please Impeach my Commander
in Chief, which described Clinton as morally defective, integrity-
impaired, a lying draft-dodger, a moral coward and a spoiled
leftist.

Burkes said Butler has been sent on temporary duty to Travis Air
Force Base near Fairfield, but remains assigned to the Presidio.

Butler has not commented publicly since the investigation began. His
wife, Shelly, said her husband plans to retire in the next few weeks
after 24 years in the Air Force.

MiningWeb.com has just reported an explanation for
the plunge in the gold price today.

The plunge, MiningWeb says, came in the wake of a
large after-market trade in New York last night, with an
unnamed fund liquidating 5,000 futures contracts, a move
which knocked the price first to $326/oz, then to $324/oz,
and finally to $321/oz, where some dealers reckon it has
found support. Interestingly, one senior
Johannesburg-based trader says the long-liquidation by
the fund appears to have been an intentional strategy to
lower the gold price. He could not give reasons for the
fund's alleged intent, although he said it could have been
a move designed to lower the gold price in order to buy
in again at lower levels. The sale was executed using
the 'Access' system on Comex, which allows for
anonymous trading by large funds.

afternoon, the Joint House-Senate Intelligence
Committee will go behind close doors once more to
hear testimony concerning intelligence lapses by the
Federal Bureau of Investigation (FBI) that may have a
bearing on who actually was behind the World Trade
Center and Pentagon terrorist attacks. Today, the
joint committee will interview FBI Special Agent
Coleen Rowley for a second time. Special Agent Rowley
says FBI headquarters ignored her office's pleas in
the weeks before September 11 to aggressively
investigate information she sent that may have
prevented the attacks. It looks like upper levels of
the FBI purposely trashed the information in order
to allow the terrorist attacks to take place. These
upper levels of the FBI may be the same Zionists
who are also sabotaging the stalled Anthrax terrorist
investigation.

On February 26 of this year we published FBI Closes
in on Anthrax Terrorist : Prime Suspect is a Zionist
in which we reported shocking activities at the U.S.
Army's Medical Research Institute for Infectious
Diseases in Fort Detrick, Maryland involving Jewish
microbiologist Dr. Philip M. Zack. We reported that
according to certain FBI sources, the arrest of Dr.
Philip M. Zack was imminent. Dr. Zack and others of
his Jewish cohorts were conducting unauthorized
clandestine research at night on weapons grade
versions of the Anthrax spores. As part of the
elaborate scheme, the Zionists were going to frame a
colleague, Egyptian born microbiologist Dr. Ayaad
Assaad. Now this important case seems to have met the
same fate as that of the communique from Special
Agent Rowley. There appears to be high level FBI
Zionists working for the interests of Israel instead
of for the interests of the USA and they are
sabotaging the investigative work of patriotic FBI
agents.

The Joint House-Senate Intelligence Committee
investigation underway should also include efforts to
investigate possible FBI/MOSSAD connections as well.
More and more American people are becoming suspicious
that much of what is occurring in covert intelligence
work is aimed at benefiting the Zionist State of
Israel and to find fault in Arab nations. It now
appears that the WTC and Pentagon terrorist attacks
have benefited Israel in many ways. Not only have
these attacks benefited Israel but they have also
consolidated the political power and influence of USA
based Jewish politicians and other Zionist interests.
The theory that Osama bin Laden was responsible is
becoming more and more fishy!

Thanks to the usual
tireless efforts of editor Herman Otten, Christian News,
readers are now well nigh aware of the full-page paid advertisement of the
Anti-Defamation League in the May 2 New York Times.  The advertisement is entitled, “We People of
Faith Stand Firmly With Israel,” and is penned in its entirety by erstwhile
Christian Coalition President, Ralph Reed. 


 

Reed, described by the
ad as one who “…served as a senior advisor to the Bush campaign,” and presently
as chairman of the Georgia Republican Party, has authored an article of incredible
significance—both in what is said and what has been left unsaid.

 

For openers, Reed
informs his national mass-media audience that “we people of faith” back Israel
and the ideology of Zionism.  This bit of
chutzpah conveniently leaves out the people of faith comprised of orthodox
Lutherans and Catholics, evangelical Reformed communions, and Eastern Orthodoxy
-- not to mention such orthodox Jewish fellowships as Neturei Karta, which reject
the entire package of assumptions which attempt to Biblically legitimize the
creation of modern Israel.  

 

Reed also neglects to
inform his audience that the school of Biblical interpretation known as
Dispensationalism, which undergirds the ideas in

the ADL advertisement
of May 2, has only been in existence since the

“revelation” given to
John Nelson Darby of the Plymouth Brethren in 1830

by Scottish
“prophetess” Margaret MacDonald.  It is a
system of thought

unknown to any
Christian theologian of substance prior to that time,

including Saint Augustine,
Martin Luther, and John Calvin.

 

 

Mr. Reed also neglects
to mention other inconvenient problems posed by Zionist ideology and the
support of the Jewish state by much of the American Christian Right.  He fails to discuss the Socialist ideology which
undergirded most of the Ashkenazic Jews of the Labor Party who were essential
to the formulation of what became Israel
in 1948.  The dispossession of 750,000
Palestinians of generationally held property (including many Christian
Palestinians) is conveniently omitted from discussion as well, along with any
reference to a multitude of Israeli espionage operations levied against the United States.  

 

These include the
purloining of nuclear raw materials from an American plant in Pennsylvania
for Israel’s
nuclear bomb production facility at Dimona; the Pollard spy case; and the
recently discovered Israeli “art student” network operating intelligence cells
within this country.  

 

Mr. Reed also omits Israel’s
illegal occupation of West
 Bank territories, and the recent
violent deaths of three witnesses scheduled to testify at the

Belgian international
court against Israeli Prime Minister Ariel Sharon on compelling charges of war
crimes stemming from the latter’s alleged involvement in the slaughter of
Palestinian refugees in the Sabra and

Shatila refugee camps
in southern Lebanon
in 1982.  How “people of faith” should
deal with these issues and the questions raised by them is never addressed by
Pat Robertson’s chief ex-PR consultant.

 

Which brings us to
another interesting question.  Abraham
Foxman, the National Director of the ADL, has made a career out of caricaturing
evangelical Christians as closet Nazis, anti-Semites, and racists,

including Mr. Reed’s
former employer, Mr. Robertson.

On U.S. pundit shows this year, a hot topic has been whether captured Taliban fighters and alleged al-Qaeda operatives should be subjected to "truth serums" or physical torture to make them talk. 

Hundreds of captured Taliban and al-Qaeda belligerents have been grilled, but apparently little useful has been gleaned. Frustrated U.S. interrogators have complained that Afghan battlefield prisoners employ aliases, deceit and other tactics to withstand interrogations. 

In debating how to extract more information, cable-TV commentators and other pundits generally have treated "truth serum" as a softer means of extracting information compared to more traditional torture, with commentators weighing the pros and cons of the two approaches. But beyond the question – does "truth serum" work? – is a long history of practice that blurs the moral lines between the use of interrogation drugs and more overt methods of torture. 

Former CIA and FBI director William Webster put the "truth serum" issue into prominent play in April when he urged use of drugs to loosen the tongues of suspects, such as Osama bin Laden's aide Abu Zubaida and captives held in cages at Camp X-Ray at Guantanamo Bay, Cuba. 

The debate soon spread to cable-TV talk shows. On Fox News' "The O'Reilly Factor," for instance, retired Marine Lt. Col. Bill Cowan said he doubted "truth serum" would work but hoped Webster's suggestion would lead the Bush administration to try torture. "Maybe it'll be an entrée to take us to the next step," Cowan said. "I kid around with people about plugging them up to a 110-volt outlet and flipping the switch if they don't want to talk." 

Guest host John Kasich demurred that many experts don't see torture as an effective interrogation technique either, "and I'm not talking about somebody who's worrying about being politically correct," but even "people inside of some of our best intelligence organizations." 

Cowan disputed the view that torture is ineffective. "I'll be honest by saying that I served a lot of time in Vietnam, and in some cases where I worked on prisoner operations, we did go a little bit beyond what normal interrogation techniques would give you, and we got phenomenal information," he said. [Fox News, April 26, 2002] 

Wish List 

Yet, U.S. spymasters – knowing that torture subjects may simply tell an interrogator what he wants to hear – have long yearned for a drug that could pull reliable information out of an unwilling subject. 

A sure-fire truth drug has been high on the wish list of U.S. intelligence agencies at least since 1942, when scientists working for the Office of Strategic Services (OSS), the CIA’s wartime predecessor, were asked to develop a chemical substance that could break down the psychological defenses of enemy spies and POWs, thereby making it easier to obtain information from them. 

After testing several compounds, the OSS scientists selected a potent extract of marijuana as the best available "truth serum." The cannabis concoction was given the code name TD, meaning Truth Drug. When injected into food or tobacco cigarettes, TD helped loosen the reserve of recalcitrant interrogation subjects. 

The effects of the drug were described in a once-classified OSS report: “TD appears to relax all inhibitions and to deaden the areas of the brain which govern an individual’s discretion and caution. . . . [G]enerally speaking, the reaction will be one of great loquacity and hilarity.” 

In the end, marijuana didn’t fit the bill as the ultimate "truth serum," but it proved to be a gateway drug that set U.S. military and espionage scientists on a path to creating more powerful and dangerous chemicals. After World War II, American intelligence stepped up efforts to find a more effective "truth serum." 

In 1947, the U.S. Navy launched Project Chatter, which included experiments with mescaline, a hallucinogenic drug derived from the peyote cactus (with effects similar to LSD). Mescaline was studied as a possible speech-inducing agent after the Navy learned that Nazi doctors at the Dachau concentration camp had used it in mind-control experiments. The Nazis concluded that it was “impossible to impose one’s will on another person, even when the strongest dose of mescaline had been given.” 

Twilight Zone 

The CIA also embarked upon an extensive research program geared toward developing unorthodox interrogation techniques. Two methods showed promise in the late 1940s. The first involved narco-hypnosis. A CIA psychologist attempted to induce a trance state after administering a mild sedative. 

A second technique relied on a combination of two different drugs with contradictory effects, which were injected intravenously into both arms of an interrogation subject. Flick the switch and a heavy dose of

When the head of the secret police took charge, the people of the fair land looked the other way. A veteran of war in the service of his country, he was well trained for the task that he was assigned. Police work came natural, and his talents were well suited to collecting information about members of groups that were enemies of the State. When he was put in charge of the secret police he involved himself in the tracking down of potential opponents to the Fatherland. His methods became infamous. His orders were followed with total obedience. And the carnage that ensued, will never be forgotten! Or has it?

The name of this man was Mueller. You heard of him, haven't you? Just recently that name appeared in the press with the announcement of a change in his mission. The domestic and national force of federal policemen, would now expand their role and scope. Borders would be crossed, warrants would be abundant and interrogation would be intense. Fear would be their weapon and the snitch their tongue. Anyone who posed a threat of terror against the regime, would feel the wrath from this Reich. Who is this man?


If you think this person responds to the name Robert, you may be half right. But this top cop was born with the name of Heinrich, and his police force was not the FBI but the Gestapo. Herr Mueller was the prototype of this vast enforcement spy network. It would be most difficult to present a soft and sagacious absolution for their work. Who among us could defend or advocate their deeds? So why are so many Americans remaining docile in the face of a pattern that some of us view with deep concern?

Some will say it could never happen here in America. Well, have you ever heard of Pastor Niemoller? You certainly know his story - a German clergyman under the Nazi regime, later confessed that when the Nazis attacked opposing groups such as the Communists, he was a little uneasy. But, he said, after all, he was not a communist, so he did nothing. When the Nazis began to attack the Jews he was even more uneasy, but he still did nothing. Then they attacked the Church, and because he was a clergyman he tried to do something, but it was too late.

But have you ever heard this account from the pulpit in your church? "We have no more thought of using our own powers to escape the arm of the authorities than had the Apostles of old. No more are we ready to keep silent at man's behest when God commands us to speak. For it is, and must remain, the case that we must obey God rather than man."

This subject is painful for many Americans to confront. They are comfortable in their safe cocoon of denial. The facts don't matter and for many of them, their rights are optional. When the priorities of the FBI are transformed into a blueprint to turn America upside down, we 'Old Cause' conservatives should take pause. You don't have to be a card carrying ACLU member to agree with their spokeswoman Laura Murphy: "You no longer have to do anything unlawful in order to get that knock on the door . . . You can be doing a perfectly legal activity like worshipping or talking in a chat room, they can spy on you anyway." As for the expanded scope and mission of the FBI is it correct when she says: "The government is rewarding failure" ? 

The excuse that we are at war is as bogus as the claims that the 'Carnivore' network has been tamed with its change in name to DCS1000. But what is the justification for a systemic monitoring program of private communications to begin with? By their own admissions, they capture e-mails unconnected to targets of an investigation. And we are suppose to trust the FBI to obey the law! Now the Herr Mueller overhaul plan circumvents and lifts restrictions on conducting surveillance at public gatherings. If this isn't a return to the Cointelpro domestic surveillance program of J. Edgar Hoover what would you call it? But we are supposed to be at war! Protecting the public is supposed to be the primary mission . . . Where did we hear that before?

>From the National Archives and Records Administration we learn that Heinrich Mueller managed security and counterespionage operations. His most spectacular counterespionage success was the development of a double-cross network, capturing a number of these agents and "turn" them. This sure sounds like a function that the CIA is suppose to be charged with.

Now we are being conditioned to accept that the FBI deserves an expanded role to conduct these kind of operations. What is the point, even if you are one that encourages such operations, when all the government would need to do is absolve the CIA from the 'so called' domestic restrictions? Could it be that the "Agency" is so involved with waging their own private wars that they forgot about spying?

The Roman Catholic bishop in Western Kentucky revealed Tuesday that he put
priests back into active ministry after they admitted to sexually abusing
children.

Anglican trust hunts for more abuse victims - 6/6/02 by Gregg Wycherly More
children than previously thought may have been sexually abused at an Anglican
Church trust foster home. The Anglican Trust For Women  Children said
yesterday that it was trying to track other children who may have been abused
30 years ago at Blackwood House in Herne Bay. Three children are known to
have been sexually abused and the trust has paid $75,000 compensation to one.
Last month, Ramon Doughty, a 72-year-old retired builder from Matamata,
admitted 20 charges of sexual abuse between 1967 and 1974 involving three
girls.

Israel blows up a very old church
GREEK ORTHODOX SANTA BARBARA CHURCH
Abboud , Palestine

It has come to our attention that Israeli soldiers
destroyed entirely the Greek Orthodox Church ,Santa
Barbara, in Abboud village near Ramallah.  The Church
was built in the 4th century, and it withstood all
the invasions that took place in Palestine, except
the most barbaric invasion carried out by Israeli
soldiers.  There can be no justification or excuse
for this unacceptable aggression against Christianity,
and against the norms of the civilized word and the
sacred places .

The international community must speak up, must act
now, and must punish the Government of Israel for
this heinous crime.  The responsibility of the
international community cannot be ignored after it
established Israel as a country above the law.

We are calling on all Christians around the world,
and all those who value the sanctity of religious
sites, to show solidarity with the people of
Palestine, and to look for ways to punish the
Government of Israel in response.  Moreover, Israeli
soldiers who carried out this crime must be brought
to justice.

Those raising their voices and calling for reform
within Palestinian society must prove that they are
true to their values, so they must condemn the
shameless destruction of the Greek Orthodox Church in
Abboud.  Enough double standards.

On U.S. pundit shows this year, a hot topic has been whether captured Taliban fighters and alleged al-Qaeda operatives should be subjected to "truth serums" or physical torture to make them talk. 

Hundreds of captured Taliban and al-Qaeda belligerents have been grilled, but apparently little useful has been gleaned. Frustrated U.S. interrogators have complained that Afghan battlefield prisoners employ aliases, deceit and other tactics to withstand interrogations. 

In debating how to extract more information, cable-TV commentators and other pundits generally have treated "truth serum" as a softer means of extracting information compared to more traditional torture, with commentators weighing the pros and cons of the two approaches. But beyond the question – does "truth serum" work? – is a long history of practice that blurs the moral lines between the use of interrogation drugs and more overt methods of torture. 

Former CIA and FBI director William Webster put the "truth serum" issue into prominent play in April when he urged use of drugs to loosen the tongues of suspects, such as Osama bin Laden's aide Abu Zubaida and captives held in cages at Camp X-Ray at Guantanamo Bay, Cuba. 

The debate soon spread to cable-TV talk shows. On Fox News' "The O'Reilly Factor," for instance, retired Marine Lt. Col. Bill Cowan said he doubted "truth serum" would work but hoped Webster's suggestion would lead the Bush administration to try torture. "Maybe it'll be an entrée to take us to the next step," Cowan said. "I kid around with people about plugging them up to a 110-volt outlet and flipping the switch if they don't want to talk." 

Guest host John Kasich demurred that many experts don't see torture as an effective interrogation technique either, "and I'm not talking about somebody who's worrying about being politically correct," but even "people inside of some of our best intelligence organizations." 

Cowan disputed the view that torture is ineffective. "I'll be honest by saying that I served a lot of time in Vietnam, and in some cases where I worked on prisoner operations, we did go a little bit beyond what normal interrogation techniques would give you, and we got phenomenal information," he said. Wish List 

Yet, U.S. spymasters – knowing that torture subjects may simply tell an interrogator what he wants to hear – have long yearned for a drug that could pull reliable information out of an unwilling subject. 

A sure-fire truth drug has been high on the wish list of U.S. intelligence agencies at least since 1942, when scientists working for the Office of Strategic Services (OSS), the CIA’s wartime predecessor, were asked to develop a chemical substance that could break down the psychological defenses of enemy spies and POWs, thereby making it easier to obtain information from them. 

After testing several compounds, the OSS scientists selected a potent extract of marijuana as the best available "truth serum." The cannabis concoction was given the code name TD, meaning Truth Drug. When injected into food or tobacco cigarettes, TD helped loosen the reserve of recalcitrant interrogation subjects. 

The effects of the drug were described in a once-classified OSS report: “TD appears to relax all inhibitions and to deaden the areas of the brain which govern an individual’s discretion and caution. . . . [G]enerally speaking, the reaction will be one of great loquacity and hilarity.”

Conservatives are kneejerk authoritarian militarists – and the example of the Cato Institute should be a lesson to us all

It was shocking, and I had to re-read the press release just to make sure: was the libertarian Cato Institute really saying that they had "no problem" with the FBI's new "guidelines" that gave the cops a green light to spy on domestic groups? For the fifth time, my widened eyes scanned the page:

"No Problem With New FBI Surveillance Guidelines, Scholar Says

WASHINGTON--The Justice Department is expected to announce today new guidelines giving greater latitude to FBI agents to monitor Internet sites, libraries, and religious institutions without first having to offer evidence of potential criminal activity."

So, the feds just want permission to surf the internet and go to the library? Uh, I don't think so. Does anyone really believe they aren't already doing these things? Aside from that, the Cato release is highly selective in describing just what the feds intend to "monitor": it fails to mention that they'll also be watching ideological interest groups, including nonprofit thinktanks like the Cato Institute and Antiwar.com, not to mention legal political parties, publishing enterprises, and any other "public" group that suits their fancy. To hear Cato tell it, this is just a routine matter, no biggie, so move along, there's nothing to see here. In reality, however, this is the authorization for a police state, in which supposedly legal activities will be "monitored" in order to make sure that only the bravest of the brave will participate. After all, how many people – not cowards, but people who have lives apart from politics – will become active in a peace group under these circumstances? 

PODDY'S PREDICTION

It's interesting, in this context, to go back and see what Norman Podhoretz was saying a few months ago to the assembled conservative hotshots attending the American Enterprise Institute's annual awards dinner. This is where the right-wing elite meet to greet and you can be sure officials with the Justice Department were in the audience as Poddy warned that a resurgent antiwar movement would derail the "war on terrorism" just as surely as in the tumultuous 1960s:

"Of one thing we can be sure: as the war widens, opposition will widen along with it. We could already see this happening after President Bush spoke of an "axis of evil" in his State of the Union speech two weeks ago. In this single image the President brilliantly defined our present enemies as a fusion of those we fought in World War Two with the evil empire we battled in World War Three, which is the name Eliot A. Cohen has rightly suggested we give to the cold war. The President now promised an expansion of the war to regimes that may or may not have been directly involved in 9/11…"

Podhoretz was not at all optimistic about the possibility of forestalling another "anti-American" assault spearheaded by the "campus left" – and, just like in Vietnam, he fretted – we would be deprived of a victory abroad by traitors on the home front. While his fellow neoconservatives were confidant that everything was changed, post-9/11, and the administration would now have a green light to invade, and, if convenient, annex the whole of the Middle East, Podhoretz wasn't so sure.

He spent 90 minutes explaining why he thought the national mood of unconditional support for the government was more likely to be quite ephemeral. In spite of his pessimistic tone, however, Poddy rallied his troops. He urged them to conduct an "intellectual battle" against antiwar forces on the Right as well as the Left – and now John Ashcroft is invoking extraordinary powers to "monitor" the groups whose loyalty is being questioned by the War Party. It looks like the call of the amateur Thought Police is being answered by the professionals.

The other day, the President spoke about the necessity of launching "preemptive" strikes in the "war on terrorism," and that's exactly what this new federal power grab is all about. As this administration gets ready to launch a major war in the Middle East – a war opposed even by the top guns in the Pentagon – they are moving to chill any and all dissent. Want your name on a list, your own personal dossier kept in a government computer? No? Then don't get involved in any activities Norman Podhoretz – or, worse, John Ashcroft – might disapprove of, and you'll be okay.

The CIA and the 'James Bond' complex.


The CIA have opted once again to go down the muscular, 'tough guy' path in an attempt to defeat the international terrorist menace. A highly secretive new covert action group has been formed as an offshoot of the Special Activities Division to operate under the direction of a revamped CTC or Counter Terrorism Center. Its personnel comprise the best of the CIA's paramilitaries with the addition of a number of US Army and US Navy counter-revolutionary warfare specialists to strengthen both its overall combat ability and to improve co-operation with the US armed forces and the Special Operations Command in particular. However, unlike the Delta Force and Green Berets for instance, the men and women of this group will operate only in civilian dress, their operations which will often slid into areas of possible political embarrassment, will remain deniable and like the terrorists they hunt, they will not be covered by most international agreements if captured. They can expect and almost certainly will receive summary execution at the hands of their enemies.


However, unlike 'James Bond' they will only rarely know who their real targets are. A lack of HUMINT or Human Intelligence resources in the field has bedevilled the CTC's attempts to successfully get to grips with the Islamic militants, it is compounded by the sheer difficulty faced by the CIA over the years in penetrating terrorist groups based on a tight cell structure. Even the odd success only leads to the exposure of a few low-grade terrorists or supporters and rarely to the prime movers behind their activities. Lack of interest in dangerous, difficult and expensive long-term and deep-cover operations, a chronic risk avoidance managerial style and the all pervasive fear of the political fallout in Washington should an operation 'belly-up' has led to a gross non-involvement in developing the skills, contacts and information sources that the CIA is now so desperately scrambling to either relearn or re-establish.


The new group only as good as the intelligence it gets


However well staffed and funded this new all action anti-terrorist force may be, it will only be as good as the intelligence analysis of its fanatical opponents by other departments of the CIA and the rest of the US intelligence community; the NSA, NRO and DIA.


A disastrous lack of intelligence analysts, Middle East expertise, linguists and even photo-interpreters has seriously undermined the CIA and US Special Forces operations in Afghanistan, Pakistan and elsewhere. Even when critical intelligence material has been obtained its true value has often not been recognized or has been analysed too slowly to allow it to be used effectively. These are not small or inconsequential matters, raw intelligence exists, often as in the case of the NSA in overwhelming quantities, but accurate, timely analysis and dissemination to the CIA officer in the field or to the Pentagon has been and is likely to continue to be in very short supply.


Meanwhile, the FBI in response to a barrage of criticism aimed at its most recent attempts to reform in the face of the terrorist threat has finally decided to delegate more operational independence to its field officers. In a move to encourage a fast response and the use of greater individual initiative, FBI officers will no longer be required to go through the normal chain of command to the Washington Headquarters if the circumstances demand immediate action. However, FBI officers are well aware that such free-wheeling actions sit uncomfortably within the FBI's organizational structure and the fear of the consequences of 'getting in wrong' are likely to continue to seriously inhibit initiative and the wish to respond decisively to a terrorist threat.

On May 22, CPT received a call from the Palestine Land Defense
Committee
asking if the team could send someone to photograph a destroyed
Palestinian
vegetable
garden, vineyard and orchard belonging to Mohammed (not his real
name.)
Israeli settlers  had bulldozed the land four days earlier.  His
property
lies next to the Israeli settlement of Karme Tzur near Halhul, just
north of
Hebron.

CPTers Kathy Kamphoefner (Beijing) and Bob Holmes (Toronto) met
Mohammed,
who from behind some trees, pointed out his three dunams (3/4 acre).
Three
years ago the Israeli military had ordered him not to go there. The
CPTers,
approaching on the settler road, were challenged by Israeli security
personnel on the far side of a fence next to Mohammed's land.
Kamphoefner
and Holmes proceeded to take photos and walked away. A white car came
after
them and three armed and angry Israeli settler guards stepped out.

Yelling, they grabbed Holmes, and shoving him roughly towards the
vehicle
said he was under arrest. Holmes told them they had no authority to
make
arrests and asked that they call the Israeli police.  Then four
Israeli
soldiers arrived in a jeep. One soldier pushed Holmes against the car
and
demanded his ID.  Refusing, Holmes asked again that the police be
called.
The still angry settler guards then demanded the film. When Holmes
refused
to hand it over, they forcibly took both cameras, wrestling
Kamphoefner's
from her backpack. A soldier ripped out the film and exposed it.
Holmes'
digital card was removed and confiscated.

With cameras back in hand, the CPTers walked away, somewhat surprised
that
the soldiers had not detained them longer. Fortunately, the card
removed
from the digital camera was blank. The one with the photos documenting
this
latest destruction of Palestinian farmland was safely in a CPT pocket.

India's military is seeking final authorisation to invade the Pakistani
side of divided Kashmir in the middle of this month to destroy the
camps of Islamic militants.

The planned campaign would be similar to the American attack in
Afghanistan, in which air strikes would be followed by ground
assaults by special forces transported by helicopter, military sources
said yesterday.
Smart bombs and other advanced ordnance are reported to have
been loaded on to French-made Mirage 2000H and Russian-built
MiG-27 aircraft at bases in northern and western India.
As Jack Straw, the Foreign Secretary, strengthened his warning to
Britons to leave the region, military planners in Delhi expressed
confidence that a war would not boil over into a nuclear exchange.
A senior Indian official accused Britain, America and other western
countries of adding their weight to Pakistan's nuclear blackmail by
telling their citizens to leave.
This is jumping the gun, he said. Our intention is not to have an
all-out war. It would be a limited action.
Most senior Indian officers expect that the conflict would last about a
week before pressure from America and other powers forced a
ceasefire.
One officer said he believed there was only the slimmest chance
of nuclear weapons being used. We will call Pakistan's nuclear
bluff, he said. It [the nuclear factor] cannot deter us any more.
The Indians want to move before the arrival of heavy monsoon rains
at the beginning of July make military operations impossible.
The tension was underlined by the Foreign Office's second warning
to Britons to leave the region.
Last week Mr Straw said they should consider leaving. Yesterday
he said they should do so amid evidence that the first advice had
been widely ignored. Officials say there are some 20,000 Britons in
India, but unofficial estimates are much higher.
As America issued equally robust advice to its 60,000 citizens, a
senior Indian planning officer said that Washington and London
knew that action was imminent.
The US-led move out of Delhi indicates that Washington has been
informed of India's intentions of hitting Pakistan and is taking them
seriously, he said.
Japan's foreign minister, Yoriko Kawaguchi, cancelled a trip to the
region hours after speaking to Mr Straw. Tokyo refused to give a
reason, saying only that there were various considerations.
India's plan of attack is to seize and hold tracts of Pakistani
Kashmir, providing the government with a much-needed military
triumph and the military with improved defensive positions against
Islamic militants.
Officers indicated that the air force was poised to execute a strategy
developed over several years to strike at 50 to 75 militant bases and
a handful of other targets in Kashmir.
The Indians would then send troops across the high mountain
passes in helicopters. Planners expect major casualties as the
helicopters cross four lines of Pakistani air defences equipped with
advanced radar.
Targets will include a bridge across the Karakoram highway
connecting China to the region and at least three others linking
Pakistani Kashmir to the rest of the country.
Their destruction would prevent China from replenishing its ally
Pakistan's weaponry. It would also cut off supply routes from
Pakistan to front-line units.
India's broad strategy is to execute air strikes that will induce
Pakistan into extending the conflict by opening a wider front.
President Bush telephoned both leaders to urge calm and the crisis
dominated talks in London between Tony Blair and Donald
Rumsfeld, the American defence secretary, who is on his way to
India and Pakistan.
The two countries have massed more than a million men on their
border since the crisis began with an attack by militants on the
Indian parliament in December.
Relations worsened after another attack last month in which 22
wives and children of Indian army personnel were killed. In the latest
diplomatic rebuff, Pakistan rejected an Indian offer to establish a
joint border monitoring force to help halt incursions by Islamic
militants into Indian-controlled Kashmir.
India's military believes that it now has political backing for war. An
officer said the beleaguered ruling coalition was fully aware that
backing down at this juncture would mean political suicide.
The Indian armed forces have been losing men for 13 years in
fighting in Kashmir. By attacking soon, an officer said, they planned
to set back Pakistan's military capability by at least 30 years,
pushing it into the military dark ages. India has assured
Washington that its forces would give the American bases at
Jacobabad, Pasni and Dalbandin close to the Afghan border a wide
berth.

The Peculiar Duplicity Of Ari Fleischer
Defense Secretary

Ari Fleischer, the White House press secretary, is famous. But I knew
him back when he was merely infamous, as chief Republican spokesman
on the House Ways and Means Committee. He spoke with a cool, quick
certainty, unhindered by any sense of conscience. A profile in GQ--
not many Hill staffers receive such attention--dubbed him the flack
out of hell.

The typical press secretary shovels out fairly blunt propaganda, the
kind reporters can spot a mile away and sidestep easily. But
Fleischer has a way of blindsiding you, leaving you disoriented and
awestruck. Once, about six years ago, I called to ask him something
about tax reform. Knowing Fleischer, I tried to anticipate his
possible replies and map out countermeasures to cut off his escape
routes. I began the conversation by bringing up what seemed a simple
premise: His boss, Bill Archer, favored replacing the income tax with
a national sales tax. Fleischer immediately interrupted to insist
that Archer did not support any such thing. I was dumbfounded.
Forgetting my line of questioning, I frantically tried to recall how
it was I knew that Archer had advocated a sales tax. But in the face
of this confident assertion, my mind went blank. Wha ... uh,
really? I stammered. He assured me it was true. Completely
flustered, I thanked him and hung up. I rummaged through my files,
trying to piece together my reality. Didn't everybody who followed
these things know that Archer favored a sales tax? Yes--here was one
newspaper story, and another, and finally a crinkled position paper,
authored by Bill Archer, explaining why we needed a national sales
tax. Of course he favored it. Fleischer had made the whole thing up.

Most press secretaries spin. Spin is a clever, lawyerly art, often
performed with a knowing wink, which involves casting your boss's
actions in the most favorable light. Practitioners of spin don't deny
generally accepted facts or contest a reporter's right to ask
questions. Rather, they emphasize alternative facts as a way of
establishing the difference between what their boss is perceived to
have done and what he or she actually did. During the Clinton
administration, spin came to symbolize everything reporters loathed
about what they saw as a too-clever-by-half presidency. The
Washington Post's Howard Kurtz, in his book Spin Cycle, describes
Bill Clinton's spinsters as trying to defend the indefensible, by,
for instance, insisting that White House coffees with donors were
not fund-raisers because the money was raised beforehand.

But what Fleischer does, for the most part, is not really spin. It's
a system of disinformation--blunter, more aggressive, and, in its own
way, more impressive than spin. Much of the time Fleischer does not
engage with the logic of a question at all. He simply denies its
premises--or refuses to answer it on the grounds that it conflicts
with a Byzantine set of rules governing what questions he deems
appropriate. Fleischer has broken new ground in the dark art of
flackdom: Rather than respond tendentiously to questions, he negates
them altogether.

I. The Audacious Fib

Like any skilled craftsman, Fleischer has a variety of techniques at
his disposal. The first is the one he used to such great effect at
Ways and Means: He cuts off the question with a blunt, factual
assertion. Sometimes the assertion is an outright lie; sometimes it's
on the edge. But

for sending along this 1983 Harper's magazine 
article by Edward Jay Epstein about the Bank for
International Settlements. While the essay is almost
20 years old, it has just as much relevance today,
when the world's big economic decisions continue
to be made by an unelected few behind closed
doors. Note particularly how the rigging of the gold
price by the BIS is acknowledged in this essay.

Ruling the World of Money

Ten times a year -- once a month except in 
August and October -- a small group of well 
dressed men arrives in Basel, Switzerland. 
Carrying overnight bags and attache cases, 
they discreetly check into the Euler Hotel, 
across from the railroad station. They have 
come to this sleepy city from places as 
disparate as Tokyo, London, and Washington, 
D.C., for the regular meeting of the most 
exclusive, secretive, and powerful 
supranational club in the world. 

Each of the dozen or so visiting members has 
his own office at the club, with secure 
telephone lines to his home country. The 
members are fully serviced by a permanent 
staff of about 300, including chauffeurs, 
chefs, guards, messengers, translators, 
stenographers, secretaries, and researchers. 
Also at their disposal are a brilliant 
research unit and an ultramodern computer, as 
well as a secluded country club with tennis 
courts and a swimming pool, a few kilometres 
outside of Basel. 

The membership of this club is restricted to 
a handful of powerful men who determine daily 
the interest rate, the availability of 
credit, and the money supply of the banks in 
their own countries. They include the 
governors of the U.S. Federal Reserve, the 
Bank of England, the Bank of Japan, the Swiss 
National Bank, and the German Bundesbank. The 
club controls a bank with a $40 billion kitty 
in cash, government securities, and gold that 
constitutes about one tenth of the world's 
available foreign exchange. The profits 
earned just from renting out its hoard of 
gold (second only to that of Fort Knox in 
value) are more than sufficient to pay for 
the expenses of the entire organization. And 
the unabashed purpose of its elite monthly 
meetings is to coordinate and, if possible, 
to control all monetary activities in the 
industrialized world. The place where this 
club meets in Basel is a unique financial 
institution called the Bank for International 
Settlements -- or more simply, and 
appropriately, the BIS (pronounced biz in 
German). 

The BIS was originally established in May 
1930 by bankers and diplomats of Europe and 
the United States to collect and disburse 
Germany's World War I reparation payments 
(hence its name). It was truly an 
extraordinary arrangement. Although the BIS 
was organized as a commercial bank with 
publicly held shares, its immunity from 
government interference - and taxes in both 
peace and war was guaranteed by an 
international treaty signed in The Hague in 
1930. Although all its depositors are central 
banks, the BIS has made a profit on every 
transaction. And because it has been highly 
profitable, it has required no subsidy or aid 
from any government. 

Since it also provided, in Basel, a safe and 
convenient repository for the gold holdings 
of the European central banks, it quickly 
evolved into the bank for central banks. As 
the world depression deepened
