Mind boggling. You can't help but think she was murdered because of the sloppiness of the investigation. For example, the driver was said to have been 3x the French legal blood alcohol limit. That would be ~the .161 Premier Campbell blew when he was arrested in Hawaii. Campbell was weaving all over the road and couldn't walk a straight line. But Diana's driver was on film 1/2 hour before the drive and he was shown in great detail crouching and tying a showe lace and getting up with ease. Perfect balance. He was NOT over bac limit! The UK investigators who are going over this in 2005 should test it out on some subjects! So here's the scoop. How would it look for King Chuck to be on the throne of UK also as Head of the 60 million member Anglican Church and his wife shacked up with an Arab? Who leaked and compromised the FBI investigation?? flw washingtonpost.com FBI Interviews Senior Defense Officials in Probe of Analyst Investigators Looking At Contacts With Israelis By Bradley Graham and Dan Eggen Washington Post Staff Writers Tuesday, August 31, 2004; Page A03 The FBI has interviewed several senior Pentagon officials in recent days in connection with an investigation of a Defense Department analyst who is suspected of providing classified documents to Israel but has been cooperating with investigators for several weeks, government officials said yesterday. Douglas J. Feith, undersecretary for policy, and Peter Rodman, assistant secretary for international security affairs, are among those who met with FBI agents on Sunday and Monday about the case, which has focused on contacts between a lower-level Pentagon analyst, Lawrence A. Franklin, and the American Israel Public Affairs Committee (AIPAC), officials said. Higher-ranking government officials have also been briefed about the FBI investigation in recent days, including Secretary of State Colin L. Powell. State Department spokesman Richard Boucher said Powell was briefed over the weekend during a telephone call by James B. Comey, the deputy attorney general, and told his senior aides at a meeting yesterday to cooperate in any way with any requests that might come from the investigators. U.S. government officials familiar with the Pentagon interviews, who declined to be identified because of the sensitive nature of the case, characterized them as an attempt by FBI investigators to determine whether Franklin received authorization from any superior to engage in the actions that investigators are probing. The FBI has been forced to accelerate its investigation since the case broke into public view through media reports Friday. Franklin is suspected of having passed classified information -- including a draft presidential directive on U.S. policy toward Iran -- to AIPAC, the major Israeli lobbying group in Washington, which in turn may have passed it to Israel. AIPAC and Israel have denied the allegations. Law enforcement officials said yesterday that federal prosecutors in Alexandria were closer to filing charges in the case and that Franklin -- who has been cooperating with FBI agents from the Washington field office -- could be among those arrested. It was not clear whether Franklin would agree -- or be allowed -- to plead guilty to a lesser charge in exchange for cooperation. It appears they're wrapping this thing up, and so they were checking with the chain of command to make sure no one had authorized him to do any of this, said one official, who spoke on the condition he not be identified further. Franklin, who has not responded to repeated requests for comment at his office and home, first came to the attention of the FBI more than a year ago, when he showed up at a lunch between an Israeli diplomat and an AIPAC official that was being monitored by FBI counterintelligence agents, two law enforcement officials said yesterday. Law enforcement and defense officials have declined to say what that original investigation was about, and whether it continues apart from the Franklin probe or has been abandoned. One law enforcement official who has been briefed on the Franklin case said it is part of a broader FBI inquiry, but the official declined to elaborate. Defense officials familiar with the case emphasized yesterday that the number of those at the Pentagon approached by the FBI should not be taken as a sign that the investigation was widening. They characterized the meetings as part interview, part briefing session, used by FBI authorities not only to gain information for their probe but also to brief senior defense officials about the status of the case, which came as a surprise to many at the Pentagon. The list of those interviewed over the past several days runs from William J. Luti, who heads the section on Near East and South Asian affairs where Franklin is assigned as a desk officer on Iran, through Rodman and Feith. All told the FBI that they did not give Franklin permission to give AIPAC or the Israelis any of the material at issue, officials said. At the Pentagon, before Friday's disclosure, only Defense Secretary Donald H. Rumsfeld, Deputy Defense Secretary Paul D. Wolfowitz and department lawyers had been informed of the investigation, which has been underway for more than a year, officials said. The FBI is focused on one suspect, one official said. The briefings and interviews that they're doing have been a routine part of their probe -- not a broadening of the list of suspects. At the same time, several defense officials said the FBI has not told them everything that investigators have learned in the course of the probe, making it difficult to be certain of the outcome. The U.S. Olympic Committee had asked the Bush election "campaign to withdraw the advertisement they are running," International Olympic Committee spokeswoman Giselle Davies told reporters. The television advertisement, ahead of the presidential elections in November, does not feature the five Olympic rings -- one of the world's most recognizable images -- but an announcer tells viewers that at "this Olympics there will be two more free nations," referring to the U.S.-led invasions of Afghanistan and Iraq under Bush's presidency. We aren't running national candidates this year for several reasons: 1. Our focus on the defeat (or re-defeat) of Bush. This is the critical task facing our country. 2. Since we are a small party, we don't want to dissipate our efforts. 3. Over the past decades, many state legislatures have made it more difficult to get candidates on the ballot-by requiring huge numbers of voter's signatures, by requiring that anyone who signs a petition to place a minor party candidate on the ballot is thereby ineligible to vote in a major party primary, or requiring signatures from all counties in a state. The requirements vary from state to state, but these requirements constitute a significant barrier to ballot access, and consume huge resources just to get on the ballot in most states. A party that once defined itself by the fundamental conservative principle that government power should be used sparingly and judiciously, now supports a program of bigger government at home, more militarism abroad, and less respect for constitutional freedoms. An examination of the Texas state GOP platform reveals just how far the national Republican party has strayed from true conservative principles and the ideal of limited constitutional government. First and foremost, the Texas GOP is serious about reducing the size and scope of government. The party platform calls for strict congressional adherence to the 10th amendment, and the abolition of all federal agencies not authorized under a strict interpretation of the Constitution. The language of the platform is refreshingly frank, with quotes like We believe that government spending is out of control and needs to be reduced and We respect our Founders' intent to restrict the power of the federal government over the states and the people. In fact, whole sections of the document are devoted to worthy subjects like Limiting the expanse of government power. Contrast these words with what you'll hear this week from the big spending, big government Republicans from Washington. The Texas party platform is similarly bold when it comes to terrorism, civil liberties, and privacy. Rather than promoting the current mantra that security is our ultimate goal, the platform reminds us that liberty is our most important value. The platform calls for repealing portions of the Patriot Act, calls for less information gathering by government, opposes property seizures without due process, and opposes the creation of a national ID card. The platform asserts that A perpetual state of national emergency allows unrestricted growth of government,² and We believe the current greatest threat to our individual liberties is overreaching government controls established under the guise of preventing terrorism.² You won¹t hear this kind of language at the national Republican convention. The Texas GOP platform also calls for a congressional audit of the Federal Reserve Bank, and demands full public access to the written minutes from Fed board meetings. Such an audit could at the very least serve to educate the American people about Fed inflation and the dangers of fiat currency. In Washington, the Federal Reserve system is virtually never discussed by Congress or the administration, despite its enormous impact on our economic well-being. Monetary policy is simply off the table as a political and policy matter for both national parties, but the Texas GOP recognizes the importance of sound money. When it comes to 2nd amendment rights, the Texas GOP platform is uncompromising. It calls for outright abolition of the Bureau of Alcohol, Tobacco, and Firearms. It also calls for repeal of all laws infringing upon 2nd amendment rights. This is another example of grassroots conservatives in Texas taking a position that Republicans in Washington lack the courage to endorse. Education? The Texas GOP platform calls for the abolition of the Department of Education. Taxes? Texas Republicans urge the repeal of the 16th amendment and the abolition of the IRS, an agency the platform says is ³Unacceptable to taxpayers.² On dozens of other issues, from abortion to activist judges to religious freedom, the Texas Republican party promotes true conservative values and strict adherence to the Constitution. Johnson speculated that Israel may have been behind the forgery which was used by the administration to bolster its case for invasion. If so, he said, the espionage case could tie to an ongoing Justice Department criminal investigation into the outing of Valerie Plame as a covert CIA operative by right-wing columnist Robert Novak. Johnson also said the FBI was furious that news of the espionage investigation had leaked. Johnson opined that the investigation could lead from DOD to the National Security Council, and that the timing of the leak just before the start of the Republican convention was not coincidental. In a post on the dailykos weblog, one contributor noted that when Tom Clancy and [Gen.] Zinni were running around flogging their book, they were on Deborah Norville. [During the show, Norville] asked Clancy of his impression of Wolfowitz. 'Is he working for our side?' [Clancy] replied. It appears to be the case that someone in the Pentagon got wind that Larry Franklin had been flipped, and was terrified that the investigation might go on up the ladder at the Pentagon, in AIPAC, and with the Israelis. So they leaked news of the investigation to make sure that everybody clammed up and shredded everything. The NYT piece today reflects continued efforts at the Pentagon to paint Franklin as a low-level desk grunt with little access to Paul Wolfowitz. This last is just a lie. In a conversation with me, Franklin indicated that he was in very close contact with Wolfowitz, and he offered to get me an audience. I said, You don't read my web log, do you? CNN reports that AIPAC, which passed confidential Pentagon documents and information from Franklin to the Israelis, holds 2000 meetings a year with US Senators and Congressmen, leading to the passage of an average of 100 pro-Israel pieces of legislation every year! Some readers have suggested that I have exaggerated AIPAC's hold on the US Congress. But I have direct knowledge of senators and congressmen being afraid to speak out on Israeli issues because of AIPAC's reputation for targetting representatives for un-election if they dare do so. And, it is easy to check. Look in the Congressional record. Is there ever any speech given on the floor critical of Israeli policy, given by a senator or representative who goes on to win the next election? And look at the debates in every other parliament in the world; there are such criticisms elsewhere. The US Congress is being held hostage by a single-issue lobbying organization that often puts Israeli interests above US interests, as the spying scandal, and the attempts to thwart the prisoner exchange by Iran of high al-Qaeda operatives for Mujahedin-e Khalq terrorists demonstrate. Indeed, you would expect the revelation of the FBI case to provoke congressional investigations of AIPAC. There won't be any, for obvious reasons. Again, I underline that the American Jewish community does not support most AIPAC positions (a majority are much closer to Americans for Peace Now), and that this issue has to do with a small fanatical leadership of a specific lobbying organization, nothing more. The groups said the investigation is but the latest example of government agencies using law enforcement powers to chill free speech and intimidate protesters. This type of investigation is really a form of intimidation and a message to activists that they will pay a price for speaking out, said ACLU Associate Legal Director Ann Beeson. The posting of publicly available information about people who are in the news should not trigger an investigation. Indeed, if the mere posting of the delegates' name is cause for alarm, then the Secret Service should be investigating the many Republican websites where the same kind of information is available. Beeson added that the posting did not include anything remotely threatening, but involved political speech fully protected by the First Amendment. Indymedia.org is the website of the Independent Media Center, a collective of independent media organizations and journalists. The ACLU and NYCLU are also defending Calyx Internet Access, a web hosting service for the Indymedia website. Last week, Calyx's president, Nicholas Merrill, received a grand jury subpoena to turn over contact information for Indymedia. Merrill said that he contacted the four men he knew of -- and the ACLU -- upon receiving the subpoena, and the men agreed that Calyx could provide their information because they had nothing to hide. In fact, the men are not responsible for posting the delegate names, and it is not clear who is, because Indymedia has an anonymous posting policy. In its letter to the Secret Service today, the ACLU provided the e-mail addresses of the four Indymedia administrators --- Matt Toups, Brian Szymanski, Micah Anderson and one man who prefers not to be named publicly -- and advised the agency that they are representing them in any formal or informal questioning of them or Merrill. In a statement issued today, Toups, a 22-year-old undergraduate at Carnegie Mellon University, said: The right of an author to choose anonymity is an important part of what Indymedia stands for because we work to create a safe space for dissenting views. That Giuliani and Bush together never heard a shot fired is of no matter. If you can get up and say with confidence, Churchill, you are universal on the topic of leadership during war. Giuliani did not mention Osama bin Laden. If you do a thing like this, somebody might ask why he hasn't been caught yet. And he did not dare go near mentioning the long, grim campaign of Clara Rivera and so many others in the Brooklyn neighborhoods. The enemy is the landlord. His weapon, the eviction notice. And now, the Republican administration's new federal housing laws which send the money from Brooklyn to Texas and Florida. Yesterday, children, seven of them, came out of the dark rooms in their hot Bushwick apartment and padded into the neat clean kitchen where the mother, Clara Rivera, stood at the stove. The youngest, Manuel Rivera, one year and seven months, hugged her. The husband was still over in New Jersey, where he works as a gardener for $250 a week. They are an interesting family to study. They could be evicted shortly. Their best move then would be to move into public housing. However, the Republican administration has just changed the funding for housing in New York, sending the money to where the Republicans feel it does the most good for America Texas and Florida. Public housing would be hurt so much that there could be no room for the Riveras. The Riveras would be left with no place to go. They are not alone. All over the neighborhoods of Brooklyn once thought of as dangerous and dilapidated, there now is a real estate wildfire. The landlords in Bushwick have taken these six-family houses, that are rent stablilized, and cut one apartment out, giving them a five-family house that no longer is regulated. They then can slap paint around the halls and double the rent and if the tenants can't pay, then throw them out. On the Rivera's kitchen wall was a chart for a junior high school study of North Korea. There were headings for religion, food, language. Simultaneously, it was a day when lessons on their own city were conducted from a place they never see, Manhattan. There, on the first night of the great Republican convention, a former mayor, Koch, and the present mayor, Bloomberg, told their city about how George W. Bush swooped into New York right after the World Trade Center attack, or as soon as he could see his way clear, and saved this whole city. Then Giuliani came on with a worldwide view. He seemed to be painting a vision of Bush crossing the Rhine. He never mentioned housing. Which was sensible. The Republicans seated in the Garden had just found another way to smack the poor around by taking the roofs off them. And it didn't hurt them. They couldn't see the dark rooms of Bushwick, so how could it stab them? Bushwick could see the Republicans, in their great gaudy meeting hall, but only as faces on a screen. Not one of these faces told them that Republicans have this new rule that is going to throw Bushwick people onto the street. Among them, and dangerously close right now, is Clara Rivera and her brood. How much is the rent? she was asked. Six hundred and forty six. Sir John has also criticised the fascination with US-style policing and argued that politicians and the public ought to have more pride in what the police have achieved in the UK. The country's most powerful policeman, who is retiring in January, is particularly incensed at the suggestion that the Los Angeles police chief, Bill Bratton, could take his post. What are they saying, that the four or five people who have applied [for the post of Commissioner] are not up to standard and the only person who can do the job is an American? he asked. It could be taken as insulting - that no one in this country was good enough to do this job. Along with senior officers within the Metropolitan Police, he reacted with anger after it was reported that Bob Kiley, the American appointed as London's transport commissioner, had contacted his friend Mr Bratton to suggest he apply for the Met job. Before taking over the running of the LA police department, Mr Bratton was the New York police commissioner. Sir John said: I had a staff association meeting and there was absolute outrage that anybody who was not involved properly in the system should be going around touting for people in America to do the Commissioner's job. I know Bill Bratton well. He is highly capable, but you can't get people involved in this who are outside the system. The front-runner for the job remains Sir John's deputy, Sir Ian Blair. David Blunkett's apparent love affair with American policing styles and officers is causing disquiet nationally among police chiefs. Last September, he appointed Paul Evans, the head of the Boston police, to run the Home Office's standards unit, which oversees national police performances. He has also paid for Mr Bratton to come to London to give British police chiefs a pep talk. Sir John, 61, said: There is a massive amount to admire from America, however, for goodness sake, let's have some recognition of what we do in London. Let's be proud of what we are delivering over here on anti-terrorism, on homicide detection I could go on and on. The time has to be where recognition is given for some of the things we are delivering in this country. Let's have pride in London. He added: There needs to be, from more political parties, a recognition that we are doing a damn good job. The Commissioner also warned of the danger of the Government and other political parties trying to use the police for their own ends. We must not be politicised, he said. The greatest threat to British policing is [to] our independence. We must not give an inch [on] the independence of our operational work. If you get into that then you are going to be influenced by political parties and you are not going to be able to investigate in a fearless way some of things that happened in the past and deliver an independent judicial system. Sir John went on to criticise the growing number of police targets set by the Home Office, which many officers believe have become overly bureaucratic and have distorted police priorities. There are too many targets, he said. There should be two or three targets, like the reduction in crime and public satisfaction. By Tom Siblo The March in New York City is a resounding success with some 400,000 protestors. This is the largest turn out since the mass demonstrations of the Freeze movement of the 1980s. Just what have we learned about the current war in Iraq and the Bush Administration response to our movement? The only way to stop Bush is to defeat him at the polls this November. However, as a movement we are united as far as defeating Bush or how to go about defeating his right wing politics which he represents. After the nightmare election of November 2000 we have known that the great majority of Americans do not support George Bush yet he won. He won not in the election booths but in the legal halls of U.S. Supreme Court. The election process is rigged. It is rigged for the highest bidder and for the person with the most amount of money. This is because the much needed Federal and State election funding reforms are without any impact. We need to all recognize that as long as any candidate for office can receive funding from private corporate sources there will never be any real free elections within the United States. The truth is that as long as a few corporations can donate millions of dollars to a Presidential campaign then all the efforts of 450,000 or even 100 million citizens have little or no impact on the election process. George Bush Jr. is outspending the Kerry campaign because it has amassed the largest amount of funding in our entire nation's history. The more money you have the more you can spend and line the pockets of the mass media. Already look at the difference between the ways CNN is covering the Republican National Convention. This is true with Fox and all the others. So this begs the question. If money is used to buy the White House and the Congress as well as the rest the state, municipal and local elections then what chance does an independent candidate have of gaining enough money and donations to make an impressive showing at the voting booths? I have all my life supported the mass demonstrations and I have added another feature to my political perspectives and that is building with a long view. EDITOR'S NOTE: As the Republican National Convention gets underway in New York with an anti-terrorism chorus, PNS contributor Roberto Lovato says convention-goers seem oblivious to many terrorists who live and work among Americans with impunity. NEW YORK CITY -- While protesters and politicians here prepare to address a world audience with speeches about terrorism and platforms about protecting Americans, Jesuit priests testifying this week in the case of a man accused of killing Salvadoran Archbishop Oscar Arnulfo Romero in 1980 have an audience small enough to fit into a San Joaquin Valley courthouse. And while protests and security measures in New York smash against each other in the fight to define who does and doesn't make us safer, several men convicted and jailed for endangering more than 2,000 Panamanian citizens in an attempt to assassinate Fidel Castro, walked off a plane in Miami. They screamed "Ganamos" ("We won") to a cheering crowd which included Cuban American Republicans, unable to join the anti-terrorist chorus at the Convention. The glitz and gravitational pull of terrorism talk at the convention in the Big Apple blinds us to terrorism beyond that officially designated by our government since 9/11. Though moving, speeches at the convention by victims of 9/11, capture only a sliver of the terrorism that has enveloped the planet for years. Given the heavy security focus inside and outside the convention, it's disconcerting how little convention attendees seem to care about those proven terrorists who live and work among us--and who our government knows about. Nowhere are the terrorist double standards and danger to Americans clearer than in the case of Luis Posada Carriles, a former CIA operative and one of four Cuban Americans granted amnesty last week by the government of outgoing Panamanian President Mireya Moscoso following a visit by U.S. Secretary of State Colin Powell that same week. In 1998, Carriles admitted in a New York Times interview that he planned a series of bombings of hotels and other buildings in Cuba. Posada Carriles and another colleague are also accused of masterminding the midair explosion of Cubana Flight 455 carrying the Cuban fencing team and other passengers. Carriles was convicted in Venezuelan courts of the bombing and served eight years in prison there before he escaped. In the same way those 9/11 families search for the truth in the U.S., families searching for truth about victims of Cubana 455 believe that Colin Powell's visit to Panama last week led Moscoso to grant prisoners amnesty during her final days in office so that Washington could avoid the embarrassment of a Carilles extradition and trial in Cuban or Venezuelan courts. A show trial featuring Carriles, who is believed to be in hiding in Miami, would detract attention from the upcoming trial of an officially designated terrorist and terrorist supporter, Saddam Hussein. In the age of anti-terrorist politics, the different fates of former U.S. friends Hussein and Carriles provide us with valuable insights into the double standards and dangers of terrorist and anti-terrorist politics.So does the case of Alvaro Rafael Saravia, a retired Salvadoran Air Force captain trained and funded with U.S. tax dollars who this week is accused in Fresno's civil courts of planning the murder of Salvadoran Archbishop Oscar Romero. Salvadorans attending the emotional trial-- many of whom are friends --of the most famous victim of El Salvador's state-sponsored terrorism have told me that they attended the trial to bear witness to the possibility of justice in the United States. They wonder why the more than 80,000 victims of El Salvador's state terrorism in the 1980's are not paid the same attention as the thousands of victims of Saddam Hussein's state terrorism also from the 1980's. How, they ask, are Saravia and thousands of other known terrorists from El Salvador, Panama, Chile, Indonesia, Bosnia and other countries roaming the streets as legal residents of the United States living in Fresno, Miami or New York?Today's focus on terrorism is on the violent actions of individuals and networks that sponsor violence. Today, we do not think of governments, except for that of Hussein's Iraq, the other members of the "axis of evil" and a few others, as "terrorist" or "terrorist-supporting". Formet New York Mayor Rudy Giuliani and other speechmakers this week will continue defining "terrorism" and "terrorist" as narrowly as possible. Fox News has learned that recent tips given to law enforcement working on the Levy case have caused FBI agents to revisit several old leads. In fact, in recent weeks, several individuals who had been previously questioned in the case have been revisited by FBI agents who have shown them two photos of a man who lived in Maryland and has done work for the Defense Department. Sources tell me that this man had a reputation for throwing parties that several members of Congress would attend. One of the people recently questioned by the FBI about this man was Gary Condit's former driver, Vince Flammini. Two FBI agents recently showed up at Flammini's California home and asked him if he ever saw this man with the former Congressman. He did not. Flammini refused to comment about this visit to Fox News. It is important to point out that Gary Condit, who had an affair with Chandra Levy, has always denied any involvement with her disappearance and also her murder. Several individuals working on the Levy case tell Fox News that although it's been two years since Chandra Levy was found, this case now has some promising new leads and they're hopeful that it may finally be solved, possibly in the near future. And now to another major story with ties also to Modesto, California, the Scott Peterson double-murder trial. + From Globe magazine May 14 2002: Disgraced Congressman Gary Condit conspired with two famous politicians - including a one-time presidential candidate - to kill intern Chandra Levy in a cold-blooded bid to cover up a kinky sex club for Washington power-brokers. That's the explosive charge leveled by a top attorney who represented one of Condit's former mistresses and has extremely close ties to the case. I will expose Gary Condit for conspiracy to commit murder, Jim Robinson tells GLOBE. Condit didn't need to hire a hit man to kill Chandra - his political pals had her done away with to protect the sordid little secret of their sex club. -Caveat Lector- US wounded total in Iraq approaching 7,000 By Associated Press, 8/31/2004 12:13 WASHINGTON (AP) The number of American troops wounded in Iraq since the U.S.-led invasion in March 2003 is approaching 7,000, according to figures published Tuesday by the Pentagon. The death toll for U.S. military personnel is 975, plus three Defense Department civilians. The wounded total has approximately doubled since mid-April, when casualties and deaths mounted rapidly as the insurgency intensified. The death toll over that period has grown by about 300. The Pentagon, which generally updates its casualty count each week, said the number of wounded stands at 6,916, up 226 from a week earlier. In the two months since the United States handed over political sovereignty to an interim Iraq government, the wounded total has grown by about 1,500. The vast majority of casualties have been Marines and Army soldiers, although the Pentagon announced on Tuesday the 13th member of the Air Force to die in Iraq. Airman 1st Class Carl L. Anderson Jr., 21, of Georgetown, S.C., was killed by a roadside bomb on Sunday near the northern city of Mosul. Zapping The Movement By David Kattenburg Women who once broke into the cruise missile base and danced on this silo, now often feel ill at their camp. Why? The U.S (and reportedly the Russian) military want to use microwaves as weapons. "This is becoming a hot topic," says Dr. Lewis Slessin, editor of the New York publication, Microwave News. Superpower. scientists could zap each other with radio frequency (RF) signals and microwave "chip guns." Armored tanks, communication installations, aircraft, satellites, missiles, or any other sensitive electronics could be fried. The most sensitive electronic device -- the human brain -- may also be a prime target. Indeed, cruise missile protesters camped around the U.S. Air Force base at Greenham Common in Southern England already appear to be suffering from low-level microwaves emanating from the base. They complain of head and ear aches, lethargy, contusion and menstrual irregularity. Perhaps the women are being inadvertently zapped. The base uses a wide variety of communication systems which emit RF radiation that expose everyone, including soldiers. However, a U.S. Army report issued in 1980 unveiled a "concept" to "create the perception of noise in the heads of personnel by exposing them to low power, pulsed microwaves," useful for "camouflage, decoy and deception operations." Could it be used for crowd control and the discouragement of dissidents? U.S. Congressman James Scheur believes so. "We are developing devices and products capable of controlling violent individuals, and entire mobs without injury," he says. "We can tranquilize, impede, immobilize, harass, shock, upset, chill, temporarily blind, deafen, or just plain scare the wits out of anyone the police have a proper need to control and restrain." Civilized society bathes itself in RF and microwave radiation every day. Our ablutions are conducted in silence, which a radio can reveal to be illusory. Standard radio and TV transmissions begin at about 500 kilohertz-500 thousand hertz, or cycles per second. AM radio extends from there up to 1600 kilohertz, which is equivalent to 1.6 million, or megahertz. Higher still, at about 88 megahertz, the FM band begins. Sophisticated radiophiles can listen to international shortwave broadcasts between the AM and FM regions. Above FM, police, marine, weather and citizens band signals abound. Satellite transmissions occur in the "ultrahigh frequency" range. CF-18 fighter pilots communicate at UHF too. "Microwave" is a generic term for everything between 300 megahertz and 300 billion, or gigahertz. Radar signals in the high megas and low gigas pack a lot of punch. Consequently, they can be used to transmit over great distances, under secure conditions, without fear of being jammed. Microwaves can be very powerful, but they do not break up the electronic structure of individual atoms or molecules. In other words, they are "non-ionizing." For that reason, they have widely been presumed not to injure human beings. The same was said of radar during the Second World War, in spite of the fact that it could heat tissue. Technicians became flushed or experienced headaches. Similar symptoms had been observed with patients undergoing diathermy treatment. Studies on rabbits, however, showed radar's dangers: They developed eye cataracts. Warnings about RF effects were often ignored. Radar, which had been essential to the war effort, was considered a miracle, not a biohazard. By the early 1950s, however, the power of radar had increased enormously and the risks of overexposure began to be documented. Internal bleeding, cataract formation, leukemia, jaundice, and brain tumors were reported among workers. Warning bells went off. The U.S. government conducted secret bioeffects research in late 1950s and early l960s, much of which focused on the tissue heating effects of powerful RF radiation. Officially, the military claimed that low-level exposure posed no danger. A Pentagon program examined the effects of microwave radiation between 1956 and 1960. Low-level effects were so disregarded that the program's contractors used microwave radiation above 100 milliwatts / square centimeter -- just enough to cook meat. U.S. military views of low-level bioeffects changed radically, however, when the U.S. embassy in Moscow was found to be under weak microwave exposure. Throughout the 1960s and early 1970s, classified research was carried out on the potential genetic threat posed to embassy personnel. To keep these activities secret, Pentagon scientists dubbed this the "Moscow Viral Study." "Project Pandora" meanwhile examined the behavioral effects of weak microwaves on chimpanzees. Fox News has learned that recent tips given to law enforcement working on the Levy case have caused FBI agents to revisit several old leads. In fact, in recent weeks, several individuals who had been previously questioned in the case have been revisited by FBI agents who have shown them two photos of a man who lived in Maryland and has done work for the Defense Department. Sources tell me that this man had a reputation for throwing parties that several members of Congress would attend. One of the people recently questioned by the FBI about this man was Gary Condit's former driver, Vince Flammini. Two FBI agents recently showed up at Flammini's California home and asked him if he ever saw this man with the former Congressman. He did not.
