Mena, Ark.--It's a long story with everything: tales of
drug smuggling, bags of cash dropping from the sky, murder
by ambush, revenge in the dead of night, and laced with
the names of famous spies and godfathers, pilots
and presidents.
If only half the particulars are true--and nobody is
sure of the discount rate on the stories--it could be a
scandal to dwarf anything seen before in U.S. politics.
but despite a long run as a staple of congressional
rhetoric, radio talk shows and investigations by most major
news organizations, the accurate particulars remain
elusive. Nevertheless, it's a story that won't go away,
and its locale--the rugged hills deep in the Ouachita
National Forest in the remote mountain counties of what has
become America's most interesting state--and its
connection, if any, to the Whitewater scandals lend the
Mena story the elements and the aura of a bomb ticking
beneath the feed of the famous and the powerful.
Litigation, some of it already in the works, may force
the answers to some questions. One prominent Arkansas
politician, Bill Alexander, who served 12 terms in the U.S.
House of Representatives, where he was the chief deputy
Democratic whip, is working with lawyers for one plaintiff
who accuses Bill Clinton's chief of security with
manipulating evidence.
Mr. Alexander's interest in Mena (which is across the
state from his old congressional district) is not new. He
began hearing about Mena as early as 1988, and as a
congressman he asked the General Accounting Office (GAO) to
investigate how the investigation of foreign drug
trafficking bears on the formulation of U.S. policy.
In a confidential report from the House Appropriations
committee, dated Feb. 22, 1989, the first paragraph of a
six-page, single-spaced report says: "The Reagan
administration repeatedly blocked the efforts by the GAO
to obtain information concerning this investigation."
In 1991, Mr. Alexander obtained a $25,000 grant from
the federal government to be used by the Arkansas State
Police to reopen the investigation. Mr. Alexander got a
commitment from the Arkansas attorney general Winston
Bryant to help. But before the investigation got under
way, Mr. Alexander was upset in the Democratic primary in
1992--the investigation was not an issue in the campaign--
and Bill Clinton was running for president. Few
politicians at home wanted to stir up anything to hurt the
candidacy of their very own good ol' boy.
"There was enough evidence to begin cracking it open,"
says Mr. Alexander, who four years ago pushed hard for
hearings on Mena by House subcommittees on Commerce,
Justice, State and Judiciary, "and suddenly nobody wanted
to touch it. I want to know why.
"The basic problem here is that I (had) the highest
possible clearance that the government can provide for
secrecy. I (was) cleared for secrets that the president
gets--and no one else--but I (was) denied access to
information in a criminal investigation in my state."
The Mena story is fraught with conjecture, much of it
spun by its central figure, a swashbuckling pilot named
Barry Seal, now dead. There is no proof that the
clandestine events are linked to Whitewater, but many of
the figures linked to Mena are figures who have been
closely tied to Bill Clinton and the failure of Madison
Guaranty Savings & Loan Association of Little Rock in 1989,
with its ties to Whitewater Development Corp., the
real-estate partnership of Madison owner James B. McDougal,
Mr. Clinton and their wives.
Mr. Clinton has disclaimed any participation in or
knowledge of any such activity at Mena, the most recent
denial in answer to a question at his Oct. 7 news
conference.
Events at Mena "were primarily a matter for federal
jurisdiction" he said. "The state really had next to
nothing to do with it. The local prosecutor did conduct
an investigation based on what was in the jurisdiction of
state law. The rest of it was under the jurisdiction of
the United States attorneys who were appointed successively
by previous administrations. We had nothing--zero--to do
with it."
The denial was greeted with some skepticism in
Arkansas, where Mr. Clinton's determination to know about
everything going on while he was governor is still remarked
on. Others linked by speculation and circumstance include
Webster L. Hubbell, a close Clinton friend and confidant
who pleaded guilty to bilking Little Rock's Rose Law Firm,
where he was a partner with Hillary Rodham Clinton, and its
clients of $390,000; Dan R. Lasater, a Little Rock

Some of them intended to contribute to both and allow an alternation of the two parties in public office in order to conceal their own influence, inhibit any exhibition of independence by politicians, and allow the electorate to believe that they were exercising their own free choice." So now we know why politicians in "both political parties" would lie to protect a President. They are both controlled by "an international network." Bill Clinton told us in his own words!! And to show you that President Clinton's mentor supported this "international network," he wrote these words also on page 950: "I have no aversion to it or to most of its aims and have, for much of my life, been close to it or to many of its instru-ments." So the Professor agreed with the goals and methods of this conspiracy and he taught the President that the way to get into politics was to follow their "yellow brick road" to the White House! These are some of the other things that the President learned in Professor Quigley's book: 1. The goal of this conspiracy: (from page 324 of TRAGEDY AND HOPE: ". . . the powers of financial capitalism had another far-reaching aim, nothing less than to create a world system of financial control in private hands able to dominate the political system in each country and the economy of the world as a whole" 2. This "network" financed both sides (meaning America and Germany) prior to and during World War II (from page 435 of TRAGEDY AND HOPE: [Adolf] "Hitler [the head of the German government, the government that started World War II, prior to and during the war] . . . began to receive his chief financial support from the industrialists." 3. Dr. Quigley introduced Clinton to Cecil Rhodes, one of the members of this "international network:" from pages 130-131 of TRAGEDY AND HOPE: "Rhodes left part of his great fortune to found the Rhodes Scholarships at Oxford [University, London.]" It will be remembered that in 1968, after graduation from Georgetown, young Mr. Clinton went to Oxford on a Rhodes Scholarship. agreement to finalize the encryption technology transfer. At

Robertson sponsored buy-out of RSA, nor prevent the deal between

By April 1996, the Robertson controlled hardware company, SDI,
purchased RSA for over $280 million. Robertson & Stephens made
$2 million just to write the merger deal. Robertson donated

Robertson's own history with the Clinton administration predates

with a DNC donation report. Robertson wrote "Bob Rubin came to
our home on Thursday for a Dianne Feinstein dinner, which raised
over $100,000 for her campaign".

To have sworn an oath of loyalty and to hold the highest office in the land,
and then to boldly and brazenly commit treason is beyond comprehension.
It is, in fact a crime so unthinkable that our congress will not contemplate it.
Why is there no outcry from the Congress over Bill Clinton's brazen military
invasion of Bosnia? Why does Senator Dole confess that it is wrong, but decline
to take the action that is his responsibility to take?
When a President exceeds his Constitutional authority in a matter which is
destructive to the nation and endangers its citizen, the Congressmen must not
just sit back and wring their hand and say, "We wish he had not done that."
They may not say, "To interfere with his action now would cause us to lose
face in the world community."
They must not say, "Now that he has executed his order there is nothing we
can do."
The facts are that our President has ignored his oath; he has violated his trust;
he has exceeded his authority; he has desecrated the Constitution by making
commitments to foreign powers which he had no right to make. In s doing he
has endangered the freedom of every American by attacking the very constitutional
system which was set in place to guarantee our freedom. He, who was unwilling to
put his own life at risk in Viet Nam, has put American lives at risk in an unlawful
NATO action which is not permitted in the Treaty itself. And, there is something
that can be done!
Maintaining an orderly government and safeguarding our Constitution from harm is a
responsibility of the Congress. When an act of treason occurs in the
office of the President it is the Congress that must be responsible for confronting
it, indicting it, and insuring that the Office of the Presidency is returned to its
Constitutional limits. For a Congressman to remain silent and do nothing at
such a time as this is itself tantamount to treason.

A truly great city owes this guy, who with a little help from the information revolution, put the name of Saint Louis in Internet lights that have pulsated across the globe for the past two months. Saint Louis does well with exposure. And, God knows, you've had it big time with Mark McGwire in your midst. Turning to my job today, I also want to acknowledge that the Saint Louis community gave CIA its first and 14th directors, RADM Sidney W. Souers, who ably launched CIA in 1946, and Judge William H. Webster, who worked so skillfully to restore our stature and direction between 1987 and 1991. We also recall the Judge fondly for his tireless efforts to implement progressive gender and diversity policies at CIA, an investment that continues to benefit us today. We've been focusing on the conflict in the Serbian Province of Kosovo, where the Serbs once again seem to have the upper hand but face a possible riposte from NATO; we're analyzing evidence that North Korea has made strides in its missile programs; and we're carefully following the new turmoil in Moscow that seems to confirm the view of many that Russia has some of the same economic and political problems as a garden-variety Third World state, albeit one with nuclear arms. The rationale for such extreme action is as follows:
Lawyers already control (or greatly influence) two of the three branches of
our Government.
The Judiciary Branch. Clearly under the control of the legal community. One
needs to be a lawyer before one can become a judge, and properly so. Nowhere
is amorality and objectivity more necessary than in a judge. He is the last
resort for many of us.
The Executive Branch. Where the Attorney General, the Cabinet and all
enforcement (prosecution) lies. FBI/DEA/BATF/IRS/ NMFS /XYZ, all the alphabet
agencies that enforce the law (and in way too many cases make their own).
Prosecutors again are lawyers and complete objectivity is required here.
The Legislative Branch. There is no Constitutional (or implied) requirement
for lawyers here but they do have de facto control ( I read recently where 43
of the 100 Senators are lawyers, a recent low.) Without any specific
knowledge, I'd be willing to wager some serious money there are no
legislatures (State or Federal) that are not at least 25% lawyers and all will
average close to or probably over 50% lawyers.
I contend it's unhealthy to have ANY interest with that much influence in this
country. The profession already interprets and adjudicates (Judiciary),
administers and enforces (Executive). To have them also make the rules is just
too much. Fox guarding the henhouse and all that.
Lawyers are amoral by definition and necessity, and as such should not be
making the rules for the rest of society to live by.
The nature of our legal system requires them to be amoral (and properly so).
"Justice is Blind" is a truly wonderfully ideal precept that has served our
country, and by example the world, for more than 200 years. It cannot be
practiced by any who come with preconceived notions or ideals of right and
wrong.
Lawyers are well trained (and again properly so) to be non-judgmental.
It follows that by inclination, training and practice, lawyers must suspend
any feelings of right and wrong (morality) and are required to be non-
judgmental.
The system can't work if lawyers (and especially judges) were any other way
and made moral decisions (based on their own personal morality) of what was
Right and Wrong for the rest of us.
I contend the country would be far better off with moral people making our
laws. Whenever a particularly offensive morality (say the Christian Right, or
Islamic extremists, or ..) becomes law, we still have the courts (lawyers)
to set us back on track.
Lawyers have a clear and distinct bent towards making things much more
complicated than necessary("dot every I and cross every T"), and as such
greatly encumber the normal course of everyday commerce. Legislation reflects
that.
One example to illustrate the point: It used to be only a decade or so ago, a
person could buy/sell a piece of property or house and an experienced person
(usually a real estate agent) could handle all the paperwork himself. A few
days, a few weeks and voila, a done deal. I'm talking normal business, not a
complicated or contentious deal.
Sure there were cases where advantage was taken but that's no excuse to burden
the other 90 or 95% of with all this tiresome (and expensive) legal baggage.
Try getting it done today without at least 3 lawyers, six delays and four or
five figures in closing costs and in under 6 months. It's my contention the
legislators have made things unnecessarily complex ("dot every I and cross
every T"). "If Mars should come in contention with Pluto during the summer
solstice, the party of the third part shall indemnify the party of the first
part"
I contend that we can do without 95% of the minutia many laws have evolved
into largely because lawyers write them. Again we have courts to resort to
when necessary.
Lawyers implicitly practice "Make work for Brother" at the expense of the
rest of us.
Try going to court today on any but the most minor of offenses. The judge is
going to look at you and say (in his deepest and most imposing voice) "You
know you are charged with a serious offense here. You had BETTER get legal
representation."
If you get a lawyer and plead guilty, you get a fine (and pay the lawyer). If
you don't have a lawyer, you get a bigger

In late April, 1993 Treasury Secretary Lloyd Bentsen selected Noble to head the Treasury Department investigation, an investigation which ignored evidence of serious BATF crimes, including lying to the military and shooting from helicopters that killed four Davidians. The results of his "investigation" are contained in the September, 1993 "Report of the Department of the Treasury on the Bureau of Alcohol, Tobacco, and Firearms Investigation of Vernon Wayne Howell also known as David Koresh." The Smart Diagram was given to Ken Fawcett by a waitress at at Waco diner.
She told Ken the map was left at a diner in Waco by an ATF agent on or
about the time of the raid. Ken in turn told me and gave me a copy of the
diagram.

But the actual (long planned) dedication was April 22, 1993. At the time I was disgusted by Clinton's words of outrage vs. Nazi deeds, considering his deeds at Waco. However, I have not seen a transcript of all of his words and would appreciate Ms. Valentine's supplying one to prove that he explicitly mentioned Waco. Also there have been various rumors Clinton met with the Chinese and with Bosnia serbs on April 19.
