No, it all happened well before 1988...the institutionalized mentally ill
were mainstreamed well before "Willowbrook", due to the flower-child
mentality of the 60s that people should be 'free'...a process that was
hastened by the introduction of what were considered 'magic bullet'
wonder drugs to treat the mentally ill...it was naively thought that
these previously institutionalized people would just automatically keep
up with their meds when not under constant supervision...

I agree that many of these institutions were houses of horror...but some
were not, we had a couple here in Connecticut that were like country
clubs, which attracted many of the rich and famous along with those whome
the state sent...

By the late 70s, most of these facilities were empty, operating as day
houses if they stayed open at all...

The problem that none of these PhD's foresaw was the fact that most of
these previously institutionalized patients had little, if any, job
skills...many did not have families to turn to...definitely no monetary
resources...so what were they to do?  Where were they to go?

A few lucky ones who were 'together' enough to figure out a game plan
made it to programs that provided them a temporary shelter as it taught
them job skills and helped them find jobs...but for the vast majority,
they ended up on the street, unable or unwilling to take their meds
(presuming what they'd been prescribed worked in the long run,
anyways)

Unfortunately, just when these people needed publicly funded programs for
shelter and job training the most, the Reagan Administration gutted the
programs...

So it's a case of 'a pox on both your houses' -- the mentally ill were
deinstitutionalized under a relatively liberal attitude (laudable, if
naive), that they'd be better off outside an institution, an attitude
that resulted from rose-colored blinders, of not evaluating what the LONG
term results to the patients would be, and to plan accordingly...and then
those who were deinstitutionalized fell victim to the conservative
gutting of social welfare programs...

syndrome among the less-than-liberal public as it raced toward yuppie
excess dreaming of riches and power.

Yes, but that happened circa 1980, not 1988...

Screw all the homeless!!! Personally, I would like to kick up dust in their
collective faces as my Range Rover speeds me off to a ski vacation in Aspen!
However, I would not want to sully the Gucci bags I have on the luggage rack
with their cooties. During this cold month of January, I like to think about
the homeless people of this country. I usually do it while sitting on the
deck of my house in St. Thomas. Then I collapse into fits of laughter.

What do you think they say as they're going to sleep?
"Hey Joe, isn't this bed GRATE?"

What does a homeless kid say to his parents when he turns 18?
"Mom, Dad. I have to move out. This place has me BOXED IN!

HAHAHAHAHAHAHAHAHAHA

   This is America,  land of opportunity!  If they don't know how to work
hard and get ahead, then I say they are criminals! They are violating the
basic principles of capitalism. I say if you do not have at least $250,000
in the bank by the time you are 27 then you are lazy, shiftless and should
be rounded up with the rest of the freeloaders and destroyed.

It's still happening. Recently, on the Upper West Side of NYC--the
project did finally go through and is, I think, operating
successfully. And up here in N. Bennington, VT--where I'm not quite
sure of the outcome.

Great deal of divisiveness and contention about having "those people"
in the neighborhood.

photographs of people they claim are `habitual drinkers' ... and distributing
them to liquor stores.''


Report Cites Harassment of Homeless

WASHINGTON (AP) -- The nation's homeless people are increasingly being
harassed by police, driven from the streets in which they beg and sleep by
cities putting ``meanness'' ahead of compassion, an advocacy group's report
contends.

Many cities are bent on ``criminalizing homelessness'' and are failing to take
advantage of existing constructive methods to treat homeless people for
physical and mental problems and get them into housing and jobs, says the
report by the National Law Center on Homelessness and Poverty.

But affordable housing remains a principal barrier, according to the report
released Monday. It is the fifth such report issued since 1991.

``While cities continue to crack down on homeless people, resources to shelter
homeless people or to help them to become self-sufficient are sorely
lacking,'' the report says.

``Instead of sending in the police to move and arrest these people, you can
provide resources,'' said Maria Foscarinis, the center's executive director.
``Criminalizing is a quick fix, but it's not a solution. People have to go
somewhere.''

The report says many cities are turning to their police forces to enforce new
or old laws that limit the use of public space and restrict begging. They are
targeting the homeless for selective enforcement of the law and conducting
sweeps to physically remove them, the report says.

It cited five cities -- Atlanta, Chicago, New York, San Francisco and Tucson,
Ariz. -- as being especially tough on the homeless and ``promoting the
`meanest' streets.'''

The report makes these assertions:

Atlanta: ``Sweeps and crackdowns continue to occur with homeless people being
removed from under bridges and moved along in the downtown area.''

Chicago: The city ``has made a concerted effort to arrest and prosecute
homeless people for panhandling'' and is trying to remove them altogether from
certain areas.

New York City: ``There continues to be a crackdown on homeless people as the
mayor focuses on `quality of life' violations; sweeps continue on an almost
nightly basis.''

San Francisco: ``From January to November 1998 the police issued over 16,000
`quality of life' violation tickets, the majority of which were issued to
homeless people. Police are taking pictures of people they claim are `habitual
drinkers' ... and distributing them to liquor stores.''

Tucson: ``City officials fully accept the criminalization policy; council
members proposed looking into a plan to privatize the sidewalks which would
allow business owners to keep homeless people off the sidewalks. Some homeless
people were released from jail with travel restrictions.''
