WASHINGTON (Reuters) - The U.S. military has adopted tough new tactics against guerrillas in Iraq, arresting relatives of insurgents and destroying houses used to plan attacks against American troops, defense officials said on Monday. 
But the officials denied the move was modeled on hard-nosed tactics used by Israeli forces in Gaza and the West Bank, despite visits by U.S. military officers to Israel this year to discuss urban combat with Israel Defense Forces (IDF).

Do you suppose all this humor is deliberate? I'm really glad to see that the U.S. has finally figured out how to make the Iraqi our friends. It was so generous of the Israeli Defense Forces to show them the methods that have made the Israeli and the Palestinians such good friends. And the voice of the turtleshall be heard in the land.   Canned tuna or canned poison? That was the teaser for a CBS 2 News 
  "HealthWatch" Report of Nov. 22 that focused on high levels of mercury 
  found in tuna and the possible health risks associated with them. 
  CBS 2 News reporter Paul Moniz quoted a number of physicians, who 
  observed of the toxic substance that, "Once it gets into our bodies, a 
  substantial part of it will end up in our nervous system, in our brains, 
  and it's there that it causes a variety of symptoms." 
  A pediatrician is quoted as saying, "We know that high levels of 
  mercury can impair the cognitive development as well as the growth and 
  development of a young child." 
  What the report appears to be revealing is that while overweight 
  Americans may flee to fish to lose unwanted pounds, too much of that tasty 
  tuna could reduce the IQ more than the waistline. 
  What the critics of mercury in vaccines find provocative about this 
  report is the acknowledgement by physicians that the high levels of 
  mercury ingested from canned tuna can cause severe health risks. One such 
  critic, the mother of an autistic child, wonders "why everyone gets up in 
  arms over ingesting small amounts of mercury from fish or from breaking a 
  thermometer but finds it acceptable to inject an even more toxic form of 
  mercury directly into the bloodstream of infants." 
  "The evidence is overwhelming," she contends, "that hundreds of 
  thousands of children were damaged by gross overexposure to mercury 
  through vaccines [containing thimerosal] and millions more were and 
  continue to be put at risk, yet network news has not addressed this in any 
  significant way. The public needs and deserves to know the truth – not 
  only about the biggest medical bungling in our history, but also about the 
  extraordinary efforts of both the pharmaceutical industry and government 
  agencies to cover it up." 
  A pharmaceutical and government cover-up? It is a familiar enough 
  accusation, and this time the fuse was lit by yet another study from the 
  federal Centers for Disease Control and Prevention, or CDC, this one 
  titled Safety of Thimerosal-Containing Vaccines: A Two-Phased Study of 
  Computerized Health Maintenance Organization Databases. The report 
  concluded that "no consistent significant associations were found between 
  TCVs [thimerosal-containing vaccines] and neurodevelopment outcomes." 
  Critics scoff at such a conclusion. 
  "Sure," laughs one, "they say you can't eat tuna because the level of 
  mercury you ingest isn't good for you, but there's no health risk 
  associated with injecting high levels of mercury directly into a newborn 
  baby?" 
  The CDC study, released in the November 2003 issue of Pediatrics, 
  seemed to puzzle news media, with most who took note of it making at least 
  a mention of the fact that the lead author, Thomas Verstraeten, was an 
  employee of GlaxoSmithKline, the pharmaceutical giant and vaccine 
  manufacturer, when he submitted the study for publication. 
  The first part of the two-phase study to determine whether there is a 
  connection between thimerosal-containing vaccines and neurodevelopment 
  disorders began in 1999 and involved the review of data from Seattle's 
  Group Health Cooperative and Northern California Kaiser, both large 
  health-maintenance organizations. The data used in this first phase 
  actually revealed a significant association between TCVs administered to 
  infants and later developmental abnormalities such as speech and language 
  delays and neurodevelopment problems in general, such as tics and the 
  alleged hyperactivity symptoms of attention-deficit disorder and 
  attention-deficit/hyperactivity disorder.

a weapon, planning to kill you, you can talk them into being friends with 
you as you are quite a talker. Not everyone has that skill and so ends up 
dead. Perhaps you can start a training course which will help everyone 
mellow. Until your training course has chilled everyone out, I think it 
would be best, for the safety of our own men, to be on guard against the

FBI agents harassed and intimidated witnesses to the 9/11 terrorist conspiracys activities in Florida, issuing warnings to avoid talking with reporters, report current and former residents in Venice, Florida.
 At least one eyewitness, who knew Mohamed Atta because he lived next door for a time, received regular visits for six months after the attack from FBI agents eager to ensure she continued to remain silent. Several said they felt unfairly singled out because what they saw and heard is at considerable variance with the official story ofthe terrorist cadres time in Florida. 
 An American girl named Amanda Keller, for example, briefly lived with Mohamed Atta in Venice, according to both local news reports and numerous eyewitnesses.
 She possessed presumably scorching-hot details of life with a terrorist ringleader.But we never saw her being interviewed by Diane Sawyer.

 In a land where the newspapers no longer report what happens every day, appearance can replace reality...at least until its too late to do anything about it.
 September 11th was surrealistic enough. Now we know that the flight school where Atta learned to fly in Florida is not a flight school.
 Its owner is not a flight school owner.
 Today Florida has replaced California as the epicenter of national weirdness, a place where nothing is as it seems.
 Venice, Florida is he biggest September 11th crime scene that wasnt reduced to rubble.And a big piece of the 9/11 puzzle will fall into place when we know the answer to this question:
 What was going on in Venice, Florida?



The true owner of the flight school which served as home away from home for the two pilots who took down the World Trade Center, Wally Hilliards Rolodex includes everyone from Whitewater scandal figure Truman Arnold to Evangelical Christian mover-and-shaker Jerry Falwell to Latin American dictator Fidel Castro.

 1.There is no ACLU in Texas. Not one that would return our calls, at any rate.

 2. In the land of the George W. Bush Memorial Freeway, justice is a commodity paid for by the pound.


 




 The MadCowMorningNews has been on hiatus while we wrote Welcome to Terrorland.
 Someone asked a famous writer how he wrote his books. Theres no secret to it, the author replied. Its just one damn word after another.
 The books done. Were back.
 Only the conspiracy rolls on unimpeded.


 

 Too many people died. Too many people know.
Too many people are maybe even utterly disgusted.
But this wont be like Kennedy, we dont think.
We think this one will be solved.
 Please dont quote us on this however, especially if it doesnt come to pass, because:

Solomon E. Asch was a pioneer of social psychology.  Born in Warsaw,
Poland,
on September 14, 1907, he came to the United States in 1920 and received
a
Ph.D. from Columbia University in 1932.  His mentor there, Max
Wertheimer,
was an important early influence as Asch explored gestalt,
relation-oriented
approaches to perception, association, learning, thinking, and metaphor.

The great challenge for social psychology is to join the rarefied rigor

 PRESTIGE SUGGESTION
In studying what became known as prestige suggestion, Asch manipulated
the
attribution of quotations like I hold it that a little rebellion, now
and
then, is a good thing, and as necessary in the political world as storms
are
in the physical.  American students agreed more with this quotation
when it
was attributed to Jefferson than when it was attributed to Lenin.
Behaviorists interpreted this result in terms of simple associations,
but
Asch showed that the attribution affected the meaning of the quotation:
Lenin meant blood whereas Jefferson meant politics.  Hence, Asch helped
establish the dominant view of contemporary social psychology: behavior
is
not a response to the world as it is, but to the world as perceived.

 IMPRESSION FORMATION
Asch's approach put him at odds with the behaviorist elementism
dominant
in the 1940s and 1950s.  In his experiments on impression formation,
Asch
showed that the meaning of a personality trait depended upon other
traits

doctors have been penned by ghostwriters in the pay of drug companies,

Observer inquiry reveals.

The journals, bibles of the profession, have huge influence on which
drugs

academics may have been penned by writers working for agencies which
receive
huge sums from drug companies to plug their products.

Estimates suggest that almost half of all articles published in journals
are by
ghostwriters. While doctors who have put their names to the papers can
be paid
handsomely for 'lending' their reputations, the ghostwriters remain
hidden.
They, and the involvement of the pharmaceutical firms, are rarely
revealed.

These papers endorsing certain drugs are paraded in front of GPs as
independent
research to persuade them to prescribe the drugs.

In February the New England Journal of Medicine was forced to retract an
article published last year by doctors from Imperial College in London
and the
National Heart Institute on treating a type of heart problem. It emerged
that
several of the listed authors had little or nothing to do with the
research.
The deception was revealed only when German cardiologist Dr Hubert
Seggewiss,
one of the eight listed authors, called the editor of the journal to say
he had
never seen any version of the paper.

An article published last February in the Journal of Alimentary
Pharmacology ,
which specialises in stomach disorders, involved a medical writer
working for
drug giant AstraZeneca - a fact that was not revealed by the author.

Edward Griffin, author of The Creature From Jekyll
Island: A Second Look At The Federal Reserve on her
radio program last week and they were discussing the
1966 Hudson Institute think tank study The Report
From Iron Mountain which was commissioned for the
Department of Defense under Defense Secretary Robert
McNamara.

One of the major conclusions of the Report From Iron
Mountain is, that in the past, war has been the only
reliable means of making the masses compliant with the
will of government, but we are reaching a point in
history where the old formulas for contolling the
masses may not work and the invention a suitable
substitute such a credible global threat may be
necessary.  Such a threat would not have be real to
work just as well, providing the masses can be
convinced it's real.

Two of the global threats suggested by the Iron
Mountain Report are aliens and global environmental
pollution.

The global environmental pollution model was viewed as
the most likely to succeed because it could be related
to easily observable conditions such as smog and water
pollution -- in other words, it would be based partly
on fact and, therefore be credible. Also, predictions
could be made showing end-of-earth scenarios just as
horrifying as atomic warfare. Accuracy in these
predictions would not be important. Their purpose
would be to frighten and not to inform. It might even
be necessary to to deliberately poison the environment
to make the predictions seem more convincing. In this
fashion it would be possible to frighten the masses
into accepting a falling standard of living, tax
increases, and bureaucratic intervention into their
lives as simply the price we must pay to save Mother
Earth. If a vision of death and destruction from
pollution could be implanted into the public
subconscious mind, then the global battle against it
could, indeed, replace war as a mechanism for control.

recommend it even if only you  read the last several
concluding chapters of the book.

  Aspiring chip tycoon Winston Wong figured hiring
the President's brother would be a big plus. He's finding it's not that
easy
 

  

  Forget
Will and Grace. The hot show in Asia these days is Neil and
Grace. In this Dallas-like
drama, Neil Bush, younger brother of President George W. Bush, gets $2
million to sit on the board of an ambitious new Chinese chipmaker,
Grace Semiconductor Manufacturing -- linked to the son of the former
Chinese President -- even though Neil has little in the way of
chip-industry expertise. Grace is a Shanghai-based company that's
trying to establish itself as a leading foundry, or contract
manufacturer of chips (see BW, 12/12/03, "A Bush in Hand Is Worth...A Lot").


The show debuted quietly last year, when Grace hired Bush as a
director. But after a slow start, the unfolding story has garnered
heavy media attention. News reports in the U.S. following Bush's messy
divorce proceedings revealed his connection to the chipmaker. And like
most TV sitcoms, the twists and turns have a dollop of sexual intrigue,
with Bush admitting in a deposition that he had sex with women he said
just happened to appear at his hotel rooms in Hong Kong and Bangkok.


Maybe it makes sense that Neil, the former President's son, is
a director of Grace. After all, one of its founders is Jiang Mianheng,
the son of former President Jiang Zemin. Perhaps Grace execs were
thinking that Neil could somehow help get Washington to ease
restrictions on the transfer of technology to China. Or perhaps they
believed having Neil on the board could help Grace arrange for a visit
from his father, former President George H.W. Bush, and lift its
profile.


FAMILY TIES. If so, the way the
Neil-and-Grace saga has unfolded probably isn't the way Grace's
co-founder, Taiwanese businessman Winston Wong, hoped. For Wong, the
whole affair must be especially annoying, since it recalls some messy
episodes from his own past. (Grace officials were reluctant to go on
the record with any public comment about Neil Bush's hiring, but
they're hardly happy about the way the way the story has unfolded in
media reports.)


Like Neil Bush, Wong is yet another son of a high-profile
father and has some more successful siblings. His father is
industrialist Y.C. Wang, the billionaire head of the giant Formosa
Plastics group and probably Taiwan's richest man. Winston had a falling
out with his father back in the mid-1990s, following reports in the
Taiwanese press about Winston's extramarital affair.


And while Winston has struggled ever since to establish a
successful chip business of his own, his sister, Cher, has shined as
the chairwoman of some of Taiwan's most successful electronics
companies, including chipset powerhouse Via Technologies and High Tech
Computer, which makes PDAs such as the iPaq for Hewlett-Packard (HPQ
).


LEFT BEHIND? To much of the industry's
surprise, Wong's company has turned out to be an also-ran among Chinese
chipmakers. Back in 2000, when Grace was first getting started in

Alan Alda had nothing against hard-boiled eggs until last spring. Then
the
actor, better known as Hawkeye from M*A*S*H, paid a visit to the
University of
California, Irvine. In his new guise as host of a science series on
American
TV, he was exploring the subject of memory. The researchers showed him
round,
and afterwards took him for a picnic in the park. By the time he came to
leave,
he had developed a dislike of hard-boiled eggs based on a memory of
having made
himself sick on them as a child - something that never happened.

Alda was the unwitting guinea pig of Elizabeth Loftus, a UCI
psychologist who
has been obsessed with the subject of memory and its unreliability since
Richard Nixon was sworn in as president. Early on in her research, she
would
invite people into her lab, show them simulated traffic accidents, feed
them
false information and leading questions, and find that they subsequently
recalled details of the scene differently - a finding that has since
been
replicated hundreds of times.

More recently, she has come to believe that lab studies may
underestimate
people's suggestibility because, among other things, real life tends to
be more
emotionally arousing than simulations of it. So these days she takes her
investigations outside the lab. In a study soon to be published, she and
colleagues describe how a little misinformation led witnesses of a
terrorist
attack in Moscow in 1999 to recall seeing wounded animals nearby. Later,
they
were informed that there had been no animals. But before the debriefing,
they
even embellished the false memory with make-believe details, in one case
testifying to seeing a bleeding cat lying in the dust.

Mr. Baker. To get around the wee issue that Bush has no legal authority to
mess with Iraq's debt, the White House has crafted a neat little
subterfuge. The official press release says the President has not
appointed Mr. Baker. Rather Mr. Bush is "responding to a request
from the Iraqi Governing Council." That is, Bush is acting on the
authority of the puppet government he imposed on Iraqis at
gunpoint.I will grant the Iraqi 'government' has some knowledge of
international finance; its key member, Ahmed Chalabi, is a convicted bank
swindler.The Bush team must see the other advantage in having the rump
rulers of Iraq pretend to choose Mr. Baker; the US Senate will not have to
review or confirm the appointment. If you remember, Henry Kissinger ran away
from the September 11 commission with his consulting firm tucked between his
legs after the Senate demanded he reveal his client list. In the
case of Jim Baker, who will be acting as a de facto US

URGE DASCHLE TO RESCUE THE CREDIBILITY OF THE 9/11 COMMISSION
BY APPOINTING KRISTEN BREITWEISER TO REPLACE MAX CLELAND

The 9/11 Independent Commission's inquiry into the greatest national
defense disaster in American history is in trouble. A majority of members
have been tarnished with conflict of interest allegations for their ties
to airlines, oil companies, and the Bush Administration. The commission is
also under fire for not requiring witnesses to testify under oath and for
allowing administration minders to chaperone its private deposition
interviews. The Administration is not cooperating, the media is missing in
action, and the Commission's clock is running out. With two-thirds of its
mandated life already passed, it is still awaiting access to critical
documents from the FAA, NORAD and the White House.

To make matters much worse, it has also just lost Max Cleland, one of the
few commissioners untainted by conflict of interest problems and certainly
the most outspoken with regard to the facts. (e.g., As each day goes by
we learn that this government knew a whole lot more about these terrorists
before September 11th than it has ever admitted. NY Times 10/26/03) He
was also the sole member to speak out against the Commission leaders' deal
allowing the White House to severely limit and censure access to requested
Bush briefing documents.  As he raged to Wolf Blitzer on CNN (11/13/03),
This is a scam, it's disgusting. America is being cheated... We
shouldn't be making deals. If somebody wants to deal, we issue subpoenas.
That's the deal.

Nine days later Bush disqualified him from the Commission by appointing

Sen. Tom Daschle must now select Cleland's replacement, and victim
families and advocate groups are lining up to urge that he nominate
Kristen Breitweiser, co-chair of September 11th Advocates and founding
member of the 9/11 Commission's Family Steering Committee. Breitweiser
lost her husband Ronald in WTC Tower Two and was one of the driving forces
behind the creation of the 9/11 Commission when the congressional 9/11
joint intelligence inquiry was restricted, redacted and stonewalled.

As a knowledgeable and trusted representative of the 9/11 victim family
community, Breitweiser has been widely called conscience of 9/11. It is
difficult to imagine another commission candidate who would bring her
degree of commitment and honesty to this most vital task. Her inclusion

  BUSH IMITATES REAGAN'S ECONOMIC POLICY

 Every incumbent President seeks the cooperation of the
Federal Reserve Board in the 12 months that precede a
presidential election year.  No President wants to go into
November with a sagging economy.  The last time an
incumbent President faced a recession in an election year,
he lost.  That was George Bush, Sr.  His son does not want
to repeat that experience.

 The advent of recession in March, 2001, followed
Reagan's experience of a recession in 1981.  Reagan
countered with tax cuts for the top income tax brackets.
He kept government spending very high.  This was
traditional Keynesianist policy, and it was called that in
1961, when President Kennedy followed the same procedure.
But it was labeled supply-side economics in 1981.

 The Federal Reserve had been tightening money since
October, 1979.  That was what pushed the economy into
recession in 1981, which cost Jimmy Carter his job.  These
tight money policies created a crisis for the Mexican peso,
forcing it way down, thereby increasing its dollar-
denominated debt burden.  In the summer of 1982, Mexico
responded by nationalizing the banks and threatening to
default on its debt.  The FED started pumping money, and it
has not looked back.

 Then Reagan hiked Social Security taxes in 1983
because the system had technically gone bankrupt: more
outflow than income.

 Reagan ran enormous deficits throughout his time in
office -- the largest in peacetime American history.
Again, this was Keynesianism, but it was called supply-side
economics, even by supply-siders.


BUSH'S PROBLEM

 Spending more money than it takes in is easy whenever
a nation gets into a war.  No President has to justify war
expenses and a rising deficit when the country is at war.
The Bush Administration was able to get us into two wars
because of 9/11.  The Iraq war is now costing the taxpayers
and debt buyers about $2 billion a week.

 This war came with a tax cut.  This is the equivalent
of Lyndon Johnson's guns and butter taxing and spending
policies.  Johnson refused for four years to raise taxes to
pay for the war in Vietnam, but he did not lower them.  He
had inherited lower tax rates from Kennedy.  He did not
raise taxes until he imposed a mild 10% income tax
surcharge in 1968.  By then, the FED had pumped in so much
money to fund the debt that price inflation was becoming a
problem, not to mention an outflow of American gold.

 The rumor mill has it that the President's senior
election strategist, Karl Rove, has told him, No war in
the fall of 2004.  The move by Secretary of State Powell
to get NATO to replace the U.S. in Iraq indicates that the
rumor is true.  The UN refused to take up the slack, so
Powell went to NATO.  It sounds as though NATO is willing.
I'll believe this when I see our troops being brought home.
The recent call-up of Army reserves doesn't indicate that
there will be an easy retreat from the region next year.
But there may nevertheless be a not-so-easy retreat,
following Iraqi elections.  We will declare a victory and
leave.  It is likely that chaos will result, when the
warring Iraqi factions actually go to war.  It is also
likely that almost nobody in America will care.  American
voters are ready to be told that Iraq is behind us.

 So, I think American troops will probably be out of
Iraq by the end of next summer.  Those few that remain will
be adjuncts of NATO.

 Why NATO would be willing to shoulder this burden is
unclear to me, other than because of U.S. pressure.  This new
mission surely has nothing to do with the defense of Western
Europe against the Soviet Union, which is why NATO was created
in

U.S. Withdrawal Will Let Iraq
Revive Its Own Constitution

To extricate the United States from the tragic mess it has created with its invasion and occupation of Iraq, and to restore sovereignty to that beleaguered country, Democratic Presidential candidate Lyndon LaRouche proposed in a Nov. 28 statement to "Restore Iraq's Constitution." He called for the American President to declare his intention, to "cease the U.S. military occupation of Iraq at the earliest feasible occasion, and to notify the UN Security Council of the U.S. intention to reopen the matter of Iraq's earliest restoration to sovereignty in its affairs, and of the U.S. government's solicitation of UN Security Council assistance in bringing about this desired state of affairs." Furthermore, he said, the "foolish attempts" to write a new constitution for Iraq should be abandoned, and in their stead, the "outstanding, historically rooted Constitution of that nation" should be restored, "foreseeing the establishment of a provisional government under that Constitution as rapidly as feasible."

Modern Iraq has had a number of constitutions, beginning with a 1925 document which established a constitutional monarchy. In 1958, following a revolution led by the Free Officers Movement under Abdul Karin Qasim, the monarchy was overthrown, and a new constitution introduced for the republic. After Qasim was killed in 1963, and the Ba'ath Party took power in a coup, a new constitution was issued in 1968. Another version of the same appeared in 1990, granting power to the Revolutionary Command Council, whose president automatically became president of the republic. This constitution was never ratified, and a constitutional referendum planned for the early 1990s never took place, due to the war. A referendum was held in 1995, to vote for Saddam Hussein as president.

It is the constitution of 1958, establishing the republic, which corresponds to LaRouche's characterization of "a Constitution, forged in struggle against oppression, and in the search for unity of common interest among the communities of which that fighting nation was composed." It was truly the result of Iraq's "popular struggle against repeated British imperial occupation," and contained "an affirmation of universal principles of natural law." As LaRouche correctly pointed out, "The troubles which that Constitution had suffered, up to the outbreak of the recent U.S. war in Iraq, were not only tendencies toward usurpation of the powers of the state from within Iraq, but the meddling of international powers within the affairs of not only Iraq itself, but the larger region."

Now it is urgent to restore that constitution, as the basis on which legitimately elected representatives of the Iraqi people may reaffirm those universal principles, and, through a sovereign process of deliberation, amend it as required, in order to reflect the needs of a modern, democratic state.

Iraq's Constitutional Tradition

The first Iraqi constitution, establishing a monarchy, was imposed by the occupying British after they had drowned in blood the heroic 1920 Iraqi revolution against imperial rule (see EIR, Nov. 14). In 1921, the British installed their puppet Hashemite Faisal I as King of Iraq.

The Constitution of the Kingdom of Iraq, in its final July 29, 1925 version, declared Iraq a "constitutional hereditary monarchy." Due to the popular uprisings of the prior years, the British were forced to include in the document certain concessions, such as sovereignty, independence, and freedom for the State, as well as "freedom of _expression_ of opinion, liberty of publication," freedom of assembly, and so forth, for the citizens. However, although "the sovereignty of the constitutional Kingdom of Iraq resides in the people," this "is a trust confided by them to King Faisal" and to his heirs. The King is above the law: "safeguarded and not responsible." In the King reside all powers, including power to name the members of the Senate, the Prime Minister, and so on, who do his bidding.

It is this constitution which Bernard Lewis and James Woolsey, in an Oct. 29, 2003 Wall Street Journal article, endorsed, and which the Iraqi Monarchists would like to revive!

Despite the lip service paid to some elementary liberties, the 1925 constitution was a license for imperial rule, indirect only in form. Iraq was forced to function as a colony of Great Britain, which looted its newly discovered oil. British-controlled Iraq was signator to the Anglo-Iraqi Treaty of 1930, and to the 1948 Mutual Defense Treaty. In 1955, it was made a member of the Middle East Treaty Organization (Baghdad Pact), which Britain had set up among Iran, Turkey, and Pakistan as a counterweight to Arab nationalism and communism.

"What the bad guys in the Middle East fear most is elections. Free elections. We have been in Iraq for almost eight months and we have not taken one step, not one step, to hold elections." 


One of the great stories that former Illini football coach Ray Eliot told us as new freshmen was the story of Alan Ameche and Ray Nietschke. Wisconsin has arrived in Champaigns Memorial Stadium with a powerhouse team, led by All-American Alan Ameche. A spirited Illini team turned the game into an even match. Wisconsin was threatening to score. On the field, Nietschke yelled Send Ameche at me! It was a war call. 

Wisconsin answered by sending Ameche right at Nietschke, and Ray stopped the powerful player. The moral: sometimes you have to challenge your opponent to run right at youand stop him. We need a little of Nietschkes boldness in Baghdadand we dont have it. 

A similar morality tale is playing out between the two ayatollahs: Ayatollah Paul Bremer and Grand Ayatollah Ali Sistani. 

December 2nds Washington Post reported that Bremer was lobbying hard against elections in Iraq. Like then-candidate Ronald Reagan, I have to say There you go again. Bremer has responded to Sistanis challenge by creating a game Bremer can only lose. 

First, lets look at Sistani. He has been a good ayatollah by anyones measure. He stalled Shiite Iraqis from defending against the American invasion. Not only lives were saved; whole cities were spared. So Ayatollah Sistani is no knee-jerk opponent. He may have his own agenda, but he has proven to be reasonable, as well as resolute. 

Second, Bremer. Yes, him again. I wrote my first attack on Bremers leadership years ago, back in June, 2003. Even then Bremers prissy mode of leadership boded ill for the future. Notwithstanding that President Bush likes Bremer, and the White House slammed me by implication a week ago, I still do not like Bremer. Ambassador Bremer has repeatedly made wrong decisions, isolating the U.S. mission, and setting up a potential disaster next year. Whats not to criticize? 

Why is Bremer intensely lobbying against elections? Among a seemingly endless menu of choices to choose fromof stupid U.S. policies and decisionsthe effort to prevent elections ranks among the stupidest. It is world class stupid. 

What the bad guys in the Middle East fear most is elections. Free elections. We have been in Iraq for almost eight months and we have not taken one step, not one step, to hold elections. What a disgrace. We have fumbled the ball into the hands of Ayatollah Sistani andbeing given the ballhe is holding on tightly. Sistani has become the advocate for elections. For shame, Mr. Bremer. 

If I win the Illinois primary in March, the first thing I am going to ask president Bush is: hold elections in Iraq. Stop stalling. Let our opponents take their case to the Iraqi people. We will take our case to the same people. Let the chips fall where they may. There are no guarantees in government, only risks. How you manage risks determines whether you win or lose. Bremer is incompetent at managing risk. 

Iraqi elections would electrify the entire world, not just Arabs. Everyone. It would be a bold, confident step. It would do more to undermine the regime remnants than the Phyrric victory Americans are celebrating in Samarra. We need to hold elections, and we need to invite the U.N. to supervise them. It is the ultimate exit strategy. 

The baloney we are fed by Bremer, that it is too complicated to hold elections, is just that, baloney. Bremer cowers in his palace, hiding from the Iraqi people, and telling them they are not competent to vote. Pathetic. 

Elections would force the Ayatollahs out into the open: either put up or shut up. They could not hide behind cryptic messages. They would either have to jump in or stay out. It would be a free for all. There would be some violence and, no doubt, constant attacks from the Saddamites. But we would be risking American lives to do something real, something positive. Saddamites fear elections more than anything else. 

Because elections confer legitimacy. The lingering suspicion that the 2000 presidential election was rigged by the U.S. Supreme Court still robs President Bush of some of the legitimacy had he wonand he would have wonfair and square. Nothing confers legitimacy like elections. We see it every day in democratizing nations. People want to vote. They want to choose. They want to hold the power of the ballot in their hands. 

And Ayatollah Bremer is doing everything he can to deny Iraqis this power. The ultimate power. Because hes afraid of the outcome. If we are afraid to meet the Iraqi people as equals, as decent human beings, who we can trust and take into our confidence, no amount of shooting will ever confer legitimacy on the U.S. mission or those who support it.

North Korean leader Kim Jong-Il has not been seen in public since Oct. 31, fueling concerns that the reclusive communist leader has gone into hiding. 

The last public reference to Kim was on Oct. 30, when the Korean Central Broadcasting Agency reported his meeting with a delegation of visiting Chinese officials. 

U.S. intelligence officials said Kim dropped out of sight last spring for several weeks during the military operation in Iraq. Officials at the time said Kim feared the United States might try to conduct a strike against him, coinciding with the Iraq operations. 

U.S. security sources said Kim is concerned about increased U.S. accuracy with unmanned air vehicles [UAVs) or drones which delivered targeted attacks with smart bombs and missiles during the Iraq War. 

Meanwhile, the Tokyo Shimbun newspaper reported that Kim's eldest son, Kim Chong-Nam might return to North Korea. Quoting a North Korean source in Beijing, the newspaper said the younger Kim was reportedly banished from North Korea following an ill-fated attempt to enter Japan in May 2001. He is currently believed to be in Austria and could return to Pyongyang before the end of the year. 

Senior North Korean officials were recently in Austria. Their visit is believed to be connected to preparing for Kim Chong-Nam's return home.

The source said the son would be appointed to a senior post in the North Korean State Security Department. 

The probable return has fueled speculation that the son has reemerged as a possible successor to the 61-year-old Kim Jong-Il. 

U.S. officials said North Korean media have not reported or commented on Chong-Nam's possible return.

If a foreign invader crossed into the United States and committed a crime, threatened U.S. citizens and law enforcement, or planned other mischief, don't the American people have a right to know about it? Furthermore, shouldn't a documented foreign incursion invoke as serious a threat of retaliation from American leaders as, say, an Arab nation only suspected of aiding anti-U.S. terrorists? If such incursions have happened hundreds of times per year for several yearswithout evoking a U.S. responsewould that kind of inaction qualify as the patience of Job or excessive negligence and dereliction of duty?

If you're like most Americans, you feel you not only have a right to know about these incidents, you expect and demand your government expend whatever resources are necessary to ensure these incidents cease immediatelyand if not, the violating country warned it will pay dire consequences. 

On the other hand, if you're a tenured manager at a federal law enforcement agency who works for the gargantuan corporation known as the U.S. government, Americans don't have a right to know about such incidents, and are foolish to expect Uncle Sam to defend his borders and his constituents.

I was alone in reporting last week that, based on key and reliable sources, a squad of Mexican soldiers or paramilitary police crossed the U.S. border near Candelaria, Texas, about 170 miles southeast of El Paso, on Nov. 24 and kidnapped at gunpoint an entire family, then brought them back to Mexico. The validity of the story became clear when it was verified by local law enforcement officials, the U.S. Border Patrol and the FBIinformation I included in a pair of news reports describing what happened. Within hours most of the five-member familythe mother and three minor childrenwere released, and local officials were notified. But Mexican authorities continued to hold the father for several more days, finally letting him go several days later. 

It was obvious from the start no one in authority wanted to discuss this incident. The locals pushed me off on the FBI, which pushed me off on the Border Patrol, which tried to push me off on the FBI and local authorities again. Along the way, I managed to pry a few details about the incident from agency spokesmen. 

Now, government agencies passing the buck is nothing new. But border intrusions by armed foreign military or paramilitary units is a serious international incident. This should not have been a "pass the buck" story.

To their credit the federal agencies did at least verify the incident. But each provided few other details; no one wanted to volunteer much of anything, except the phone number of the next agency "that was really handling the investigation." One spokesman deflected my questions by suggesting the family might not be American but instead was Mexicanas if nationality were the issue instead of border integrity. Does it matter if the family is from the U.S. or from Botswana? The fact is, they were physically standing on American soilreports said they were shooting at rabbitswhen they were kidnapped by a foreign force.

Worse, there was little other coverage of this incident. To my knowledge, no other national news agencies, save NewsMax and WorldNetDaily, picked up the story, so to this day, most Americans are still in the dark about it. 

Now I hear the bureaucratic masters are upset the story was broken in the first place. I hear they want someone's head on a plate for leaking the incident to the press. 

In other words, they're upset that American citizensthe same people who pay their salarieswere told about this horrendous incident, whichagainoccurred on American soil.

Officially, authorities told me, agencies are still investigating what happened because the details aren't clear. 

But according to details as they were related to me, indeed it is very clear what happenedfor some reason, Mexican authorities crossed our recognized international border and abducted a family on U.S. soil, then took them back across the borderat gunpointbefore eventually releasing them. 

Those facts were not disputed.

If what was reported was incorrect, however, doesn't the government have a responsibility to step up to the plate and inform the American people what happened? 

What is going on along the border is a scandal. I have been there; I have seen the vast illegal alien-created trash wastelands, the poorly constructed border fences (where they exist at all), the squads of armed Mexican soldiers, who patrol their own border mere feet away from the U.S. 

On the American side, the border is inadequately protected. It is violated with regularlity, and with impunity, by Mexican nationals, troops, and police, as well as persons of "OTM""other than Mexican"backgrounds and nationalities.

The Archdiocese of Chicago agreed in October to pay $12 million to 19 people who said they were abused by priests. The Kentucky Diocese of Covington pledged $5.2 million to 27 alleged victims. The Louisville, Ky., Archdiocese said in June it would pay $25.7 million to nearly 250 alleged victims. And the Diocese of Manchester, N.H., reached a $6.5-million settlement with 61 alleged victims. But experts widely expect any settlements in California to dwarf others, even those in Boston, where the scandal broke. The Boston Archdiocese agreed in October to pay $85 million to 552 victims. Beverly Hills attorney Raymond P. Boucher, lead counsel for the plaintiffs in the Southern California cases, estimates that more than 500 claims will be filed statewide before the end of the year. "Los Angeles is unique," Boucher said. "The enormous number of children who were sodomized and raped and victimized by priests is greater than in any other archdiocese anywhere else in the country." Just forget about buying and owning gold and other precious metals in privacy, as you have been able to do until now.

A new intelligence spending bill (HB 2417) has reportedly just passed Congress and is awaiting the Presidents signature by this coming Saturday, December 13, 2003. Tucked inside that bill is a provision that allows the FBI to serve so-called "national security letters" on a broader range of "financial institutions." National security lettersrequire these institutions to reveal their customers private financial as well as general information, including "tangible things.".

Its no news that banks have been conscripted to spy on you. Everyone knows that by now. But this recent measure

By this change, Congress has surreptitiously expanded the scope of businesses upon which so-called "national security letters" can be served by the FBI in order to obtain financial records without any prior court order, without even the slim judicial supervision that was previously provided by the Foreign Intelligence Surveillance Court in such matters. 

There was virtually no debate on this part of the bill, despite a letter sent to the Senate Intelligence Committee by the ACLU requesting more time and due consideration of this provision..

Private investors throughout the United States had better get up on their hind legs and demand that the President NOT sign this bill as passed - or just lie down forever and wait for their governments jack-booted minions and tank tracks to roll right over them. 

What this administration - and this Congress - (collectively called your" elected leaders")have done to your constitutionally guaranteed fundamental rights unde the excuse of the 9-11 tragedy makes even avowed enemies of freedom like Bill Clinton and Franklin D. Roosevelt pale with envy. 

This was supposed to be the administration that ran on a conservative platform aiming to reduce government. What we got was a neocon-drive toward ever greater invasion of every single part of our lives in the name of "national security" - or whatever it is that goes under todays Nazi-like nomenclature of "homeland defense." Why not just call it "fatherland defense" and be straight up about it?

Under the Orwellian misnomer of an Act that goes by the name of the "USA-PATRIOT" Act, our rubber-stamp Congress has already previously given the administration carte blanche to create a national database that will record every single citizens and residents credit card transaction, no matter whether youre buying a pound of butter at your local grocery store, or a birthday present for uncle Freddie in Idaho. 

One controversial provision of that Act, the so-called "TIPS" program, was trying to give legal sanction to your neighbors, your milk man, phone repair guy, or cab driver to spy on you and report any "suspicious activity" or item (not defined, no judicial oversight) they happen to see in your home or in your possession to your benevolent rulers - for PAY!

And now this. 

Your own preferred gold dealer, no matter how liberty-oriented or meticulously conscious of your financial privacy he may be by his own convictions, can now be conscripted to supply your government with every last detail of financial information he has about you.

Do you buy gold and just store it at home? You must be a gold "hoarder", someone who intends to undermine the great American paper-fed economy. Do you buy gold and transfer it to an offshore digital gold currency provider? You must be a terrorist sympathizer who is trying to launder money or transfer it without "official oversight." After all, "if you are an upstanding citizen, you have nothing to hide, do you??"

Are you buying expensive jewelry for your wife for Christmas? Your government wants to know every last detail about it.

Meanwhile, illegal immigrants are swamping our national borders to the South and the North, and this administration does nothing - except maybe undermine citizens efforts to police their own borders in an attempt to fill the gaping security void left by this government. Muslim terrorists are amassing in Paraguay, preparing to strike "the Homeland". We hear nothing about it from our leaders.

The police will likely still have their 'business as usual' public relations
line, but since Health Canada has defied the order of the Ontario Court of
Appeal by not allowing a grower to supply multiple patients, as ordered, the
MMAR is unconstitutional, said Tim Meehan, communications director of OCSARC.

Because it's unconstitutional, that means that according to the Parker
decision
by the same court in 2000, the possession of marijuana law is dead once
again.

OCSARC reminds people that while they might still be arrested and prosecuted by
police and prosecutors who refuse to acknowledge the status of the law,
they may
seek substantial financial compensation later. This is a notice to police that
while they do have the power to arrest harmless marijuana smokers, they will be
doing so at their own peril. Cannabis consumers will not allow themselves to be
treated as second class citizens, and many will be armed with legal information
and representation in case the harassment continues, said Meehan.

OCSARC (Ontario Consumers for Safe Access to Recreational Cannabis) is a
Toronto-based organization working to end prohibition and promote
reasonable and
responsible regulation and quality assurance in the cannabis market.


A free people ought not only to be armed and disciplined, but they should
have sufficient arms and ammunition to maintain a status of independence

The Feith "annex" highlights the Bush administration's misuse of intelligence material.

When they published their "Case Closed" cover story three weeks ago on the relationship between Saddam Hussein's Iraq and al-Qaida, the editors of the Weekly Standard aimed to set off a bomb. The article was centered on a sizable leaka gusher, reallyof classified intelligence, 50 raw reports that had been strung together in the Pentagon to demonstrate the "operational relationship" between Osama Bin Laden's organization and Iraq. The target was the consensus among journalists and experts that there were no substantive ties between Baghdad and al-Qaida. If the article achieved its goal, it would help shore up the rickety argument that Baathist Iraq had posed a real national security threat to the United States.

Despite Jack Shafer's cri de coeur for some real reporting on the matter, the bomb sputtered. Some big publications took a passing look at material from the leaked annex to a letter from Undersecretary of Defense Douglas Feith to the Senate Select Committee on Intelligencethe document in which the 50 reports are summarizedbut mostly for the sake of knocking it down, either explicitly or backhandedly. The piece has elicited one genuinely interesting column from the Washington Post's David Ignatius, who revealed that the United States and Britain had a highly placed informant in Iraqi intelligence "who told them before the war that in the late 1990s, Saddam Hussein had indeed considered such an operational relationship with bin Ladenand then decided against it." 

For the most part, though, it seems the few beat reporters who cover the intelligence community called their sources and were told there was nothing new herethat the article was not, as author Stephen L. Hayes claimed, the fatal reproof to "critics of the Bush Administration [who] have complained that Iraq-al Qaeda connections are a fantasy, trumped up by the warmongers at the White House to fit their preconceived notions about international terror." 


As subsequent editorials show, this has clearly infuriated the Weekly Standard crowd, who were also hoping to flush administration foxes from the hedges and force them finally to back up the allegations they have made about Saddam and Bin Laden. As someone who co-wrote a book, The Age of Sacred Terror, that argued there was no substantive relationship between al-Qaida and Iraqa conclusion based on a review of relevant intelligence from when I worked on counterterrorism at the National Security Council in the late 1990sas well as a series of op-eds in the New York Times and elsewhere saying the same thing, I guess I should be happy that the Hayes piece stirred the pot so little. 

Instead, I'm as frustrated as the Standard-bearers. 

Why? First, the Feith memo does not prove what it sets out to, and a fuller airing of the issues would bring clarity to a topic that desperately needs it. Second, and more important, the document lends substance to the frequently voiced criticism that some in the Bush administration have misused intelligence to advance their policy goals. 

Hayes contends that Feith's document demonstrates that the relationship between al-Qaida and Iraq "involved training in explosives and weapons of mass destruction, logistical support for terrorist attacks, al Qaeda training camps and safe haven in Iraq, and Iraqi financial support for al Qaedaperhaps even for Mohamed Atta." Yet in any serious intelligence review, much of the material presented would quickly be discarded. For example, one report claims Bin Laden visited Baghdad to meet with Iraqi Deputy Prime Minister Tariq Aziz in 1998, but this is extremely unlikely to be true given how many intelligence services were tracking both individuals' movements. Countless intelligence and press accounts of Bin Laden's travels have appeared over the years while the man himself remained only where he was safe: Afghanistan. Hence, another report thathas him traveling to Qatar in 1996 is almost as unlikely. 

There are also glaring mistakes in the analytic material, though whether the errors were originally Feith's or Hayes' is not clear. What is referred to as Bin Laden's "fatwa on the plight of Iraq" was in fact the famous "Jihad Against Jews and Crusaders," which spoke of the suffering of Iraqis but only as proof of a U.S.-led global campaign to destroy Islam. If anything, the sense of grievance over events, including the U.S. troop presence, on the Arabian peninsula is far greater. Moreover, some of the material presented in the article insinuates that Iraq staged the Khobar Towers bombing, when two administrations have laid the blame at Iran's door.

The Feith document does not recount many details of an operational relationship, nor does it illustrate a tie that was ongoing, cooperative, and operational. At

WASHINGTON, Dec 5 (IPS) - While U.S. Treasury officials scour financial records worldwide to stop funds donated by wealthy Arabs from flowing to radical Islamist groups, a small group of U.S. citizens is trying to shut down a major source of funding for Jewish extremists in Israel and the occupied territories. 

Its target is a gambling casino located half a world away in a tiny low-income, mostly Latino town called Hawaiian Gardens, tucked into the urban sprawl of greater Los Angeles. 

The Hawaiian Gardens Casino has made tens of millions of dollars for its owner, Irving Moskowitz, a 75-year-old doctor and businessman who moved to Florida more than 20 years ago. 

His Irving I. Moskowitz Foundation, which operates a bingo parlour next door, has also produced tens of millions of dollars over the years, most of which it passed to other charities or foundations that support the most extreme elements in the Jewish settlement movement in Israel and the occupied territories, according to records the foundation is required to file with U.S. tax authorities. 

The foundation has also provided hundreds of thousands of dollars to right-wing U.S. Zionist groups, particularly the Zionist Organisation of America (ZOA) and Americans for a Safe Israel (ASI), as well as neo-conservative think tanks -- among them the Centre for Security Policy (CSP) and the American Enterprise Institute (AEI) -- that were in the forefront of the drive to war in Iraq. 

Its contribution to AEI, for example, funded the work of David Wurmser, whose 1999 AEI book, 'Tyranny's Ally', argued that the ouster of former Iraqi president Saddam Hussein was the key to remaking the Arab Middle East. 

Wurmser, who was hired as Middle East advisor to Vice President Dick Cheney in September, acknowledged Moskowitz as his benefactor in the book, which was prefaced by the powerful former chairman of the Defence Policy Board, Richard Perle. 

''If you asked most people who Moskowitz is, they would not have any idea,'' CSP director Frank Gaffney declared once at a testimonial dinner for the man whose foundation gave CSP close to half a million dollars between 1987 and 2001. ''His influence is a function of his financial support.'' 

It is precisely that influence that the Coalition for Justice in Hawaiian Gardens and Jerusalem will try to curb at a hearing in Los Angeles on Dec. 18 of California's Gambling Control Commission. It is slated to decide whether Moskowitz should be granted a permanent license to run his casino, which has reportedly grossed about 180 million dollars a year since it began operating several years ago. 

Because the casino is owned directly by Moskowitz, and not, like the bingo hall, by a non-profit foundation, information on the destination of its revenue is not publicly available, although his attorney has suggested in the past that much of it goes to the same causes. 

While most license hearings are pro forma affairs, this one is likely to be contentious, as coalition members and supporters, who include Jewish, peace and Latino groups, are lining up to testify why they believe Moskowitz's activities, both in Hawaiian Gardens and in the Middle East, should make him ineligible for a license. 

Local activists, including former city officials, charge that Moskowitz has essentially ''hijacked'' the municipal government to build the casino and enrich his business interests at the expense of an impoverished, gang-ridden community, in ways that violate both the letter and the spirit of California's strict gambling laws. 

Moskowitz's foes -- who include some two dozen rabbis on the coalition's advisory committee and the predominantly Jewish peace group Americans for Peace Now -- also intend to cite his philanthropic activities for the same basic reasons that the Bush administration is trying to persuade Arab governments to shut down charities that fund radical Islamists. 

Knowing how he has used the bingo money to foster extremism and violence, how can you turn around and give him a casino licence?'' said coalition co-director Rabbi Haim Dov Beliak, in an interview. 

When you give someone a licence to run a casino, you're effectively giving him a licence to print money. 

Beliak, who serves two conservative Jewish congregations close to Hawaiian Gardens, referred specifically to several Moskowitz-funded initiatives in Israel and the West Bank, the most deadly of which -- the excavation and 1996 opening of a subterranean tunnel into East Jerusalem's
