The netcdf transition completed some time ago, I started it without getting a go-ahead or other feedback from the Release Team because I was fed up with waiting for the requested feedback and wanted to get it out of the way to unblock the gfortran transition, and it subsequently unblocked various transitions for the Debian GIS team by trigging the gdal transition. While I haven't followed the gfortan module transition progress, I think that's also done by now. the problem with the gfortran transitions is that we can't detect them. We have to encode the gfortran module version into the dependencies of the -dev packages. I think I did that for grib-api, but I can't find my patch anymore ...
