There hasn't been any upstream activity since 2014, making it unlikly to gain compatibility with numpy 1.9. python-netcdf4 may be a suitable alternative for dolfin, it is actively maintained by the NetCDF upstream developers. This bugreport is filed as part of the process to get all reverse dependencies of python-scientific removed from Debian unstable.
