My dual 3c900s work fine (considering the state of the vortex driver)

I think you can put the parameters in the /etc/modules file.  I'm guessing,
though, since I have no parameters in there and it works ok. 

I did have to compile NE2000 support as a module, though;  I never did get it
to work compiled into the kernel.

Here, some people configured two NE2000 in a same box.

They just put append="ether=10,0x320,eth1" in lilo.conf to describe the second
card, since the first one is probed.  

Kernel:

NE*000 ethercard probe at 0x300: 00 40 33 2f 6c de
eth0: NE2000 found at 0x300, using IRQ 5.
NE*000 ethercard probe at 0x320: 00 80 ad ab 28 3e
eth1: NE2000 found at 0x320, using IRQ 10.

Perhaps, the driver must be compiled inside the kernel, since some drivers
have their parameters analised in boot time but not in loading module time.

If there is some PNP card, you may have problems.

With 3c509 was problem (I tried with 2.023 - mayby is now outated):
driver compiled as module don't recognize secondary nic.
When included in kernel - no problem with append="eth=...
Secodary problem was with PNP on 3c509 - it must disabled.

i made the same with two smc-ultra's . I had to compile a own kernel with
smc-ultra included, and added the two cards in /etc/modules with io and
irq parameter. i also had co copy /etc/init.d/network to a second file,
edit the necessary parameters and add the call in /etc/init.d/boot
and it worked.

I've never installed > 1 3Com card, but I have installed 2 Tulip based
cards and the Tulip driver seems to find both of them without any trouble.
Perhaps it's a 3Com thing?
