A totally unrelated approach...

Have you looked at the traffic? Eg, with tcpdump -l ppp0 or somesuch.

I had this problem when I took a box from work home with me, and it
had been set up to run iplogger. Throughput was lousy because of a huge
amount of nameserver traffic. dpkg --remove iplogger at the home end
fixed the problem instantly.

(The majority of the traffic all had the same port number in it, and
fuser linked it to the pid which was iplogger's.)

 I'm looking for some troubleshooting help.

Me, again... this is still unsolved. I've tried the two solutions offered:
1. echo 0 /proc/sys/net/ipv4/tcp_timestamps
2. try turning off all compression by ppp
Neither one helped (though by turning off compression my throughput MAY have
gone up to 500-600 bps.)

I've attached my ppp.log and debug.log for any kind sole that wants to dive
in! :-)

try:

If that does not help, try turning off all compression by ppp (header
compression and the like) and let only the modem do the compression.

Hello,

I have the same situation.  
My current connection is to a modem-pool and once in a while the
throughput is fairly good, but average is around .3K/sec.  I thought
it was something with the way the modems work on their end.

Previously I was connected to the university here (also a modem pool)
and throughput was consistantly 2 - 3 K/sec.  Same modem on my end,
same system. 
Interesting question...
