Oops, sorry - I forgot to mention that the original ntp has been
missing from Lenny for a little while (not that the package's absence
has been a problem - I've always just wgetted the Sid version and
dpk -ied it).

Anyway, I've just now checked again (via your suggestion, Rick), and
unless I'm greatly mistaken, it's back again - woot! woot!

I realize that it's not exactly an answer to your question, but after
days of stuffing around with openntpd, I discovered that openntpd on
linux doesn't discipline the clock (versions later than 4.0 available
on *BSD do, but the portable version has been stuck at 3.9 for over 2
years!)

I then tried out the original ntp package instead, and it's just
worked perfectly (without me so much as touching the config files) on
every install I've done ever since (including dial-up machines with
intermittent Internet connectivity). May I recommend you try the
original?
