Nothing to extract, just use your burning software and burn the 
debian.iso as a bootable cd.

40M has been small enough, what are you still looking for?

I don't know if I follow you, but AFAIK if you need to install Debian using
network boot you need a debian server configured to iniciate the requests
via network(tftp, dhcp boot, etc.), not an iso or cd.
the only ways to install using an iso or cd/dvd are the ones that you
already know, and there is no need to create an image or iso to do that.
years ago you could install debian using a set of floppy disks, but i don't
know if that method is still working today.
so I don't understand the method you want to use...

You don't need to compile, extract, add, create an iso, whatever...is not
necessary as I and others stated before it's already done and you just need
to download the 40MB iso or the 180MB iso in order to install Debian from
the netinstall method and burn it to a CD that's the easy way.

I guess you extracted those files from the iso you downloaded, am I right?
or where did you get those files?
AFAIK those files come inside the installation CD, DVD and those make the CD
able to start Debian so, again there is no need to use them to create a CD
which you can download from the debian site.

There is only one file to download, the particular .iso file you need,
as suggested the netinst.iso.

Once you have the .iso file, you use whatever software you want on
whatever computer you want to burn that .iso to a CD.

it's easier.

cdrom/initrd.gz -- initrd for use with isolinux to build a CD
cdrom/vmlinuz   -- kernel for use with isolinux to build a CD

But I dont' know how to make a iso with these files, Do I need to
uncompress the debian-cd_info.tgz and how about initrd.gz, I 'm
guessing to specify vmlinuz as the boot file when making the iso, do
you have any guide to make this iso image?
