I'm affected too on Ubuntu 14.04, in fact the keyboard is correctly configured on Azerty (fr) on lightdm, but it switch to Qwerty (en) when the desktop (Unity) starts. I have only the Fr as possible input mapping in the config panel. After a second fresh install I still had this bug. But I also noticed a crash report for ibus on my first login. So what I have tried who seems to have fixed this : - delete the ~/.config/ibus folder - launch from the command line ibus-setup and check the Use system keyboard layout on the advanced tab. I don't know which one of these two actions resolved the bug, but so far, my keyboard layout is the right one. I have managed to somehow fix this by installing a different greeter: `lightdm-gtk-greeter`. You get a not so fancy greeter (see [1]), but It gives you the right keyboard config. So the problem should be on the default greeter used... Same problem with Italian and English (USA) layout. After booting up Italian layout is showed in the panel and selected, but the real keyboard layout is actually English (USA). Just to give some precision: when I display the Présentation de l'agencement (keyboard layout or layout presentation or whatever) who displays a keyboard, its a french keyboard which is displayed and when I hit the left corner alphabetical key on the keyboard it shows that the left corner key is hit and that it is an a but in all programs it's a q which appears. Same problem. It is likely to go back to qwerty when the layout is changed via keyboard layout change shortcut. After upgrading 13.04 to 13.10 this problem affects me too. I use French keyboard layouts, but Unity always in English keyboards layouts, even if i have removed it in system config. I have the same problem since upgrade to 13.10, except that in my case it happens randomly (so far, about once every two boots). Note thate the problem isn't present on the login screen, only after starting Unity. Haven't tried other DEs.
