It is likely that the bug has already been reported upstream and it would be great if you check if one of the bugs at https://bugzilla.gnome.org/buglist.cgi?quicksearch=product:evolution+vcard is similar to what you experience, because then we can link this bug here and get noticed when it gets fixed. Since you reported the bug against Ubuntu 8.10 and I am using Ubuntu 9.10, I tried your example mailbox file. Evolution correctly shows me the buttons show full card and save in address book. The only problem is that the last of the two buttons gives no feedback except when the contact has already been added, which is bug https://bugzilla.gnome.org/show_bug.cgi?id=492838. Therefore I suggest you also check if the bug is still present for you in a newer version of ubuntu.
