After rereading this ticket:

If I haven't made a mistake on my test I'm seeing the symbols only in 
gnome-icon-theme-full and adwaita-icon-theme-full (isn't 
adwaita-icon-theme-full the successor of gnome-icon-theme-full?). Technically 
we are in the same situation as this ticket ( 
https://bugs.launchpad.net/ubuntu/+source/lxde-icon-theme/+bug/1246448 ) (it 
got a regression on this ticket ( 
https://bugs.launchpad.net/ubuntu/+source/adwaita-icon-theme/+bug/1416693 ) 
which was solved differently).

Its not so difficult as you might think:

1. We need to know if it is indended that gnome-icon-theme doesn't contain all 
symbols for eog.
1.1. If yes: Replace the depends gnome-icon-theme with a right one or add 
another icon-theme.
1.2. If not: It is a bug in gnome-icon-theme.

if we were to add a theme depends we would pick the human icon theme,
which is installed by default and I guess you are not using, that
wouldn't solve your issue ... package depends can't fix your custom
theme issue, either stick to the default theme or install the icons set
going with your theme (e.g the theme you are using should depends on the
icons)

What is the name of it?

The only icon-theme dependency of eog is gnome-icon-theme which doesn't
provide all needed icons. So either this theme is incomplete or the
control file should provide an additional icon-theme as dependency (like
the default Ubuntu theme which you mentioned).

I have figured out that the icons are not shown because gnome-icon-
theme-full is missing. I think this package should be a dependency (not
any recommends) in this case.
