A couple of years ago, I was involved with the testing of a piece of "military
equipment" manufactured in the US and going to the EU.  It was part of
an elaborate weapons system.  It was being "sponsored" by a department
of the US government and was being delivered to a military base in Europe.
 It was quite an unusual project.  

I quickly learned that the usual customs warnings and labeling advice
was falling on deaf ears.  There were to be no customs and no labeling.
 A dedicated truck brought the equipment to us in Atlanta, GA from an
area in the Southwest US.  When testing was complete, the same truck returned
from cross country to pick up the equipment.  I was told the one-of-a-kind
equipment was being taken to a US airbase for shipment to the European
military base, (i.e. no customs).  The only reason the manufacturer was
testing for CE (EMC and Safety) was to do their due diligence in the event
someone was injured using the equipment upon installation.

Your "obligation" question may partially be answered in how the equipment
is going to cross the borders and, strangely enough, if your shipper/consignee
has more authority than the customs agents.

This is just an opinion based on my point of view, from a project where
the rules SEEM to have been suspended due to the nature of the product
and players in the game.

It probably depends on the country concerned, also who is buying the
products. In UK, for example, the buyer of such non-military products
for service accommodation is a civilian organization, and CE marking is
required. But if, in another country, the military authorities buy the
stuff, they can probably decide more or less independently whether they
need CE marking or not. In some sensitive locations, they may want
tighter limits!

I have no idea about the differences. Why this question, is it because you
have a unit which is tested according to EN55022:1987 and you wondering if
it fulfils the 1994 version ?

For CE-marking of Information Technology Equipment you can use EN55022:1994
or EN55022:1998 without any involvement of a notified body.

Andrew,

Normally equipment on aircraft have to meet at least DO-160, which requires 
emissions and immunity both. Sometimes an Aircraft Manufacturer will have 
their own. Boeings is D6-16050-4 I believe.

If you've only been asked for FCC you are getting off lightly...

I imported it from their website into MS Word.  It prints on legal (8-1/2 x
17) paper.
Click on any product, then click the topics in the pull-down menu.  Select

Directive and Notificaion process? In other words, will any other European
countries allow a radio product to be placed on their market if the
processes of the RTTE Directive are followed without the need for any other

Re: Differences between EN55022:1987 and 1994

The differences between these two standards is very little indeed.  However, 
the 1998 version of the standard is hugely diferent to the 1994 version, with 
the introduction of telecoms port emissions being the major difference.  
Presently, the 1994 and 1998 versions co-exist, with the 1994 version expected 
to be dropped in mid 2003.

I know that I am not answering the question, but the 1987 version has been dead 
for years, and has no standing today.  So I am just prompting to see if the 
question is the correct one

Russel,
The noise floor of your screen room should resemble the shape of your
antenna factor and that is dependent on the antenna you chooses.
:-)  Perhaps for a quick comparison
I have a curve of best fit equation for a noise floor measurement.  This
was from my work some years ago but it should still be valid from 50 MHz to
1000 MHz.
I was at that time using the Chase (now Shafner) 'Bilog' (I am refering to
the blue model) and RBW set at 1kHz, with correction to the cable
attenuation included.
The regression equation is to facilitate quick checking for any compromise
in the SE.
y1 = 7E-12x^6 - 8E-09x^5 + 4E-06x^4 - 0.0008x63 + 0.0887x^2 - 4.7919x + 80
(for 50 to 300 MHz)

y2 = 2E-16x^6 - 7E-13x^5 + 9E-10x^4 - 5E-07x^3 + 6E-05x^2 + 0.0597x - 25

y1 and y2  is the Electric field strength in dBuV/m
x is the frequebcy in 10s of M Hz,  The chart is as attached,

Adjust these results for the (CISPR?) measurement bandwidth before you
check for the various forms of shielding compromises within your enclosure.

BTW, a simple check is to see if the local radio station gets through into
your receiving antenna as you closes the door in the enclosure.

While you do mention the screen room, a word of caution for using pre-amps
on OATS.  When there are strong ambients such as nearby TV and Radio
stations, there are quite a bit of intermodulation products as well as
"bleeding".  I see that often and I sometimes have to switch between amp
and no-amp to determine if the signal seen with the pre-amp is real.
Another caution is when measuring signals near the noise floor and
amplifying them does not give accurate levels.  I have seen as much as a 10
dB error when you amplify signals near the floor level. Some amplifiers are
better than others!

Hello John,

The purpose of a pre-amplifier in the test set-up is to lower the noise
floor.  i.e. if the over-all noise floor is to high as a result of low gain
in the total system, low antenna gain, high cable losses or bad noise
figure in the receiving device a pre-amplifier will definitely give a
better result.
But if the reason for the high noise floor is due to bad shielding of the
screened room it will definitely not help.  Therefore I asked Russel:
Which antenna and measuring receiver/spectrum analyser do you use?
Information on those items may help to guide further on the issue.

You hit it on the head.  The reason for the first preamp is to overcome
line losses and the second preamp would be used if a spectrum analyzer is
being used in lieu of a CISPR Receiver.

Russell,

Are you sure these are room ambients? They might be the analyzer noise
floor.

Generally, a decent room will not admit signals high enough to be seen
above the instrument noise floor. Even a poorly built one should attenuate
60 dB or better and only show a few, discrete ambients from  nearby,
high-power sources.

Hope someone can help with this query.

Our company has supplied equipment to Boeing which is installed in aircraft.

The original contract to supply a number of systems was completed.
We now have a contract with Boeing for repair.

Boeing have asked for a declaration on whether the equipment meets FCC
Requlations or not.

The Federal Communications Commission (FCC), a regulatory Agency of the U.S.
Government, has established an equipment authorization program to control
radio interference from radio transmitters and certain other electronic
products.  Radio equipment may not be imported or marketed in the U.S. until
it has complied with the equipment authorization procedures of the FCC.
Substantial penalties may be imposed for equipment that is imported or
marketed in violation of the FCC Rules.

Does this type of equipment need to meet these regulation or is it exempt?
