Thanks for all the responses and for some thoughts on the nuances. I'm
helping a customer with their risk assessment so being able to understand
the risks a little better is most useful.

 

Someone pointed out the relaxation in EN 62368-1 for pulse amplitudes based
on duty cycle which is also going to be useful.

Hello all,

 

I hope this safety question is a fairly simple one for you, it being Monday
after all.

 

1.  A piece of equipment with a power supply output for driving a lamp.
It has two modes, DC and pulsed.
2.  Both of the output voltage connections are on accessible terminals
(checked using finger probe)
3.  Classifying voltages as per EN 61010-1 clause 6.3.1 (limit values
for accessible parts, normal operating conditions)
4.  DC mode runs at 46Vdc maximum. This is less than 60Vdc so is not
Hazardous Live
5.  Pulse mode runs at 46Vdc pulsed (frequency up to 1kHz, duty cycle
can vary down to 0.01%) which is an AC waveform greater than 42.4V peak so
is Hazardous Live
6.  The output from the equipment is low impedance so is more than
capable of sourcing the required 0.7mA through the IEC 60990 body model.

 

Quick sketch attached to illustrate the concept. I even ran a SPICE
simulation to make sure I wasn't getting something wrong.

I am looking for EN, ISO, or IEC standards that are equivalent to CSA C22.2 No. 
0.15, Adhesive Labels or UL 969 2023, Marking and Labeling Systems. I’ve done 
some searching on cencenelec.org, iso.org, and webstore.iec.ch, without finding 
any standards that appear to cover similar requirements. Specifically, I’m 
interested in the label durability tests, like the solvent test defined in CSA 
C22.2 No. 0.15.

 

Any suggestions are appreciated.

Markings and cautions are described in the product safety Standards i.e., UL 
(UL 1973) some IEC (IEC 62133-1).

You may want to refer to them for battery models, rating of the cabinet or 
battery pack, replacement instructions etc.

In this case I would ask manufacturer (thru your purchasing channel)
regarding marking requirements agreed as a certification requirement from
the UL. That should be condition of acceptability. Have that letter or
document available at time of UL inspection.

Other way, I handed was to ask for certificate (or document) of acceptance
(CofA or DofA) of shipment form your supplier, stating quantity part number
order number meets UL component marking requirements. And store it with
incoming inspection.

Hi guys,

 

We are having a heck of time proving a button cell is actually UR - CR2354.

 

UL IQ says it's UR.  The Battery is not marked.  The Guide Card allows the
marking to be on "packaging".  Our customer purchases the CR2354 on-line.
The packaging it comes in is not marked.  Is it possible the UR mark is on
the Bulk packaging that the on-line supplier would have?

Our motivation for including information on our EU DoCs that may not be 
technically required is two-fold; 1. to better inform our customers, and 2. to 
reduce the number of questions/complaints from the field.  We could drastically 
reduce the number of requests from the field if we provide the information on 
the DoC; in this case, the 2015/863 amendment.  I agree that technically it 
should not be necessary, but there are benefits here to consider.  And as far 
as I know, there is no rule against it.  So why not? 

 

BTW, thanks to everyone who participated in this thread.  It has been very 
informative and I appreciate it.

 

Have a great Thanksgiving if you celebrate such a thing.  We have the next few 
days off which I'm looking forward to.

Because we provide DoCs translated into over 30 languages, we try to avoid text 
that has to be translated. Our type of products do not have to comply with 
these new regulations until next year, but when we do, we plan to use the same 
nomenclature that is used for the amendments of Standards by using the Plus 
Sign (+). So under the RoHS Directive, we plan to list it like this:  

 

2011/65/EU + 2015/863

 

Does anyone see any issue with this?

Whilst 2015/863 updates 2011/65/EU, you do not CE mark to it. 
The DoC must be to 2011/65/EU

Some people concentrate a lot on 2015/863 but there have been far more 
Delegated Directives dealing with exemptions than just this one dealing with

There are incidents where there are capacitors in the equipment, that can have 
hazardous energy.

UL 1778, safety standard for UPS has requirement for protection of safety 
personnel, where there is clause to make sure that makes sure that energy in 
the capacitor is discharged before service personnel has an access to the 
capacitor.

Discharge requirements are already in some electrical safety standards. Not at 
my desk so recall is poor, but likely 61010 or even NFPA 79 have something 
about caps with stored energy above x joules have to discharge within N seconds 
of power off...

Hi folks,

I never encountered this before but am curious if anyone had any problems in 
using the European verbiage ‘High Tension’ in lieu of ‘High voltage’ during 
their 61010 assessment on their labels and documentation. 

Unless I am mistaken on the Group & National differences, IEC 61010-1 does not 
mention anything specific on allowing this alternative language. 

I also want to know if ‘High tension’ would be a problem in the USA and Canada 
during a Field evaluation or NRTL certification? (I only ask to avoid having 2 
labels/wording on a global product)

You are mixing up EU vs North America.

NRTL is US requirements. UL standards don't get withdrawn. As long as you
comply with the requirement of a American standards it is up to approving
agency issuing  NRTL mark.

Agency i.e. UL let you carry product with NRTL mark in US market place as
long as you comply with the requirements.

able to be NRTL marked after 20th December 2020? This is the date the EN
version can no longer be used to declare conformity with the EU LVD. I would
