 Bell, MCI, Bell Atlantic and GTE.  Please beware.
 DO NOT press 9 0 # for ANYONE.
 The GTE Security Department requested that I share this
 information with EVERYONE I KNOW.
 PLEASE pass this on to everyone YOU know.  If you have

Hello group!

Since some test houses supply DoCs with the CE marking on
them, it made me wonder why they would recommend a marking in at least two
places (device and DoC) if it were forbidden.  I referenced the EMCD
Application Guidelines.  While I realize this is not the last word on the
law, it seems clear to me that markings on boxes are not only appropriate,
but encouraged.  Section 12 is included in its entirety for your
edification.  

12  APPARATUS  MARKING 

All apparatus covered by the Directive in accordance with the protection
requirements and accompanied by one of the means of certification provided
for in Article 10 must bear the CE marking.

The CE marking is affixed by the manufacturer or his authorised
representative established within the EEA to the apparatus or, if this is
not possible, to the packaging, instructions for use or guarantee
certificate, in that order of priority .

Where the apparatus is covered by other Directives providing for the CE
marking, application of the CE marking also indicates that the apparatus
conforms to the provisions of the other Directives applicable to it.

The CE marking is to be affixed visibly, legibly and indelibly.

It is prohibited to affix any marks or inscriptions that are likely to
mislead third parties as to the verbal or pictorial significance of the CE
conformity marking.

It would be sensible, but it is not mandatory, to more readily facilitate
free movement to affix the CE marking to more than one place, for example,
marking the outer packaging, as well as the apparatus inside can be
ascertained without opening the package. There is nothing in the Directive
to prevent this.

Simply: there is no directive allowing the use of ce to boxes.

The statement in the EMC-directive is:

The manufacturer or his authorized representative established within the

packaging et al may not.

packaging is tolerated, and can be helpful in customs procedures.

I agree that this is a trivial thing, but what would the judge say ??

What would you read if it said:

I would even attenuate that last statement. Officially the
application of ce
on boxes is forbidden  so affixing ce would be just an invitation to
search into the boxes 
:))

I think it should make just no difference to customs if you do or do not
affix the sign, but
as they are human too.

Hello, Listmembers.

We have a potential supplier of an OEM equipment that is not
NRTL listed. They suggested we have it listed (i. e. pay for the testing
ourselves) as part of  our system.  I am not aware of any case histories of
this nature.  Has anyone had this experience?  Can an NRTL issue a listing
for one company (buyer of product), yet audit another (the manufacturer)?  I
am skeptical of this suggestion.

Hi everyone.

Don't know that my last mail went out, so I'm trying again.  Below
is the link to the Handbook of which you speak.  The new book (dec98) is
shorter than the original (apr97), as the original had more appendices and
details of the phase-in period.  Also, the new book makes no reference to
AS/NZS 4252, as it is the immunity standard.  There are no mandatory
requirements for immunity in Australia, so it was omitted.  Regarding test
labs; basically, any lab accredited to test to the relevant standard is
acceptable.  In fact, you could test yourself, depending on the level of
compliance required, so long as your report and documentation are adequate.
The accredited lab, to the ACA, presents a high confidence/low risk
approach.  Lastly, if you want to buy the standard, or see a review of it,
go to Standards Australia using the second link.  Hope this helps, if it
gets through!

1.  I could not find a current link to The SMA Handbook for Suppliers that I
originally downloaded in 1996. I explained in an earlier email that, since
that time, administration of the Australian Framework for EMC switched over
from the Australian Spectrum Management Agency  (SMA) to the Australian
Communications Authority (ACA).

2.  The document that Laura found is what I consider to be the ACA's newer
equivalent (see her message below for how to access this document) to the
handbook.According to that document, AS/NZS 4252.1 is equivalent to EN
50082-1.The new handbook is very similar to the one.  I have updated
my files in document control with the new version.

3.  I noticed a couple major difference between the new document and the
old.  

The new document is 19 pages, where the old was 40+

It appears that the appendices are different. The old listed equivalent
European standards in Appendix B.  the new lists them in Appendix A.  

Both documents list the Australian NATA (National Association of Testing
Authorities) as the organization having ultimate authority to accredit
laboratories with respect to the Framework for EMC.   However, the old
handbook had a list of other national authorities which had Memoranda of
Understanding (MOU) with the NATA.  For the United States, NVLAP (National
Voluntary Laboratory Accreditation Program) and A2LA (American Association
of Laboratory Accreditation) were listed.  The newer document has no such
list.  It appears that we now have to download a few documents from the ACA
site in order to get the equivalent information that was once all included
in the SMA's Handbook for Suppliers.

AS/NZS 4251.1 is copied from EN50081.1, the generic emissions
standard for res., comm. and lite inds.  The first link provides info on
Australian EMC requirements (select EMC Arrangements, and find the link to
the information booklet).  The second link is to Standards Australia.
Select Customer Service and search the standard number for an overview and
ability to purchase on-line.  Hope this helps.  Good luck!
