I've just caught the tail end of this discussion so I'm not sure if our 
solution is pertinent to this issue.  We use patron's barcode as their 
authentication for all on-line/digital usage including Overdrive.  When we 
issue a replacement card for a lost or damaged one, we always ask if the patron 
uses the digital library. If the answer is yes, then we have a couple of staff 
members (it's not something everyone is authorized to do) who log into 
Overdrive support and merge the old and new records.  This gives patron access 
to any holds on the card that was just deactivated with issuance of a new card.

Diane, did you see the video I linked about merging in Marketplace? This is
what we're recommending to libraries. If you're using barcodes to
authenticate, then the "user id" is the barcode and it works the same way.

Judging from the discussion, this is a wider issue, so I checked Launchpad
for existing bugs and found some relevant ones, the first was just brought
up by Jessica:

#1255561  OPAC: username
that starts with a number is treated like a barcode
#1828456  AuthProxy
native login fails if username begins with a number
#1827296 
open-ils.auth.authenticate.init incorrectly checks if identifier is
username or barcode

While certainly related, it's unclear to me whether there are actually
duplicate bugs here. Because of that, and because there is code that can be
rebased/tested, I'm copying the dev list on this as well.

Also, here's a related wishlist item:

usernames should be changed when updating a patron barcode

Our consortium only uses barcodes to authenticate to OverDrive, so they
still would have had a problem logging into that service. We have learned
that some of our libraries just leave the old barcode as active so they can
continue to use it for OverDrive. The other option is that you can merge
user IDs in OverDrive Marketplace (video on this here:
https://resources.overdrive.com/merging-user-ids/).

That's a good question.  The eresources accounts are handled differently so
changing the username in Evergreen won't affect those accounts.  The patron
would need to enter the new barcode anyway in order to gain access.  If the
username isn't filled out to the current barcode, they will be blocked from
using the OPAC.
