For spacing *systems* I use Space Staff Systems (formerly JW Space Staff
Systems). For widening or narrowing staff spacing within a system I use
TGTools Scale Staff Positions (which is available in 64 bit).

For individual staff spacing, I drag them directly in Finale. If you are
careful, the changes in Finale since Fin08 are quite an improvement. If you
are not careful, you will completely screw up your score, because with
large scores of one system-per-page, there is no visual feedback for if you
are dragging the staff on that system or for all systems. I've learned (the
hard way) to be careful.

There's nothing new in 64 bit TGTools that I've found, but being 64 bit is
huge. It's an enormous dev effort, at least on Mac, and well worth the
upgrade if you care about TGTools. Also, TGTools has not been updated for
fundamental changes in Finale since about Finale 2007. My impression is
that Tobias is addressing those issues as well.

I've had essentially zero problems upgrading files from Fin08, but I hardly
ever upgrade files either. I still have Fin08 running in a virtual machine
if I need to modify them. (On Mac, Fin08 is no longer functional with
recent OS versions.)

Note-attached expressions become beat-attached, as do measure-attached
expressions. If you have any conversion issues from Fin08, this will be
where they are. Especially if your expressions are attached to grace notes.

Since Fin08 some useful tools are available directly in Finale for
manipulating staff layout. I'd need to know your specific use case to
comment on how you might go about it. There is a beta version of staff list
manager for Fin14.5 that works pretty well. But it often mangles your staff
groups. This is because TGTools was never updated to recognize the major
change in how staff groups work that came in Fin11. (Staff groups are now
attached to measure ranges, not systems.) Nevertheless I have been known to
open my file in Fin14.5, make changes with staff list manager, then reopen
it in Fin25. One of the advantages of .musx is that it can be opened and
saved in earlier Finale versions. (back to Fin14)

RP plugins are fully functional in Fin25, including many new features
unavailable in Fin08. TGTools is available in a beta release that includes
almost everything I use. The one feature I use still not available is the
staff list manager and optimization copying. (I got so impatient for usable
optimization copying that I have added it as a feature for the next release
of rp's.)

I'm not sure where JW stands at this point. Two of his most commonly used
plugins now come standard with finale, including fin25: staff spacing and
system divider. Both Jari and Tobias have publicly committed to full 64 bit
versions of their plugins.

There are many useful improvements in finale since fin08. I would not go
back. But you will end up missing note-attached expressions. To this day I
resent that confiscation of features by Makemusic more than any other
confiscation they've foisted on us.

10.9 can run 64 bit apps. You can check to see what your system is running by 
opening terminal and doing “uname -a”

RELEASE_X86_64 x86_64 means 64 bit is running
RELEASE_I386 i386 is 32 bit.

I’m sorta stuck on 10.9 due to a graphics card issue……i’d have to spend some $$ 
to get a new graphics card.
