You can draw a line inside of an
  anchored frame. Insert the anchored frame as "outside column,"
  move the frame boundaries to be under the text, then draw a line
  in the anchored frame. If insert the frame this way, the frame
  will move with the paragraph when you add or remove text before
  the paragraph. Another option is to put the text in a table and
  add a bottom border to the table. Neither option is very elegant.

I have contextual help links on the topic headers of my FrameMaker 11 file that 
I output to an ePublisher WebWorks help file.  I have not touched them because 
the application's interface has not changed.  Yet, for some reason, the file 
will no longer branch to these help links.  I have checked my Frame file and 
the topic alias' seem to be in place yet they do not seem to be working.  When 
I look at a previous version of the file, it works fine.  Yet they do not want 
to work in my current and updated version.  Any thoughts on this?

You’re probably running into an “undocumented feature” that TCS has – there’s a 
finite path length of around 35 characters that the xrefs to FM files can have 
before they break in RH. As a test, try taking a copy of your FM source and 
putting it on your root c:\ drive, then either import or link the content into 
a test RH project.

right-click menu, and HTML view shows that it's missing the href that specifies 
the link destination.
There is a corresponding Japanese version for the documents and the same is 
happening there as well making me think it's more likely in FM than in RH.

Somewhere there is either

  *   a setting telling RH not to include the link destination for some links, 
or
  *   a setting in FM telling it not to export the link destination for links 
to other FM files
Any ideas where this might be?

Also - any suggestions about what I could copy from another project to fix this?

Took a few years to figure that one out – I would occasionally notice that 
links that were valid xrefs in my FM source would be dead links in my WebHelp 
output.

You got me thinking about this. Here's some really basic ExtendScript 
code that will iterate over all markers and check the text of message 
URL Hypertext markers to see if they are valid files (on the local file 
system). This would need to be cleaned up a bit to make it useful, but 
definitely doable ..

I’ll mention that this is precisely the problem with FM8/RH9 that I ran into a 
month or two ago. Adobe was proactive in reaching out to me offline (woot!), 
but the eventual answer was (paraphrased) “It’s a bug. You need to upgrade.” 
Not helpful with my company’s current cashflow. The interesting thing was that 
links within a chapter worked, but not links to a separate file.

I eventually combined my chapters into a single file. I had the latitude to do 
that with only three chapters; YMMV. I wish you luck. :/

There’s also another similar bug out there that involves text insets. If your 
doc has xrefs, then a text inset, then more xrefs after it, the xrefs before 
the text inset will be turned into working hyperlinks, but the ones after the 
text inset will fail in much the same way as the “too long path” bug – i.e. 
they look like links, but don’t act like links.

I have a sample ExtendScript that uses the Socket object, called
NETWORK_-_Retrieve_text_over_network.jsx. It retrieves text from a
webpage and sticks it into a document. It could be easily modified to
just look for the 200 OK message. All in all, this would be a very short
and generally simple script for an experienced developer. A great idea
for a script, really. I should add it to the group. I could use it
myself.

You got me thinking about this. Here's some really basic ExtendScript code
that will iterate over all markers and check the text of message URL
Hypertext markers to see if they are valid files (on the local file

system). This would need to be cleaned up a bit to make it useful, but
definitely doable ..

var doc = app.ActiveDoc;
var marker = doc.FirstMarkerInDoc;
while (marker.id) {
 if (marker.MarkerTypeId.Name == Hypertext) {  var markerText =
marker.MarkerText;  if (markerText.substr(0,11) == message URL) {  var
target = markerText.substr(12);  // tests for local files  var file =
File(target);  if (file.exists) {  Console(GOOD [+target+]);  } else {
Console(BAD [+target+]);  }  }  }  marker = marker.NextMarkerInDoc; }

It turns out that you can test for remote (web-based) URLs using the Socket
object.
