Details:

With an S2_3 r18721 freeciv-gtk2 playing the experimental ruleset, I just got
this message in the client's terminal

1: science_report_combo_set_active(): Tech 76 not found in the combo.


Don't know what I did to trigger this or whether it's reproducible; haven't
investigated further. In this session I did get Darwin's Voyage and run off
the end of my tech goal and ended up researching nothing briefly, which is
rare. (Note to self: some time between T0184 and T0190.)

Details:

The experimental ruleset enables the 'foggedborders' setting by default.

However, the game default for 'borders' is BORDERS_ENABLED. I don't think
this is a good combination, as your own borders likely extend outside your
vision, so it's possible not to see your *own* borders change, which is
confusing. For instance, you can attempt to paradrop to a square that you
thought was inside your borders but turns out not to be.

I think that 'borders' should default to BORDERS_SEE_INSIDE (see everything
inside borders) when 'foggedborders' is enabled -- I think this means you
should have an accurate idea of your own borders. Attached a patch which
implements this override in the 'experimental' ruleset.

Details:

The short description for 'foggedborders' is Whether border changes are seen
through fog of war. However, setting this setting means that borders _aren't_
seen through fog of war, which confuses me every time I look at this in the
client's server options dialog.

The attached patch changes the description to Whether fog of war applies to
border changes.

The current 'multiplayer' ruleset suggests a setting of borders=DISABLED
(although it can be overridden).

The rational given in 'rewonder' for this is the visibility of enemy
movements it gave through fog of war (from longturn.org

 Borders: Once a player explored a land, it can see the border 
 changes there, so it is not possible to sneak and settle near 
 an enemy's base. This is almost the same with playing without 
 fog of war.

In the forum thread, Book talks about the 'foggedborders' patch as a remedy
for this, and there's discussion of how having no borders causes trouble:
 I expect that the mechanical issues with having no borders 
 (some sneaky opponent founding cities inside your territory 
 for instance) might be just as problematic as the intelligence 
 gathering weakness of borders showing thru fog of war. 

Now that 'foggedborders' is in the standard server, should we change the
multiplayer ruleset to re-enable borders with foggedborders?

(As with bug #17301, I'd recommend setting borders=SEE_INSIDE rather than
just borders=ENABLED, so that you can see changes to your _own_ borders.)

I don't play multiplayer myself, so I don't have a feel for whether there are
other good reasons for disabling borders, or not using SEE_INSIDE. But if
someone says it's a good idea, I'm happy to commit the patch.

It is missing all information about the file to patch. In the diff only a
diot (.) is noted there the filename should be. But this patch is included in
the file for patch #2253 (commented out the old line and added the new line).

Reviewing the diffs between the default and multiplayer rulesets, I see that
the latter doesn't require someone to know Guerilla Warfare for Partisans to
be inspired.

This looks like a duplicate of bug #13944 that existed in the default ruleset
when rewonder was forked (also noted by cazfi
