[Freeciv-Dev] [bug #18394] self root_req'd techs are removed, even if a nation's init_tech lists it

Follow-up Comment #1, bug #18394 (project freeciv):

I agree it did not work with v2.3.0-beta4

I did try to use LUA scripts to give such techs (root req itself) to a
nation, but the tech does not appear in the tech tree, and it can not be used
to enable other units or techs.

However, I just installed the new 2.3 version and those techs (root req
itself) do are showed in the tech tree.

Details:

I've detected in on Windows client, but perhaps other operating systems are
affected too...

With the Polish localization, most of the help section is not translated.
Only headings in the left-hand column and the items of the asterisk lists are
localized, the rest of the main body is in English (screenshot attached).

Also, the translation for some parts of the options are missing, more
specifically the boxes with the map topology options in the Geological tab,
airlifting options and the box with unit classes in the Military tab
(screenshots attached).

All of these strings are translated in the Polish PO file.

Details:

After achieving several dozen cities, sometimes the Cities list will
automagically scroll, for no apparent reason.  The more cities on the list,
the more frequently it occurs.  This behaviour does not change the location of
the active item, which can be scrolled off-screen but will still stay the
active item.

It may scroll the active item off the list.  It may scroll while actively
modifying the current city, such as modifying production.  It may scroll when
you change active lines by mouse or cursor keys; even if it should scroll,
sometimes it scrolls too far, or to the completely wrong place.

This is a disconcerting behaviour that sometimes makes it difficult to play
the game.  Attached is a saved game with a large list of cities for the
player, which does scroll on occasion.  The random scrolling behaviour is
intermittent but if bring up the city list and look around, you should see it
jump on its own eventually.

This release fixes a single serious bug in 2.2.6 which made changing
government in the Gtk client difficult or impossible. See more details

I can reproduce the options issues on Linux with the French localisation, and
I'm got a pretty good idea how this could be going wrong. (Rats, should have
spotted this earlier.)

I can't reproduce the issues with the help on Linux, however. Haven't tried
Windows myself yet. Not sure what's going on there. The bulleted stuff you
refer to is autogenerated in the code, which explains why it might be
different.

Hope it's not some Windows line-ending (n vs rn) thing... is it _all_ the
hand-written bits of the help?

I notice that in your screenshot, the Deep Ocean help text mirrors its
formatting in terrain.ruleset, complete with line break and leading space
before seaworthy; the line break should be removed and the space folded.
Does the non-localised help reflow properly if you resize the window
horizontally? Is it all like this?

Hm. Haven't dug out a 2.1.x to play with yet, but this sounds a *bit* like
something that is finally addressed in 2.3.x, where various reports (including
the city report) were redrawn at apparently-random times, losing their
selections, etc. See gna bug #16439.

No particular order, I mostly maintained the order of the cities from the
initial city list, and then added the capitals of all federal subjects, cities
with 200K inhabitants and other places that are somehow notable.
